"today in the bay" continues right now. a very good friday morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. this morning, reminds me of the song, rain, rain go away, come again another day. >> there you go. >> or blame it on the rain. >> we haven't had any in awhile. >> it's been a while. october was so dry. now, into november, finally, a decent amount of rain. it's not a heavy soaker, but i think we'll take it. as we start out this morning, we take a look at the radar showing spotty activity. mostly in parts of the north bay and east bay, but we have rain in the south bay as well. so, coming through solano county, light activity there on the radar. then we start to see darker shades of green indicating heavier downpours. moving through the delta right now, then we have rain in east

san jose. i'll be watching all of this as you get ready to head out the door. mike has a traffic alert for marin county. >> down toward the golden gate bridge, this is robin williams tunnel. sudden back ups south of the area. mill valley and farther north is the richmond/san rafael bridge. the bay bridge, the metering lights are on. we zoom out. the slowing in san jose has not cleared up yet. a live look shows from the camera in san jose, the reason why. we have rain hit the lens. everything is blurry. the rain kari showed on the radar, affecting the traffic here at 101 from 680 to oakland road. back to you. this is the first significant storm we are seeing in the bay area move in. kari has been telling us about it. while we certainly need the rain in california, there are concerns that we could see more flooding in the bay area like the coyote creek area.

the flooding that happened there last year. >> kris sanchez is live in san jose this morning to explain what city and water district leaders are doing to make sure this doesn't happen again. kris? >> reporter: good morning to you both. the coyote creek is way down the embankment right now. that is good news, but the solution to keep it away from the rock springs neighborhood which saw the catastrophic flooding in february is low tech. let me show you what we are talking about. it is a dirt and vinyl berm. the temporary berms should protect. it will be as high as five feet and covered by dirt. it's an artificial embankment. you might remember this scene in february when coyote reached the banks and people in the rock springs neighborhood had to be rescued by boat.

marty grimes says the dirt berms are not a permanent fix but should get them through the winter. >> exactly like that, it would protect it because it is designed to protect against that level of flow in the creek. if we had a bigger winter or bigger storm than that, it wouldn't protect. >> reporter: now, a big part of the catastrophe was that folks didn't know they had to get out until it was too late. we saw how critical communication was just last month. the water district and santa clara county are trying to boost emergency communication by getting people signed up by the alert fcc emergency system. download the fcc preparedness app and push the information out via twitter and facebook. the water district website is updated when it's an emergency situation. remember, if you have a lan line, you might get a reverse

911 call . if you don't, you have to opt in to get messages on your cell phone. i have posted this on facebook and twitter so you can access that and maybe do it during your lunch break. kris sanchez, "today in the bay." >> thanks, kris. kari hall has been tweeting the latest forecast for us. you can follow her at kari hall for what's next on the upcoming storm. live to washington, d.c., president trump heading to asia for a ten-day visit. here at home, republicans are trying to ramp up congressional support for the newly unveiled tax reform plan. house republicans introduced the plan claiming it will benefit middle class earnings and help businesses. here is a bit of the breakdown. it turns the seven tax brackets into five as well as doubling the standard deduction, increasing the child tax credit and preserving 401(k) retirement plans. it slashes the corporate tax rate from 35% to 20%.

republicans say that will allow businesses to stay in the u.s. the plan also eliminates the estate tax helping wealthy americans and ends deductions families rely on for medical expenses, student loans, state and local taxes. more details on how the proposed tax bill could affect families here in the bay area. in short, home buyers may take a hit. caps to mortgage interest deductions at $500,000. currently, you can deduct up to $1 million. buyers may lose tax savings there. deductions for second homes will no longer be allowed. property tax deductions capped at $10,000. happening today, the san francisco police commission could decide whether police officers will be armed with stun guns. >> bob redell has more on what it means for police officers and people who live in the city. bob? >> reporter: good morning to

you. san francisco and boston are two major cities that do not allow officers to carry the less lethal option of tasers. the san francisco police officers association is trying to change that. they are airing ads, pushing for taz zers. the police chief wrote an opinion editorial backing tasers and writes, not having the option creates hands on physical force by police officers and a higher probability of increased resistance by a suspect. the san francisco police commission expected to talk about and possibly vote on whether or not to allow officers to carry tasers. the commission revised the use of power with a focus on de-escalation. this comes after the december 15 death of mario woods. you might recall, he was a man armed with a knife in the bayview and shot and killed by sf police officers. the department is releasing a

report on the use of force. force, their definition includes officers pointing their weapons to physically controlling the suspect. our news room reviewed the data and found overall use of force fell by 32% from july to september of this year, compared to the same time last year. take a look at the tv screen and put numbers up there. according to the report, african-american males are, by far, the largest group force was used against of the more than 600 cases, they made up 44% of those cases. the next group were white men. they are 23%. the third group, hispanic men, 16%. during that time period, officers did shoot and kill one suspect. reporting live in san francisco, bob redell, "today in the bay." >> interesting when you see those numbers. thank you for that update. new details this morning on california's hepatitis a outbreak. 75 cases reported in santa cruz

since april. leaders are taking steps to stop the outbreak. this includes adding public toilets and setting up hand washing stations and having the homeless health project do more outreach. we have been covering this story for months. overnight, we looked up more details. the state department of public health says there are 633 cases in california. 416 people have been hospitalized, 21 people have died. right now, 6:08. tracking the rain. most of it has cleared from parts of the north bay from sonoma to marin county down to san francisco as well as much of the peninsula. the rain is moving through solano county in parts of the east bay. contra costa, alameda counties. coverage as we look at what's happening on i-80 coming into the bay area and also for parts of the delta. basically antioch, oakley seeing

good friday morning. we are at 6:13. as we start out with rain in parts of the bay area, including the south bay. we take a live look outside. santa clara for the temperature trend today. starting out in the mid-50s. looks like the rain will be more of a miss than a hit. be prepared for it all. we will talk about what's ahead as we will have off and on showers. that's coming up in five minutes. over here, this is a traffic alert for the north bay. two lanes are blocked causing a jam down toward the golden gate bridge. we'll show you that as well as the wet roads around the bay. >> thanks so much, kari and mike. it is 6:13. today, the man arrested for opening a fire inside a colorado walmart heads to court. he allegedly walked in and

started shooting randomly inside the store in thornton, north of denver. he killed three people. no word on a possible motive. a 13-year-old boy is in custody after police in florida say he carjacked an elderly woman. this is dashcam video that shows the incident and how it ended. that woman says he snatched her keys as she unloaded her groceries at her home. that's when she says she instinctively got in the car and dialed 911. you can see, as she grabbed on to the officers. >> it could have been so much work. i mean, several people could have been killed. you know, him, me and others. he had no regard for anybody in that car. >> police do not recommend doing what she did by getting into the car. the boy's weapon turned out to

be a pellet gun. quickly approaching 6:15. taking a live look outside palo alto, look at that. people lined up outside the apple store waiting for the iphone x. a thousand dollars not getting in their way of the brand-new phone that is out today. we talked to people waiting in line, including a woman who says the release date worked out perfectly for her. >> yeah, my phone was dropped in the water last week, so, i think i have to change to use the new iphone. >> reporter: you need to be here? >> yeah. yeah. it's a good timing. >> how do you survive a week without your phone? that's the real question. some people already have their phones. in the past hour, apple stores opened on the east coast. video of people getting their phones in new york city. there are the lines. they are wanted. brand-new. the money made from the worldwide sales don't end up in

american tax pots. >> scott mcgrew joins us. >> when apple sells in asia and europe, they have their phones already. the rules allow it and we have very high corporate tax here in the united states. apple said yesterday, they have a quarter trillion dollars in cash, just crash. much of that is not subject to american tax. that's the whole point of this tax cut we have been talking about, to cut corporate tax and bring money and jobs back to the united states. president trump has the head of broadcom as he congratulated republicans on the plan saying they would move their headquarters back to san jose and some of the manufacturing to pennsylvania. >> my administration is working every day to make the united states the most attractive place in the world to do business, so more and more companies like broadcom come back to our shores, grow their business zs

and create more and more american jobs. you see it happening on a daily basis. >> in a tweet, the president claims it will result in 20 million in revenue and $6 million in mother and fathering. i spent a long time going round and round about the numbers. manufacturing in pennsylvania. speaking of jobs, we got the latest jobs numbers. they are really good. they are probably artificially inflated. last month's jobs numbers were terrible because of the hurricane. this month, inflated because it's the first without the hurricane. president trump saying my twitter account was taken down for 11 minutes by a rogue employee. twitter confirms it was an employee on his or her last day at the office. we have been talking a lot about taxes and what it means to the average american family. laura and marcus, you speak

for a bad moms christmas." she and her group of other unappreciated moms decided they didn't want a perfect christmas. everything is going fine. this is going to be a funny one and rated "r." >> i never saw bad moms one. i was too busy being a mom. >> bad mom and robin. >> maybe. >> a good weekend for a movie. >> i think so because of the off and on rain. it's not going to be all clear and sunny or all that warm. yeah, i think the movies will be a great option for you as we get a look at the rain rolling through parts of the east bay and also parts of the north bay this morning. seven day forecast is coming up at the bottom of the screen, come over and take a look. you see a lot of rain drops there, but not raining the whole time. that's the big take away from this. we will have, at times, scattered showers.

as we look at the radar now, we see most of sonoma and marin county taking a break from the rain. san francisco and san mateo county has the rain earlier this morning. it's still wet. the bulk of the moisture right now, rolling through solano county and extending to the south. we are seeing a pocket of heavy rain moving through antioch and over toward the delta and for san jose, clearing. moving off toward the east. for the south county, still light rain. i'd give it ten or 15 minutes and it's out of here. we take a break for a while. spotty activity throughout the day. 10:30 this morning, more rain possibly moving to the north bay, then for the rest of the bay area, very light at times with this activity taking a break for this evening, possibly as you head out for dinner. most of us not seeing rain. then the rain goes to the south ahead of a cold front as we go into tonight. overall, the high temperatures

today staying on the cool side in the upper 50s to low 60s across the bay area. we see the next round of incoming rain moving in for early tomorrow morning. so, we go through the time frame today, we start to see the rain lining up farther to the north of us. then, as it moves through tomorrow morning at 6:30, you will walk out the door to wet weather. as the day goes along, cool and breezy. another round of rain moving in on sunday into monday. a couple waves of this. we talked about it filling in the sierra and the possibility of 1-2 feet of snow. major heads up if you are going there. bring the tire chains. inland, we are going to have more showers in the forecast for the middle of next week. mike still has an alert for the north bay commuters. >> that's the traffic alert there. chp calls it a sig-alert so it's going to take at least a half hour. two lanes blocked 101 at spencer shy of the robin william's

mortgage, contractors, et cetera, we are here to help. we were able to quickly close two travel related cases that started with the north bay fires. alexis in san rafael was forced to cancel a trip when a fire threatened their property. she was easily able to cancel the flight, but the hotel offered zero flexibility. after she contacted us, the hotel canceled 100% of the stay. that was a $1397 refund. next, sabrina in santa rosa reached out to us for the same sort of help. she had no choice but the cancel the trip. in her case, a $400 airline ticket penalty was left in dispute. we called the airline. they waived the $400 penalty. we were happy to help sa brea and alexis as well as the thousands of others that called on us as we started nbc bay area

taking a live look at our radar this morni right now, 6:30, the rain has arrived. taking a look at the radar this morning, tracking the storm to move into the bay area. significant snow in the sierra. >> yes. >> good morning to you. thanks for joining us, i'm laura garcia. >> i'm marcus washington. wake up to the rain kari has been telling us about all week long. the time is now, it is here but

not going to stick around all day. >> right. there will be breaks in between. it is going to be very hit or miss. it's not raining in san francisco, but you had it earlier this morning but mostly in the east bay and south county as the rain shifted off to the east. some of the pockets of the heaviest rain moving into brentwood as well as the tri-valley. as we get a closer look, around antioch and bay point as well as clayton. we have rain that is coming down at a good clip at this point and in alamo, danville, north of san ramon, we see the rain creating darker shades of green on the radar, which means heavier rain. as we look at what's happening in the south county, gilroy, about to see the rain clear from 101 and move off toward the east. i'll continue to watch all of this. we'll talk about the weekend forecast. that's coming up in a few minutes. the wet roads and alert for the north bay.

mike? >> the rain traveled through san jose. wet roads here, 101 as well as south county. the altamont quacorridor. this is going to ease quickly. all lanes cleared in the last three minutes here at southbound 101 and spencer. a lot more traffic heading through the robin williams tunnel and the golden gate bridge. we have seen an improvement of a few minutes. it's led to 23 minute drive now from 580 down to the golden gate bridge. a mild build for highway 37. we'll talk about the rest of the commute coming up. >> sounds good. thank you very much, mike. back to the incoming rain that we have been talking about. a lot of people in the north bay worried this morning in communities hit by the north bay wildfires. the rain could be putting toxins in. >> pete suratos is live to

explain what environment lists are doing to keep it from getting worse. pete? >> reporter: good morning to you, marcus and laura. the good news is we haven't seen much rain or any rain at all in santa rosa. where we are standing is coffey park, one of the hardest hit areas. you can see the damage here, the cars left over, the burned down homes. the big concern is the debris from that. the toxic debris that could come down into the storm drains that you are looking at now. what they have are these waddles, straw cadwaddles to bl the rain and present the water from getting into the water stream. we have pictures of crews putting them around sonoma county. they don't want it to get into the water stream. the toxic ash could be very damaging. we talked to a county official who broke it all down for us. >> really concerned about protecting the streams because they are drinking water supplies

for most sonoma county residents. natural walter should filter. it's important to present all the ash and pollutants from getting into the stream. >> reporter: we are talking 600 such streams in the burn zone. that could affect the water quality if the toxic ash gets in there. sonoma is just one county keeping an eye on it. also, napa county is. they put tips up to drive cautiously with the rain. also use sandbags to control erosion. they are passing out free sandbags at different locations around napa county and install erosion control before things get wet and saturated. out here live, these are the straw waddles you are seeing along the storm drains in coffey park. sonoma county officials have put 200 of these out and are expecting to do so this morning

with the rain coming in. we are live in santa rosa, pete suratos for "today in the bay." >> thanks so much, pete. you can keep track of the storms in the palm of your hand. download the app for free for apple and android devices. three people were involved in protests that got out of hand. there are images of two men and one woman that were involved in fights around the park on august 27th. punched, kicked and struck with an impro vised weapon. graphic body cam video of a deadly shooting in march. it comes as the officers were cleared of wrong doing. we have frozen the video just before the shots were fired. >> let me see your hands. >> let us help you. >> let me see your hands.

>> it shows the 24-year-old run from officers who followed him until one of the officers fired four shots. the department has already said officers were not sure he was armed and they believe he would have been a threat to people in neighboring homes. the suspect's family actually called police that day. they believe officers would take him to get mental assistance. the stepfather said he had no idea it would end in death. >> what i saw was flat out murder. they said they tased him. i never saw a tazing. i never saw nothing. i saw him in the bushes getting shot. he's against a fence. >> the family filed a wrongful death suit playing out. the d.a. did not issue a comment after the announcement. a 44-year-old woman is behind bars following the brawl at great america. police say she was arrested after she used a stun gun on a 16-year-old girl who was reportedly in a fight with her daughter.

she is the third person to be arrested after great america's halloween haunt last saturday. there have been 20 reports filed with the police in connection with that. for months, here at "today in the bay" we were telling you about meetings caltrain was holding to manage bikes. they figured it out. they will increase bike parking and provide secure and cheap bike lock options. they are hiring dedicated project manager to beef up staffing. overnight, we look closer at the numbers. 6,000 bikes are brought on board each day. out of that, 93% take their bike on the train. >> if they add a power assist, the trains would go so fast. looking over here, we are moving much more quickly. southbound 101, the earlier crash we told you cleared at spencer. very quick recovery because

there's a light flow of traffic around the bay. we are looking at the bay bridge, crossing above the bay bridge at the richland bay bridge. a slight build for san pablo. nothing dramatic here. we zoom out, a smooth flow of traffic toward the san mateo bridge. a disabled vehicle on the shoulder. i'll track that. we'll give you a look at the san mateo bridge itself. we have volume. look at the taillights westbound. that's okay, it's moving. still, if you are in it, it doesn't feel like it. >> friday is here. feel good friday. >> looking forward to the weekend weather. >> cooler temperatures that finally feel like the season or even like winter. rain during the morning. we will have breaks as well. we have been talking a lot about rain. the highest chance of seeing those showers tomorrow morning. that will be during the morning. then some clearing during the

afternoon. on sunday, expect a chance of rain during the afternoon. so, there will be breaks between the showers moving through. it is going to be chilly. highs reaching the upper 50s. as we check out a couple events going on, i have been checking out indoor events as well. the scientist discovery day in berkeley will start with temperatures mid-50s, mostly cloudy skies. we'll look at that as the day goes along. in san rafael, the day of the dead for celebrations going on. it will be at 60 degrees at 4:00. then, it will drop off fairly quickly so make sure you have something nice and warm to wear. if you are going to carmel valley this weekend, you are going to enjoy some breaks, but a mix of sun and clouds, cooler temperatures only reaching low to mid-60s. most of the rain will fall today. if you are looking at going to the sierra, looking at some of

can download the nbc bay area app. the forecast coming up in five minutes. we have a crash southbound 680 popped up around vargas. it's building a bit. we'll talk about what chp let me know. we're also talking about breaking news this morning. the white house is under lockdown right now. the secret service reported someone is in custody after suspicious activity near the north lawn along the fence along pennsylvania avenue. it's been shut down, in fact. no word why. the incident happened shortly after the president left the white house. he's on the trip to asia. he's been there the last 30 minutes or so. we'll continue to watch the breaking news story and bring you the latest. closer to home, take a live look. this is coyote creek in san jose this morning. they have a low tech solution to try to prevent catastrophic flooding like we had earlier

presidency. one of the things to keep in mind as we watch washington is they don't speak our bay area language, not when it comes to income. here is speaker paul ryan talking about the average american family of four making $59,000 a year. >> with this plan, the typical family of four will save $1,182 a year on their taxes. for many families, having an additional $1,182 more will make a real difference. >> indeed it will but he's speaking a different language. they are not talking about us. there are households here earning little money and we want those households to succeed, the median household income in our area is much higher. paul ryan says $59,000. he uses that example.

our local government says the average in our area is $115,000. when you talk ability section 8 housing, $105,000 qualifies for low income housing. the same governments consider an income of $65,000 very low income. compare our very low income to speaker ryan's average american income. a san jose police officer who is fresh out of the academy makes more money than speaker ryan says is the average american family income, 7$78,000 to star with. that's one income. he's talking a family of four with two incomes. we get hit harder on deductions on mortgages as well. washington wants to cap it at $500,000. that think that's enough. the median house price here is $1,068,000. toledo, ohio, the home city of
