i didn't know how to use my windshield wipers. it was a whole new thing. >> you're definitely going to want to keep an umbrella handy because we're going to get periods of on and off again showers before it tapers off completely so keep that in mind so. the roads might still be a little bit wet. so please be safe out there. 59 degrees for the south bay right now. 51 degrees, nice and cool and then as i mentioned, if you noticed in the icon, we've got a couple of showers. well, that's because we are expecting another round of showers to make its way through at 8:00, 9:00 a.m. and that's going to bring more rain for san francisco, the peninsula again, the east bay and san jose has a chance of seeing rain through the afternoon. east bay right now is at 57 degrees and here's a look right now at the doppler radar. you can see san francisco's out of the kind of the range in terms of the rain band right there, and fremont will still expect to see some showers there as well. san jose not really seeing too much rain right now, but we're not in the clear. we also saw some showers move in through the north bay area as

well directly over the wildfire burn zone so something to keep in mind as we head into tonight and tomorrow. let's take a look at that temperature trend for san francisco. it is 57 degrees right now. but we're going to stay nice and cool all day long. we're talking about topping out at about 58 degrees for san francisco for today, possibly 59, 60, but for the most part, upper 50s and then we'll only be seeing temperatures in the 60s for the inland areas, so we're definitely going to enjoy a nice fall but i will break down that first snowstorm in the sierra mountains coming up in about 15 minutes. >> it was like a -- >> just like that. >> like a switch was flipped, right? >> snowboarders and skiers are going to love it. >> definitely. well, this morning, we continue to follow breaking news, an amber alert has been issued for this baby boy, who is missing. police say the man suspected of taking the child is his biological father and is considered armed and dangerous. this all started yesterday in southern california.

police say that man and baby could be headed to the east bay. authorities are looking for 42-year-old jeffery. los angeles county sheriffs got a 911 call from a woman who says her son's father pulled out a weapon while they were arguing on highway 5 near the grapevine. she says she jumped out of the car with another child but that man sped off with the infant in the car. police say he should be considered armed and dangerous. >> we don't want, you know, to upset him. we don't want him to harm the baby, so if they see the vehicle, just call 911 and we will respond or chp. >> police say he is driving a 2007 white chevy pickup truck with a trailer that has a blue stripe. authorities say he could have detached the trailer that has a beware of dogs sign in the window. the baby is wearing a blue onesie. gomes was wearing a black and gray shirt and blue jeans. now to an nbc bay area

exclusive, allegations of sexual misconduct at san jose' presentation high school. just yesterday, parents and alumni received a note from the principal informing them of allegations of sexual assault by a former teacher. those allegations had been reported by "the washington post" last month, and our investigative unit started looking into it two weeks ago. "today in the bay's" sergio quintana has more on the allegations at this prestigious all-girls high school. >> reporter: this is a note that was e-mailed to parents and key alumni. in the letter, miller writes an investigation was conducted 25 years ago but because of privacy and confidentiality, miller cannot disclose the details or outcome of that investigation. last month, catherine wrote an opinion piece in "the washington post" entitled, when the legal system fails sexual assault victims, we have to find our own closure. in the piece, she says her former teacher was making her

recite a poem. you muffle the longing here. he slid his hand down and lifted my hand to my left breast. another student reported being sexually assault bid the same teacher. that former student said school administrators scared her into taking back the story. "the washington post" piece has prompted a change.org petition. the petition authors say they're concerned asbout the response b administrators. the teacher who's been accused of sexual assault has long since retired from presentation high school. we're not identifying him because he was never charged with a crime. he died last october. the school website still has an "in loving memory" post online. sergio quintana, nbc bay area news. this heated meeting over whether to give san francisco police officers conducted energy devices or ceds, more commonly

known as tasers, all unfolded last night at san francisco city hall. people who lined up to speak against the proposal ended up shutting down the meeting. commissioners eventually moved their meeting to a different room and only allowed in five speakers at a time. before that interruption, chief bill scott made a case to city commissioners that tasers would help officers achieve the department's goal of deescalation of force. while supervisor sandra lee fewer disagreed, saying the weapon kills and will open up the city to liability. >> they should not be used on pregnant women, older individuals, people with heart conditions, mentally ill people, et cetera. how will a police officer know before they discharge a taser? >> commissioners voted 4-3 to approve the tasers for officers. by the way, that approval doesn't go into effect until december of 2018. in the meantime, a draft policy will be refined.

san jose police have arrested 20-year-old arturo huerta-cabrera. he is accused of hitting an officer with his car. it happened last week near the 680 onramp. san jose police say the officer pulled over huerta-cabrera for reckless driving before he hit the officer and drove away. the officer is expected to recover. they had dreams of helping save lives, but their lives were cut short. now, a memorial service is being planned for the three teenagers who died in a car crash on the peninsula. it happened halloween night. the car plunged down an embankment off skyline boulevard near woodside. family members were the first to discover the wreckage after an extensive search. we've learned that the young men were all part of the menlo park fire district fire explorers' program and all had bright futures. >> they were climbing up that ladder really fast, and i -- i'm still in shock, and i'm hurt and

i'm devastated. >> the families want to hold a joint memorial ceremony to honor all three friends. meanwhile, the chp says it's still investigating the cause of the crash. a follow-up now to the scandal rocking twitter. fans of the twitter employee who briefly deleted president trump's account want to give that former worker the keys to san francisco. an internet petition on care2 is calling san francisco mayor ed lee to honor the mystery employee for, quote, making twitter a better place for 11 solid minutes. the petition comes after a slew of tweets asking to buy the employee a drink, a pizza, a gift basket, anything to show appreciation, but some, including security professionals, don't think the breach is something to praise. >> it is a pretty scary situation. it's one thing to deactivate an account but if someone hijacked the account, said something, and

san jose is not in the clear. we could see some off and on showers throughout the day today. vianey arana will be along in just a bit with your microclimate forecast. sheriff's deputies say this man has been arrested for taking pictures of a teenage girl on a vta bus. he's also accused of following the girl off the bus. detectives think more victims could be out there. "today in the bay's" ian cole has the latest on the investigation. >> reporter: deputies say 70 -year-old man is accused of riding on the vta bus and taking unwanted photos of a 16-year-old girl. the teen rides the bus to school and claims at least once the man follow her off the bus, videotaping her with his cell phone from a few feet away. a santa clara county sheriff's deputies arrested florencio as he boarded a bus here. neighbors reacting tonight. >> if this person be chasing some lady or some young kids, it's not right.

welcome back. it's 7:15 on your saturday morning. a live look outside at san francisco from san bruno mountain. vianey arana will be along in just a couple minutes with your microclimate forecast. off and on showers throughout the day today. mounting claims of inappropriate sexual behavior against actor kevin spacey and now a bombshell for fans of the show "house of cards." los gatos-based netflix has officially severed ties. it had already decided to end "house of cards" but now netflix is halting any more production of the hit show. eight "house of cards" crew members have accused spacey of sexual misconduct. netflix also announced it is cancelling the gore vidal biopic starring and produced by spacey. both spacey's agent and his public relations firm confirmed to nbc news that they no longer

plenty of coffee and hot chocolate. let's talk about the temperatures right now. nice and cool overall on the peninsula at 51 degrees, at tri-valley, 57, the south bay is in the 50s and as the city begins to wake up, we can definitely see those dark clouds finally kind of adorning the skyline and san francisco, 56 degrees and we can expect to keep periods of on and off again showers. now, this very weak cold front mainly moved in overnight so the majority of the rainfall did fall overnight as you were sleeping but we still got kind of a band of showers that is expected to creep on in within the next couple of hours. so, what does that mean for the forecast into the afternoon? well, let's give you a look at that hour-by-hour outlook. if you notice by about 9:30, another band of rain that's going to drop some showers right over the north bay wildfire burn areas, and then napa, walnut creek, oakland, san francisco, and san mateo can expect to see another round of showers. if you notice, at about that time, san jose still seeing kind of basically no rain, but if we

fast forward this through 12:00 and 12:30, you notice right behind it, plenty of cloud cover and as the tail end of that rain band of storms kind of pushes through, that's where san jose comes in the picture and that's where san jose the expect to see moderate, basically, more on the light side, but moderate in some spot zone areas and that's near lover livermore, the fremont area, those showers will be lingering and sticking around between 2:00 and 3:00. we've still got a cell lingering behind near the morgan hill area as well. the majority of that rain kind of tracks east. very weak cold front, very insignificant rain total buzz if you had plans to be outside, who knows, whab you had your children's birthday party, it's going to be great news because the rain should taper off, 3:30, 4:00 latest and you should have a clear evening ahead. however, looking ahead towards sunday night, we do have an additional band of another light cold front that's also going to move in, and that's going to spark the kind of a chance for

seeing some showers mainly for the north bay areas, though, if you notice, the majority of that rainfall kind of stays off coast, but we do keep a lot of that cloud cover, so even though we might not see heavy downpours into tomorrow, tomorrow night, we do keep the chance of seeing some showers in the forecast. now, that temperature trend, it's going to stay nice into those 50s for san francisco and san jose also expect to climb into the 60s and if you notice for san jose, as i mentioned, the tail end of that band of showers will move in, and that's where we'll see another chance of seeing a good amount of some showers in the forecast. but the main event, with this storm, is of course that sierra snow. it's the first snowstorm of the season. we've got a winter storm warning in place until 11:00 p.m. tonight. we're talking about snow levels, 5,000 feet, possibly one to two feet of snow in elevation areas of 7,000 feet, which could bring gusty conditions of 70-plus miles per hour and just kind of looking ahead at that snow forecast, if you look at the key up here, you notice we've kind of got winter-like conditions,

at least through monday, so if you had plans to drive out there, please be safe and check all the road conditions. you might even need some change -- chains, not change, but you might want to change your clocks because we are experiencing daylight savings time ending and what that means is we get an extra hour of sleep so don't forget to set back any of those clocks that are digital one hour tonight before you go to bed. i think i'm going to welcome in this nice one hour of sleeping in. over the next seven days, keep the cooler temperatures and get another chance of rain as we head into wednesday. but don't forget to set back those clocks one hour. kira. >> looks good, vianey, thanks. still ahead on "today in the bay," halloween may have come and gone, but one person is already thinking of next year, his big display that's all about love. it's a story that will make you "bay area proud."

to medication and hard work, james has come a long way. he is now assistant manager at his home, a sober living environment for men with a history of mental health and substance abuse issues. james says the acceptance he's felt here in this neighborhood is something he never experienced before. and the small halloween display more than 15 years ago was his first token of appreciation. >> i guess because all the kids are trick or treating and i wanted to do something fun for the kids and so i set up the yard and that was really cool. >> reporter: over the year, the sets have gotten bigger and bigger. >> this right here is the cockpit. >> reporter: and james now spends an entire year planning and building. but the meeting? well, that hasn't changed one bit. >> it was really fun. i mean, having the kids smile and having them check out the families, seeing the fence and

can really see those clouds and the skyline, especially here live look in san francisco right now. we can see those dark clouds and we've already seen a band of rain moving overnight. it's a very weak cold front that brought some slight showers, and if we kind of look ahead, we still have a little bit of a chance of seeing some rain, so let's talk about that time line. so by about 10:00 a.m., walnut creek, oakland, palo alto, we'll see another round of some light to moderate showers as we ahead into the early afternoon. san jose also expecting to see a few pop-up showers but then as we move ahead towards 12:30, towards the tail end of that band of showers, that's where san jose, fremont, and livermore could be seeing the majority of the rainfall in comparison to san francisco or the north bay, we saw some of the heavier rainfall overnight. if you look right here and the fremont and livermore area where you see the lighter colors, we will see light rain and then where you see the darker color and of course the yellows and the red typically mean there's a little bit stronger, kind of a, you know, moderate downpours

near some of those areas. if you look ahead toward 2:30, you notice we've still got a couple of these lingering kind of cells behind in san jose, morgan hill, the campbell area, but then, it moves out so nicely, making way for an overall lovely, cool fall afternoon. so if you originally had any plans to have any birthday parties or any celebrations outdoors and you were worried about the rain, the good news is that rain will clear out. now, of course, that rain that moved in overnight means you could have some soggy grass or, you know, some puddles in the area but at least you won't get any more rain through tonight. however, into sunday night and early monday morning, we see another round of possible showers with another weak cold front that could bring some very, very light rain and of course plenty of cloud cover through the area again. now, let's talk about that snow, because we've been mentioning it's the first official major snowfall for the sierra mountains. and here's a live look right now, looking absolutely beautiful in my eyes, right?

could this be a solution for some of our housing problems? fixing affordable housing in san francisco. the city is trying to rehabilitate its rundown buildings through a federal program. public housing sold to private companies. and the buildings remain low income housing. but investigative reporter bigad shaban explains why the city's most vulnerable may still be at risk. >> hard to overcome the odds. >> reporter: 57-year-old kimberly coleman has a lot to say but struggles to say it. a car accident ten years ago left coleman disabled with a brain injury. >> oh, lord help me. i've been mistreated. >> reporter: coleman lives at clementina towers in san francisco, a low income building

owned by the tenderloin neighborhood development corporation. one rainy morning last year, coleman awoke to puddles of water in her apartment. >> and i got out the bed, water just splash up to me and i thought i was in a horror movie. >> reporter: an old cable outlet became an open faucet into coleman's home, spewing water not far from an electrical outlet. coleman complained to management at the building. so their solution was to put a plastic bag over it? >> yeah. >> reporter: and what happened when the bag would get full of water? >> they tell me to sign a paper and get a new bag. >> reporter: you have to fill out a maintenance request to get a new bag? coleman lived with a plastic bag taped to her wall for four months. she eventually complained to the city. the unit was deemed uninhabitable and inspectors ordered tndc to fix the leak and walls. coleman was relocated to this apartment but says the moving company hired by her building damaged much of her furniture. >> they're broken.

>> reporte >> it pains. >> reporter: don faulk heads fndc. some will hear this and think it was ridiculous that for months, you all relied on plastic bags taped to her outlet to catch leaking water. >> i can imagine how people would look at this situation and say, that seems crazy, why didn't this group, you know, respond to her in a better way. >> reporter: faulk says his team worked for months to fix the leak but finding the source took longer than expected. >> i think it is in the nature, unfortunately, of what we're doing in terms of taking over marginal housing and trying to operate it as best we can. >> reporter: tndc took ownership of this building just over a year ago from the san francisco how'si thousandsi thousan housing authority. san francisco is leading the charge by having nonprofits partner with private investors

to buy, renovate, and run public housing. >> we will completely redo this. >> reporter: tndc bought five public housing developments but had trouble determining what needed to be fixed. >> one of the challenges is that housing authorities lack of documentation and lack of records in a fairly comprehensive way. >> reporter: can you understand why tenants now being told that you all are taking over may not have any reason to trust you all? >> i can really imagine why should they trust tndc. they've been promised things in the past and those promises have not necessarily been kept. >> reporter: at this high-rise in the tenderloin, faulk says conditions were so poor under the housing authority, about 20% of the apartments had to be left vacant. >> reporter: would you say tenants were in a dangerous situation? >> i would say in some cases, there was real risk for people. >> reporter: over the past two years, 55% of san francisco public housing, that's 3,400 apartments, have been sold to

nonprofits, pledging $700 million in renovations. >> we have resources that the housing authority sympatimply d have. >> reporter: tndc has been managing properties for 37 years. our investigative unit reviewed building inspection reports for tndc's roughly 40 properties. >> it's a very, very small percentage of the overall work that's happening at tndc in terms of taking care of buildings. >> it's totally different. >> reporter: since kimberly coleman first contacted us and we started asking questions, tndc bought her a brand-new night stand, dresser and bed frame. the nonprofit also moved coleman back into her original apartment which had been completely renovated. finding her words can often take

bring your chains . welcome back. a warning for drivers heading to the sierra this weekend, bring your chains. the first major snowfall is dumping snow in the mountains, but that's good news for skiers and snowboarders. "today in the bay's" tom jensen has more from the first mountain opening this wednesday. >> reporter: driving over the passes this weekend could present some problems for drivers. big rigs are required to have chains right now and caltrans suggests that all cars have chains over the sierra this weekend. this early snow is a welcome sign, though, at a ski area. >> there's some seasons where we've had 78 inches of snow and there's other ones where we've had 750. >> reporter: that 750 inches is what they got last year and that meant a long ski season here and at other resorts. after flying their drone over boreal, the resort decided they'll open wednesday and be the first ski area in california

open for the 2017/2018 season. >> it's really incredible when we're able to open early, because that means that we get some of those employees a job a little bit sooner, and that just, in return, helps all of the economy up here for the trucky region. >> reporter: they're not leaving everything to mother nature, though. boreal will start running their snow-making machine through the next several nights when temperatures drop below 32 degrees. the snow is starting to stick and freeze on the interstate signs on i-80 coming over the pass here on donner pass. could be very tricky for drivers if the snow gets a lot deeper and freezes on the highway, especially with wind gusts up to 75 miles per hour. in the sierra, at boreal, thom jensen, nbc bay area news. >> wow, thom, thanks for that. and vianey arana has one last look at this winter storm warning. yeah, and he was mentioning those strong gusty conditions. winds 70-plus miles per hour and that's the reason why the national weather service has a winter storm warning in place for the greater lake tahoe area
