san francisco from san bruno mtn good morning, thanks for good morning, it sunday. you are watching "today in the bay." that's san francisco from our camera on san bruno mountain. look at it, gorgeous, beautiful. no clouds to speak of there. thanks for waking up with us. i'm vicky nguyen. vianey arana is here with the forecast. you will want layers because it is cold out there. >> it is really cold. did the extra hour of sleep help? >> always. always. can we get another one? >> we have to enjoy how long it lasts because it is going to be colder and makes you sleep in because, if you were like me, you slept with your window open. you woke up to a cold home or

apartment. the temperatures are in the 40s. woodside, this is an absolutely beautiful shot. a couple clouds in the mountainside, but in terms of the rain, we have another chance of seeing rain, but mainly for the north bay. right now, look at the temperatures, 31 degrees in santa rosa. napa, 36. we have a chance of seeing a frosty start, when the windshield looks frosty. that's what we are looking forward to at the end of the week. this is the second system i mentioned yesterday. it's sitting far off north. a chance of seeing rain for the north bay. all in all, the rest of the bay area from san francisco toward the south bay shouldn't be expecting too much rain. i'll break down what you can expect. you might get another shot of rain for the workweek. >> okay. no complaints there. thank you. a busy onramp in san jose was closed for hours after

flooding. the rain forced crews to block off the onramp from 680 to allen rock avenue. bumps brought in to get rid of the standing water. it caused back up sboos the afternoon and evening. this time of year, if it is raining in the baiy area, theres a chance it's snowing in the sierra. yesterday, chain controls were in effect on interstate 80 because of the snow. it caught drivers by surprise. if you want traffic conditions check out the free nbc bay area app. click on the weather tab to use the radar and get a details forecast. we turn to the start of president trump's visit to asia. the president and first lady landed in japan last night and almost immediately addressed troops. this is part of a gruelling 12-day trip. on the agenda, the growing north korea threat and trading.

thom jensen reports. >> reporter: air force one landed outside tokyo where president trump spoke to a crowd of u.s. and japanese service members. >> there is no single place i would rather begin my trip than right here with all of you. >> reporter: the president is expected to ask the leaders of japan, south korea, philippines and most importantly, china, make a choice, do business with the u.s. or north korea. without naming the country or its leader, kim jong-un, trump delivered a message in praising the troops. >> you are the greatest threat to tyrants who seek to prey on the innocent. history has proven over and over the road of the tyrant is a steady march toward poverty, suffering and servitude. >> reporter: cutting off financial ties between north korea and the rest of the world,

the u.s. hopes to force them to give up their nuclear program. some analysts say the president's presence in asia could prompt them to test launch another missile as a show of forest. the president not giving an inch. >> we face many challenges and opportunities. we will face all of them together as a team. >> reporter: thom jensen, nbc bay area news. hundreds of people in san francisco joined groups across the country to protest against president trump. protests took place on the corner of the shopping district. the group celebrated indictments and guilty plea from members of the trump campaign. many pushed for impeachment of the sitting president. there was a small group of presidential supporters there. both groups tell us they fear each other. >> i have been personally attacked physically. i have been stalked. my information has been given

out. >> someone asked me what my hat said. it says make america great in russian. he was offended by that and shoved me. >> this group tried to get a permit to protest in union square. it was denied by the department of parks and recreation. that area is occupied by the skating rink and christmas tree. a marin county man is facing charges of attempted murder after an attack in mountainview. officers arrived around 6:30 last night. police say a man with a knife refused to stop attacking a victim even after a taser was used on him. they restrained the suspect who was identified as 43-year-old. the victim is a 55-year-old man in serious condition. it is unclear if the suspect and victim knew each other. as we first reported yesterday, san francisco police have the go ahead to carry

tasers joining every other police department in the united states. it came after a decade long debate and long meeting at city hall that ended in a 4-3 vote in support of tasers. opponents voiced several concerns. the police chief says with training, tasers will reduce the use of force and help officers de-escalate situations. >> the police commission will play a big role between now and the actual implementation. now, we come up with rules and guidelines on exactly how tasers can be used, when they can be used. >> the department is promising to develop a taser use policy with the help of the public. officers are not expected to be equipped with tasers until next year. a halloween shootout involving san francisco police.

officers say the suspect is a 32-year-old hayward man. he is in the hospital with life-threatening injuries. the officer was shot in the hand and stomach. he's been on the force nine years in critical, but stable condition this morning. the shooting happened midnight halloween after a man flagged down an officer to report a suspicious vehicle near 18th and diamond street in the castro district. as officers approached the car, the gunman opened fire. the tax overhaul bill before congress could affect the funding for the proposed raiders stadium in las vegas. the republican bill and tax exempt status on bonds used to pay for sports stadiums. the bid to build a $1.9 billion dome could fall within that category. the plan includes 750 million dlarls in tax exempt bonds. president trump has promised to approve the legislation by

saturday trying to remove dangerous and toxic materials from areas that burned from the wildfires. >> range from compressed gas cylinders, pesticides, fertilizer, chemicals we have in our home. >> reporter: because of the toxic run off concern, they sent crews to prevent flooding and make sure run off doesn't run into the streams. straw barriers were put in place to prevent it. >> hazardous waste that the rain could mobilize and impact other areas. so, it's important for us to be able to get that out in advance of the rain. >> reporter: meantime, at home depot in santa rosa, many residents stopped fwou pick up supplies. >> my sister -- i'm going to remove the old one and new one. >> reporter: the leonard family is still cleaning up from the

chilly, but clear skies. no rain in sight. a good day to get the errands don that you might not have been able to do yesterday. the holiday season has officially begun. we are talking crab season. recreational crab season kicked off yesterday without a hitch after years of restrictions. in 2015, crab season was all but canceled because of a dangerous toxin level. last year, a staggered opening. this year, no health advisory whatsoever for recreational crabbers. commercial crab season starts november 15th. the side of fisherman's wharf people don't see and prefer to keep it that way. san francisco is working to modernize infrastructure. joe rosato jr. shows us how. ♪ >> reporter: when you think of fisherman's wharf, you picture

boats bobbing in a bay, cracking of crab, you know, the thing tourists come to see. one thing down here they certainly don't come to see -- >> noisy. >> reporter: the water treatment plant. >> people don't give it a second thought. >> reporter: why would they? it operates during storms pumping and releasing sewage water. >> this plant was built and put in operation in 1951. >> reporter: this is the kind of historic building no one is bragging about. >> original from 1951. this is an example of such an aging infrastructure where it is corroded. >> reporter: this plant is among 70 aging crumbling city water projects urnds going a $2.9 billion water upgrade. >> we are operating with equipment that is at the end of the useful life, in some cases past the life.

you see the concrete deteriorate, a lot of corrosion on the columns here. >> reporter: the work is up graiding aging treatment plants to vintage sewer. >> many pipes are under 100 years old. >> reporter: an eye on the past and one for the future, preparing for frequently intense storms and rising sea levels. >> we have seen sea level rise. we have seen it with our facility. we have to plan for that. >> reporter: that plan includes repairs below water. at the northern waterfront, they are vacuuming sentiment for pipes that release storm water into the bay. >> one of the dirty jobs you hear about. >> reporter: the kind of dirty job no one notices, but everyone relies on. one of the few sights at the wharf that no one cares to see. joe rosato jr., nbc bay area news. >> we are going to turn our

attention to the weather. is it a good day to go to the wharf? >> yeah, but it's going to be cold. we woke up to frosty conditions in the north bay. the temperatures are still in the 30s and 40s. bring out all the fall gear. ladies, your fall fashion is in full force. gentlemen, the one jacket you have, dig it out. you are gloung to need it. santa rosa, 31. san jose, 45. half-moon bay, 43. let's talk about that 24 hour temperature change. when i mean the temperature drops, i mean that. look at this. 14 degrees colder at this hour than we were yesterday in san jose. 14 degrees colder in sunniville. napa and santa rosa feeling that bite. 21 degrees colder at this hour than yesterday. that contrast is incredible especially when you look at hayward, nine degrees cooler. we are expecting cooler temperatures to stick around. that's because we have another

cold front that is sitting to the north. that will sweep in bringing the chance to the north bay. let's talk about today's predicted highs. oakland, the lower end of the 60s. 50s for the coast. san francisco, 59. oakland, 62. santa rosa climbs into the 60s. you are not going to stay in the 30s, which is good news. antioch, a warmer spot. livermore, 63. the south bay, expect to climb into the low end 60s. it stays that way for several days. the next chance of rain, yesterday, we did have a pretty good amount of rainfall overnight, then we suddenly saw the rain taper off by 3:00. if you notice, we have this system. it kind of tracks in, very spotty into the sunday evening hours. by monday at 12:00, all of that is left behind, patchy cloud cover and we'll clear out nicely as we head into monday evening and tuesday. but, then, as we head into

wednesd wednesday, we have another system. before we get into that, enjoy this jornlgs shot of kirkwood/lake tahoe. kirkwood looking absolutely beautiful. they are expecting to see another chance of snow tonight. although, if you got stuck on the roads, i imagine your drive wasn't pleasant. if we haven't traveling up there, we can enjoy this from home. i know, i like to see that postcard look out there. let's talk about the forecast. rainfall and snowfall combined with the cool temperatures will bring the chance of 3-6 inches of snow tonight into monday morning. what's going to happen is that's going to kind of sit on top of the amount of snowfall that fell last night. again, if you have plans to head out there later this afternoon, check the road conditions because i would imagine that a lot of those roads might be frozen over. you don't want to be caught in a place where you get stuck out there. the cold front, that system is far off north. you can see it on the doppler

radar. you can see the white. that's actually snow. that's what's going to bring that chance of seeing more snow to the sierra mountains. fast forwarding ahead through wednesday, when we talk about the next chance of rain. that long range outlook shows a decent amount of rainfall as we head into thursday and also into friday, possibly during the morning hours. we have a good week of cool temperatures, then another shot of rain wednesday. don't clean your cars or anything like that. don't run out just before the rain stopped. monday, the temperatures remain in the 60s for san francisco. looking ahead toward wednesday, the rain returns. rain for thursday and early morning showers for friday. inland spots expecting to see breezy conditions. today's big word, cool, but i think for most of us, cold. am i right? >> we are not used to this. >> exactly. >> thank you. still ahead on "today in the bay" -- >> when i lost my husband, i

executive director of kara, a grief counseling nonprofit, presents certain challenges. >> we joke when we meet people, if you want to clear a room, tell them what you do. we are the grief people. >> reporter: it's a reason kara ease longevity is noteworthy. for years they have provided a range of services from peer-to-peer volunteers to grief camp for children dealing with loss to group training like this helping educators work with students. the result is in a field people don't often like to talk about, people hear about kara. >> we have been serving 5,000 people per year for the last few years. >> reporter: it's not just the number of people who reach out for help, it's who they are. >> when i lost my husband, dave, i didn't know what to do. i certainly didn't know what to tell my children.

shot. it's 49 degrees in san francisco right now. but, the north bay is really feeling that chill at 31 degrees at this hour. believe it or not, north bay will be climbing into the 60s. so, expect a temperature increase of 30 degrees by the afternoon. still expecting to keep a lot of those 40s and 50s along the coastline. half-moon bay climbing to 57 degrees. san francisco, 59 and in san jose, a high of 64. but, we are expecting to see another chance of seeing a round of showers for the north bay, not necessarily the entire bay area. i'll break down who can see rain and when the next chance arrives. >> we are settling into a fall pattern. >> finally. >> thank you. president trump has arrived in japan. sit the first country on a nearly two-week tour across asia. he is going there to meet with allies about the growing nuclear threat in north korea. the president began with a

the saying goes, walk a mile in someone else's shoes. maureen just wants her county leaders to roll a few blocks. >> it's not easy. >> reporter: to understand what her son, ian, endures every day. >> this is what i'm talking about here. i can't get over this. >> reporter: they live in castro valley, the largest unincorporated area in the bay area. a ranching community that boomed into 60,000 residents. they need sidewalks for safety. >> everyone is scared to walk to school. >> reporter: she was swiped by the side mirror of a passing car. >> scared me quite a bit. >> reporter: walking her kids to stanton elementary. >> it could have hit my kids. >> reporter: adding to the danger, drivers parking on sidewalks. >> these are all illegally parked. >> all illegally parked. >> this is common practice? >> yes, unfortunately. >> reporter: then the sidewalks

to nowhere. they border school campuses, but end at busy intersections. >> that's it. an island, you can't go anywhere. there are many intersections like this. >> half the community has noz sidewalks. >> reporter: joe an leads the group, bike, walk castro valley. they understand it take twos to four years for them to be constructed. they want temporary fixes in the meantime. they point to painted lines or curbs to mark the pathways. >> they are failing to consider the short term solutions. an easy twi enforce protecting where people walk. >> reporter: art is the principle civil engineer for alameda public works. who is accountable for those who use their wheelchair or walk in the streets? >> that's where we are approaching defensive walking. you have to take safety in your own hands. >> reporter: the county spent 4

rk4 $4,000 to teach people how to walk defensively. they haven't painted white lines because of cost, maintenance and liability. do you worery there will be a serious accident, someone is hurt or kill snd. >> yeah. that's why we are pursuing it as fastz as we can. >> reporter: what other solutions are there? >> they have the opportunity to fund a sidewalk. >> reporter: how much, on average, does it cost to build a sidewalk? >> half a million to a million dollars per block. >> $500,000 to $1 million for a block of sidewalk? it's a lot of money. >> yeah. >> reporter: we found they have used an app, 128 times since 2014. enforcement is spotty. the sheriff's department issues

an average of one ticket a day for cars parked on sidewalks. >> always temporary solutions. >> a traffic engineer with 25 years experience who teaches at the university of southern california says there are much cheaper options. he pointed to box dots of traffic delineators. >> they are low cost, easy to install. at the same time, agencies have more flexibility to install them and remove them when they are no longer needed. >> reporter: for ian and his mom, anything would be a step up from this. >> definitely make a big difference for me and other members of the bay area disabled xlunt community. >> they said they would consider asphalt curbs. meanwhile, we posted a map with a look at all the current sidewalk projects on

fund raising number for the 2018 election promises to be the most contested off year election in memory. political analyst, larry joins us. how can this election change the house and senate and what makes it so important? >> political cross winds, i'm telling you, they are blowing in all directions. on the surface, you could make the case for either political party. either political party gaining convincing wins. the democrats are counting on president trump's dismal popularity rating to capture the majority in the house and maybe the senate, given some republican retirement. the republicans have the economy in their corner. today, unemployment is 17-year low of 4.1%. most corporations have a record high and the stock market is booming in the stratosphere. so, these are all things coming together that could go either way, depending on which half of

the glass you are looking at. >> california has 53 members of the house. that is the largest number for any state. how many are at risk of losing their seat? >> as of the moment, a lot. republicans see democrats as vulnerable with all but one. democrats believe nine republicans are vulnerable. four of them are in orange county, a once republican bedrock that has become increasingly competitive. here is why california's role is so important. during a typical off year, that's the out party that is the party that doesn't have hold of the presidency, it gains about 30 seats in the house. right now, democrats need 24 to win control in the speakership and nine of those seats are here in california. >> we will watch it very closely. a key marker of any campaign, it seems, you know, positive or neg

is the money, how much money is flowing in. what is it telling you here? >> there's no question about it, the answer begins, for certain, with money. that really important word. in 13 disputed districts challenges raised five more than incumbents. you can see how these things are going to come out and attack the incumbents. >> besides money, what else do you look at to assess a candidate's viability? >> in the house, 90% of republicans are elected regardless of party and perspective and all those kind of things candidates might otherwise see. more than that, we can't just deny the role of money. it's a sign of enthusiasm. especially when it's as one sided as it is this year in 2017. 80 challengers, 8-0,

overwhelmingly democrats on the republican seat have raise zed the most money at this point since 2003 and that's another thing. so, you put together these conditions, these conditions put together leave democrats out raising republicans with more enthusiasm. you know what? those tha is mirrored nationally. that reminds us to the extent these things happen in california, which seems to make this state a barometer of what may happen. >> money is a reliable predictor. are you projecting big wins for democrats? >> if it was only that easy. not necessarily. here is why. remember, republicans are re-elected 90% of the time. as we say that, it reminds us, that's almost a lock. irrespective of their political party. there's the fact that off year elections, voter turnout appears to be lower during presidential

good morning, it's 7:53. how is your sunday going? so far, so good if you like cool temperatures. healdsburg low lying couple clouds out there. using the weather underground camera, woodside is looking gorgeous on this sunday morning. in san francisco, for the most part, nice clear skies overlooking san francisco. we are expecting to see a lot of cooler temperatures around at least for the next several days. how cold is it outside right now? you may want to pack a sweater. look at the temperatures, hayward, 48. san jose, 45. oakland, one of the warmer spots at 51 degrees.

the north bay feeling it, santa rosa, 31 degrees. napa 36. san francisco in the 40s. yesterday, we did have that early morning rain. tonight, the north bay will get another chance to see showers into early monday morning. today's overall highs will stick to the upper 50s along the coastline. 59 degrees for san francisco. half-moon bay, 57. o oakland 62. concord, low end 60s. san jose, 64 degrees. let's talk about that next chance of rain. if you look at doppler radar right now, this is a live look. we can see that additional system, that cold front sitting to the north. where you see the green, that is rain. where you see the white is snow. the sierra mountains are expecting to see another chance of snowfall. a couple inches for tonight and early monday morning. they have seen a significant amount of snowfall. they can expect to see more. the system will make its way

further down. it's not expected to come across the entire bay area. the most part, it sticks to the north. it pops up with a couple showers. that's going to be for the area of santa rosa, napa area also into a lot of areas where the wildfires are. no significant rain totals, which is good. a lot of people were worried about the run off with the debris in that area. no significant amounts of rainfall. just enough where you are going to notice. now, let's talk about that snow. look at this gorgeous shot of squaw valley in lake tahoe. you can see the dark, deep clouds. that's because that cold front is moving in. as it moves in, it's going to drive more snow. already looking gorgeous out there. i know the skiers and snowboarders are probably looking forward to a great week of fun out there. 37 degrees in squaw valley. that sierra forecast estimated snowfall for a couple hours, if you notice, we are expecting to see anywhere between 3-6 inches

of snowfall. that's into late tonight and early monday morning. the majority of the higher elevation areas above 7,000 feet. the remainer of the bay area isn't seeing rain tonight or monday and tuesday, we are expecting the chance of seeing another system make its way in using the long range outlook. we could see more rain as we head into wednesday. this system of low pressure. as you notice, it will bring in a good amount of rainfall, breezy at times. going to kick up winds. it will keep the rain chances at least through thursday and into friday early morning for areas near san francisco. now, the next seven days, a trend that is going to be on tap is going to be the cooler temperatures in the 60s for san francisco. also for inland spots. i think the warmest day of the week is going to be tuesday, then those breezy to windy conditions make a return on wednesday. don't go washing your cars just yet. we are falling into a bit of a
