9:00 this morning before this activity tapers off. a very weak cold front rolls across the region and clearing out with breezy winds and cool temperatures. we will talk about what's ahead as a stronger storm system approaches for the middle of the week. that's coming up. mike, we have a crash in fremont? >> we dochlt i have been tracking this. no major injuries. chp is not quite sure. they have to file that part of the report. looking at the slowing, two lanes are blocked att alvarado boulevard. tracking that crash there. here is the approach to the bay bridge, no delays here. one incident near petaluma. first, back to you for the developments for the weekend. >> that's right. a tragedy in a small town in texas. a gunman opening fire in a

church in sutherland springs on sind. 26 people killed, 20 others injured. 26-year-old devin kelley was behind the shooting. he died after a brief chase of officers. an armed resident engaged with him. >> i did what i thought i needed to do, which was, they said there was a shooting. i pursued and i just did what i thought was the right thing. >> you know there were more weapons in that car. you possibly stopped him from shooting other people. >> i did not know that. >> they are trying to find out if he died from self-inflicted wounds or someone else. the victims range from 5-72 years old. >> in the bay area, some churches invested in security. the first baptist church

installed security cameras and hired armed guards. >> what happens to a society and culture when it loses its moral compass. >> reporter: in the wake of the mass shooting, san francisco's third baptist church did not beef up security, but over time they made changes to keep people safe. the reverend says the country is changing for the worst. >> we have become a violent nation. >> reporter: the church is located in the inner city unlike the one in the mass shooting. the reverend installed security gates, security cameras and hired guards since we became the church leader, 41 years ago. the lives of parishioners too precious to leave solely to chance. >> what this gentleman did at church this morning, he was

encouraged to do it because he felt he had his z right to take his pistol, whatever weapon he used and go to church. >> reporter: the reverend says society helps shape more and more people like the suspected killer by becoming complacent about violence and accepting the volatile temperment of leaders. >> created a climate of instability and violence. and people tend to mirror or reflect their environment. >> reporter: thom jensen, nbc bay area news. >> president trump reacted immediately to the shooting calling it an act of evil saying it is a mental health problem speaking about the shooter. the president is in japan meeting with president shinzo abe. on the agenda, trade. abe backed mr. trump that all options are on the table. speaking of north korea, president trump is heading to

south korea tomorrow. we have more coming up on the trip in an hour. lester holt will be hosting a show from asia. how arsenal weapons were stole. >> the vehicle was parked on jones street. it was assigned to a special fbi task force. not clear if the deputy was in part of the investigation. here is what was stolen from inside. >> the first is a shotgun with a 12 gauge pump action. a brown stock. then the second firearm is a colt ar-4, black in color. there were also 40 mags containing 20 rounds each that were stolen. >> police around the bay area are on the lookout for stolen weapons. by the way, the new law that went into effect this year require officers to secure

weapons in a safe box in vehicles. an nbc bay area investigation that helps lead to the new law. senator jerry hill says the stolen month investigation was a major factor in writing the gun safety bill. the law went into effect in january. it requires state and federal officers who leave a car unattended to lock it up, out of sight. we are expecting to hear information into the investigate of a walnut creek teacher. they sent a letter to parents about the arrest. he's accused of improper contact with a minor. he taught science since 2015 and a substitute teacher in the martinez unified district in 2013 and 2014. it does not involve students in either district. bob redell will have a live report at 5:30. listen up. netflix subscribers.

a new scam that surfaced, threatening to cancel your account in an attempt to get your credit card information. a battle with a credit card company comes to an end. >> the company allowed to rent out to airbnb customers.

accused of obstructing justice to theat the fbinuclear war, and of violating the constitution by taking money from foreign governments and threatening to shut down news organizations that report the truth. if that isn't a case for impeaching and removing a dangerous president, then what has our government become? i'm tom steyer, and like you, i'm a citizen who knows it's up to us to do something. it's why i'm funding this effort to raise our voices together and demand that elected officials take a stand on impeachment. a republican congress once impeached a president for far less. yet today people in congress and his own administration know that this president is a clear and present danger who's mentally unstable and armed with nuclear weapons.

in the red. the dow and nasdaq closing at record highs followed by apple's better than expected earnings. also more earnings from disney and jc penney. friday, the dow rose to 23,539. nasdaq was up 49 to 6764. listen up, a warning for netflix customers. there's a new e-mail trying to steal your credit card information. the e-mails were detected late last week by a cyber security farm in australia. these official looking e-mails warn users their account is about to be cancelled unless they update the information. they give name, date of birth, address and credit card number. airbnb scored a victory in one of america's biggest cities. san francisco's largest apartment landlord will allow them to rent units on their

site. they own 5,000 units. they can rent them out to residents as long as they use the airbnb platform. they are piloting it with 100 units for now. back to you. >> good to see you. >> thanks, landon. 4:41. teachers in san francisco reached a tentative contract. if approved, the raise takes place over three years. the passage affects teachers and other educators affected by the union. it is contingent on a tax from the city that could go up for a vote next year. coming up on "today in the bay," a look at what's in store. kari, a cold start to the morning. >> yes, we are starting with chilly temperatures. we will get clearing today as we check out the temperature trend for santa clara in the upper 40s. look at that. the sun breaks out later today as the temperatures gradually warm up. we'll talk about what's ahead with another round of rain, coming up.

critique. i call them spoilers. >> it was a weekend where we have the off and on showers saturday. sunday, all cleared out. that was the day to get outside. now, as we get out the door in the morning, it is chilly. upper 40s for the bay area and low 50s in spots like san francisco, oakland and san jose. outside of that, a very cool morning. then look at the high temperatures toods. we are heading into the low to mid-60s. up to 63 degrees in milpitas and gilroy, a high of 65. low 60s for the east bay. concord, 62. 62 in oakland today with breezy winds from the north, it may feel cooler at times. half-moon bay, 56 today. palo alto, redwood city, 63 for the high and the embarcadero, 59. the temperatures matching where we were yesterday in some spots, keeping those temperatures rihtd where we were.

as we take a live look outside, you are getting dressed this morning. a great day to start out with something nice and warm to wear. you will probably be comfortable wearing long sleeves. it's fall and feels like it. through the week, more rain moving in. no more major showers until wednesday. this will be the next system moving in. starts out wednesday evening from north to south and looks like we'll see at least several hours of rain spanning into thursday as well as friday off and on before we have another time of dry weather. so, it will be wet into the weekend. this storm system looks more significant than the one we just had with the potential of an inch of rain for the north bay and south bay, a tenth inch. not so much, but we are looking forward to higher rain chances here. windy as well starting wednesday into thursday. it wraps up for the most part on friday into the weekend.

the temperatures stay cool. look at the high temperatures, upper 60s for tomorrow and dropping to the low 60s the rest of the week. i'll have more details on that. mike is starting out with better news. >> a little bit better news in fremont. we have a crash. a blip of slowing south of 880 and alvarado boulevard. look at the rest of the green. now, a couple more exceptions. fremont a little slowing. highway 37, good news, but crews are clearing. lakeville highway reopened after a crash there at highway 37. that was one incident, the deadly crash that took place overnight. the scene has been mostly clear, but now clear. a crash here, this resulted in a car fire. sounds like a car hit hay that was in the roadway. the hay might have got caught in the car. now there's a brush fire. chain reaction there. not a lot of slowing north 101

at 116 and 101. a look at the rest of the bay, the approach moves smoothly. the travel time, 15 minutes. toll plaza, the live look shows the lanes are mostly clear. we don't have all the cash lanes open. typical. cobwebs there in the morning. it's typical for getting up. >> yes, it is. >> back to you. >> thanks, mike. 4:49. today, the city counsel is set to vote on whether to merge the fire department with cities. they allowed the city to consolidate forming new agencies with other cities. those cities include foster city. the move is expected to save money for all cities involved. happening today, the defense lays out its case in the murder of kate steinle. last week, they rested their case showing the defendant intended to shoot and kill steinle in 2015.

the prosecution tried to show the jury the gun, which was stolen, could have fit in the clothes he was wearing that day. the defense claims the shooting was an accident. recreational marijuana becomes legal on january 1st, it won't come cheap. taxes and fees are expected to drive audiotape fees. a small bag costs, on average, $35. it could cost 50 dlar$50 or $60. the price will increase 70%. the cost of medical marijuana is expected to rise. some fear higher prices will keep people in the black market. puerto rico still without power and the outlook is grim. many could be without power into the next year. palo alto based tesla is doing what they can to help. >> a hospital with more than 800 brand-new solar panels destroyed in the hurricane. it houses 35 children with

lit up. the lights of blue. what a great way to start the morning. nbc bay area responds to a marin woman who could not get a retail giant to honor its return. >> consumer investigator, chris chmura is here to explain how he helped out. >> sarah wilcox received a $200 coffee maker as a gift. she didn't need it. it was purchased from bed bath & beyond. items returned without a receipt can get a credit of 80% of the purchase. that means she gets $160. she shipped that coffee maker back to bed bath & beyond, but did not receive credit. she kept asking for it, but had no luck. she reached out to us. we contacted bed bath & beyond and they issued a $250 gift card. they threw in 90 bucks for the hassell. in a statement, they said they

a live look outside at san jose.. welcome to monday morning. taking a live look outside overlooking san jose. certainly feels like fall in the air when you walk out the door. it will wake you up. good morning, thanks for joining us, i'm laura garcia. >> i'm marcus washington. a look at what's going on as we step outside. >> you are right. all you have to do is step outside and if you don't have the alarm clock doing the job, maybe stick your head out the window. it is going to be a cool start. then, as we go through the day, here is a look at the high temperature. lower than where we should be this time of year. we'll enjoy it once the sun breaks out. we start with clouds, temperatures reaching low 60s. san francisco struggling to make it up to 60 today. the north bay in the lower 60s.

we will talk about a slight warm up and rain in the forecast in a few minutes. mike is tracking a crash and another car fire. >> the same incident together. an earlier crash and car fire. we'll talk about that. overall, the sensors look great. that's good stuff around the bay. as we move to the north bay, that's where the incident is. a crash. the car hit hay in the roadway, pulled over to the roadway. the hay caught fire. we have a small brush fire between petaluma boulevard and lake highway. we don't see slowing on the sensors. anytime there's a brush fire, we are tracking that. shouldn't be a big deal. the bay bridge is not a big deal as far as the approach. back to you. >> thanks, mike. 5:00. now to the top story this morning, police and federal agents continue to comb the scene of that church massacre in texas. 26 people are dead after a gunman stormed the first baptist
