goods tuesday morning to you as we get started here on "today in the bay." you can see here, a live picture of fremont. traffic moves along, some people getting an early start, just like us. good morning and thanks for joining us, i'm marcus washington. >> i'm laura garcia. we'll get to the morning commute in a minute. first, we have a look at the forecast. >> we have to crank up the heat. we are starting out with temperatures near freezing in the north bay. look at that. 36 in fairfield. 39 in morgan hill. a lot of the valleys really feeling cool air. as we go through the day, slightly warmer than yesterday. it's going to be a beautiful afternoon. this, ahead of the rain that is set to move in tomorrow.

i'll have details on that as we head to mike, changes on the peninsula. >> changes for the better. there was construction work, now this off ramp from northbound 101. willow south is an issue. get off at university or marsh. we are looking at slower traffic. they continue the project on the on and off ramp at willow and striping work that went on. that will be in place another half hour. no slowing shows up now. fortunately, we have the peninsula camera in palo alto. a smooth drive in south bay. the bay bridge toll plaza. here are the light, easy drive down the east shore freeway. you have something that might be of interest to commuters as well. >> this morning, fairy boat commuters between san francisco and vallejo are on buses because

of a ferry fiasco. the engine to a ferryboat just died. >> a boat picked them up more than four hours later. we have reaction from the tired and frazzled commuters. >> reporter: a ferry's journey comes to a conclusion, under tow. on board, 330 people that spent much of the night on san francisco bay. >> insane. i'm tired. >> it was fine, just a long journey. >> reporter: they left san francisco at 5:30. then the boat lost an engine. they continued on with the remaining engine. that died, too. there they were on san pablo bay. >> at the end, we couldn't use the bathroom. that kind of sucked. other than that, it was okay. >> the tugboat arrived, but the trouble wasn't over. it was too deep of a hull to get

to the island. >> boring. four and a half hours. >> reporter: what did you do? >> texted. facebook. what else are you going to do? >> terry mcsweeney, "today in the bay." a teacher facing child sexual assault charges expect to face a court today. he's an administrative leave from teaching sixth and seventh grade science. he's accused of inappropriate conduct with two children, a boy and girl under ten. he faces child pornography charges. authorities will provide tips on how to avoid being a victim of crime. police will host a crime prevention class on how to p protect themselves.

"today in the bay's", kris sanchez is speaking with an expert leading that meeting. she will have a live report in an hour. it is election day in america. crucial issues up for vote in san mateo, marin counties. measure "g" asks voters to weigh in on adding a quarter cent sales tax to marijuana. rent controls stops landlords from unfairly evicting people. there are elections throughout marin county as well. in sonoma, they are voting on a marijuana tax. key governor's races we are watching today in new jersey and virginia. all eyes are on virginia where it's a close race between the democrat and republican, who president trump supports. both candidates are running neck in neck. we are expected to get an update this morning on the renovation project at the bart

in san francisco. here is a picture of what they have in mind. crews will construct a new street level can pi. it will be closed during construction, which is expected to take place for five months. santa clara supervisors will vote on a lifeline for troubled teens and children. 36-bed inpatient facility is just for kids in crisis. this morning, the board of supervisors will consider that proposal. 17 beds are available. children are sent to another county or home. bob redell is working on the story. he'll have a live report in an hour. one pharmacy is launching next day delivery for customers. the push behind the move from cvs. history taking flight in the bay area. the final farewell to 747 planes. first, a live look outside

offering $100 million to buy qualcomm. consumers borrowing habits. the dow rising nine to 23,548. nasdaq up 22 to 6786. cvs plans to offer next day delivery of prescription drugs. the service will launch nationwide next year. stores in san francisco offer same day delivery. the news comes as amazon is weighing on whether to get into the pharmaceutical business. move over shazam. google can name that phone for you. the feature is rolled out on google devices. it will be the title and artist, where you can find the song, links to google search.

marcus and laura, back to you. >> how great you sound singing it. >> this is an end to an era. this morning, united flies its final 747 passenger flight. it is departing at 11:00 from sfo to honolulu. aloha. it will mostly be filled with aviation enthusiasts. they flew the first boeing 747 commercial flight in 1970, known as the queen of the skies. the gigantic passenger jet is not fuel efficient. there are smaller planes that fly faster and more cost efficient. i don't remember when that was first created, but my uncle was an engineer for boeing and gave me a model. my grandparents always made me put it up because it was a model. >> cool.

their barn when they spotted that twister. the barn's roof, which had 3,000 bails of hay on it came crashing down. they found a small tunnel that led to light and crawled out to escape. other than bumps and bruises, both men are said to be doing fine. a story they will eternally tell. >> never forget that. so glad they made it out safely. >> a lot of work ahead. >> the barn and everything. exactly. not in our neck of the woods today. it's just cold this morning. >> cold, but getting ready for more active weather. we will have a storm system moving in. as you step out the door this morning, it is cold. look at the north bay. we drop to the mid to upper 30s. we are at 45 degrees now in san jose. as we look at the high temperatures, a nice recovery that will be a beautiful afternoon. the seven day forecast is coming up at the bottom of the screen and shows rain drops. getting ready for several days

of off and an rain. enjoy today. it will be clear with concord reaching 70 degrees. getting started, you are looking out the window. it is all clear. when you step out there, okay, i need a hat and maybe something nice and warm like a jacket. we are starting out with cool temperatures for this morning. then, here is the storm system. you can see the swirl of that area of low pressure, then the trailing front that is ahead of that. that is what will bring us our rain as we head into tomorrow. as we look at the timing of when that rain will arrive, by early afternoon, we see spotty and light showers, at least for the north bay. the heavier rain arriving late tomorrow evening into early thursday morning. there may be pockets of heavy downpours, along with gusty winds. we are going to see that rain off and on throughout the day on thursday as well as friday morning. so, it is going to be a very wet into the week. this looks to bring more rain

than we had recently over the weekend. we had showers moving through. this could bring an inch of rain to the north bay, especially, we have to monitor that in the burn scar areas. as we look elsewhere, areas south of the golden gate bridge, lesser amounts, but close to a tenth inch of rain. the rain moves in tomorrow afternoon. showers continue off and on on thursday. friday it wraps up. saturday looks good. sunday, another storm system is moving in. as you can see with the seven day forecast, the temperatures staying on the cool side, in the 60s. today will be the warmest and clearest day we will have in quite a while. enjoy. mike has a note for commuters heading to san francisco. >> if you missed the story we did a few minutes ago, i wanted to remind folks as a result of a problem with a ferry last night,

there will not be 7:00 a.m. and 7:15 ferries, they will replace it with bus service. if there are crashes, that will delay you. none right now. no problem for bart. that's a good option if you are traveling underneath the bay bridge and through the tunnel in the water. all around the bay, the south bay and peninsula, as well. a smooth flow. one issue on the peninsula with the live camera. overnight, work that continues blocking the right lanes northbound here and blocking access from northbound 101 to willow, the off ramp there and onramp. use university to the south of that off ramp for the time being. i have seen crews move around. it should be clearing about 5:00. they are doing that work, so there will be changes to the interchange over the next couple months. you have to get used to that. back to you. >> thanks, mike. the board of supervisors

will consider restricting drones. >> smugglers are use zing those drones. the elmwood jail, this is photo of a drone we saw moments ago. there it is right there. this was in the past month. it was taken by sheriff's investigators. listen to what a former inmate who did not want to show their face tells us. >> i have seen heroin from cocaine, all narcotics. we can get it in jail. >> reporter: it was common place in jail? >> yes. >> i learned from the sheriff and correctional officers drugs were getting into the jail through drones being dropped. the most common was methamphetamine. >> you heard from supervisor cindy chavez there as well. the board will take on the issue this morning at 9:30. the kate steinle murder case continues to lay out their case

today. james norris testifying that the gun was pointed at the ground when it went off and struck the pavement before hitting steinle. it would be impossible to predict where it would go. defense said yesterday's testimony is a strong beginning. >> we have a physical characteristics of an accident. mr. norris effectively discussed this and debunked the prosecution's theory this could be an intentional shot. >> the prosecution is charging jose garcia zarate. leaders will sound off today about the 2020 census. right now, there's no directive to oversee the planning. the former director resigned in june. the accountability office placed the 2020 census on the list of

dealing with it today. >> it's going to start with winter-like temperatures around the area. then it warms up and feels like fall. we have a wide range in temperatures for this afternoon, reaching up to 70 degrees in concord and san jose. 66 degrees in napa and oakland. 63 today in san francisco. let's check out this seven day forecast where we will start to see that rain rolling in. a lot of changes here with showers tomorrow night. off and on throughout the day on thursday, into friday as well. there is mike. >> yeah, exactly. there's the construction crew that is still here, northbound 101. we have lanes closed. you can see the flashing arrow moving folks up. north of university, there's willow and the off ramp. they are doing striping work and work on the interchange. you will have a change profile and folks will take a while to get used to that. we saw back up as crews moved through the area. this is still going on. i thoughtt
