"today in the bay" continues right now. good morning. thank you for joining us. i'm marcus washington. >> i'm laura garcia. let's get straight to that forecast right now with kari. pleasant start to the morning. >> a nice, dry start to the morning. cool as well. really excited about the rain set to move in. it starts out light this morning. most of the activity we will see for the first part of the day will be very light and activity. then we'll start to see the winds picking up and heavier rain for this afternoon. as we get a closer look at northern sonoma county, seeing that rain on 101 down to cloverdale and approaching guerneville as well. look at the timing. starting out with light rain moving across the bay area and heavier downpours for later this evening in the north baby 8:00 tonight. i'll talk more about this and the timing and how much coming up in a few minutes. mike is concerned about the san mateo bridge.

>> not because of rain. you talked about that heading down across everybody by the end of the day. looking at the map, the earlier crash in hayward. look at the green on the map. the red and orange, 880 toward whipping, the crash cleared. the back up, some folks are tired of it and get out on the san mateo bridge. the travel is 37 minutes. that's a tough drive. we look at the volume, traffic flow is smooth here. there may be a build over the next ten minutes. we'll track it closely, back to you. it's hard to believe, but today marks one month since the deadly and wild destructive fires broke out. the clean up is far from over. >> pete suratos is in santa rosa's coffey park neighborhood. >> reporter: marcus and laura, we are here in coffey park, one of the hardest hit areas from the north bay wildfires and a

lot of work needs to be done as thousands of people lost their homes, left with nothing but debris. while we were here last week, we know they put the straw waddles in place because they were preparing for the rain. they didn't want the debris flowing into the streams and affecting the water supply. good thing is, that didn't happen. one of the things we are seeing this morning, sonoma county put a debris removal checklist. most importantly, when the removal will be complete. the debris removal. that's the thing residents are waiting on. hundreds of them met up last night to ask the one important question, what is going to happen next? >> what is our goal right now? what is our goal as a group? >> reporter: that was the first planning meeting for residents in coffey park taking late at the burbank center in santa rosa. at times, residents were leading the conversation. many are in santa rosa, living

out of rentals, motels, living with family members or out of their cars. there's a level of frustration dealing with the loss of their homes and filling out a number of pieces of documentation and, of course, waiting out the bureaucratic process of getting debris removed from their property and starting all over again. at least last night, they discuss zed the game plan with so much up in the air. >> it's been a month. we haven't had a chance to sit down and talk about what to do to move forward. this is the opportunity to do that. >> reporter: a lot of work left to be done here in coffey park. officials are hoping to get it removed because we are expecting the wet weather which could bring a host of other problems. in santa rosa, pete suratos, "today in the bay." >> so much recovering to do there. thank you, pete. two escaped inmates on the loose, but accomplices are behind bars. they are arrested renee and

markita. they supplied the get away cars. we covered this since the news broke monday. sources say they were in a stairwell at the palo alto courthouse. they were shackled but used a key to unlock their cuffs. they attacks one of the two deputies guarding them. they got into a waiting car and ditched it for a u-haul truck. the sheriff plans to do a review of its procedures. >> we are going to do annage us on how the event happened and what lessons we have learned and what we can improve. >> the sheriff's department said the escapees are dangerous. 6:04. follow up now, the mental health clinic for young people has the go ahead from santa clara county supervisors. approving plans to build a psychiatric unit at san jose's medical center.

information into the data base that would have barred him from buying the gun. that mistake is now under investigation by the air force. >> investigators are trying to piece together how and why the massacre unfolded at the church. that's where we find jay gray live with what happened in the moments after that shooting started. good morning, jay. >> reporter: good morning, marcus. good morning, laura. the vice president will be here later today. he will visit not only with family members of the victims, but first responders who rushed into the church behind us here to find friends and family members in the wake of the killing spree. this morning, they are speaking for the first time since the attack. >> in front of the church. in front of the church. >> reporter: minutes after the attack, the first medics to rush into the chaos. >> to find something like that, there's no real training for it. >> reporter: a chapel fill ld with friends wounded or dead. >> there's no way to try to even begin to describe it.

>> reporter: the haunting images from that day linger. >> we have dreams. >> dreams, nightmares. trying to get the horror out of my mind, but, you can't unsee what you already saw. >> reporter: as investigators now work to understand how and why it happened. we are learning a lot more about the alleged gunman's violent past. an assault conviction, jail time and bad conduct military discharge. somehow he was able to buy weapons and ammo. >> there was knuthing in our data bases that stopped him from purchasing a gun. >> reporter: the criminal history was never entered into the fbi's criminal data base. kelley, described as a danger to himself and others after sneaking firearms on to holloman air force base, attempting to carry out death threats. another part of the tragic

puzzle, his cell phone, which federal agents are trying to unlock in quantico, virginia. >> unfortunately, at this point and time, we are unable to get into that phone. >> reporter: they think, ultimately, getting into the mind of the killer. the vice president will be here this afternoon. he'll spend time with family members of the victims, also survivors at area hospitals. he will talk with law enforcement and those first responders and wrap up by speaking at a prayer vigil this evening. laura, marcus. >> very emotional for so many. jay grar jay gray, thank you so much. while the vice president visits texas, president trump is in china, one year after he was elected president. the president and first lady went to the opera with them. president trump is the first foreign leader to dine in the forbidden city. president trump focused on trade. american and chinese companies find more than a dozen deals

afternoon. it will go from the mid-50s to the mid-60s for today. then, as we look at all of our high temperatures for this afternoon, mostly reaching into the mid-60s inland and some gusty winds coming up from the south at 15-20 miles per hour, and the north bay, it will be cooler today. i'll have more on this and break down the temperature trend for fremont in four minutes. mike says there's slowing in the east bay. >> partially because it's the east bay where the commute comes over from the central valley. no major problems. the problem in the altamont pass. over here, we have the bulk of slowing, south 880 from 238 past whipple. you can see the thin out a bit. an earlier crash at whipple kicked off the traffic flow there and slowed it down. here, more slowing. a crash at 680. it moved to the shoulder and

mostly cloudy start right now at 6:14 as we get ready for an earlier sunrise. we look outside in fremont, already busy this morning. before you head out, grab the umbrella. we are going to see mostly cloudy skies. temperatures reaching the mid-60s. a cool day. gusty winds and at times light rain. we'll talk about when the heavier rain arrives coming up in five minutes. >> we'll stick with that look at fremont where we focus on the traffic flow. if you are heading to fremont on the nimitz, you may have an issue around the dumbarton bridge. we'll help you figure out your route. attendance at see world keeps falling. the theme park says attendance fell by more than 8% this past quarter, compared to the same time last year. park officials say visitors are spending less, but seaworld says it is confident a new ad

campaign involving animal protection efforts will improve the number of visitors. seaworld came under fire after the release of the documentary "black fish" that highlighted the dangers of keeping whales in captivity. seaworld announced they were ending their breeding program following pressure and animal rights protests. tweets are getting longer. twitter is allowing 280 character tweets following a testing period. it will be standard in every language except chinese, japanese and korean where the 140 character limit will apply. they fit more thoughts into fewer characters. most are brief in their post. 1% hit that 280 character mark. >> 6:15. two ceos at the helm of their companies will be grilled by congress today.

at three of our cameras and the current temperature, 53 degrees in the south bay. a cool shot over san jose as the sunrises. 45 in the tri-valley. 46 degrees in the north bay. seven day forecast, at the bottom of the screen, not much of a change in temperatures. the bigger change will be each day with the daily chance of rain. we are looking at highs today reaching the low 60s for the north bay and san francisco. mid-60s, san jose, up to 66 degrees. we are tracking some of the rain already starting to move in. it's approaching northern sonoma county. we have seen the rain already in ewe kaya for the past hour and a half. this will sink to the south and into much of sonoma county as we go through the morning commute. seeing the rain around lakeport and cloverdale and approaching guerneville as well as windsor with light rain starting out. the rest of us will see that, too. we will see the rain moving into parts of the east bay and the south baby early afternoon. here is the band of the heavier rain out ahead of the cold

front. with this, you have gusty winds moving into santa rosa and napa at about the evening commute and for the rest of the bay area, not seeing it until after sunset later tonight and off to the east with the bulk of the heavier rain lingering with spotty showers tomorrow as well as early friday before this system wraps up and we have a bit of a break from the rain. in the meantime, we have the possibility of getting a good soaking, much more than we had recently with that last rainfall. maybe over an inch, possibly an inch and a quarter around santa rosa. for the east bay, lesser amounts, a quarter inch. that's going to be another big story. this could bring down the leaves and small tree branches, clog the storm drains. make sure you keep everything clear as the storm system moves through. mike is checking out a slow drive in pleasanthill.

good tuesday morning, it's 6:25. nbc bay area responds to a san jose couple who had a problem with the irs. you can imagine that was a tough fight and it was. >> they turned to the response tame for help. here is chris chmura. >> mike and kathleen say they never received a $4300 refund the irs owed them from 2015. they say the irs insisted they mailed the check and provided a copy of a cashed check. here is the thing. the check was not their refund. it was actually made out to a different taxpayer, who lived in a different city. bottom line, all of this got very, very messy. they reached out to us for help. we contacted the irs and the couple received their $4300 refund check. federal law prohibits the irs from discussing private taxpayer

taking a live look outside, a nice looking start of the day in san bruno this morning. good morning to you, thanks for joining us, i'm laura garcia. >> i'm marcus washington. kari has been telling us that rain is coming. today is the day, kari, but it's not going to happen until later today. >> right. the light rain will move in late morning to early afternoon. we are already seeing the rain in parts of the north bay and approaching santa rosa. mostly now in guerneville and cloverdale with moderate rain starting out this morning. as we look at the rest of the forecast, the winds pick up today. temperatures in san francisco reach 62 degrees and the heavier downpours later tonight, lingering into tomorrow and friday and a break before more rain moves in. we have a lot going on in the forecast. let's focus on the weekend. in seven minutes, i'll have that coming up. mike says there's a possible problem for san francisco. >> we are getting word of this.

we have slowing, typical for the east bay into san francisco. no major problems at the bay bridge or getting there. off the bay bridge, you may find slowing. just got word on harrison around second, possibly toward fremont, a small structure fire. we are getting more detail from san francisco fire department and anyone else with information. i don't see the slowing yet, this is off interstate 80. we are tracking that. traffic goes smoothly. the rest of the drive is smooth but we are tracking a possible fire in san francisco. back to you. >> thank you. new this morning, naacp of california says the national anthem needs to go. >> bob redell joins us to explain why the president of naacp in california and hawaii are pushing to get rid of "the

star-spangled banner." >> reporter: yeah, the president of the naacp of california and hawaii brought this up at a convention. her name is alice. she says the song caused so much controversy over the last year because of the nfl kneeling debate that started with former niners quarterback, colin kaepernick to protest civil rights. she says the third stanza of "the star-spangled banner" references slavery. that segment, which is rarely sung reads quote, the blood has washed out their footsteps of pollution, no refuge could save them from the flight of the groom of the grave. >> there's no way you could think it meant anything great for african-americans. we are not trying to protest the flag at all. we are trying to get it removed so whatever comes out as the national anthem, we can all stand proudly and sing it.

>> hi there, laura. the central dog park is closed for cleaning. that was scheduled, but now that there is a possible case of this, that maintenance is taking a much higher priority at this point. the city confirmed it was notified that a dog who comes to this park was diagnosed with that bacteria. they can't confirm it came from here. it is a popular park, though. because of that, it's possible the dog got it here or came here sick and that could have infected other dogs. i pulled up information from the american veterinarian medical association and center for disease control. here is what you need to know. it is a bacteria spread through urine and water. the dogs can get it if they drink contaminated water or swim through it. the signs are fever or shivering. it can spread to humans, though rarely, and in both of us and

our furry friends, it can lead to kidney and liver disease. there is a vaccine available. i posted a link to a low cost vaccine clinic on facebook and twitter in case you can't get to your vet right away. by the way, i have been looking for other episodes of this bacteria. >> we were having problems there with kris' live shot. now, to our continuing coverage of the shooting and killing of a concord high school student. we are waiting to learn about the five people arrested for the crime and the motive. the memorial is growing for 17-year-old lawrence janson. he gunned down outside olympic continuation high school. video from the school helped capture those suspects. they are adults and minors. the suspected shooter is an adult. the gunman used -- the gun used in that shooting and the get away car have been recovered.

6:36. san mateo police want you to see this sketch. this is a suspect who tried to kidnap a 14-year-old girl back in september. the near abduction happened in the area of peninsula avenue and the railroad tracks. during the investigation, police discovered a 16-year-old girl was also approached by a man who also matches this description. 6:37. happening today, the first look inside the new bart station in milpitas. they are giving a tour of the first stop. later meetings, the task force will talk about updates on the san jose project and improving the walnut creek station. the commission is talking about building a walk and bike facility along the tracks. now we go to traffic. soon. >> or maybe not.

>> mike has been tracking the traffic for us. mike what are you looking at for us? >> my fault. i think i misfiled the maps. in san francisco, the traffic is flowing smoothly. the issue in san francisco, off the freeway, we talked about that fire. we did get confirmation, it is a small, small fire. it is on bryant and ringcon south of the freeway. very small. not a problem. smoke might be visible and might be why we see the slowing. that's where the volume comes off the east bay. there you go. a slower drive. there are the travel times off the east shore freeway, close to an hour from highway 4. things really kicked in. >> a big delay. >> it is wednesday morning. we are already looking forward to the weekend, getting rain midweek. it's one of the weekend days clear? >> one day will be clear.

our news room. nbc news getting reports that a terminal at phoenix sky harbor airport has been shut down. these are live pictures. initial reports is there's some sort of police activity on the airport grounds. at this point, we are trying to determine what that activity is. we are checking in with bay area airports to see if there are reported delays. that shot there froze of people walking out on the tarmac. we are going to stay on top of this story this morning. moving on, a stolen van goes up in flames overnight. this happened at a campbell apartment complex off santa monica expressway. this is video given to us by someone who lives there. she heard a loud boom before 3:00 a.m. we sent our own crew to get answers and this is what we found, burned out wreckage. that fire is suspicious. they believe the vehicle was stolen. they found it blocking a parking space. that is what is left.

looking live at coffey park, there is still a lot of clean up left over to do exactly one month since those wildfires broke out across the north bay. people in the area trying to figure out what is next. many are living many hotels or with family, some even in their cars. as the initial planning meeting last night, many stressed frustration at the beaurocracy of delaying debris removal. >> it's been a month and we haven't had a good chance to sit down and talk about what we want to do to move forward. it's our opportune toy do that. >> the goal is have the debris cleaned out. movie makers and movie lovers will gather in the north bay for the start of the napa valley film festival. it begins a month after the wildfires starts. more than 100 new films will be screened including napa, calistoga.

the list of attendees is supposed to include will ferrell as well as dennis quaid. it runs through sunday. >> that should help that area. 6:46. espn reports three ucla basketball players accused of shoplifting are out on bail after being arrested in china. they include the younger brother of l.a. lakers star. authorities in shanghai say they stole items from the louis vuitton store near the hotel. the team is scheduled to play georgia in shanghai without the players, now under suspicion. we will learn about the state of things in san mateo could yo county. they say it will share new data on things like poverty and energy. it starts at 11:30 this morning at the san mateo library.

details now on the data of the high cost of living from the consumer price index from august 2017 say prices are up 3% from last year. the bureau of labor statistics look at food, energy and everything else. a devastating defeat for president trump and republicans. >> scott mcgrew joins us now. democrats swept the elections including the important governor's race in virginia. >> sweep is right. democrats took the governor's mansion in new jersey and in virginia. democrat ralph northam easily defeated republican ed gillespie for governor of virginia. in the victory speech, he made a clear reference to president trump without mentioning his name. >> virginia has told us to end the divisiveness that we will not condone hatred and bigotry and to end the politics that have torn this country apart.

that should be a reminder that we are going to see wet weather at times, not the whole time. the high temperatures today being held down because of the mostly cloudy skies and the wind will be picking up, too. here is a live look outside from san jose. we see the clouds and once again have the umbrella in the backseat of the car somewhere close by, especially if you will be gone all day and boots will be a good choice or something you don't mind getting wet. we are seeing the rain move into the north bay. seeing green here and light showers in the north bay moving to northern sonoma county. a closer look, we have seen the rain for several hours. it's been over cloverdale for several minutes. expect the roads to be wet at times, especially the north bay during the morning. it is moving into the south bay quickly with spotty showers. here is the main band of rain. by 3:00 this afternoon, it moves

into santa rosa and napa and the winds will be picking up, too. san francisco seeing the rain by 9:00 to 9:30 tonight and for the east bay and south bay, may not be until midnight when we hear the rain pouring on the roof. spotty showers throughout the day tomorrow, then we'll still have a chance of rain even on friday morning. we will have the possibility of getting at least an inch of rain in the north bay. that's really good news. in san francisco, oakland .75 inch. the seven day forecast, our temperatures stay cool. off and on showers between today and early on friday. saturday looks dry. sunday, another storm system moves in. that could give us a foggy start to early next week. mike says the commute is holding steady. >> holding steady, kari. by this time tomorrow, the roadways will have been hit with rain. be careful on the slicker roadways. tomorrow morning, seeing the standard build through the south

bay and the east bay and tri-valley. zoom over here. this focus toward the maze. we have seen a lot of slowing over the last 20 minutes, same pattern as usual. 880, 24, 580 and the east shore freeway starting to build with that volume and the bay bridge. once you get past the metering lights, no problem. it may have been slower than normal. i'm trying to find any reason why there's that much focus at the maze. the north bay, no problems for walnut creek after the earlier crash cleared. we look at waze to see if you are traveling to the bun barton bridge. 880 and 680 and winding over here, this is technically the fastest way as far as waze is concerned. i'm going to show you to avoid that. this is a windy area and makes a nice superman icon, doesn't it. the nbc bay area icon on your waze. do that and we can help each other.
