>> cool and foggy. in the north bay, we have seen the showers moving through. some of the kids are out of school today, so you get to sleep in. some people. we are going to have the showers moving through. here is the radar. a lot of green covering sonoma and marin county. as you get ready to head out, we are going to see that moving through. here is a look at san jose and the temperature trend. we have a chance of showers here but mostly this afternoon. we will talk about what else to expect for the weekend coming up in a few minutes. mike says there's a crash in san jose. >> one of the only crashes because traffic is so light we have the back up at the bay bridge. we'll talk about that in a second. over here, southbound 280, onramp at moore park is an issue. there's moor park and park moore. that's why it is confusing. 87 and 101, we typically see slowing. not showing up this morning.

the bay bridge toll plaza has the back up because the metering lights were turned on just before 5:30. we have a spider web on the lens. that's what's going on even though we have the rain. there are damp roads. keep that in mind. no spin outs reported. back to you. >> thanks, mike. new this morning, we have all heard it before. the rising rent costs in the bay area, pricing people out. >> a new report shows how intense the issue is and how many people are struggling. kris sanchez joins us live in san jose to explain what one city is trying to do to help people out. good morning, kris. >> reporter: hi there, laura. the struggle is real, not just for low income wage earnings, but a lot of folks coming here with the promise. they are getting here and rent is outpacing what they should be spending based on income. tell me something i don't know because we have been reporting

on this for a while now. according to a survey by apartment list, 25% of renters are spending half of what they earn on their rent and half of renters are spending a third of what they make. look at the numbers, see if this is what you are paying. bay area rent for a two-bedroom apartment. we are talking 2500 in san jose, 2200 in oakland. $3,000? san francisco. for reference, i threw in los angeles where the rent is an average of 1700. new york city is actually almost less than living in the bay area. next tuesday, the san jose council will vote to amend the apartment rent ordinance that could cap rent increases to 5% a year without allowing landlords to bank the unused increase for use at a later date. another option ties the increases to a regional index. i am going to post those numbers for you from that survey on

for the u.s. senate despite people urging him not to. this is after allegations he forced a 14-year-old girl into a sexual encounter when he was 32. 70-year-old moore, in a statement, denies the allegations and calls it fake news. moore is holding an 11-point lead in the election. the special election is next month. continuing coverage. we are waiting to learn if president trump will meet with vladimir putin in vietnam. they are there for the economic summit. at this moment, the white house says there is no formal meeting scheduled. the kremlin said the two will meet. president trump said he wants to work with everybody to ensure fair trade. >> united states is prepared to work with each of the leaders in this room today to achieve mutually beneficial commerce in the interest of both your countries and mine. >> potential meeting comes amid the russian investigation here

in our country. the "today" show has a reporter live in vietnam and our scott mcgrew will also get his analysis later in the hour. >> it is 6:06. new this morning, claims from pg&e about the possible cause for a deadly north bay fire. the utility company filed papers saying the tubbs fire may have been started by electrical equipment, just not pg&e's. the gear was owned, installed and maintained bay third party. we don't know who that third party is and no precise description of the equipment is given. several lawsuits were filed against the utility by fire victims. a star studded concert raises millions of dollars for fire victims. ♪ >> they were rocking out at at&t park. metallica and dave matthews

seats at levi stadium and you are thinking, boy, attendance is way down. it would be considering how awful their record is right now. they are winless so far in this season. we did reach out to the team and they tell us that attendance is not as low as you might think. the organization says that 55,000 people attended last sunday's game against the cardinals. that's an 85% attendance rate when you consider there are 65,000 sellable tickets per game. the 49ers believe the shots of the empty stands are misleading. a number of fans pay for the internal areas. you don't have to pay much to see the 49ers pay in person. for example, on stub hub, you can get nosebleed against the new york giants for 19 bucks. put that in perspective, you are going to spend more on parking than the game. club seats, $220. as you mentioned and i

mentioned, the 49ers are winless at 0-9. the giants isn't much better at 1-7. the odds makers in vegas are favoring the giants to win. just barely. live outside levi stadium in santa clara, bob redell, "today in the bay." >> thank you, bob. right now at 6:09, as we start out this morning, mostly cloudy skies around the bay area. you don't want to forget the umbrella. we will have a chance throughout the day. 54 degrees in the peninsula and the south bay as well as the east bay and 55 degrees in the north bay. we have seen the showers moving through the north bay right now. there's rain lining up offshore that will work its way in the san francisco and peninsula as well. as we look at the high temperatures for this afternoon, low 60s for the coast and upper 60s for the inlands valleys. overall, not a bad day and we won't see rain the whole day into the afternoon. i'll have more on that. mike is saying there's a new crash in palo alto.

receiving overwhelming support, 58% say they would vote for her if the election were held today. state senator leader, kevin deleon. house minority leader, nancy pelosi is in the bay area, expected to talk about the republicans tax plan in san francisco. the democratic leader is joining barbara lee, bay area advocate and middle class american. they are discussing the negative impact of the gop tax plan. pelosi called it a, quote, scam. fix the autocorrect bug. it automatically changes the letter "i" to an "a" and question mark. it's frustrating a lot of people. the update fixes a problem where siri stopped working. two different tax proposals

on capitol hill. >> scott mcgrew says both will need some fixing. >> that's right. they are early drafts. take the version from the house and the senate. get them to agree. the senate version just revealed. we looked over the house version for some time. i know you are not following every twist and turn. the bottom line on this friday morning, the house version, as it stands, adds too much to the deficit. that means senators, when they get the bill, couldn't pass it under reconciliation. the senate version solves that but delays corporate tax cuts. cutting corporate taxes is the primary reason for the tax cuts. paul ryan said over and over, everybody gets a cut, everybody. the latest analysis shows a third to half of middle class would see their taxes go up. the quick math for republicans is this, if you cut taxes anywhere, you have to raise them somewhere else or come up with

creative math or you are going to add to the deficit. if you add to the deficit, the rules change. then the democrats get a say. other news, the girl scouts committed millions to s.t.e.m. for girls. there are no s.t.e.m. batches. the boy scouts are going to allow girls into the boy scouts. girl scouts are angry about that. i asked the head of the girl scouts why. if they were a golf club or business entity and they said we are admitting girls, we would say it's about time. >> we are excited about our space. we are experts in girls. so, you know, if you want your girl to have this amazing leadership experience to really get very fun and life affirming experience, we are for her. >> you notice silvia, a former

wet until you get to the golden gate bridge. we have rain just offshore. this will start to work its way closer to san francisco with lighter showers and also other parts of the peninsula. if you are heading out for a jog in palo alto, you have a while before the rain gets to you. we will see mostly cloudy skies, temperatures low 50s. by noon or 1:00, a chance of rain moving through. as we look at the high temperatures for today, right about where we should be this time of year. we are seeing mid to upper 60s, up to 66 degrees in antioch today. 64 degrees in san mateo. san francisco, marina district at 60 degrees. some of the hiking trails in the south bay, once again, the highest chance of rain in the south bay will be early afternoon. other than that, expect partly to mostly cloudy skies. temperatures making it to the mid-60s. if you are following me on instagram, i posted this picture yesterday evening of the pink

drive. >> thank you. new safety rules for ride hailing companies. lyft and uber drivers do not need to be fingerprinted. >> pete suratos is live with whey they voted that way. pete? >> reporter: good morning to you, marcus and laura. that time of the morning where we are seeing drop offs and pick ups at sfo with uber and lyft. they decided against it because at the end of the day, they are saying it didn't ensure more safety for riders. this decision was made by the california public commission. some in the taxi industry are against this. their industry requires drivers to undergo fingerprint checks shared with law enforcement, which is better for the safety of riders. they have annual screenings that go through third party agencies. the commissioners during last night's meeting say photo id is not required for fingerprinting. they are pointing out a popular

screen software. one that prohibits them from hiring sex offenders and felons. companies faced $5,000 for drivers with those records that are still on the road. in a statement, the decision recognizes the strength and effectiveness. they are happy for the safety and economic opportunity for drivers. live at sfo, pete suratos, "today in the bay." >> thanks. city council public safety will not hold a hearing to discuss an august immigration. a social justice advocacy group claims the police chief lied about whether anyone had been charged. they question whether it violates local police from participating in local investigation. they say they pulled the hearing from the agenda because police are investigating the complaint. oakland's mayor is defending the

police chief. breaking the case. investigators have their suspect in a 1976 san mateo county murder known as the gypsy murders. dna linked this man, 71-year-old leo seymour to one of the murders. he is currently in custody for other kidnappings and sexual assault. seymour is accused of killing 19-year-old denise in daly city. she was one of six women killed in 1976 under similar circumstances. the fbi thought they were the work of the same killer. another man, rodney, has been linked to two of the crimes. 6:34 now. the kate steinle murder case continues. the defense rested their case. defense argued police interrogation botched translation of the word trigger when questioning the suspect. take a look at the sketch here. on the right side is what police investigators asked jose garcia

an update now on the number of animals displaced by the wildfires. the democrat reporting more than 100 animals are still in shelters. there's a facebook group dedicated to reunited owners with their pet. search for sonoma and napa fire missing and found pets for pictures and instructions. veterans day is tomorrow, but plenty of events are happening throughout the area today. home depot will -- hayward, wells fargo and habitat for humanity will improve the home of an 84-year-old korean veteran. 9:00, vets are honored in richmond. >> we'll be honoring japanese-american veterans at mis division at that mis museum tomorrow. that's where i'll be emceeing. over here, the focus is on 101.

palo alto, northbound side, there are a couple vehicles here. there are chp vehicles as well. it is jammed up. let's show you the map. four miles of back up out of mountainview two embarcadero road. that's the only problem for the bay right now. it is a big one if you are traveling up from mountainview. you can take 280 up to the area. middlefield and elcamino should be okay as well. major surface streets and a lighter volume around the bay. tomorrow is veterans day and schools and businesses are taking today off. the bay bridge, the metering lights are on lookout, a note for bart. they anticipated a lighter commute. they removed some trains from the yellow line, pittsburgh bay point to keep adjusted service in line. >> a lot of people have today off. >> i think so. >> get a chance to salute a veteran.

over their head. the survey conducted by apartment list. 25% of renters are spending half of what they make on rent and half of renters are spending a third of their income. they will vote on weather to amend it. it could cap rent prices to 5% a year. overnight, we took a look at the other rents for two bedroom apartments. on average, you pay more than 2500 dlarls in san jose. $2200 in oakland and more than $3000 in san francisco. los angeles, the average rent there is $1700. an average, new york city pays $2500 rent far two-bedroom. campbell police say they are trying to find a group of alleged burglars. the crimes happened at two homes near the yard. surveillance video shows seven teenagers in that area.

forecast. we are starting to see that moving out of san francisco as well. we have seen the rain in most of sonoma county for the past couple of hours here. seeing measurements up to a quarter inch of rain with the last system of rain moving in. it's also raining down through navato, san raaf yell, 101 and down the peninsula. some of that weather will continue to move in. we will see the spotty rain as we go through the day and temperatures reaching the mid to upper 60s. starting out in the south bay right now, it's dry. you do not want to forget your umbrella. this is a good day for a hat. at times, sunny. other times, raining. you want to make sure you are prepared for it all. a good day for pants, too, to stay warm. this weekend, the veterans day parade for tomorrow in san jose. perfe perfect weather. the rain will be out of here. rain reaching the mid-60s. let's talk about the rain and

what else is coming down the pike. saturday will be dry. by sunday, we'll start to see more clouds moving in. for the north bay, we have a chance of showers for the afternoon. the rest of the bay area may not see that rain until monday morning. san francisco stays in the upper 50s to low 60. cooler next week with more rounds of showers and possibly gusty winds. mike says there's a major problem for the bay shore freeway. >> that's right. this is northbound 101. a small set of flashing lights and these flairs blocking all but one lane. all these folks there, in the distance, look at them taking the west bay shore road on to east bay shore road. take you past ikea, that is packed as well. now, we go to waze and show a way around this. sorry, the maps. let's show you what else is going on. the rest of the bay moves smoothly. no other problems other than

it got us thinking how bad is attendance? the 49ers claim it's not as low as you think. they tell us, 55,000 people attended last week's game against the cardinals. there are 65,000 per game. the 49ers believe the shots are misleading, giving a number of fans pay for the internal arena. a live look at the traffic at sfo. state regulators have safety rules for ride sharing companies. it will not force uber and lyft to require they be fingerprinted. the taxi industry was pushing for it. the utility commission voted that fingerprinting does not add a greater level of safety. coming up next on the "today" show, all eyes on president trump and russian president vladimir putin as the two leaders are expected to meet during a summit in vietnam. we wanlt to check the
