francisco it is tuesday morning. taking a live look outside. a drizzley start. wet pavement you will notice as you head out the door. a nice, live look at san francisco this morning. thanks so much for joining us. good morning, i'm laura garcia. >> i'm marcus washington. as you step out the door, it is wet outside. the rain came. >> it is going to be dry today. this is our break before we get in with really wet weather toefr next several days. enjoy. as we look at the bigger picture, you can see the rain we had yesterday moving to the east. look at all those clouds to the west of us. that will be the next storm system moving in.

store to san carlos. they decided to halt the opening of the store. >> in a packed meeting, they approved a 45-day moratorium on retailers selling guns and ammunition. >> reporter: hundreds of people crowd into the city hall for an emotional deat a time about turner's outdoorsmen. >> it increases the risk of something happening. >> look at the police officers, please. they have a semiautomatic. we have been here three hours, nothing bad happened. >> reporter: the sporting good store planned to open this month. they have action that will keep the doors closed. >> not only is the location surrounded by children's play areas -- >> moms like joe ann say after recent mass shootings, they don't want more guns on the street and the store's location

dead in seminole heights, an area where there have been three other homicides. police are calling the death suspicious and treating the situation as related to those other killings. nearby residents are told to stay inside their home. to the previous three deaths in that neighborhood, one person was waiting for the bus, another walking down the street and another victim found in a vacant lot. all of them shot dead. moments ago, one reporter tweeted out this video. the reporter says she can see officers on every street corner. we will keep you updated on this all morning long. leaders in san jose could have help for renters. city counsel will consider amending the renters ordinance. it applies to units built before 1979. rent control groups want to extend it to newer developments.

the board of supervisors is set to vote on loans for affordable housing for low income families and families with special needs. the loan was $45 million and goes toward six south bay housing developments. more details, overnight, we sorted through housing in san jose. it's from the second quarter of the year. average rent growth is 2.2% year over year. the average rent is just above $260. renters must earn $50 an hour and equivalent to $104,000 a year to afford it. tensions will likely be high as controversial speakers appear. robert spencer is known for appearances on cable for news on muslim. he is an expert on radical islam. they invited him to lecture on

terrorism. it is sparking a backlash. they call him a pundit who promotes hate. new details in the deadly hit and run crash in south san francisco. police are identifying the suspect as a white man in his 30s, 220 pounds with a pencil moustache. he was driving a black sedan. the suspect last spotted in san bruno shortly after the crash. we told you yesterday on "today in the bay," a mother was killed. 4:36 right now. cracking down on speeders. gilroy is considering setting up radar guns in a neighborhood. that area of concern is near mantelli drive. the neighbors say it's notorious for speeders. the mayor and police say if it passes, citizens would not issue citations or be involved. it is to document the speed. >> anything that can help

♪ sleep in heavenly peace taking a live look outside at san rafael. it is tuesday morning. commuters on the road getting the start of the day. time is 4:45. kari has a look at the forecast. wet roads but you say it is going to clear? >> it is going to clear for the day. we have had rain overnight. now we have the chance to dry out for the afternoon. let's take a live look outside in dublin. we start out with a few clouds still lingering from that cold front that moved through yesterday. thanks to that front, we will be cooler this afternoon. the seven day forecast coming up on the bottom of the screen. come on over and check it out. there's a lot of changes here on

the way. we are seeing the rain we had early yesterday and into yesterday evening. now moving off to the east, then look at this big cluster of clouds. wow. it's going to bring in a lot of rain as we head into tomorrow. we are taking our break now. as you get ready to step out the door, the temperatures are in the upper 40s in the north bay. santa rosa, 46 degrees. 55 in san francisco. now, 59 degrees in san jose. well, as we go into this afternoon, a little bit of a warm up compared to where we are now. cooler than yesterday afternoon. it was so nice in between the showers we had. we are going to see highs in the mid to upper 60s for the south bay. 62 degrees in oakland. the peninsula up to 62 in san mateo. outer sunset a high of 59 degrees. the north bay, the highs reaching the mid-60s, which is exactly where we should be this time of year. as you get up, getting dressed this morning, a day for long

sleeves. you will be comfortable with that today. don't forget the sunglasses. seems like it's been a while since we have had bright sunshine. then the rain tomorrow. starting to move into the north bay, look at the time frame tomorrow afternoon at 1:30. heavy downpours moving into santa rosa by the evening commute, then for the south bay, we see that rain moving in late tomorrow evening. still scattered showers into early friday morning before all of this clears out just in time for the weekend. the models showing the potential we could get an inch of rain. that's the first time we have had that much rain. going to be windy, too. heading into next week, more rain moving in, starting on sunday. a couple more weather systems ahead. mike? >> that's right. we'll be on the lookout for those. of course, we can say we welcome the rain. in the burn zone, things may be

more complicated this season. we have this issue reported. a hazard on the chp blog. it should be okay as crews take care of it. westbound 84 off the dunbar ton bridge toward the rest of the traffic, the expressway area. be careful, there may be a quick break. here is willow and university. i want to take a live camera showing you that willow off ramp has one closed in each direction. one access to either direction for willow. that is an issue and will continue to be through next year when they open that interchange. i have heard from people that live in the area and it becomes a nightmare because of that signal. let's get back to the maps. bay bridge, no problems. slicker transition ramps. the travel times through the maze and no delays through the transit. yesterday, capital corridor had a new schedule. 4:48.

a potential blow for the prosecution in the trial surrounding the deadly shooting of kate steinle. the judge, yesterday, refused to allow a key expert witness to return to the stand. this, after questions were raised about his credibility testifying in an unrelated case. the witness is a crime scene investigator who said jose zarate intentionally pulled the trigger. zarate's attorneys filed a notion saying they were not notified of the credibility issues. closing arguments are set for next week. new this morning, hearing from los angeles lakers rookie. his brother remains in china in jail or in custody. he and two other ucla teammates were arrested for treheft.

he still hasn't talked to him. you can hear that interview at 7:00 a.m. on the "today" show after "today in the bay." happening today, the first of three seminars aimed at helping families identify sex abuse. authorities were trying to -- he told us some people will try to groom victims. not a familiar term. aly raisman talked about it. they identify and build a relationship with the victim. >> the predator, you know, utilized his or her ability to coerce the child in thinking this is okay or if they don't do this, they are going to be punished. they make physical threats. set the child down and be open and ask, what's going on and encourage them and let them know they have done nothing wrong. >> that's his advice to parents.
