the things that matter most happen one morning and one cup at a time. ♪ ♪ francisco -- we )re in a it is wednesday morning. taking a live look outside at san francisco. we are in the microclimate weather alert. it is raining in several parts of the area. we are tracking a significant storm moving into our area. good morning to you. i'm marcus washington. >> i'm laura garcia. let's get straight to that forecast. meteorologist, kari hall have that umbrella handy today. >> especially the north bay. some may not see it until later this evening. we start with spotty showers for the north bay down to san francisco and over to the east bay. we have the center of the storm well to the north of us right now moving into seattle and

portland. a cluster of showers here as we are going to see this moving in advance of that system. outline those areas of red, we have the wildfire zones and burn scars in the north bay. we will continue to monitor it. we have flash floods in effect that are effective at 4:00. i will be monitoring this and the time line of when that heavy rain and strong winds will move in. that's coming up in a few minutes. mike is tracking those wet roads and calm conditions out there so far. >> pretty calm. the traffic is light. wet roads for some south of the bay bridge. not looking at much as far as the road. the green really kicks in north of 580 through the east bay. kari talked about the north bay as well. we have the bay bridge toll plaza showing back up for the cash lanes. damp roads here. in the parking lot, you can see

reflection. there's damp roadways. it's more the case in the north bay. >> look at the radar right now. this is where it is headed. it is coming out for some people in the bay area. crews in the north bay are working overtime before the heaviest rain starts. firefighters are working on erosion control at the higher elevations and in more populated areas. workers are digging up toxic ash left behind, moving it away in dump trucks so it doesn't wind up in storm drains. >> trying to keep it clean and maintain all the proper procedures while cleaning them up and doing that quickly. >> at hardware stores, fire victims are big plastic containers along with tarps, shovels and other gear just to prepare. >> keep on top of the weather by downloading the free nbc bay area app. you can see when rain is moving

into your neighborhood. now to the story out of tehama county. we don't know the motive of the killing. >> seven different crime scenes. terry mcsweeney has been cracking the investigation overnight. >> reporter: investigators from the fbi, department of justice and local law enforcement are still on bobcat lane. the 43-year-old armed with at least a semiautomatic rifle and two handguns shot at neighbors, killing one. >> in a neighborhood dispute in january, a restraining order was issued to him. >> reporter: he killed another neighbor and stole a truck. he raced from the scene, killing another woman and wounding others, going to tehama elementary school. >> i turned around, saw he went to the school and was loading the gun again. i went to jump the fence and he started shooting at me and

another person. >> officials heard the gunfire and on their own, put the school on lockdown. the gunman couldn't get into the classrooms. >> there is no doubt in my mind based on the video that i saw saved countless lives and children. >> reporter: a 6-year-old boy shot in the chest. his sister describes the condition. >> he's stable, but they are still taking out the bullets. >> reporter: killing again during a carjacking before being shot dead by police. there could be more victims. >> i'm saying there are relatives of his that should be home that are not. we are not able to locate them. >> reporter: terry mcsweeney, "today in the bay." >> the walnut creek teacher accused of having improper contact with a minor is supposed to be officially charged. he is set to be arraigned this

morning. he was a substitute teacher in martinez. the allegations against him do not involve students at either of those schools. happening today, we may learn more about whether the three ucla basketball players who shoplifted in china may have other implications. all are expected to speak later today at a news conference along with their coach and athletic director. they shoplifted from a high-end store in shanghai ahead of the team's opening game. president trump helped arrange their release. a postal worker gets recognized for saving a colleague. >> that colleague was shot making deliveries. it happened in july. the victim was driving along his route on bancroft avenue near 55th avenue when she was struck

good morning, i'm landon dowdy live at cnbc headquarters. here are the top headlines. wall street set for a lower open due to a drop in oil prices after the international energy agency gave a gloomy outlook for global demand. look for data on inflation today and earnings from target. the dow falling 30 to 23,409, the nasdaq down 19 to 6737. t-mobile offers free netflix. now, sprint's turn, teaming up with hulu for the streaming

services limited plan. the deal, which launches friday is available to new and most existing sprint customers. it's 60 bucks a line for one line or $100 for five lines. each plan on the family plan is eligible for the hulu account. mario is headed to the big screen. it is close to a deal with nintendo to make an animated supermarios movie. nintendo hasn't made a deal for movies or tv shows since a live action film that flopped in 1993, universal pictures released the film for elimination. the mario franchise is the best selling ever with 330 million units in total. back to you. >> that is amazing. thanks, landon.

forever 21 is warning of a possible data breach. issues with the payment card system. it is focusing on transactions between march and october and trying to determine how many stores were affected. it's advising customers to monitor credit card bills. game cards against humanity bought a piece of land on the u.s./mexican border to fight president trump. the company, for the holiday stunt posted this mock video on their website. they write, we purchased a plot of vacant land on the border and obtained a law firm to make it as time consuming and expensionive as possible for the wall to get built. end quote. they are inviting people to join, pay $15 and you can get a certificate to fight the wall. coming up on "today in the bay," what's happening with the microclimate weather alert? >> starting with rain mainly

live pictures from san rafael ad back to a microclimate weather alert. a live look at the s-curve in san rafael. they are seeing rain in the north bay this morning. it is eventually moving down. going to hit everybody in the bay area. it's a pretty strong system. let's check in with kari who has been monitoring it for us. how is that radar looking? >> busy. for the most part, the rain have been really light. we have a lot of this system to work with. the center of the storm very far to the north of us moving through seattle and portland right now. then we see a cluster of lighter rain moving out well in advance of this. we will have a couple rounds of rain and each round will be fairly slow moving. so, what we are seeing right now in the north bay with the light rain coming down this morning will last for several hours.

there will be a break in between and another round of heavier rain this evening. as we look at the seven day forecast, on the bottom of the screen, the rain goes from today to tomorrow and then a break from friday to saturday. so, let me show you how this pans out. we will have the light rain this morning. then we take it to 7:00 this evening. that's when we start to see the next round of heavier rain and stronger winds starting to approach from the north bay into san francisco as well as the east bay. then we also will see a lot of reds and yellows here on the radar, indicating heavy downpours and it will be off and on. it takes its sweet time making its way to the south bay. may not get here to san jose until midnight. once it does, it will be heavy and lasting for several hours with strong winds, even into early tomorrow morning and scattered showers throughout the day tomorrow after that initial system moves in. we'll start to feel the weather

calming down a bit but there will be rain chances. some of the models showing the potential of getting quite a bit of rain, a good soaking here, anywhere from a half inch for most of us up to three quarters or over an inch of rain. in some spots an inch and three quarter. we will have gusty winds. the winds pick up in the north bay at 2:00. this is also when those wind advisories will be in effect. winds rushing up from the south, up to that storm system as it continues to move through. we will have those winds sustained at 25 to possibly 30 miles per hour with gusts for elevations above 1,000 feet. for the valleys, mostly wind protected and the high temperatures today reaching into the mid to upper 60s. san francisco, 62 degrees there. napa, 63. kind of a cool day for the north

bay. a little warmer because we may see breaks in the clouds in the south bay and get a little of sunshine, too. as you are getting dressed this morning, take a look out the window, standing in front of the closet, have a nice, warm jacket. i always love the hood on my jacket in case you get caught in one of those light showers. starting out today, a hat because it will be windy. make sure you have that umbrella. if you are following me on facebook, i have been sending out alerts of watches or warnings issued, a flash flood watch issued yesterday was posted. any new information, i'll have it on social media and also on twitter. i'll have more on this and mike, you are tracking the wet roads and how it affects the commuters? >> really, i'm following and copying your report. the north bay, the road weather index is the green highlight toward woodland and sacramento,

all the outskirt areas, wetter roadways. no major problems. it makes it tough to see the speed sensors, but easier to drive because traffic is moving so well. you watch your speeds because that rain, even light rain means less traction. that could be an issue for folks driving at higher speeds. we are expecting lighter commutes today and tomorrow. thanksgiving, that is the pattern we see. the tri-valley, we had the earlier construction that picked up wbt 580, clear as far as construction. taking up the volume a tad bit. no surprises here, guys. bart, about 30 trains on time now. the new schedule we have been telling you about is in effect here as well as the stations at capital corridor. as the rain gets more severe, perhaps tonight or tomorrow morning, you might see delays for bart. they may have to slow those trains. back to you.

>> thank you. it is 4:49. secretary of state, rex tillerson is in myanmar. the buddhist country is under increasing pressure to stop violence against the muslim minority group. there are reports of the military destroying villages and killing thousands. 600 muslims have escaped. myanmar's leader, who is a noble peace winner denied the allegations. new federal restrictions to cuba are putting brakes on one airline. alaska airlines is cutting the recently introduced flights between los angeles and havana. it cites preventing americans going unchaperoned. they were traveling without tour guides and demand dropped. new this morning, bike shares may have a new ticket to ride thanks to a funding program.

leaders will vote on allocating funding to richmond, fremont and train stops along the smart corridor in marin. the money would help expand bike share programs in smaller cities that have not benefited from it now prospering in larger cities. we spoke with leaders who said the bike industry is still in transition. >> how it grows, we don't know. bike life is changing. i think we are going to see which works the best. >> if the plan is approved, funding is roughly $2 million. it is up to individual cities which type of bike share program is adopted. water atmore than 11,000 california schools has not been tested for led. our affiliate in sacramento says the data from the resource board is part of a brand-new investigation. the numbers show 130 schools have requested that drinking water be tested, but it hasn't happened, yet. 200 alameda schools requested

tests that has not happened. the investigation found only 13% of schools statewide requested testing. of course, we have been covering problems with water fountains and faucets in oakland schools. the city reported high level led. renters in san francisco could have a place to turn if they feel they are being unfairly evicted. supervisors are working on a legislation plan to provide lawyers or renters facing no fault evictions. supervisors say right now, there's not a lot the city can do for people being pushed out of their homes. legislation will be introdullesed in the next few weeks. now, a story we brought you yesterday here on "today in the bay." no changes to renters in san jose. city council voted 5-6 to keep the current rent control cap. landlords of units built before 1978 are limited to raising rents by no more than 5% each

walnut creek woman who needed help getting a refund nbc bay area responds to a walnut creek woman who needed help getting a refund check. >> she asked our response team for help. chris chmura is here with the story. >> francine curtis set up a dish tv account for her daughter, who had no credit. she paid the bill every month making them directly from her checking account. when she closed the account, there was a $77 overpayment. they made it payable to her daughter. even though she opened the account and made the payments, her daughter was the account holder. francine tried to get them to reissue the $77 check without luck. she reached out to us. we contacted dish and they cut a

kari is tracking it for us. good morning, i'm laura garcia. >> i'm marcus washington. for a lot of people, they may wake up to no rain, but it is coming to the area. >> parts of the bay area may not see it until the evening. this is ongoing for the north bay. it is going to cause problems in burn scar areas where we have flash flooding. as we look at the radar, already raining. when we start to see darker shades of green here and yellow, that indicates heavier rain. i wanted to show you what else to expect. within the next hour, we may see a little more of the rain moving into the peninsula as well as the east bay and light showers in the south bay as well. as we go into later this morning, it becomes a little more few and far between as far as the rain falling on the radar and the bay area. the heavier rain arrives later tonight. that is the main story as w
