kari is tracking it for us. good morning, i'm laura garcia. >> i'm marcus washington. for a lot of people, they may wake up to no rain, but it is coming to the area. >> parts of the bay area may not see it until the evening. this is ongoing for the north bay. it is going to cause problems in burn scar areas where we have flash flooding. as we look at the radar, already raining. when we start to see darker shades of green here and yellow, that indicates heavier rain. i wanted to show you what else to expect. within the next hour, we may see a little more of the rain moving into the peninsula as well as the east bay and light showers in the south bay as well. as we go into later this morning, it becomes a little more few and far between as far as the rain falling on the radar and the bay area. the heavier rain arrives later tonight. that is the main story as we go into the 8:00 to 9:00 hour.

we see that moving into san francisco and slowly working its way farther to the south. this will be a slow-moving storm that is going to cause a lot of problems as we go into tomorrow as well. i'll talk more about what you can expect and more on this time line coming up in a few minutes. mike, you already have a crash in vallejo? >> i do, i do. light traffic for most of the bay. a remote area as far as the main commute. i'll track that. there may be injuries. the bulk of the commute showing green roadways. the sensors showing problems. the highways damp. vallejo toward the carquinez bridge, we have a crash reportedly moving to the shoulder. no slowing shows up. the green highlighting looks like it is here in concord and highway 4 and north of the bay. carry has been talking about the rain coming down. so far, no issues.

the times minimal. back to you. >> thanks, mike. keep on top of the weather by downloading the free nbc bay area app. now, to a developing news out of tehama county north of chico, where authorities are trying to figure out the motive behind a man's killing spree. five people are dead, including the gunman and ten others injured, including children. the gunman's last stop, an elementary school. "today in the bay's", terry mcsweeney has more on what led up to this tragedy. >> reporter: fbi, department of justice and local law enforcement working late into last night to figure out things about the case. one is why? the gunman, identified by the d.a. as 43-year-old kevin jensen neil opened fire on a grade school. they don't have the connection on that. it started yesterday morning at

8:00 a.m. when neil went to the house, he knew the woman. she had a restraining order in january. he killed her. killed a neighbor and stole a truck. gets into a crash, carjacks a vehicle, killing again. goes to an elementary school where he opens fire. he can't get in because the teachers and administrators heard the gunshots and had the school on lockdown. >> there is no doubt in my mind, based on the video that i saw, saved countless lives and children. >> neil went into town, killed again. he led police on a high-speed chase. it was a shootout as they drove along. eventually, law enforcement knocked his car off the road, opened fire, killing him. some of the things they want to know this morning is, are there more victims out there that investigators haven't found yet? they say come of neil's

relatives haven't been able to be located. terry mcsweeney, "today in the bay." >> frightening story there. thank you. 5:03. a man hurt after he fired a rifle at deputies. they returned fire. this morning, the suspect recovering in surgery. it happened about 6:00 in a neighborhoods near a community park. deputies went to his home for a felony probation compliance check. he is facing attempted murder charges. three deputies are on administrative leave, which is standard after a shooting. revamping the way they handle violent incidents. city says it will be increased skrooutny. one is a minor injury to a suspect. two involves the use of tasers, pepper spray, and three is more serious like a k-9 bite or choke

hold. four deals with deadly force. under the previous policy, all uses of force regardless of severity. no violence, but an unusual protest by students outraged by the controversial appearance of robert spencer. during the middle of spencer's address, many of the 250 or so students stood up and walked out together. they scolded the students on the way out. the site jihad watch. a self-proclaimed radical islam. students protested saying he is spreading hate. >> a religion can be brand for, you know, sort of everything that is wrong with the world, essentially and linked to national security concern. >> jihad terrorism is not held by all muslims. not all muslims are terrorists. not all terrorists are going to be muslim. i have never said anything otherwise.

>> he said he is not anti-muslim, but he will continue to address an international security issue. happening today, a rally for undocumented immigrants. students say they are going to form a human chain to encourage lawmakers to fight for immigration reform. more details, 2.5 million undocumented immigrants live in california. we researched this overnight for you. latest numbers are from 2014. our state is home to a quarter of the country's undocumented immigrants. nationally, there are 11 million. the fight over tax reform continues in congress. senate may tie its version to a repeal of obamacare's individual mandate. now, meanwhile, president trump may address the nation tonight. he has been hinting a big trade announcement. take a look at this tweet from him overnight. the president says, quote, our great country is respected again in asia. you will see the fruits of our

long, but successful trip for many years to come. overnight, he landed in washington following that nearly two week trip to asia. he returns to controversy concerning roy moore. happening today, several bay area communities will talk about issues in silicon valley. there's an event called "on the table." they will discuss the housing crisis. organizers put together an interactive map showing times, locations and topics. we posting it on social media for you. they expect 5,000 people to show up. turning to our microclimate weather, kari has been monitoring that doppler radar for us. >> as we look at the radar, a lot of green on the map. also those red outlines show where we have the burn scar areas. we'll have to closely monitor that as we go through the day.

now, we are going to have a flash flood watch in effect starting at 4:00 this afternoon into 3:00 tomorrow morning. where we could have 1-3 inches of rain, there may be debris flow, mudslides and flash flooding. as we look at the time line of the rain, mostly light showers happening around those wildfire zones. the heavier rain starting to ramp up by 4:00 this afternoon in the north bay. then it starts to move into san francisco as well as oakland by 8:00 tonight. really heavy rain here. we start to see the purples here on the map. that's what the radar can look like as we go into early tomorrow morning. some of the heaviest rain may not reach the south bay and parts of the south county until we start "today in the bay" tomorrow morning. so, this will be a prolonged period that we'll have to watch the heavy rain roll through the bay area. we'll keep you up to date here. i'll have another update in a

few minutes. mike is tracking another crash in hayward. >> in 24 hours, kari is talking a dramatically different situation throughout the south bay. right now, no problems and dry roads. the damp roads through the tri-valley. the weather index is moving to the north bay for wet road conditions. over here, the crash in hayward, southbound 880. it looks like everything should make its way to the shoulder. right now, obviously, it will be cleared. no slowing shows up heading toward that san mateo bridge. the travel times, through the tri-valley and the east bay, 238 in a couple minutes there. we are looking toward the bay bridge as well. no major problems there. the maze, you are at speed so far. there is a back up forming at the plaza. back to you. >> thank you, mike. keeping bicyclists safe. making sure bike lanes are clear of ride shares.

evening. we have light rain for san francisco into the north bay and as we get a live look outside in san jose, all dry and a few clouds. as we go through the day, mostly cloudy. the rain holds off until late this evening. as we look at the forecast, we talk about the time line of the rain and what you can expect. it's coming up at 5:18. despite the wet roadways, we don't see problems for these travel times throughout the north bay. we'll watch these closely. tracking a crash in the east bay. >> thanks so much, kari and mike. 5:13 right now. kari mentioned we are in a microclimate weather alert as the rain is moving in. flash flood watch in the north bay. there are concerns about landslides. >> "today in the bay's", pete suratos is live in petaluma where the rain has already started coming down. >> reporter: good morning.

that rain has been fairly light as we stand in petaluma. it has been fairly light. the big concerns here is further up north in the santa rosa area, one of the main burn areas following the wildfires. we have video of crews doing what they have been doing for the past week, hauling off debris where there are concerns some of the debris has levels of toxicity in it. sonoma county has done a good job of putting straw waddles in place to prevent that debris from flowing into the area. there's about 173 square miles of burn area in sonoma county they are prepping as this rain comes in. officials say that's a lot of ground to cover in a short amount of time. >> can you imagine having to go into the, you know, the entire city of san francisco times three and a half and make sure it was secure for a rainfall event? that's what we are dealing with. >> reporter: that gives you

context of the area they will be covering. we know those affected by wildfires are going to hardware stores getting plastic containers, shovels and rakes in preparation for this. 300 cal fire firefighters are in those burn areas working on the erosion control, preventing that debris from getting into those areas. of course, we are going to monitor those conditions and provide updates as they come in. live in petaluma, pete suratos for "today in the bay." >> thanks, pete. happening today, plenty of time before thanksgiving. pass the butter sauce, if you like it. the bay area's crab season gets urnds way. if you are a crab lover, you know the past two seasons have seen long delays due to concerns of toxins. that's not the case this year. in fact, the early talk is, this is some of the best crab in some time. this should be arriving to the docks anytime now. fishermen are allowed to start pulling their pots one minute

after midnight. >> they will be doing it. 5:15. san francisco will spend years trying to make valencia street safer for bicyclists. thousands of lyft drivers are in that area every day. they say drivers will block lanes for bikers. yesterday, transportation leaders approved $145,000 to study that dispute. they will record video to see how often cars go into the bike lanes and report and look into whether a protected bike lane is needed. they may change loading rules for businesses in that area. 5:16. advertiser that is pulled from the hannity show is changing their minds. >> volvo is one of the half dozen advertisers who pulled after he defended roy moore, the candidate accused of sexual contact with minors. we have spoken with our media

agency and we have advised them to cease advertising on the show. this morning, that tweet appears to have been deleted. volvo has not spoken as to why. "the new york times" points out, several companies have deleted tweets. realtor.com reversed theirs and will advertise. papa johns pizza apologized for its statement that said kneeling football players hurt their business because fewer people are watching football games. they took that as they supported white supremacists. they now support their right to protest. we will work to find a positive way forward, open to ideas from all, except neo-nazi's and a symbol to show the middle

their own today. mike is here, too. let's talk to kari. >> let's check out this forecast. crazy morning. we are going to have light rain. do not forget that umbrella. san rafael, you do not need that reminder. look out the window. it's a wet drive. extra time to get where you are going. here is a look at the forecast at the bottom of the screen. you will see we will have rain moving in and it will stay with us for quite a while. very slow moving system. we have two things we are working with right now. we have this plume of moisture streaming over the bay area and the center of the storm and low pressure with the cold front to the north of us. there will be two rounds of rain. the first starts out this morning. we are seeing that rolling over san francisco, parts of northern east bay into the north bay and there may be pockets of heavy rain in there. most of this is light. we will see this rain over the north bay for several hours

enhancing the amount of rain we will see there. and also enhancing our concern for those wildfire burn areas as we may have flash flooding there. as we get a closer look at san francisco, very light rain. that moves to concord as well as pittsburgh, the delta, where we are going to see more of that off and on rain. it does start to become a little more widespread, but once again, still starting out light this morning. then, we'll have a break with mostly cloudy skies throughout the day. rain beginning to ramp up, especially for the north bay, later on this evening, then it moves to the south very slowly. now, this will be heavy rain lasting for quite a while. with the slow moving nature of the storm, we will have that threat of flooding throughout tonight. looking at temperatures today reaching into the upper 60s, over the next several days, we will have that rain moving out for tomorrow. then, for friday into saturday,

it's going to be all dry, but cool san francisco stays in the 50s. another round of rain moving in between sunday night and early monday morning. so, after this moves out, we will take a bit of a break and see another storm system moving in by the end of the weekend. i'll keep you up to date on that as we head to mike starting out with the crowd. >> company, friends. we have it. over here, is a meeting. the metering lights turned on. they were turned on about 5:21. that may be the result of a slightly earlier build here. we are looking at a smooth, easy drive. we are looking at the maps as well. the traffic flow into the area is no problem. only at the toll plaza from grand avenue, west grand avenue to the scene. look at the green highlighting. woodland and roseville at the top of the screen to brentwood, we have damp roadways from overnight rain and kari is talking about more coming in.

florida community .. 5:26 now. developing this morning, fear is running high in one florida community following a fourth deadly shooting. it may be the work of a serial killer. a regular neighborhood meeting comes on the hills of a shooting that left a man dead on his way to a local church to help feed the homeless. neighbors are stunned. emotion is racing through the neighborhood. >> ridiculous somebody would want to hurt him. he's always helping at church. >> imagine how they are on edge with this going on, having a fourth murder. >> all four victims are believed to have been shot randomly. surveillance video of that man

storm. >> very slow moving. that is the problem because we'll have several hours of the same area getting rain over and over. that means other areas, especially in the south bay where it will take a lot longer to get here. the main concern, of course, the north bay and the burn scar areas that we'll be watching for the possibility of flooding. i have outlined all the areas where we have the burn scars in the north bay and napa and sonoma county extending to northern solano county as well. we are seeing the rain moving in with the heaviest rain still on track for later on tonight. we will have some light rain this morning and then a break between late morning and early afternoon. still spotty activity, then the winds start to ramp up as the main line of showers and gusty winds move in later this evening. notice that san jose may not see the rain until late tonight and early tomorrow morning. it will still be heavy with

your neighborhood and take "today in the bay" on the road. developing now, a man described as a violent psychopath could be on the run in the bay area. this is footage, appearing to show the moment randall saito made his get away into a taxi. authorities say he walked away from the state hospital in hawaii. an anonymous hospital says 11 hours passed before staff called police. by that time, he managed to fly to san jose. in 1979, saito was tried for the gruesome murder of a woman, but found not guilty of murder by reason of insanity and committed to the state hospital. authorities say he is a violent psychopath. prosecutors say he fits the criteria of a serial killer. "today in the bay's", kris sanchez, live at san jose airport will join us with a live report at 6:00 a.m. 5:33. rvs and campers parked along the streets in the bay area.

this is a sign of the housing crisis. in a few hours, people are expected to protest plans to remove people living in the streets. bob redell is live in east palo alto with the controversy. good morning, bob. >> reporter: good morning to you, marcus. the people who live in these rvs claim the city has not given them enough notice to remove their homes from the street. this road dead ends into the ravenswood open preserve. it's popular to park rvs. people protesting, they say the city put up these signs yesterday afternoon at 3:00, requiring them to vacate the area by 8:00 this morning. we know that a number of people were given a heads up over the past several days this was going to happen. they claim this is not enough notice. the problem is, apparently a number of rvs can't be moved because they aren't operational. if the city tows them, they are

without a home. we counted two rvs this morning. another four around the corner. last week, our sister station spoke to a man who says he was forced into one of these rvs after his $2,000 a month apartment rent doubled to $3800. the lack of affordable housing forced a lot of families into rvs, not just in palo alto, but silicon valley. the most reports that earlier this month, the city of mountainview ticketed a number of rvs on one residential street. 330 vehicles have become homes for people too poor to afford housing. bob redell, "today in the bay." >> bob, thank you so much for that update. it's definitely a problem that area has been fighting for some time. now, a follow up on a story we brought you yesterday morning. there will be no changes to renters in san jose. late last night, city council

voted 5-6 to keep the current rent control cap. built before 1978, they are limited to no more than 5% a year. expected to be officially charged today. 33-year-old michael bartel is expected to be arraigned later this morning. he taught science for the past three years. he was a substitute teacher in martinez before that. the allegations against him do not involve students at either of those schools. 5:36 right now. authorities investigating a quadruple shooting that left five dead. so far, police have not told us the name of the person who died or what kind of injuries the other three suffered. one of the victims wz air lifted from the scene. 5:36. today, an oakland postal worker

gets recognized for risking his life for saving a colleague. >> that colleague was shot making deliveries. it happened back in july. the victim was driving along her route on bancroft avenue near 55th avenue when she was struck in the hip by a bullet. that's when another postal worker rushed to her aid. she is expected to arrive. she will be at the ceremony to personally say thank you. we are looking over here at a great drive right now. all around the bay, speed sensors are mostly green. the green highlighting is through the north bay, damp roads. we are looking here toward clayton road where i heard of an overnight crash. we are monitoring that. a quick stop in martin. it's not a major traffic impact. chp and san jose pd are interested in it. mild slowing on northbound 101. there's the green we talked ant.

it's 5:43. we wake up, walk out the door to wet weather in the north bay and also in the east bay, now in san francisco and down to san mateo. a soggy start while it's all dry in palo alto as we take a live look. i want to show you the temperature trend and the sky cover as we go through the day. it will be cool and start reaching into the upper 60s. the rain for palo alto holds off until later this evening. we will talk about when you will see the rain where you live coming up in five minutes. here are your travel times for the tri-valley. we have a build out of the altamont pass. a good build over at the bay bridge. i'll talk about my theory about another bridge. >> sounds good. we'll check back with you. 5:43 right now. new this morning, up and coming bay area bike shares may have a

new ticket to ride, thanks to a possible funding program. bay area transit look at traveling from richmond, fremont and train stops in marin and sonoma counties. that money would help expand bike share programs in smaller cities that have not benefited in larger cities. one leader said the bike share industry is still in transition. >> how it grows, we don't know yet. bike share, like a lot of things in life are changing. we are going to see which works the best. >> if the plan is approved, funding amounts to roughly $2 million. it will be up to cities to see what type of program is adopted. renters in san francisco could have a place to turn to if they feel they are being unfairly evicted. supervisors are working on legislation to provide lawyers for renters facing no fault evictions. supervise zers say right now, there's not a lot the city can

do for people unfairly pushed out of their homes. legislation will be officially introduced in the next few weeks. at 5:44, water at more than 11,000 schools has not been tested for lead. we have data from the state water resources control board as part of the investigation. the numbers show 130 schools in santa clara county requested drinking water be tested, but it hasn't happened yet. more than 200 requests tests. again, that has not happened. the investigation found 13% of schools statewide even have requested testing. we have been covering water fountains and faucets in oakland schools. many reported high lead levels. we may learn whether the three ucla basketball players who were caught shoplifting

according to twitter. the rasmussen puts it at 34. the house will start debate on tax cuts with an aim to have a vote as soon as this week. the senate hammering out its version. the latest version will end the affordable care rule that says everybody has toz have health insurance or face a fine. this is a twofer for republicans. they get rid of something they don't like and save money in the process as people drop insurance because they can or because they can't afford it. the house does not like the senate version at all. that's part of the problem. apparently, my touch screen doesn't like me this morning. the senate doesn't like the house version, house version doesn't like the senate version and democrats don't like either. house and senate pass their individual versions, come together, get the agreement and try to pass it either with the opposite party's help or without it. i'll work on this.

flash flooding, a flash flood watch in the north bay. we are looking at potential of 1-3 inches of rain, which may cause debris flow, mudslides and flash flooding in those areas where you don't have a lot of trees there to keep the ground rooted. we have outlined those areas where we have had those wildfires and the burn scar areas. we will have a break between late morning and early afternoon, some of the heavier rain to the north. that will be pushing to the south as we go through the evening commute right around sunset and starting to approach san francisco with really heavy rain moving over toward oakland with gusty winds. this is what we'll hear on the roof later tonight as it will be pouring at times with gusty winds starting to work its way slowly down the peninsula and into the east bay and approaching the south baby early tomorrow morning. in areas like san jose, morgan

hill, you may not have that rain until late tonight and early tomorrow morning. when it does move in, it will be very heavy and lasting for several hours. looking at the wind speed, starting out this morning barely calm. the winds pick up. this will be another concern. we could have in some areas, especially the hills tree damage and also we'll have to watch out for those power lines as the winds will pick up to about 25-30 miles per hour. there may be higher gusts, up to 50 miles per hour, once this system sweeps through. the temperatures today, reaching the low to mid-60s. getting dressed this morning, as you look out the window, all dry. you can wear a jacket and hat. areas to the north, do not forget that umbrella. the rain chances linger into tomorrow. all of this moves out between friday and saturday. the next storm system set to move in on sunday, especially during the afternoon. i'll have more on that coming up. mike is tracking some of the wet

roads in the commute. >> i spy some wet roadway right there. you see that? this is the san rafael camera. no major problems. you can see the sheen on the roadways as well. we have slicker conditions. look at the map, throughout the north bay, kari has been talking about this all morning. the green is saying the conditions will be like you saw on the live shot from san rafael. holding steady out of vallejo. a build for the east shore freeway. nothing major. the metering lights are on. south of the bay bridge is a much easier drive, dryer drive. we are talking a smooth flow of traffic on the rails as well. no delays reported. looking at the san mateo bridge, more traffic here as well. some folks trying to get in here and maybe this week instead of next. >> turkey day is coming, mike. thank you. 5:51 right now.

there's an increase. >> thank you. keeping health care workers healthy, the number of health care workers getting the flu vaccine. state health workers say california hospitals had an 83% flu vaccine rate this past year. that's the highest vaccine rate is among employees paid by the hospital. 87% had been. the lowest among independent practitioners. experts say hospitals need to look at groups with the lowest rate. they should ask their doctors if they have been -- >> 5:57. we know the class of inductees for the california hall of fame. nine will join the 104 other californians inducted into the hall of fame. among this year's inductees, lucille ball, steven spielberg and a wine maker.

governor brown says they all represent the dynamic spirit and imagination of our wonderful golden state. 5:58. new this morning, new emergency services available for the east bay. police say smart 911 is now available for anyone at the city. it's a free service that provides key information to emergency dispatchers. you can sign up online and get information about the home. they use that during an emergency. firefighters would know how many people or pets live inside that home in case of a fire. 5:58. another record breaking month in oakland. the busiest october for imports in october's history. it's after a similar record performance in september. they credit it with a strong economy. 70,000 jobs in the bay area. now that summer is over and all those family road trips are in the rear-view mirror, let's talk about what stresses parents out the most.

a very good morning to you. thanks for joining us. we have now made it to wednesday. i'm laura garcia. >> i'm marcus washington. this morning, we have been following the weather alert. kari you have been telling us about it. >> it will be wet. at times we are going to see the rain moving through and much of that rain will mostly be over the north bay to start out. the rest of the bay area, we'll see it later on this afternoon. two system that is will be moving in. the first one this morning brings in light rain and mostly from san francisco, the peninsula extending the east bay and northwood now. as we get a closer look, we'll have that flash flood watch in effect for the burn scar areas. we are looking at 1-3 inches of rain as the slow moving systems move into the area. we will talk more about this. the time line of the rain coming up. mike is saying wet roads and already a crash tracking all of that this
