a very good morning to you. thanks for joining us. we have now made it to wednesday. i'm laura garcia. >> i'm marcus washington. this morning, we have been following the weather alert. kari you have been telling us about it. >> it will be wet. at times we are going to see the rain moving through and much of that rain will mostly be over the north bay to start out. the rest of the bay area, we'll see it later on this afternoon. two system that is will be moving in. the first one this morning brings in light rain and mostly from san francisco, the peninsula extending the east bay and northwood now. as we get a closer look, we'll have that flash flood watch in effect for the burn scar areas. we are looking at 1-3 inches of rain as the slow moving systems move into the area. we will talk more about this. the time line of the rain coming up. mike is saying wet roads and already a crash tracking all of that this morning. >> that's right.

a crash and wet roads in separate areas. we are looking at a smooth drive for the north bay. the green indicates the slick conditions as you travel throughout. no major problems. your build approaching the carquinez bridge where the meters lights are on. a smooth drive for hayward and down here, this is where the crash is. it's northbound 17 coming up from the santa cruz side, shy of highway 9 where we see the sensors slowing. there's a crash blocking the fast lane. this may be an issue as chp arrives. i'll track that. out of the viewing area, toward santa cruz, you are doing okay. back to you. >> thank you very much, mike. we have team coverage of the rain hitting the bay area this morning. while we need the rain, it is creating problems for victims of the north bay wildfires. >> "today in the bay's" pete suratos is live in santa rosa.

that's one of the areas affected. what is a thing they are doing to make sure toxic ash doesn't end up in the storm drain? >> reporter: we have moved to the coffey park area. to answer your question, marcus, what crews are doing is hauling off the debris as fast as possible as a result of the rain coming in. they don't want what could be toxic ash getting into the storm drain and affecting the folks here. we have video of the crews hauling off that debris. it's an effort they are trying to cover in a short amount of time because of the rain coming in. there's 173 square miles of burn area, which is a lot of ground for crews to cover in a short amount of time. >> can you imagine having to go into, you know, the entire city of san francisco times three and a half and make sure it was secure for a rainfall event? that's what we are dealing with. >> reporter: those affected by the wildfires are going to

to board a flight to san jose. >> "today in the bay's" kris sanchez is live in san jose international airport to explain why authorities say he is a dangerous man. >> reporter: well, not only, as you said, a violent psycho path, but fits the profile of a serial killer based on a murder of a woman in hawaii for which he was sent to a mental institution. let's start with the most recent picture. we don't know if randall saito is still in san jose where he landed sunday night. he is a 59-year-old japanese man, six fetal weighing 220 pounds, heavy set with black hair and black eyes. this is the last known video of him in a taxi in honolulu not far from the hospital where he walked away sunday morning. an anonymous source said it was 11 hours before staff called police. that was long enough for him to

take that taxi, charter a plane to maui. in 1979, saito was tried for the gruesome murder of a woman, found not guilty by reason of insanity. authorities say he is a violent psychopath, a sexual saytist. prosecutors who dealt with saito said once a killer, always a killer. >> because he committed a murder, no matter how long ago it was, he still has that ability or inherent ability to commit another murder or another violent crime. >> reporter: here is randall saito's picture, again. hawaii state prosecutors said he fits that criteria of a serial killer. we know he has family here in san jose. he has local police and the feds looking for him.

i have a post of that picture on facebook and twitter, if you want to share it. again, we don't know if he is here in san jose, only that he flew here sunday night. kris sanchez, "today in the bay." >> makes you want to be on guard and alert. thank you very much, kris. developing news north of chico. that is where authorities are trying to figure out the motive behind a man's killing spree. five people are dead, including that gunman. >> all unraveling at seven different crime scenes with the gunman's last stop, an elementary school. terry mcsweeney has more on the investigation to what led up to the tragedy. >> fbi department of justice and law enforcement working late last night to figure out a lot of things about the case. one is why. the gunman identified by the d.a. as 43-year-old kevin neil opened fire on a grade school yesterday. they don't have the connection

to that, yet. this all started yesterday morning, 8:00 a.m., when neil went to a house, he knew the woman there, she had a restraining order against him from january, he opened fire and killed her. killed a neighbor, stole a truck, drove down the street, shooting out the window, gets into a crash, carjacks a vehicle, killing again. goes to an elementary school, can't get in because teachers heard the gunshot and they had that school on lockdown. >> the school officials, there's no doubt in my mind based on the video that i saw saves countless lives and children. >> reporter: he then went into town, killed again, led police on a high-speed chase. it was a shootout as they drove along. law enforcement knocked his car off the road, killing him. are there more victims out there and investigators haven't found

yet? they say some of neil's relatives haven't been able to be located. terry mcsweeney, "today in the bay." all new this morning at 6:08, a man is hurt after police say he fired a rifle at deputies. they returned fire. this morning, the suspect is recovering from surgery. it happened about 6:00. the sheriff's office said deputies went to the home for felony compliance check. the man is facing attempted murder. three deputies are on emergency leave after the shooting. a rally for undocumented immigrants on san jose's campus. the group students advocates for higher education say they formed a human chain to fight for immigration reform. more details about 2.5 million undocumented immigrants live in california. we researched this overnight.

the latest numbers are from 2014. they say our state is home to a quarter of the country's undocumented immigrants. nationally, there are 11 million. right now at 6:09, we are in a microclimate weather alert tracking the first round of rain. there will be two rounds as we go through today as well as tomorrow. we are starting to see pockets of heavy rain in the north bay. northern marin county, over toward sonoma and extending to napa county this morning. we are going to see that rain while the south bay, still dry, but may be light showers moving through within the next couple hours. as we look at the time line, the radar fills in as we go into the next hour or two. then this rain starts to taper off later this morning. a break before the stronger storm system moves in early afternoon for the north bay and this will also bring in gusty wind up to 30-possibly 40 miles per hour. i'll have more on this and how

much rain to expect coming up in a few minutes. mike is now track twog crashes for the tri-valley. >> that's right. the wet roads are in the north bay. kari has been talking about that. right now, two crashes we are following are on the map. we have the build for hayward and the bay bridge toll plaza. the first crash i'm talking about is westbound 84 off 680. it may be affecting the off ramp as they transition heading to niles canyon. not a major problem, we have the build for pleasanton. we'll track that where there is a crash reported. as we take a live look out there, this is what we see. an easy drive. no lanes block the smooth flow. we'll continue tracking it. back to you. >> thanks, mike. coming up, a possible data breach at a major retailer. >> bay area fishermen can head out to cash crab. how the crab is expected to

we are rain moving through this morning. we are on a microweather climate alert as we track the rain through the north bay. it is starting to roll in through parts of concord as well as the delta and light rain in san francisco. it's dry in the south bay as we look outside in san jose. santa teresa will see the rain holding off with mostly cloudy skies. we'll talk about when the rain reaches the south bay at about 6:19. over here, these times are looking good. 680 in the middle, just went to the yellow zone. more slowing through pleasanton. the crash is not presenting a problem, just yet. we'll track that and more. >> thanks, kari and mike. quickly approaching 6:15. happening today with plenty of time before thanksgiving, get that butter sauce ready. the crab season gets under way. if you are a crab lover, you

know the last two seasons have had long delays due to concerns about toxins. that's not the case this year. the early talk is this is going to be some of the best crab in years. it should start arriving on the docks -- marcus is saying mmm over here. fishermen are allowed to start pulling those pots one minute after midnight. you are in luck. happening today, several bay area communities will talk about issues impacting silicon valley. there's a big event called "on the table," leaders will discuss a variety of topics, including the housing crisis. they put together this map showing the times and topics. organizers tell the palo alto online they expect 5,000 people to show up. forever 21 warning of a possible data breach. the third party tole the retailer, there are issues with the payment system.

they are focusing on payments between march and october. trying to figure out how many stores were affected. if you recently shopped there, keep an eye on your credit card bill and look for unauthorized charges. the stock market likely to turn lower this morning. some worry about oil prices this morning. >> investors worry because of the opposite way we do. we don't like it when they go up, the stock market doesn't like it when it goes down. the world economy may not be growing as quickly. the dough fell 30 points tuesday. tesla on a slow decline, down 2% yesterday. tesla, this morning, pushing back against the lawsuit filed by one of its contract workers claiming he was the subject of racial insults while at work. the company claims out it is not a class action lawsuit. it was one plaintiff. the plaintiff was not fired. he was on a six-month contract with a temp agency and he left

when the contract ended. volvo was among a half dozen advertise zers who pulled their ads from shawn hannity this week when he defended roy moore. we have spoken with our media agency and have advised them to cease advertising on the show. but, this morning, that tweet appears to have been deleted. volvo has not spoken as to why. "the new york times" says a number of companies that took a stand have reversed themselves. papa johns pizza apologized for a statement that implied kneeling football players hurt pizza business because fewer people are watching football games. the alt right took it as a signal they supported supremacists in some way. they now say they support the right to protest. take a look at this tweet. we will work with the players and league to find a positive

>> gidy. >> the wail is reporting we saw a boater. >> today on the bay. there's a whole crew. >> you make appearances sometimes. >> it could be a cartoon series saturday morning. >> today on the bay weather segment talking about the incoming storm. we are all going to talk about this today as we get to work and out and about in the community. heavier rain moving in later this evening. a couple plumes of moisture. the first one ahead of the cold front. that's what we are seeing this morning from san francisco to the east bay and farther north. then we have this storm system, the actual cold front and that center of low pressure that's now moving into parts of the pacific northwest. now, we are dealing with this. there will be a break in between but we are already getting pockets of heavier rain moving into the north bay. once again, extending to the delta as well. as we get a closer look at san francisco, some light showers,

mostly sprinkles at this point, then it gets heavier as we see the yellows and reds there on the radar. this is moving just to the east of navato, north of san rafael. sonoma getting heavier rain toward napa. we have to watch this, especially for those burn scar areas where we'll have the rain rolling for several hours. over toward frazier, concord and clayton, seeing the rain moving in. it gets lighter toward the tri-valley. as we get a look at what else to expect as we go through the day, a wind advisory in effect starting later this afternoon and the winds may pick up to 30 miles per hour. so, as we look at what we are expecting, especially for those hills, winds increasing in the north bay up to 20-30 miles per hour, by early afternoon, the rest of the bay area will have winds picking up in advance of the cold front rushing in. a southerly wind, increasing, then the rain starts to pick up as we go into this evening. we'll start to see that rain

moving into san francisco as well, moving to the east baby 1:00. san jose may not see the rain until late tonight to early tomorrow morning. of course, we are tracking this tomorrow morning. i'll have more on this. mike, you have a car fire on 17? >> yeah, we are going to jump on this report. first to the south bay. overall, the speed sensors aren't a big deal. we are watching that crash in sonoma. not a problem for 84. oh, look at that. i don't need to be famous. look at that. northbound 17, one lane is blocked as you are approaching the katz restaurant. we got word that fire is out. no juries. we have one lane blocked. slow from the summit heading to the summit you are okay. jumping up here to a crash as well. upper east shore, around san pablo. you will find slowing, nothing excessive yet. more updates as chp arrives. the green highlighting shows

walnut creek woman who needed help getting a refund check. nbc bay area responds to a walnut creek woman who needed help getting refund check. >> she asked our response team for help. chris chmura is here with the story. >> three years ago, she set up a dish tv account for her daughter, who had no credit. francine paid the bill every month, at times making them directly from her checking account. when she closed the dish account, there was a $77 overpayment, due to her. but, when dish cut the refund check, it made it payable to francine's daughter. this is when francine finds out, even though she opened the account and made the payments, her daughter was the account holder. she tried to get dish to reissue

alert. a live look outside, this is walnut creek this morning. it is calm. the rain is expected to move in today. a look at the live radar tracking the storm. the north bay is getting hit by the rain and will move into the rest of the bay area as the day progresses into the evening. good morning, i'm laura garcia. >> i'm marcus washington. we want to head over to meteorologist, kari hall, who has been tracking the weather this morning. >> starting out with light rain. we will have this moving in. a bit of a break, then heavier rain. we are getting pockets of heavy rain from sonoma county, moving into napa county right now. as we get a closer look at san francisco, some of the light showers moving through. marin county covered with light rain, that makes your commute slower and the roads slicker. make sure the kids have the rain gear. the heavier rain in concord as it fills in on the radar for the east bay as well.

light rain moving down the east bay and now starting to close in on san jose with light showers. as we go through the day, we will be watching potential of flash flooding with this second round of storms moving in later this evening, starting at 4:00, we will have a flash flood watch in effect, especially for those burn scar areas where we are looking at 1-3 inches of rain. more on that and a look ahead to the weekend forecast in a few minutes. mike is saying wet roads and a crash in pleasant hills. >> i'm not saying they are linked, but you need to be careful. the rain is creeping around the bay. slick roadways all over the bay. fortunately, look how much of the roadway shows green sensors as well through petaluma where the crash is cleared. over here in pleasant hill, we have a crash, south 680 past the 242 merge and jamming up from here. as you are coming over from highway 4 and making the cut, you are okay on 242.

bob redell is live there with the controversy. good morning, bob. >> reporter: good morning to you, marcus and laura. the people that live in the rvs say the city has not given them enough notice to move their motor homes off weeks street. this dead ends near the open space in palo alto. it's a popular place to park rvs. the organizer of the protest says the city put up the signs yesterday afternoon at 3:00, requiring those motor homes to vacate the area by 8:00 this morning, so, in about 90 minutes from now, when the protest is scheduled. a fnumber of them were given a heads up this was going to happen. a number of the rvs can't be removed because they are not operational. if the city tows them, they will be without a home. we counted two rvs here on weeks street. there's another four around the corner. last week, our sister station

says they talked to a man forced into an rv after $2,000 a month apartment rent nearly doubled to $3800 a month. the lack of affordable housing forced a number of families in rvs. in palo alto, san jose and mountainview. the city of mountainview ticketed rvs on a residential street. more than 330 vehicles have become homes for people too poor to afford regular housing. live in palo alto, bob redell, "today in the bay." >> thank you, bob. now to a follow up on a story we brought you yesterday morning. no changes in san jose. late last night, the council voeted to keep the current rent control caps. they are limited to raise zing rent no more than 5% a year. it would have limited increases to the consumer tax index.

6:34. developing right now, authorities are investigating a quadruple shooting that left one person dead. at 7:30, off hill top drive, so far, police have not told us the name of the person who died or the injuries they suffered. we know one of the victims was air lifted from the scene. a walnut teacher accused of improper contact with a minor is expected to be charged today. the 33-year-old is expected to be arraigned in a martinez court. he taught science for three years and was a substitute teacher in martinez before that. the allegations against him do not involve students at either of those schools. a funeral service will be held for eight family members killed in the texas church massacre. the associate pastor for the first baptist church was one of the victims in the attack. seven other members of his

family were also killed. 26 people were killed earlier this month when a gunman opened fire during a sunday church service. your chance to hear of plans to build a 15-mile bicycle and walking path will connection several bart stations. they are calling this the east bay greenway that would connect the bart station to the hayward bart station. they want to study the impact on the environment by next summer. happening today, people living near the vtas light rail station can get an update on plans to develop the parking lot now. zoning permits would add for housing and retail. let's check in with mike. >> there we go. bing. just like magic. one of the crashes is no longer an issue. 84 off 680. i'm going to clear that from the report. we are looking at the rest of the build. we are seeing the green. the highlight down the bay.

the rain really affecting the roads as far as the condition. not a big issue. this is a bigger issue. an earlier car fire north 17. it blocks the left lane as you travel northbound. stay over to the right as you travel from the summit, if you are watching us right now. we are looking at southbound. that is where most of the viewers are driving. that's just fine. northbound from the summit, that's the issue there. over toward the bay bridge, look at the top number there. 49 minutes. that just built. there's a crash over on the shoulder of san pablo to westbound 80. there may be more distraction. the lanes are not blocked. the rain, i think. >> quite the back up there. well, it is a storm, is it clearing by the weekend? >> by the weekend, it will be out of here. we are trying to get to the weekend. here is what it looks like on the radar. we have had a lot of green here, even yellow and red showing heavier rain, mostly moving to

the north bay, but moving into concord as well. a closer look at san francisco. a lighter shower moving through. as we head through the weekend, all of this gets out of here. we'll have cool temperatures left behind. the highs reaching low to mid-60s and we'll have the nbc bay area food drive at safeway's around the area. on sunday, that's when the next round of rain moves in. it holds off until sunday afternoon into the evening and a cool day. maybe go ice skating this saturday at union square, they'll have early morning ice skating lessons. sign up in advance. i'm signing up marcus because he didn't do so well in walnut creek. sunday, the tree lighting at pier 39, there will be a chance of rain moving in. we talked about that. especially during the afternoon. early in the morning, the half marathon in berkeley, thank you from my friend on twitter

rain gear a necessity today. we look at the radar covered with rain especially for the north bay as we get a closer look, we are seeing burn scar areas in the north bay. we'll have to closely watch for that. the potential of flash flooting

as we go through the day. right now, live in san jose, mostly sprinkles. the rain holds off until later this mpb. high temperatures up to 70 degrees in campbell. i'll look at the microclimate forecast at 6:49. kari, we are looking at the right side here. a slow drive as it comes into focus. the san mateo bridge, tracking reports and the live shot to see what i can find. maybe there's a cause to the unusual slowing. >> thanks so much, kari and mike. it is 6:43. san francisco will spend years trying to make valencia safer for cyclists. the examiner says thousands of uber and lyft drivers swarm that area. they block the lanes picking up and dropping off passengers. they approved $145,000 to study it.

they will look into whether a protected bike lane is needed. they may change the loading rules for businesses in that area. renters in san francisco could soon have a place to turn if they feel they are unfairly being evicted. supervisors are providing lawyers for renters facing no dault evictions. they say right now, there's not a lot the city can do. legislation will be officially introduced in the next few weeks. happening today, we may learn more about whether the three ucla basketball players accused of shoplifting in china will face disciplinary action. the three players arrived home last night. they are expected to speak later today at a news conference along with their coach and athletic director. they shoplifted from a high-end store in shanghai. president trump helped arrange their release. the president has a name for the ucla players.

he called them knuckle heads this morning. >> scott mcgrew, president trump learned about that watching tv overseas. >> that's right. he learned about it on cnn according to his chief of staff and contacted president xi. the president does not like watching cnn. he took to twitter to complain about it. while in the philippines, i was forced to watch cnn, which i have not done in months and realized how bad, how fake it is. loser. the president, in fact, has been busy on twitter this morning as he returns to the united states after his long asian tour. he retweeted a twitter poll made by a fan showing 80% approval. the daily hrasmussen puts it at 35%. the house will start debate on tax cuts with an aim to vote this week. the senate hammering out its version. the latest version will end the affordable care rule that says

counties. the money helps expand bike share programs in smaller communities that haven't benefited from the process. we spoke with a leader who said the bike share industry is still in transition. >> how it grows, we don't know yet. bike share, like a lot of things in life is changing. i think we are going to see which works the best. >> if the plan is approved, funding would amount to $2 million. it would be up to cities to decide which type of bike share program their adopt. >> a lot of people trying to ride their bikes to work and get around. they need to be mindful. the microclimate weather alert is in e fekt. >> today is not the day for the bike or motorcycle. it is a day to drive. it is going to be one of those days you have to worry about the rain off and on and getting heavier as we go into the evening. a couple rounds of it. it's raining in the north bay and it's that busy morning commute coming down in san francisco.

the seven day forecast, up at the bottom of the screen. you can see the cloudy skies. as you make it to the golden gate bridge, it is soggy out there. you have to turn on the windshield wipers with the light rain moving through. two rounds of rain. we are getting initial plume of rain and a very weak distur pans moving in. here is the storm system here with the cold front. it's helping to draw in more of that moisture. this will be a slow mover. the reason why, we are expecting potential of flooding this evening as well as early tomorrow. we are starting to see pockets of heavier rain moving in for parts of the north bay. as you head farther south, lighter, then nothing in san jose. south of mountainview, really not getting much in the way of rain. as we go through the day, we have to keep a close eye on the burn scar areas. this is where we may have some of those mudslides and the run off as well as some street flooding. as we get a look at the areas

where we have those wildfires, just about a month ago and as that rain continues to move in, there will be breaks. the heaviest rain moves in by early afternoon. by 2:00 to 3:00, later today, we will have pockets of heavy rain and gusty wind. that works to the south slowly to san francisco and oakland. we see purples here, that indicates really heavy rain and we will see that for several hours between tonight and early tomorrow. it may not make it to san jose in the south county until midnight, but does linger through noon tomorrow. live outside in san jose, getting dressed for the south bay, you don't need the umbrella as of yet. maybe a jacket with a hood or nice warm hat in case you get caught in a lighter shower. once again, the heavier rain does move in later on tonight. it's going to be windy as well, the winds gusting up to 30-40 miles per hour, then tapering

off tonight. we'll have a chance of rain through at least noon tomorrow, then all dry on friday and saturday. our nbc bay area food drive at local safeways saturday, great weather for that. by sunday afternoon, into the evening, our next round of rain moves in. it doesn't look to be as strong as the rain and storm system we are expecting today. more on that and mike found something on the san mateo bridge. >> we found all the brake lights. this is a jam westbound in the commute direction. there, in the center median, a disabled vehicle there. i saw one set of flashing lights heading over there. focus goes in and out but it's the way we see things. there you go at home. this is a slower drive. there must be a disabled vehicle on the shoulder. no blocks for the san mateo bridge. we see the pattern on the map. the back up to where we saw the camera. the disabled vehicle cleared to the peninsula side. overall, a lighter build right now. that's good. we had an earlier start.

here are the top stories on today in the bay-- looking live an 6:54. welcome back. before you heads out the door, here are the stories. the effort to find a man prosecutors call a violent psychopath continues as questions mount over how he made it across the ocean before anyone noticed. his name is randall saito. authorities say he walked away from a state mental hospital in hawaii on sunday. an anonymous hospital source says 11 hours passed before staff called police. by that time, he had flown to san jose. in 1979, he was tried for the gruesome murder of a woman, found not guilty by reason of insanity and committed to the state hospital. he fits the criteria of a serial killer. investigators are trying to figure out the motive of a killer in tehama county.

ten we are injured in that incident. there were seven different crime scenes. the gunman's last stop, an elementary school. they plan to hold a news conference to provide an update. coverage of the shooting continues next on the "today" show. the information we are learning about the victim and the gunman. all new this morning, a man hurt after police say he fired a rifle at deputies. they returned fire. this morning, he is recovering from surgery. it happened at 6:00. the sheriff's office said they came to his home for felony probation compliance checks. he is facing attempted murder charges. three deputies on administrative leave, which is standard procedure after a shooting. authorities in richmond are investigating a double shooting. it happened at 7:30 on view street. so far, police have not told us

the name of the person who died. we know that one of the victims was air lifted from the scene. live in east palo alto, people living in rvs and campers because they can't afford to pay rent are fighting back. the city is telling them to move. people who live in the rvs along weeks street claim the city has not given them enough notice. several homes cannot be moved because they are not operational. if the city tows them, they will be homeless. happening today, a rally for undocumented immigrants. the group, student advocates for higher education say they will form a human chain to encourage lawmakers to fight for immigration reform. the bay area crab season gets under way. if you are a crab lover, the past two seasons have seen lengthy delays due to toxin concerns. not the case this year. the early talk is this is going to be some of the best crab in some time.

it should be arriving anytime now because fishermen were allowed to pull their pots one minute after midnight. we are in a microclimate weather alert. taking a live look at the radar showing exactly where that rain is right now. >> we have crews stationed across the area to show what the conditions are like in your neighborhood. on the left is a live look from santa rosa where they are concerned about mudslides there and the ash that was left behind from the north bay wild storm. on the right there, a look from the east bay in walnut creek. a cloudy start. >> absolutely. this storm is creating problems for victims of the wildfires. construction workers have been racing to dump toxic ash in safe areas before the rain can wash it into storm drains. firefighters are working to evaluate burn areas to prevent erosion from the storm. >> we are waiting to see what is going to happen. >> it's been raining this morning. the heavier rain moving in parts of the north bay and the burn scar areas.
