political thorn welcome back. here is a pop quiz for you. which californian is the biggest thorn in the side of president donald trump. u.s. senator dianne feinstein, senator kamala harris, governor jerry brown or state attorney general xavier bacerra. more of a multiple choice? the answer according to larry gerstin may surprise you. who is it? >> california state attorney general xavier bacerra.
7:47 am
go figure. you may remember that the little-known democratic member of the house of representatives was appointed to the post by governor jerry brown last january after former state attorney general kamala harris was elected to the u.s. senate. and that is the background. >> why bacerra? he is relatively new to the post. he doesn't have name recognition. a lot of people don't know even how to pronounce his name. why bacerra? >> all good questions. as state attorney general bacerra is the state's chief legal officer. what does that mean? well, it means that he has the formal authority to sue on behalf of california citizens. and that includes the trump administration. now, here is another point. senators feinstein and harris are good. we know them well. they are in the minority party,
7:48 am
however. therefore, as members of the minority party they have little clout in congress. governor jerry brown has to be careful, why? because of the billions of dollars of federal grants steered to california by the trump administration. but, state attorney general bacerra really can't be touched by the trump administration. and yet, at the same time, his position gives him the power to act. it's a very unique position, the a.g., and he is moving on it. >> yeah. i don't know if i am allowed to say this but it's almost like the rest of them have to play the game and he kind of doesn't. >> that's a good summary. >> but what has he done as an attorney general to benefit californians? >> good question. as the state's chief legal officer, bacerra has been extremely active in taking the trump administration to court on matters that he believes interfere with california's laws and values. in his first ten months, bacerra has sued the trump administration on eight different occasions, including
7:49 am
the constitutionality of the famous, or infamous, wall with mexico. president trump's effort to defend the deferred action for childhood arrivals, daca. the trump administration's intention to end funding for sanctuary states and cities and to deny women access to contraceptives from employer-provided health plans. he has won decisions by either stopping or delaying trump plans. even when he has lost in court, bacerra's actions have put the trump administration on notice that california will not be a party to what bacerra believes are unconstitutional federal actions. >> so it definitely seems like bacerra has become quite a force for california, and it's still quite early, but what do you think we can expect down the road with him? >> well, the short term, bacerra will be around for a while. next year he'll run for a full four-year term as attorney general. at the moment he has no serious
7:50 am
opposition. and then he will run for another second four-year term before he is termed out of office. short term he is looking pretty good. >> yeah. well, what do you think after that? do you think he has a future beyond a.g.? >> here is where it gets interesting. nine years from now, kira, look, it's an eternity in politics. we know that just from what we've seen in the last few months, but here is a possibility. don't be surprised if bacerra runs for governor down the line. here is the reason for that expectation. of the last ten open elections for california governor, the attorney general has won five. no other office in california has that kind of political stepping-stone reputation. as we have seen lately, missteps can sometimes derail politicians, of course, but assuming bacerra stays clear of political minefields he is likely to be a force in california politics for a long time to come.
