monson is dead, the serial killer was in failing health and hospitalized from that i am the to -- from time to time over the past few years. he had declared himself the devil and sent followers to commit a series of killings in 1969. he was proannounce ed dead last night and was believed to have died of natural causes. we take a look back at charles manson. >> reporter: the mark on his forehead unmistakable and his wild jailhouse interviews unfretable. >> i would take the book and beat you to death with it and i would not feel a thing. >> reporter: charles manson the mass murderer that came to represent the dark side of a generation. >> maybe i should have killed, 4 or 500 people then i would have felt better. >> reporter: manson started to commit armed robberies at the age of 13. and later telling tom snyder, most of his early years were spent behind bars. >> i was raised up in here.

had how is the republican party in washington reacting to moore still being in the race? >> washington's reaction is interesting. the president's budget director said that he does not know who to believe but finds the women credible. others say that as well. but washington is divided on how this race should be decided. >> reporter: can you work with roy moore, if he is elected, could you vote to expel? should he be elected? >> well, first of all, my hope is that we will not get to that point and that the voters of alabama will not elect roy moore. >> i said that i thought the story that women -- the women's story was more credible than his response, the alabama voters deserved a better choice. >> the allegations are stronger than the denial and roy moore should find something else to do, which was my way of suggesting that he should not be in the race. >> while lawmakers may not like

the idea of roy moore coming to washington, they realize it's a decision for alabama voters. so, what are alabama voters thinking? take a look. we do know that in the latest fox poll. roy moore is down 8% points when you dig in the numbers. he is losing support with hem, including republican women, interestingly, about half of the people polled, just under half, i should say, believe the allegations. another equal group say they don't believe the allegations. that was around 37%, 38% each. the bottom line, they are equal in terms of people believing or not believing the allegations. but a huge chunk, 25%, 1 in 4, say they don't know if they believe the allegations or not. nine women so far. philip? francis? >> tracy, thank you. coming up on "today" leigh corfman who was 14 when she alleged that roy moore had sex

good morning. >> reporter: good morning, francis, yes, as you said, it really is turning in to a race against time for the submarine and the 44 souls on board. but the growing multi-national effort is there. a spokesman from the navy said they have tripled the search effort on the surface and underwater for the submarine. this includes ten airplanes, 11 ships from the nativy and other countries. they are following the submarine's planned route as they sweep the area. this is news that more aircraft and unmanned sub immersibles from the united states are joining this search effort. these satellite calls that brought so much hope to the search efforts seem to have not been as useful so far in locating the vessel, a commander from the argentine navy saying they have analyzed the signals and could not determine a point

and when there is power she it's unstable. they have had three major blackouts over the last few days. >> we are 60 days out and much of puerto rico is struggling with just the basics. every time they take a step forward, it's then two steps back. just four days ago, they reached a milestone, getting 50% power generation over the island and it lasted for two hours before the first of four power failures. they are struggling also with daily blackouts. now, let's talk water. as of today, 90% of the island has water. but none of that water can be consumed without first boiling it. and even then that water is sporad sporadic. there's parts of the island where there's none. where people are walking to streams and collecting the run off to drink it. now, washington has announced a 44 billion dollars aid package
