injured six others has been arrested. it happened around 8:00 last night. this was the scene at i-80. all westbound lanes were shut down for about six hours. five cars in total were involved in the deadly crash. chp says that white suv was carrying five people when it flipped and overturned, killing four inside. the driver was taken to the hospital. five other people, including a child were taken to the hospital. oakland chp, with the help of the contra costa county sheriff caught up with the hit and run driver and took him into custody. the cause of the crash is not yet known. a warning for bart riders. attacks the past couple days. there were several cell phones reported stolen in oakland and san francisco city. one victim was knocked to the ground. you may remember, back in april, a mob of 50 teenagers rushed to

the train robbing and injuring multiple riders. bart has since launched a public awareness campaign urging riders to be more aware of their surroundings. following up on the shark attack off the monterey coast, a spear fisher attacked by a massive great white shark is recovering from surgery. we are now hearing from the only eyewitness to that attack, the victim's father. thom jensen has the story. >> reporter: a monterey county sheriff's helicopter hovers above the water, minutes after the attack. >> horrifying. >> reporter: the victim's father telling us, it was a 15-foot great white attacking his son, his teeth ripping across his son. >> at that moment, it was shock for me. horrifying. my job was to try to help him, to stop the bleeding. >> reporter: when his dad

finally got him to shore, two sheriff's deputies were there to help stop the bleeding and get him air lifted to a hospital. a prolific spear fisherman posts videos of his adventure in the ocean water. his dad hopeful he will be able to continue his lifestyle. >> i talked to the surgeon. the nerves are not damaged. there's massive damage to the muscle. it's going to be a long recovery. >> reporter: the audience breathes in a huge sigh of relief following an eternity following the rescue effort. the longest waiting time for me in my life. >> reporter: thom jensen, nbc bay area news. the u.s. postal service is investigating a package that exploded in alameda. it happened on friday. a package was mailed to the home

in the island community. they are investigating. no further details have been released. officers discover drugs, guns and cash during a traffic stop. santa rosa police sent these photos, 20 grams of coe tan. $3500 in cash and a .40 caliber handgun were found in the car they pulled over yesterday morning. this happened near glen street and college avenue. police arrested a 21-year-old driver. two teens were in the car with him. that suspect faces a slew of charges, including contributing to the dlin quincy of a minor. >> many businesses had to close in the wake of the wildfire. yesterday, it was their chance hoping shoppers would help their businesses. "today in the bay's" christy smith has more. >> this time of year, you can expect to hear the sounds of the

holidays in santa rosa. carriages go past jodi mcconnell's bead shop. >> a slow start, but definitely coming back. people are definitely coming from the train again. >> reporter: the store was not damaged by the tubbs fire, but closed nearly a week. >> we opened on friday. did $54. >> they evacuated from their home. she says business isn't quite where it was, but shoppers are coming and stores continue to give back. >> the first two knights, four or five families were staying here in the store. >> reporter: kevin owns the stationary and gifts in downtown. he offered deals after a quiet month. he says it's turning around and the community pulled together. >> the community is coming to the downtown and people are coming to santa rosa because they know the community was hurt a lot.

forecast for sunday. quite a big milestone for former president george h.w. bush, who is the longest living president in u.s. history. bush is now 93 years and 166 days old, outliving president gerald ford by one day. it hasn't been an easy year for bush. he was hospitalized for chronic pneumonia. the elder bush has stayed active and went sky diving to celebrate his 90th birthday. this holiday season, drivers are getting socked for a great cause. san jose firefighters and nurses from the burn unit were out filling the booth. firefighters are raising money to help their burn foundation. it happened yesterday. >> this particular community in south san jose has been extremely generous over the years. we are so grateful. the weather is cooperating this year. a big intersection, a busy

intersection. that's why we are here. >> the san jose firefighters burn foundation is 100% volunteer and provides financial and emotional support for burn victims and families. a very happy holiday fund-raiser happened in the south bay yesterday. take a look at the smiling faces at the ride for toys fund-raiser in sunnyvale. more than 1,000 families took part in the event. all they had to do is bring one toy. organizers say the fund-raiser is growing in popularity each year. >> a great life lesson for the kids and the parentings. we are happy being able to give back and the rides. they are happy to donate to a needy cause. >> all fire stations in sunnyvale will continue to accept toy donations during the holidays. organizers hope to give away 5,000 toys this year. it doesn't happen often, but

evening, cooler air and showers moving through that will bring brief downpours. dublin, 61 degrees. the post sunrise glow is out there. 61 degrees currently. 64 san francisco. the rain drops toward marin and san rafael, 61 degrees where the rain is flying. marin county, sonoma county, san rafael seeing the rain. this is a narrow band of rain. this is less impressive. seeing outside, based on the future cast. we are expecting, during this same hour, as this crosses through, periods of showers at time that look like it will be more intense with this band offshore supported by cooler air aloft and stronger, vertical motion. this will come through as we head through the evening. the hour-by-hour outlook shows areas of light to briefly moderate rain. it missed. 4:00 in the afternoon, widely scattered showers. by 6:30, the south bay getting

the most rain of the day as we head toward 11:00 tonight. you should see how the intensity of the rain picks up. 11:30 to 2:00 a.m. by monday morning, in time for the commute, the skies are going to clear. lingering showers around 6:00 a.m. tomorrow morning and trending dry by noon. so, rainfall estimates with this storm certainly higher for the santa cruz mountains and the north bay hills will see more than an inch. look how the valley numbers drop off. looking at closer to .25 inch rain. .5 closer to oakland. coastal mountains get the most out of it. highs similar to the numbers we are having outside right now. mostly mid-60s outside. another thing we are watching are those wind speeds, which are getting close to the peak intensity we will see today, 15-30 miles per hour. winds generally out of the south. the hills here on the peninsula

and east bay may briefly see wind gusts closer to 40 miles per hour. we'll watch that around midday. look at the wind speeds in the sierra, 55 miles per hour on king beach. south lake tahoe, that is midday. it is going to be a messy drive home. rain coming in sideways during the day with snow levels close to 9,000 feet. after sundown tonight, snow levels closer to 7,000 feet. a slushy mix and gusty winds to wrap up the holiday weekend. most of the week ahead is starting to trend drier. monday morning, tuesday, wednesday, thursday, friday looks dry as we watch this system to the south. it may bring a chance of rain again by next weekend. here is the seven day forecast. windy at times today. showers, which we think will turn heavier as we get into tonight and tomorrow. may include a brief thunder shower, too. watch that closely later tonight. there you see the midweek

child, were taken to the hospital. oakland chp along with the sheriff's office caught up with the hit and run driver and took him into custody. the cause of the crash is not yet known. a wave of thefts and attacks in the past couple days. several cell phones were reported stolen on friday alone at bart stations in oakland, san francisco and union city. one vikt was knocked to the ground. in april, a mob of 50 teenagers rushed on to a train, robbing and injury multiple riders. they published a campaign urging riders to be aware of their surroundings. a man arrested after police found a human skull in the trunk of his car. officers say the man ran the stop sign on thanksgiving day in angel's camp, 50 miles east of stockton. his name is joshua davis. after they pulled him over,

officers found a skull that appeared to recently have been dug up, they say. it was taken to the coroner's office to be identified. davis refused to tell officers how he got the skull. they found methamphetamine hidden inside his car. when it comes to violent crime, it's not just who is shooting the guns, it's how they got the guns. reports of stolen firearms are trending up. the stolen guns are often used to commit more crimes. this is what the investigative unit uncovered. at his home, senior investigative reporter, stephen stock tracks the high profile crimes to stolen guns. >> reporter: for the first time, our team traced nationally where the missing pieces come from and where they end up. we found that guns connected to crimes here in california came from as far away as florida rksz texas and georgia.

>> inside the building. >> reporter: from the mass shooting at the u.p.s. building in san francisco that left three dead. >> several people that were shot. >> reporter: to the shooting of kate steinle, walking with her family on pier 14. >> a shot rang out. she turned to me and said help me dad. >> reporter: to a s.w.a.t. team of a man holding his family hostage. >> the bullet ended up in my mother's house, under her dining room table. >> reporter: every case involved at least one stolen gun, some several. we found a dozen high profile murders that involved at least one stolen gun in each case. >> i chased a 50/50 shot for the firearms to be stolen. >> reporter: frank is branch chief for the gun intelligence center in washington, d.c. >> we have to wait for a crime to occur in order for us to

recover these. >> reporter: nbc bay area and a dozen nbc stations across the country teamed with a nonprofit organization, the trace, to find out how guns circulate around the u.s. more than 1,000 law enforcement agencies turned over their data to us. it's impossible to pinpoint how much crime is with stolen guns. police departments and lapd refuse to share what we believe are public records. the data we do have makes clear the number of stolen guns continues to increase nationally, including a spike in guns stolen from cars. >> if we don't get a handle on the problem, the number is going to keep rising and rise zing. >> reporter: our data shows 71,000 guns lost or stolen since 2010. >> they have stricter gun laws, the theft rates are still high. >> kevin says atf frequently finds stolen guns turning up

from where they were stolen. he says the majority are later used in crime near where they were taken. >> we find the guns recovered in the same state or metro area from where they were stolen. >> reporter: we traced 135 guns stolen in other states that ended up in california at crime scenes. one used in the u.p.s. mass shooting was stolen in utah. guns from mesa, arizona connected to crimes no mesa and san jose. a palm beach, florida county gun connected to a crime in san diego. >> geography dictates a lot. we have efforts to take the guns up the pipeline to the northeast where gun laws are more restrictive. >> reporter: the flow of stolen guns within california is more pronounced. data shows 41% of all stolen guns are used in a different city or county from where they were stolen. >> if i'm a gun owner, part of

the responsibility is make sure it is stored properly. >> reporter: he isn't just talking about civilians. he says law enforcement officers must secure their weapons. our investigation found bay area law enforcement agencies, alone, lost or stolen 750 firearms since 2012. >> can't just leave them around. >> reporter: they introduced legislation in congress to hold officers accountable for keeping their guns locked up. >> we know they are less likely to be used in criminal activity. police chief bill scott declined several requests. we caught up with him at a town hall meeting. >> are you worried about stolen guns used in crimes? >> i'm always worried about guns on streets. stolen guns wind up in hands of people -- >> reporter: he admits they have to look in the mirror on this issue, too. in september, one of his own officers had his service weapon

stolen from his car. it was later used in a gang related murder. your own officers have had guns stolen from them. are you going to crack down on them? what are you going to do? >> we have to look at whether they are following policy. we have a high profile incident. that is one we are looking at, whether policies were followed. we are not above the law. >> reporter: gun rights advocates like the nra say don't punish the victim for this problem. in a statement to us, the nra said, quote, a law that requires reportage is nothing but punitive. it does not prevent crimes from being committed and serves to further victimize law-abiding persons after they have been robbed. the nra backs a bill before congress, which increases prison sentences for those who steal guns. see the national story on missing pieces and a breakdown and interactive graphs and maps all on the website.

welcome back, the american taxation system has not been reformed since 1986. it's not surprising in this unprecedented political year, donald trump and the republican controlled congress would cease the moment the restructure tax policy. if the proposal under consideration a proposal or tax cut? how does it look for us here in california. nbc bay area political analyst, larry, is here to sort things out. happy thanksgiving, by the way. i know this is a really complicated topic. can you give us the basics? >> let's begin by noting the house and senate each have their own proposals which must be resolved in a conference committee, should the senate join the house and pass a bill. the two pro po sales have more in common than not. each seek to reduce taxes, leaving a revenue gap of $1.5 trillion over the next six

decades, which would be added to the $20 trillion national debt already in place. depending on the proposals between two-thirds and 80% of a tax break dollars will go to businesses. the corporate tax rate is reduced from 35% to 20%, bringing it in line with other countries. meanwhile, regarding the personal income tax cuts, the top 1% of taxpayers would see their after tax incomes increase by 2.5%. but, the bottom 40% of all taxpayers see after tax increase of between one-half and 1%. finally, both make the corporate tax cuts permanent while the personal income tax are scheduled to end in 2027. interesting differences. >> very interesting differences there. what are the main differences there? >> okay, the house bill eliminates the estate tax.

the senate version doubles the $5.5 million tax exemption to $11 million. there would be no estate tax unless it exceeds $11 million. the house bill reduces medical report interest from $1 million to $500,000. the senate leaves the 1 million dlarls alone, it's quite important to the bay area. a third factor here of importance, the house proposal reduces the number of personal income tax brackets from seven to four. those are some of the core differences between the two proposals. >> what caught my ear is your mentioning the home mortgage reduction from $1 million to $500,000, which would have a large impact on california. >> you bet. >> is there anything else that stands out for california

residents? >> you know, probably the most cig n significant change is personal income taxpayers. that comes from elimination of state and local taxes, the income taxes, sale tax as deductible items from federal tax. that's been allowed since 1913. california is one of the highest. this is most harmful to the proposed tax reform for the state, the middle class taxpayer in this state. to give you an idea of how impactful this would be here in california, in 2014, the most recent year with complete record. american taxpayers saved 5$550 billion in federal taxes because of state and local tax deductions. in this state alone, california saved $101 billion.

that's 18% of the savings in a state with less than 13% of the nation's population. that's how important it is to us here. simply put, californians are likely getting hurt by the new tax law. >> there's a lot going on here. i'm trying to take notes. so, there's something confusing. national unemployment is down 4%. >> yep. >> corporate profits are record levels, the stock market is soaring. do we need tax cuts that will add to the deficit? >> that's in your head? >> i'm trying to follow. this might be your most difficult discussion i have had with you yet. >> that is the question of the day. look, proponents say the changes needed to spur economic growth. they add that the cuts will pay for themselves because of more people working at higher salaries. the critics say, hey, we have

been down this road before. that's when taxes are cut, in good time, the deficit explodes as a history year. if you count various deductions, the tax rate for most corporations is closer to 22%, not the 35% on the books. >> where do we go from here? >> yeah. >> it's wait and see time. i mean, that's the only way to put it. we have a two-seat majority in the senate. republicans need every vote they can get. half a dozen or so republican senators are worried about adding to that growing deficit, a historical republican value. a public opinion poll found, guess what? 52% of americans are opposed to the republican tax cut. 25% in favor. you know what? the bottom line is, almost everybody likes to see lower taxes. the lingering questions are, for who and at what cost?

good sunday morning to you. a view of christmas in the park. san jose doesn't feel like it temperature wise z. 65 degrees, breezy. winds 15 miles per hour. still dry in dublin after a beautiful sunrise view, looking to the east. 61 in dublin. starting to see rain off san francisco. mild temperatures, mid-60s in san francisco. that is a look at a rainy drive right now. san rafael, 61 degrees. radar shows moderate rain from marin to sonoma county. eventually mid to late morning, we think will cross to the south bay. what's more interesting, once we get past the light to moderate rain, a batch of clouds offshore. this is going to power up the highest rain rates later this evening and overnight tonight, we are likely to see heavier bouts of rain. hour-by-hour, scattered showers continue into the afternoon. around 6:00, briefly picking up

intensity around san jose, watch what happens here by 11:30. watching offshore, that moves through midnight tonight into early monday morning and skies clear just in time for the monday morning drive by noon on monday. partly cloudy skies and all those rain chances begin to move out. rainfall expectations at least for the valleys, around the south bay, the numbers have come down about a .25 inch to .3 inch rain. san francisco to oakland, .5 to slightly above that average. north bay seeing a similar average. if you see yellow and orange in the hills of north bay and santa cruz mountains, the mountain top locations will see the most out of the storm, possibly 1-2 inches of rain. highs today, similar to the temperatures outside right now. breezy at times. highs mid-60s. the wind speeds will continue to pick up through early afternoon

today, 15-30 miles per hour. the sierra a different story. folks make the holiday drive home. snow levels above the pass levels. later tonight, the cooler air arrives, 6,000 foot to 7, 000 feet of snow. that is the toughest holiday drive home across california. if you like drier weather, tuesday, wednesday, thursday, the skies begin to clear out. the next best chance of rain arriving late friday into saturday as the system moves out of southern california and approaches the bay area. the seven day forecast, as you are about to see, windy and wet at times today. probably the stormiest day of the week. microclimate weather alert and things dry out on monday, but gone will be those 70s and 80 degree temperatures. this is going to bring in much cooler air. that means morning temperatures feeling more like the calendar, 30s and 40s.
