oakland, 44. check out napa and santa rosa, waking up to 30s. i woke up myself to frost on the windshield. i had to get out earlier to make sure i turned the heater on and make sure i wasn't too cold. now, take a look at the 24 hour temperature trend. the reason i want to show you this, if you notice, there's not a big difference. we are warmer in spots. the reason is we are aligning to continuous days of cold starts. this isn't just going to be the last of the 30s and 40s. we are only getting started. this temperature change shows that. we have a cold front expected to sweep in for saturday. that is going to affect our daytime highs. i'll get more in a bit. let's check in with mike. >> a crash. we had the traffic break that was affecting eastbound 80 away from san francisco. now the lanes remain with moving traffic. i saw that. there's a spider. good morning. hey, high five. any number of them. that spider may have helped clear the crash. there you see the big rig there.

booksin elementary. this arrest for firing off a shotgun here on campus just over 24 hours ago. [ gunfire ] >> reporter: as you heard, those were two of the five shotgun blasts reported by a neighbor's surveillance camera yesterday. you can see in this video what the boy was allegedly shooting at. he blew out the security on the school library, according to police and allegedly fired upon the building itself. a mother and father who live across the street whose child attends booksin chased the boy. the boy got away. they searched the neighborhood over 90 minutes. they had officers with assault rifles and bright lights on. later in the morning, police tell us they found a shotgun in a nearby backyard. they searched for images and

video from residents security cameras. later in the day, police announced they arrested the juvenile. they are not releasing his name or age. he's been booked on charges of discharging a firearm in a school zone and vandalism. they have not said whether or not he was the same person who shot at a mobile classroom two weeks ago. the school indicated yesterday morning, before the arrest, they thought it was the same person. live here in san jose, bob redell, "today in the bay." >> a lot of parents will be relieved. they were concerned yesterday. thank you. 5:07 now. developing overnight, frightening moments in downtown reno. a gunman opened fire on a crowd from a few floors up. a camera captured the erie scene as it unfolded. [ gunfire ] >> those shots were fired just before 7:00. a number of people called 911 with reports of an active

shooter. only one victim was hurt and is expected to be okay. >> next thing i know, boom, boom, boom. >> i don't know, i was scared. shaken. >> officers responded to the area. we quickly secured the scene. we evacuated motel and hotel and casino patron to safe location in downtown area. >> police officers responded to the montage condominium complex. the reno gazette is reporting he barricaded himself on the eighth floor with a female hostage. he tried to negotiate with the man, but he was shot and killed by police. the hostage was not injured. when you hear a man with a rifle firing down toward people you could think of that massacre that was horrible in las vegas last month. fortunately, no victims were hurt. the las vegas gunman was -- at the high-rise condo where the

reno gunman fired last night. there's no word if the shootings were connected at all. 5:08. a follow up, oakland police responding to the department in a raid over the summer. in august, i.c.e. agents conducted a raid. they add drszed councilmembers who believed they violated sanctuary city policies. the officers or staff members were there only for traffic control and public safety. it did not appease councilmember who is say no assistance provided and legislation is in works to make sure opd does not happen in the future. tensions escalating after north korea tested a new, more powerful, long-range missile. the pentagon confirming it went higher than previous tests. it landed 600 miles away. it could reach the united states east coast if fired on a lower

paradise for days. the weather change gave airlines a chance to get tourists out in an effort to move thousands of villagers to safety. it is 5:15. continuing coverage for you after months of meetings, protests and rallies, san francisco finally adopted rules for when recreational marijuana becomes legal. pete suratos has a closer look at how this will impact the city. a lot of people say this came just in time. >> reporter: yeah, good morning to you, laura. just in time. just a few weeks before the sales of recreational marijuana will be legal in the city of san francisco. really, just the whole state of california. the majority of the board of supervisors agreed to adopt these rules specific for san francisco. the two rules are the proximity of the dispensaries as well as who is going to get a chance to be a part of this industry. when it comes to it, they

decided to reduce it from 1,000 feet to 6,000 feet. the bumper has them reduced from schools and day cares. it signals a shift from the beginning of the month when several supervisors tried to push the industry out of their district including where they don't have dispensaries. she wanted to keep the 1,000 foot in place and apply it today care. she was unsuccessful in getting the board to agree to it. another one is the equity program. that requires 30% of workers in dispensaries to be low income residents, people displaced from homes or people with marijuana convictions but not people with other nonviolent felonies. the goal is to help those who have been affected over the years by the quote, unquote, war on drugs. the mayor was pushing for an office of cannabis but they did vote that medical dispensaries

i posted it to twitter. the head of commission who wants to end net neutrality is blaming twitter, allowing people to speak against him. the fcc will vote to end net neutrality. he says twitter is part of the problem. the company has a viewpoint and uses it to discriminate. >> a judge rules nick mulvaney can run the consumer protection bureau. there were two different directors. these are not them. this is the wrong video. one appointed under the rules and one by donald trump. the judge ruled trump's power trumped the other appointment. that was mulvaney and cohen who is not part of this story. donald trump tweeted, one more lawsuit on leadership of consumer protection bureau.

perfect. clear and it's going to be cold. you are going to be dressed the part, at least if you head out early this morning. you are going to be dressed in warm clothes, at least i hope you are. look at the temperatures. 46 degrees in the south bay. the peninsula 45. san francisco, 49 degrees. the north bay in the 30s. 39 degrees right now. we have a little bit of a chance of climbing into the upper 50s along the coast. the majority of the bay area is in the 60s. along the coast, we are expecting a breezy day overall. that's going to kick up temperatures. san francisco, expect a high of 62. santa rosa, 61. we will end out the week, i know we are in the middle of the week, 60s in the forecast, at least through friday. now, we have a couple changes on the way. we are going to start seeing highs only in the 50s. we do also have a dangerous surf and wave. this is a beach hazard. it is in place. the reason for that is we have a swell that could be between

10-14 feet. never turn your back to the water. always play it safe. i want to update everybody who likes to snow board and the skiers, all the resorts listed are officially open. squaw valley, heavenly, kirkwood and a good base going for snow totals. i have a feeling a lot of folks are going to head out there not just today but the weekend. mike is tracking a couple things on the road. >> we had a couple traffic breaks. they have cleared from the bay bridge and oakland near downtown. that's the good news. we have nice speed sensor reads around the bay. this crash might affect a street. i'm going to check on that. we know there was a report of chp, slippery conditions here. the onramp to westbound 80, an oily substance. emeryville police are checking that out. i'll let you know if anything is going on. the east shore freeway remains fine. we had a crash here. westbound 37. this is north bay, approaching

of dr 5:25 now. a new study taking flight. it aims to look at the dangers of drones crashing into commercial airplanes. they pose a serious risk. a team of researchers used computers to simulate collisions. no surprise here, but they found that metal drones can cause more damage to a plane than bird strikes. it appears it's only a matter of time before the drones strike passenger planes. >> we have seen that these drones are capable of damage in the primary structure of the aircraft. this is something that will have to be taken into consideration in the future regulating the use of these devices. regulations for it and people on the ground. researchers say they must be followed by avid issues in the future to avoid issues.

san jose teacher says she's being discriminated against because she is muslim. she doesn't think the school district is doing enough to stop it. the teacher who asked we didn't use her name for safety reasons worked at fischer middle school for five years. this year, students called her names, multiple times. september 11th, the door of her classroom was spray painted with slurs. here is the teacher. >> i have been called a terrorist, working with isis. she's going to kill us all. it was very traumatic to be in a place, in a safe place where i work, in a place where i have a deep love for what i do. >> the teacher has filed a grievance with the elementary school district. they said, in part, the negative political climate at the national level poisons classrooms throughout the nation and we will never tolerate any

lawmakers plan to tackle sexual harass mat head on. they are expected to vote on legislature requiring antisexual harassment training. the issue is squarely in the spotlight. they adopted a similar mesh earlier this month. the president on twitter is shocking, leading some to wonder if his twitter had been hacked. >> it has not, right? >> it has not. we know that, the president has been tweeting since and it's definitely the president. the shocking content was a series of retweets, video. content so violent and distasteful, we are not going to show them on television. we are not going to hit play. we'll show the still. this is a man with a tweet who is a muslim destroying the statue of the virgin mary. the president retweeted it. there were a series of videos retweeted. again, we are not going to show

the actual video. this shows a man who the tweet claims is a muslim, attacking a boy on crutches. there was another of a man throwing a boy off a roof. the attacker is a muslim. we have no way of verifying that's what happened in those videos. the person that the president is retweeting, jada, has 55,000 followers. mr. trump has 40 million. the president, of course, has been calling for a ban on muslims entering this country and suggests a list of mosques and other organizations, a registration and eager to specifically use radical islamic terrorism, something president obama avoided. on the other side of the fight, isis is eager to paint the struggle of the war between islam and the west, claiming america is at a war with islam. of course this comes as so many other important things are going on in washington. tax reform. moving forward, out of the

but just by a bit. the temperatures will remain fairly cool, especially for santa rosa, barely hitting that 60 degree mark. napa, 61. oakland, 62. san jose climbs to 63 degrees. along the coastline, expecting 60s. one more thing i want to bring out that's important is there is a beach hazard in place. dangerous surf, waves high, 10-14 feet, which will bring the potential for strong rip currents and sneaker waves. not a good beach day or avoid the water. remember a couple tips, stay out of the water. today is the day we are expecting to see the worst of the waves. there's typically a large well with that. going back to lake tahoe, all the resorts listed open for laura. squaw valley, heavenly, kirkwood. they are all good with a base of 29 inches in squaw valley. heavenly recent storms, running

out of snowfall. that's bringing nice snowpack. the long range outlook, we have that high pressure that's been keeping us dry. that system that we want is on saturday. it's looking fairly weak. doesn't look like it's going to bring too much widespread rain. the 70s are shaping up nicely. fall-like. how are the roads? >> very fall-like. after thanksgiving and the rush before thanksgiving, things ease up and spread out for the midday commute. that's when things kick in for the end of the year. right now, things are holding up for the early morning commute. 5:51 right now. over here, we have a nice drive. the tri-valley, there's castro valley. one issue, a crash reported on highway 84 through livermore. 680. it's by the g.e. plant. there is a plant there. there you go. a smooth path the scene, the
