even though the clouds are coming in, technically not quite as cold as yesterday morning. 50 right now in san francisco. into san jose, it's 45 degrees, the cooler temperatures, though, we're finding right now, upper 30s to low 40s and during the afternoon today, as clouds thicken up later on, it's going to be a mostly cloudy day, san francisco into the north bay, low 60s around san jose, then as we go through the afternoon, those increasing clouds after 7:00 tonight, i think, especially for the north bay will lead to a chance of a few showers. last weekend, we had a storm that dropped one to two inches of rain in the north bay. that's not going to be the case this weekend. a lot of clouds, but this system is weakening on approach but it is bringing in some cold air, which is good news if you want to see a boost to the sierra snow pack later tonight. full look at the details on how much we're expecting coming up in about 15 minutes. >> and i want to know where we might see that rain tonight, because it might affect my plans tonight. >> we'll get you covered. >> thanks. we begin right now with breaking news this morning.

two people are dead following a big rig crash near the bay bridge toll plaza. this is a live look at the standstill traffic on westbound i-80. this, of course, is the oakland side of the bridge headed toward san francisco. the california highway patrol has issued a sig alert and northbound 880 to westbound 80 has been closed. the crash was reported just after 5:00 this morning. it's not known when those lanes will be reopened. we, of course, will bring you the latest as we get it. overnight, the senate passed the republican-backed tax reform bill following a marathon day of debate. the vote came down along party lines with just one republican, senator bob corker of tennessee, voting against it. republican lawmakers wrote the majority of the overhaul behind closed doors and made last-minute changes to the bill. democratic senators say they didn't even get to read the bill before last night's vote. republicans call the bill a victory for the middle class. democrats say it gives far too much to the wealthy and

corporations. >> this is a great day for the country. it's been 31 years since we've done comprehensive tax reform. we have an opportunity to make america more competitive, to keep jobs from being shipped offshore, and provide substantial relief to the middle class. >> millions of americans must be watching in stunned disbelief tonight as the republican senate betrays the middle class for the benefit of faithless multinational corporations. >> president trump says he wants the bill on his desk to sign by christmas, but time for that is running short. after making it through the senate, the bill still has to be merged with the house version, and there are still big differences between the two. well, he is no longer at stanford, and he's already served his time behind bars, but now brock turner may be headed

back to court. turner's legal team is appealing his conviction. he, of course, is the former stanford swimmer convicted of sexually assaulting an unconscious woman behind a dumpster outside a campus fraternity party in 2015. the victim's statement about her experience drew national attention. the turner's lawyers say he was deprived of due process and that the media spread lies. >> nothing happened behind a dumpster. there was no rape. and mr. turner did not find an unconscious woman and assault her. once people start to begin to understand that the true facts of this case don't reflect any of those things occurring, they'll start to understand why this appeal is so important. >> the santa clara county district attorney says turner did receive a fair trial and was justly convicted. turner was sentenced to six months in prison, a penalty well below the mandatory minimum. he was released after serving just three months in county jail. people are angry over that short jail sentence by judge

aaron persky and they have been working to recall him. yesterday, an appeals court denied the judge's request to block recall proponents from collecting signatures to put the matter on the june ballot. recall organizers say they will have no problem reaching the 90,000 signature goal. in the east bay, 300 feet of shore line collapses into the oakland estuary, taking down a pier with it. this all happened around 4:30 yesterday afternoon. fire crews responded to the area. it's just adjacent to mixed use live/work units that are under construction. they'll be called the brooklyn basin project. the pier was scheduled to be demolished anyway, but four shipping containers filled with building materials also went into the water. >> it doesn't appear to be a huge environmental hazard. signature development group has had contractors on site that are doing their best to contain any debris. >> no one was hurt, but a boom

has been placed around the affected area just in case anything hazardous leaks. the ghost ship fire exactly one year later. the city of oakland is preparing for a somber memorial. this morning, to remember the 36 people who died in the inferno. the criminal case is just beginning, but healing for the victims' families may never end. "today in the bay's" cheryl heard has more on how one family is dealing with their loss and seeking justice for their daught daughter. >> all they wanted to do was go out on a friday night and have a good time. >> reporter: instead, that good time turned into an unbelievable disaster. >> a big hole in your heart that it's just you're -- you're waiting for it to heal. and it's not healing. >> reporter: every day is a struggle for david and kimberly gregory. they have nightmares about that

night and dreams they cherish. >> just a big hug, you know? >> and it felt good, you know? the hug felt real, you know? >> reporter: their 20-year-old daughter died in the december 2nd ghost ship fire. her boyfriend, alex vega, was with her. >> you couldn't have found one without the other and when we heard that they had found a couple that were hugging, embracing, i just knew it was them two. >> reporter: as the gregorys mourned their daughter's death, they also struggle to find justice. >> this is not something that just happened. there were citations, violations. >> reporter: a laundry list of things oakland city officials are dealing with, including increasing the department's fire prevention inspection staff. >> the steps that we've taken since that time and during the past year, we've done everything in our power to move things in a different direction so that if we do recognize or come across a situation like this, we know how

to address it immediately. >> you hear what they want to do, but yet you -- there's so much that still needs to be done. this could have been easily prevented. >>. >> reporter: as they deal with the unknown, she stays with them in death. >> these are her ashes. >> reporter: they also wear pendants containing her ashes. the gregorys continue to mourn and hope for answers. >> we lost our daughter. you know, we don't care about the politics. we just want justice. >> reporter: cheryl heard, nbc bay area news. the city of oakland is bracing for a strike. two large labor unions informed the city that members plan to strike on tuesday indefinitely over a contract dispute. oakland and the unions have been in labor talks for the past seven months, but the unions are not satisfied with the city's last and final offer. police and firefighters are not taking part in the strike. it is just shy of 7:09.

has been unsealed. the warrant is from a judge in texas and was issued right after zarate's arrest for the killing of kate steinle. it finds him in violation of parole supervision and demands compliance even for sanctuary cities like san francisco. the san francisco sheriff's department says it will notify the u.s. marshall once zarate is eligible for release. he could soon face federal charges and prison time. >> i think it's important for the u.s. attorney general to evaluate the, you know, potential federal violations, and we recognize that would probably occur. >> social media has been buzzing about the verdict. president trump weighed in on twitter saying, "the kate steinle killer came back and back over the weakly protected obama border, always committing crimes and being violent, and yet this info was not used in court. his exoneration is a complete

you know, chilly works. >> bay area standards, 30s and low 40s are a little chilly. not too bad around there. dry conditions. dublin, that's chilly, 40 degrees this morning. over to san francisco, closer to the water, not quite as cold. 50 degrees. the relative warmth you're seeing this morning compared to places like san rafael where it's 37 degrees. overcast skies right now and as we go through the afternoon, mostly cloudy skies and temperatures staying somewhat cool. upper 50s from the coast. san francisco into santa rosa, napa, low 60s elsewhere and to the south bay and the tri-valley this afternoon. now, those clouds will eventually thicken up after sundown tonight so no worries really about any showers until maybe 8:00 or 9:00 out here around marin county and sonoma county. unlike last weekend, this is going to be a brief window from 9:00 to about 2:00 a.m., crossing over the bay area, weakening as it zips by san jose there and then clearing skies by tomorrow morning. as we wake up tomorrow morning, no more signs of showers and a

mostly sunny finish to the weekend. so, timing on this, we'll see mostly cloudy conditions through the day which will help keep our daytime temperatures down but after 7:00 tonight, we see the chance of showers. during the day tomorrow, mostly sunny and breezy and dry at times. we'll have to watch out for that around the hills as high pressure starts to strengthen early next week. rainfall projections here, most places may end up missing out entirely. nobody really seeing more than 5/100 inch of rain. check out the snow totals in the sierra. colder system that could bring snow levels down closer to about 4,000 feet by tomorrow morning. so, good news in the sierra, we're not talking about wet snow but fluffy powder that will come down saturday night into early sunday morning for the high country and you see the sierra weekend view. temperatures cooling from today's highs in the low 50s. head up to lake tahoe, highs will be in the 30s sunday on into monday. our forecast, unfortunately, is taking a much dryer turn once we pass the system that's coming in

for tonight. notice monday and tuesday, high pressure strengthens, breezy, dry conditions in the hills. in fact, if we forward the future cast all the way out to next sunday, now we're talking december 10th, we see how the storms just can't get through that ridge of high pressure. instead, they're going to drop down into the east coast so the seven-day forecast does look dry for this time of year. next few days, not much change. today, very likely the most cloudy of the nenxt seven days. early tomorrow, skies clear and then breezy and dry conditions that will help to keep our morning temperatures up maybe from monday morning but once those winds back off and we get the clear, dry air settling in, may get patchy frost. very dry. may not have a lot of moisture in the air but this will set us up for a set of chilly mornings and warmer afternoons. a ten-day forecast at this point looks very dry for this time of year. kira, back to you.

"today in the bay's" ian cole has this update. >> reporter: if police are meant to protect and serve, on this day, mountain view officers took service to a whole new level. a photo album. officers found it at a homeless

camp. it looked special so they asked for help to find the owners on social media and the request spread quickly. they cross referenced names on the back of the photos, even used ancestry.com. >> we see them young and now you're going to see them, like, later in life. well, hello. >> reporter: and finally, their investigation led them here to a los gatos retirement home. >> there we go. look familiar? >> reporter: two sisters, both in their 90s, seeing their album for the first time in nearly 35 years. >> i'm amazed at the shape it's in. >> reporter: janice and her sister made the album in their 20s. they can't recall how it was lost but today just glad it's ba back. >> it's like meeting an old friend. >> reporter: spending this morning with the officers who spent nearly three months searching for this moment. >> we all sort of became part of

doing their best to contain any debris. >> no one was hurt, but a boom has been placed around the affected area just in case anything hazardous is in the water. back in jail. an accused child molester is back behind bars after a third victim came forward this week. 19-year-old tran was re-arrested on thursday. three young girls, ages 6 and 7, have accused him of inappropriate touching while he was an aide at an afterschool care program at britain acres elementary school in san carlos. tran is being held on $100,000 bail. accusations of racism and hazing at the san francisco fire training academy, and now we're learning the city has opened up a formal investigation. investigative reporter jackson van derbeken tells us the probe follows a letter by eight african-american firefighters alleging a climate of racism and

abuse. >> reporter: this week, three would be firefighters were dismissed from their class at the san francisco fire academy. that is not unusual. what is unusual is that two of them may be among the eight african-american trainees who penned an anonymous letter to the fire chief, stating they were offended by an instructor using the "n" word during a training session. they says they've endured, "retaliatory, demeaning, punishing and racist/sexist behavior" there, but other recruits says, each of us is treated fairly without any indication of racism, sexism, or favoritism by the academy training cadre. joe serves on the fire commission. he says there's an urgency to resolving the allegations. >> if you fail out of the academy, you're out, right? there's a long list to get back

conditions during the day and snow makes a comeback later on this evening into tomorrow morning. you can see about 6 to 9 inches of snow coming down and possibly as low as between 4 and 5,000 feet by early tomorrow morning so plan on some winter-like driving but that's fresh powder, not wet snow. snow leveling will be coming down into early sunday. around the bay area today, mo mostly cloudy skies. low 60s around the south bay out toward the tri-valley but we will see the clouds part of the picture today but the rain-producing chances increasing after about 9:00 tonight, starting off here, north of san francisco, brief window from about 9:00 tonight to about 2:00 a.m. early sunday morning. so by the time most of us wake up on sunday, you've got that clearing, cool and breezy trend setting up from about 7:00 a.m. through noon tomorrow. so, mostly cloudy start to the weekend. that's a chance of showers after about sundown tonight and then during the day sunday, looks like clearing and at times windy. we'll show you that future cast

for wind speeds coming up in just a moment. chances of finding accumulating rainfall, not a lot. nothing like last weekend's storm. this may be just enough to wet the ground at times overnight and then it's gone by tomorrow morning and you see these wind speeds. during the day tomorrow, skies clear, watch what happens as we get into monday morning. those speeds up in the north bay, especially, could be approaching approaching 20 to 30-mile-per-hour gusts so it looks like a windy start to the week ahead. high pressure building in will be the reasons the winds pick up and also take the storm track. watch that time stamp. we go from the 4th of december all the way out through the middle part of the week and beyond into friday and saturday, storms just can't fight through that ridge of high pressure, which could take most of the rain from san diego and seattle and direct it north into british columbia and alaska, maybe over the next 7 to 10 days so unfortunately for this time of year especially, there is a very dry forecast, and as those offshore breezes pick up, that's going to dry out the air, which

news this morning. wo welcome back. we have a follow-up to our breaking news this morning. one woman is dead following a big rig crash near the bay bridge toll plaza. initial reports were that two people were killed. the sole victim was a toll taker. this is a live look at the standstill traffic on westbound i-80. the california highway patrol has issued a sig alert and northbound 880 to westbound 80 remains closed. those lanes will remain closed for several hours while they investigate. now to this weekend, it is a somber weekend for many families. today marks one year since the deadly ghost ship warehouse fire.

you may remember the flames broke out during an unpermitted party. all of the 36 people who died were overcome by the heavy smoke. in the wake of that tragedy, the city of oakland was criticized for not shutting down the warehouse despite building code violations. even now, there's no official cause for what started the fire, but the master tenant and the creative director of the space were both arrested and charged with involuntary manslaughter. both pleaded not guilty. there will be a community vigil this morning at 10:30 at the warehouse site. since that tragedy, city leaders have promised to improve fire safety, but have they also displaced the artists who live across oakland? it's an issue of safety, of culture, and of money. here's investigative reporter liz wagner. >> all of those walls will be lined with bedrooms. >> reporter: architect thomas dolan has big plans for this west oakland warehouse. >> starting completely with

building code, with building permits. >> reporter: he's helping a small group of artists,including architectural designer tonya. >> this intention is this open space. >> reporter: convert this empty building into a code compliant work space. rutherford was living in this building, called castle von trap. she says it was safe. but three days after the deadly ghost ship fire, oakland officials got word that artists were living here, even though it wasn't permitted for residential use. the owner kicked them out. just a few weeks ago, residents were forced to vacate this building. in all, the city found unpermitted occupancy at 19 properties across oakland. how many tenants have been displaced across the city? >> i would say it's certainly in the hundreds. >> hundreds? >> that have been displaced since the fire? oh, yeah. >> reporter: displacement is exactly what oakland mayor libby schaaf hoped to avoid when she

issued this executive order to improve safety of nonpermitted spaces. >> i'm disappointed that more property owners didn't take us up on our offer to work collaboratively and to not displace residents. >> reporter: she's taking aim at property owners, but up until a year ago, the city itself had been lenient on buildings that weren't up to code. and despite evidence that the ghost ship warehouse had been converted into an illegal residence by master tenant derek almena. the city never took steps to shut the place down. how can you explain the lack of enforcement at the ghost ship warehouse? >> the lack of enforcement at the ghost ship was primarily driven by the fact that the management of that building worked very hard to evade government notice. >> reporter: is that the city casting blame on these folks? the city plays a huge role here when it comes to inspections and follow-up. >> well, and that's a big part

of what we've focused on in this last year. creating a better risk assessment model to try and uncover properties that are falling under the radar screen. >> reporter: so does the city have any responsibility? >> the city has taken its responsibility to continually be improving upon its system. >> reporter: oakland launched a new computer system to track code inspections. soon, the fire and building departments will use the same database to monitor problem properties. the city recently hired nine new inspectors. >> we've set the ball in motion on every task. >> reporter: joe heads the new fire safety task force which is exploring building spaces. he says the city's grappling with how to give public loans to owners who commit to safety upgrades while keeping rents affordable. >> how many buildings do we want to do this for? how much of our taxpayer dollars should we be seeking to help with these private improvements

in the name of preventing displacement. >> reporter: these architects say their vision is the best answer to oakland's housing crisis. the gray area between what's public and what's living space. they hope it's a hold that can work in other existing buildings. >> and there are scores of them. scores and scores of them in oakland. and elsewhere. and our job really is to retain that, to preserve that. >> reporter: the city is still working with 21 promotes that have violations. only one has a compliance plan on file. with the investigative unit, i'm liz wagner. back to you. >> liz, thanks. now to a special honor this weekend for an east bay teenager. the oakland raiders will be saluting 16-year-old aliyah washington during the third quarter of tomorrow's game. we introduced you to her last week. as she and her friends were cooking a feast to feed 100 homeless people in oakland. our story got the raiders' attention and on sunday, they want to show her all her hard

a home with people that are breed experienced with heelers. they're high energy dogs, and also maybe experienced with special needs -- a special needs dog. >> and you do so much for the animals that you rescue. you have been taking care of all of fancy's special needs. >> all of her medical. >> all of her medical issues and you, of course, if a family were to adopt her, you would support them. >> correct. >> so, she -- i just can't tell you how sweet she is. she's really calm but you do say her breed has high energy. >> correct. >> so a family that has the time, has the space, and perhaps has the patience. >> just because she's deaf, does not mean that she needs a lot of exercise. that breed specifically needs a lot of exercise. >> okay. well, she is beautiful. we hope that someone out there can provide her her forever home. and also, a little bit of a connection, that special needs

sort of program that you have, the second chance fund, is that what it's called? >> yeah. >> what does that do? >> so, it's an actual program that donors or people can actually donate money to, and it goes directly to helping the special needs animals like fancy, and we have a few others that we've helped over the years, helping the surgeries or other procedures. so that money will kind of directly go to them. so that's something we really pride ourselves in helping animals regardless of their needs. >> yeah. >> medically or behaviorally. >> all of your rescues, you take care of them completely. >> exactly. >> it's that time of year. if you're looking for somewhere to donate to those in need, think about that second chance fund, and as always, thanks to both of you for being here this morning. hopefully fancy finds her forever home. and you can find out more about pets in need on their website, petsinneed.org. thanks so much for making us a
