calming winds here as we have seen gusty winds. as you get a live look outside in san jose, it is looking nice and calm. temperatures, upper 40s. we have a wide range in temperatures in spots. we will have very cold air in the forecast later on tonight. after seeing those high temperatures reaching the 60s. we'll talk more about how cold it gets tonight. it's coming up in a few minutes. one of the exit ramps closed in san jose. >> that's right. that's the ramp i use. southbound 880 if you are familiar with the storm nearby. we are looking at a closure because of the brush fire. it is clear. folks who see that smoke may have to reroute. right now, chp says they are protecting that off ramp from folks. travel past 101, loop back to

city streets. the rest of the south bay is moving smoothly. speeds are okay getting there. we'll give you the outlook. >> we'll keep our eye on that. meantime, a fire, a massive one burning in southern california. crews on the ground positioning their camera around. we know, so far, 3100 acres have been consumed. this gives you an idea of the fire. 150 structures destroyed so far. we know that one firefighter suffered some sort of injury. we don't know his condition so far. but 27,000 people have been evacuated. this is in the ventura county ohi border there. the firefighters have their hands full as so many people are evacuating. >> just into the news room, it is burning out of control in ventura county. our l.a. sister station tells us, it started around 6:00.

expect it to rapidly, in a short amount of time, overnight, to spread. this is due to strong santa ana winds. here is a closer look at the fire zone. the fire started near the ohi border and moved to ventura. they say the fire is similar to the destructive north bay wildfires. >> evacuation notices. we saw the disaster and losses that happened in sonoma. this is a fast, very dangerous moving fire. so far, firefighters have only been able to send up one water dropping helicopter overnight. they are waiting to send up more aircraft. >> we'll continue to follow this breaking news burning in ventura

county. stay with nbc news for instant coverage. a massive strike is about to bring city services in oakland to a standstill this morning. thousands of city workers will walk off the job. "today in the bay's" bob redell is live in oakland with the widespread impact it will have. >> reporter: good morning. all city buildings and facilities will be shut down including the head start program run out of this church here. it is important to know the workers strike will not have an impact on public safety. police and fire departments will be continuing their normal operations. more than 3,000 workers are with unions, local 1021 and the federation of engineers. they have called for the strike after contact negotiations with the city broke down. the oakland mayor says this strike would be unlawful because negotiations are not yet at a total impasse. she's promising to file a formal

complaint to keep these workers on their job. >> we have asked the union to put off this strike until we have the opportunity to bring their last offer to the city council. the soonest that we were legally able to schedule a closed session with wednesday at 1:00. >> reporter: the unions did say they would postpone the strike if the city agrees to a 4% increase in pace for one year. take a look at the tv screen. some of the services are going to be canceled. city council meetings, head start and early head start. multipurpose senior services program and the brown bag distribution. the city says police and fire not going to be impacted. live in oakland, bob redell, "today in the bay." >> thank you so much, bob. emeryville is reeling after

a double shooting outside a very busy target store. this morning, one person is in custody as investigators learn what led up to the shooting. that shooting happened outside the store near the mcarthur maze, right next to the ikea. so far, we know two people were critically injured. one of the victims was found near a dodge durango, riddled with bullet holes and a second victim was able to escape to the near home depot. this is nearby. holiday shoppers were terrified. >> all of a sudden, you hear, pop, pop, pop. then, another pop, pop, another round. everyone started running into target. >> that target was on a lockdown. it lasted for 20 minutes. it is 4:36. coming up, general motors says it has an app for that. make reservations, order food,

it started about 6:00, consuming 3100 acres, destroying at least 150 structures. we are going keep on top of this as we are following breaking news from southern california. let's check in with landon dowdy, with a look at the business news for this tuesday morning. good morning, landon. >> hi, laura, good morning to you. the dow closing at a record. the highs of the day as investors cheer the senate passing the republican tax plan over the weekend. nasdaq did fall. the dow, which has been up 300 points, closed up 58 to 24, 290. nasdaq fell to 6775. general motors believes there's an easier way to order coffee, make reservations or shop behind

the wheel. the gm marketplace allows 2 million gm owners to push a button to order food or coffee to pick up minutes later in a drive-through. then the car finds the nearest store and directs the driver where to go. the service is launching initially with shell, exxon mobile, starbucks, applebee's and tgi friday's. mcdonalds is bringing back the dollar menu. this time, items will cost $1, $2 and $3. a sausage burrito for a buck. happy meal for three. it's been a winning strategy. sales have been rising thanks to dollar sodas. back to you. >> landon, i guess i never go there. i never realized the dollar menu went away. thank you.

we continue to follow breaking news on your tuesday morning. these are live pictures. look at the glow of this fire. it is the thomas fire burning in ventura county consuming 3100 acres so far. at least 150 structures have been destroyed. >> we know one firefighter has been injured and 2700 people have been evacuated. right now, we want to go to our sister station to listen in. >> just in time. take a look at this video from a half hour ago. look and see there, the building after everyone evacuated.

completely destroyed. >> jonathan gonzalez is live at the scene seeing more fires sparking around the area. this is the issue, you get one building that burns, then the embers, then go from one building to another. is that what you are see sng. >> reporter: that wind is treacherous. it's getting hard to see. the building itself, this continues to burn. the only good news is what you mentioned, everyone was evacuated in time. firefighters anticipated the fire moving in this direction. the embers are continuing to burn. see the front of the facility is continuing to burn. firefighters called the entire facility a total loss. as we were coming up here, we could see the flames from the bottom of the hill. we caught up with an employee who worked here 11 years. she helped evacuate people just in time. >> totally devastated. my job here is to keep our

patients safe. now, they are all displaced. they come here traumatized, they are retraumatized. they are out and evacuated safely. i'm concerned about my co-workers. >> reporter: you can see the embers flying from the tree. 30 minutes ago, we were standing closer, inside the facility. we cannot stand there safely anymore. the flair upstarted after we saw you last hour. earlier this hour, ooh, we saw a big flair up. the embers are coming this way. the hillside is starting to flair up as well. no firefighters in this area. we hear some may be coming into this as they hear reports. when you have a fire this magnitude, of this size, they can't get into the areas easily. i want to show you one shot of

the facade. one thing to show you, the embers from the trees started lighting up the palm trees. this will go in five to ten minutes. the embers will continue to spread. it is treacherous, considering the winds will not stop blowing around. we are going to stay on top of it for you. back to you. >> incredible, all that damage. thank you for that. >> we are going continue to follow what is happening from our sister station in southern california as well as everyone is getting information. you saw briefly the tweets going out. these are live pingtures. as the reporter was showing you, you can see how the fire is growing, the winds whipping everything around. >> the winds are really going to be a problem today. some of those gusts may top 70 miles an hour. that's going to make it worse. southern california has been drier than the conditions we had here. we have had more rain. that's helping us out as far as

the wildfire threat here. even though it's been gusty, you are feeling those winds. as you head out the door, we have cooler temperatures in some spots. look at morgan hill. 35 degrees. then you drive up to san jose. 47 degrees. 52 now in palo alto. san francisco 55 degrees. check out the seven day forecast. now, at the bottom of the screen. looking at the high temperatures today, it is going to be a really nice afternoon. a lot of sunshine, highs even a little warmer than where we should be for this time in december. mostly sunny skies in half-moon bay. mid-60s for san jose as we take a live look. let's get dressed this morning. it's going to be a good one. a chilly start with a hat and coat. as the day goes along, a day for light long sleeves, jeans, something comfortable and the temperatures that will be

feeling very much like the end of fall. we have king tides again this morning. this will be the last morning where we will have those extremely high ast nom cal tides due to the full moon we had, causing the water to rise higher than normal. it will come up to almost seven feet today. not as high as yesterday. possibility of localized flooding along the coast as well as the bay. windy throughout the morning as you are driving. you are noticing there are a lot of tree limbs down. it's been windy for 36 hours now. it will start to calm as we go through the day. here we are during that evening commute. it will be more of a breeze rather than a gust. we have the storm track well to the north of us, extending up toward canada. high pressure keeps this air and we will not see any rain in the forecast for the next seven to possibly ten days. it's going to be really dry here and our temperature staying very

warm, reaching san francisco into the low 60s. calming down later this evening and tomorrow, a chilly start, mid-40s there and upper 30s for the inland areas. we will have freezeing temperatures in some of the valleys and warms up to the mid-60s. we'll talk more about the freezing temperatures and an update on the thomas fire in southern california in a few minutes. mike, you are tracking two closures? >> the majority of your drive is fine in the south bay. we told you about this closure because of our fire, a smaller brush fire. a lot of smoke and the off ramp is closed from off ramp 880. if you are heading through the area, use the montague expressway off ramp or loop back. over here, toward the bay bridge, a smooth drive-through the maze. we have lane 14 closed because it was destroyed in a crash

saturday morning, a deadly crash at the toll plaza. only lane 14 is closed. the live camera shows you the cash lanes to the left are typically backed up. we don't have all of them open. they should be opening over the next few. one of these, off to the right side is closed. off 880, we look at the travel time. we are expecting a bigger amount of traffic than yesterday. first because it's tuesday and secondly because people heard of the closures. we should see a bigger flow of traffic today. mass transit is an option. golden gate, work going on there. they are going to be closed today. back to you. >> thank you so much, mike. 4:52. mac attack returns. we continue to follow noah mac's journey. plus, buying a used car can

right now, we want to take you to live pictures of the thomas fire burning near ventura county. the flames billowing in homes, businesses, forcing thousands of people to evacuate. 31,000 acres have already burned 150 structures destroyed. one firefighter has been injured and, as i said, 7,000 people evacuated from their homes. >> this is a medical center they have just seen go up in flames. they quickly evacuated. it started at 6:00 last night and has been burning.
