you can see rain d o 4:30 for you this wednesday morning. taking a live look outside in san francisco. a beautiful thing there. what you can see is the rain and wind out there. our radar shows that storm sitting right on top of the bay area. all the wet roads coming in this morning. get ready for that as you head out. thank you for joining us this morning, i'm marcus washington. >> i'm kris sanchez in for laura garcia today. we have busy roadways already. how long are we going deal with these conditions? >> a couple hours. it started in the north bay and has been moving south. as we look at the radar, it is filling in as it moves across the peninsula and the east bay and now the south bay. we will have some of the showers giving you wet roads.

it's windy out there. as the cold front sweeps through, it's mostly dry in sunnyvale after the rain just moved through. raining in evergreen as well, farther to the south. palo alto getting light rain, moving to mountainview. it is starting to clear san mateo. we'll continue to track this on the radar, give you closer looks at where the rain is falling and what's ahead for the day. vianey you have this. >> the yellow is picking up rain. i want to zoom into the east bay. chp was reporting a traffic break. it shows slowing when they do a traffic break, it means chp jumps on the highway and loops around for road hazards ahead. that cleared out, which is great

news. we have another accident, southbound 17 south of highway 9. looks like there's a car in the ditch. all the yellow you see on the radar. we are going to keep a close eye on the roads. back to you. >> thank you, vianey. the republican tax reform bill cleared another hurdle late last night. >> with further amendment, the tax cuts and jobs act is passed. >> now the senate voted 51-48 along party lines to cross the most sweeping rewrite on the nation's tax laws in more than three decades. the president and lawmakers claim it will help all americans. >> an important accomplishment for the country. people will value and appreciate. obviously, it requires us continue this discussion. >> right now, we take a live look at capitol hill. the house passed the bill yesterday afternoon before passing to the senate. a last minute hiccup means it

has to repeat the house vote. we will continue on this all morning long. a live report at 5:00. new this morning, police are investigating an overnight stream of carjackings and robberies. anser hassan is live at the police department with what we are learning. good morning. >> reporter: good morning, guys. san jose says this is a big burst into their investigation of carjackings and armed robberies that happened last week. the search warrant was issued at 11:30 last night. one person is in custody. let's show new video of locus street. police say they brought out their entire robbery unit and all of their detectives. this is a big operation against the crimes. the officers came out to see stolen property or weapons used in the crime. now, lieutenant joseph says this

has been, quote, a dramatic rise in carjackings and robberies. one person in custody from last night. they feel like they are making progress. >> we have one person under arrest who has a warrant as an escapee from the juvenile ranch. it's unknown if he is involved, but he will be arrested on a warrant. >> reporter: they are early in their investigation, but happy with the progress. they are asking anybody with evidence to contact the police. anser hassan, "today in the bay." >> thank you for that. developing this morning, police in the south bay are investigating a shooting that rattled neighbors and sent one to the hospital. it happened not far from the interchange of 280 and 880. police say a man riding a bike was struck by that gunfire.

neighbors say it is normally a quiet area. they are shocked this could happen during this festive time of year. >> we could have got it straight. we were out looking at christmas lights. what are we doing shooting people? >> the victim is in the hospital. the injuries are not life threatening. police are not sure if that victim was targeted specifically or if this was a random shooting. developing this morning out of washington where the high-speed amtrak train derailed monday, killing three. investigators are trying to determine why that train was traveling nearly three times the speed limit when it kratchs. it was going 80 miles per hour in a 30 miles per hour zone. it made a debut run from seattle to portland. we are learning about the victims who died, two of whom were train lovers and remembered by other enthusiasts. >> the fact those two good guys won't be with us anymore. >> investigators say the train's

live look right now at emeryville. the time, 4:44. you are watching "today in the bay" as we start the morning wet. >> the rain cleaned off that camera. >> it was a very clear shot this morning. >> that's been the best camera recently and shows the cloud cover and the road conditions, too, which has been a big deal this morning. for the first time since december 2nd, we are getting rain here. here is a look at the radar as it continues to quickly roll on through. this will not last long. we are seeing this rolling from north to south throughout this morning. i think it will be out of here within the next couple hours. we are looking at light rain across the peninsula. mostly, the spotty activity, the heavier rain has been around san jose and especially south san jose, near evergreen and campbell as well. now, we are going to see showers starting to clear from hayward and also from the tri-valley,

but it continues to roll to the south. so, as we look at some of those spots in san jose, also down to morgan hill, san martin and gilroy, you are in with those showers. all of this moving to the south ahead of a cold front. behind that, it is cool and windy. you can tell out there right now, it is much cooler. as we go throughout the rest of the morning, as it clears out, there still may be a spotty shower or two along the coast. overall, we are going to have a dry and windy day. the wind speeds, hour-by-hour, here we are today at 10:30. winds are going to be coming in from the north at 15-20 miles per hour. stronger near the coast. inland areas will keep those winds at 15 miles per hour, even into tonight. it's still going to stay gusty. we start out tomorrow morning with breezy winds. the high temperatures are going to be cooler than we have had recently, reaching the mid to

upper 50s around the bay area. as you start out the morning, see how foggy it is. it is going to be windy. you need the kind of hat that is going to keep you in with a good hair day. at least i have to do that because it's so wet. a nice, warm coat. you will wear it all day long with those cool temperatures. we will need the winter gear the next few days. winter officially begins tomorrow, breezy, highs in the mid-50s and a slight chance of rain. it could be moving in late on christmas into early tuesday morning. that's the next chance of showers. that looks good. as we head over to vianey arana, you have been tracking issues on the roads, a couple crashes early. >> unfortunately, when it starts to rain, when it hasn't rained in a while, we see accidents on the roads because, you know, a lot of people need to remember, you need to change your speed when it rains. chp is reporting a crash and

delays on southbound 680 south of mission street. looks like there's debris in lanes. that could be causing issues. we are seeing slowing along that area. nothing serious on that end. the debris in the lanes is going to cause more delays ahead. we are seeing chp is reporting a crash along northbound 101 at capital expressway. this could take longer. the reason for that is the slow lane appears to be blocked. speed sensors aren't picking up slowing. if they don't clear it out in 20 minutes, as the rain moves through, you can see the radar and the green. we are seeing rain. we can expect to see delays out of san jose as the rain continues to push on through. let's take a live look at san jose. you can see the roads are wet out there. folks, remember to slow down and you may want to take extra time this morning so you are not rushing to get to work. back to you. thank you vianey.

a live look at capitol hill. how much the lawmakers paid out to settle sexual harassment allegations. they released that data between 2008 and 2012, nearly $175,000 was paid out to cover eight settlements tied to sexual harassment and discrimination. since 2012, one settlement and that involved a representative from texas. the list is growing. new allegations of sexual misconduct at an all girl's high school in san jose. two more women are coming forward with claims of school staff members acting inappropriately with students at presentation high school. one of the women is a former student and she talked about frequent sexual advances she endured at the hands of a teacher. >> relocate me from my desk to sit with him in the back of the

classroom. he would press his legs against mine and rest his hand on my hand. >> the other claims a staff member sexually assaulted her daughter at the school several years ago. both say they are not suing the school, but speaking out in hopes of protecting other students. they want administrators to report suspected abuse. the high school issued a statement saying all reports that have come to presentation high school have been handled properly by the school administration. some of the claims made today, we are hearing for the first time. part of the attorneys representing victims are looking into allegations against eight teachers, involving 17 girls. some are no longer at presentation high school. credit card skimmers were found at a central san jose station. they were targeted at fox worthy

in willow glen. >> i had a charge from a gas station in the midwest. so, they flagged it right away. i guess they figured i had never been in missouri. >> worked best to go in and pay for that. >> police found skimmers a couple months ago on two pumps and removed them. they vowed the pumps are safe now. a chance for people to hear from caltrain leaders about the project on the anyone else. a meeting will focus on the 25th avenue separation project. this is in san mateo. it would allow traffic to pass under the tracks at 25th avenue. it completes nikon next and includes a modernized hillside station set to open in 2019. the meeting is 6:30 at san mateo city hall. coming up on "today in the bay," a christmas tree shortage across the country.

the main tree is there. you can see the rain falling on the roadways there in the distance. you have to watch out for that if you are an early commuter. sonoma county will soon provide a new resource designed to get fire storm victims on their veet. they report a new government office devoted to helping the city bounce back from the wildfires. the office of recovery and resiliency will have its own budget and start with a group of seven county staff members. they plan to fund it for at least the next five years. new this morning, only on "today in the bay," this year's shortage of real christmas trees is not only real, but really profitable for one bay area company. we talked with thomas harman the ceo and owner of balsam hill. they create artificial christmas trees that look so real. he walked us through his

warehouse in burling game. that's the outlet store there. he showed how bare his shelves are. >> this is our maybe seventh or eight year here. i have never seen it like this. the last time i saw the shelves this empty is when we moved into the building. >> he says 80% of households with christmas trees have artificial trees. >> you know the saying blink and you will miss it? in case you can't see it, take a look there. as you will see, the world's smallest christmas card, ever. each page measures 15 micrometers wide and 20 micrometers tall. labs in england created it on a silicon membrane. don't think about dropping it in the mail. 200 million cards that small would fit on one postage stamp.
