"today in the bay" continues right now. good morning to you. thanks so much for joining us on this final friday of 2017. i'm laura garcia. >> i'm marcus washington. as we coast into 2018, meteorologist, kari hall, has a look at what to expect today and going into the weekend. >> looks like a nice weekend. we cannot complain about this. temperatures reaching the upper 60s and a nice, mild weekend. as we look outside in san francisco, a mostly clear start, patchy fog. as we go through the day, unhealthy air quality expected as it is another spare the air day, not only for today, but the next three days. unhealthy air quality in the north bay and east bay. the temperatures reaching the 60s for santa rosa.

62 in antioch and san jose, 67 degrees. we'll take a look ahead to the weekend, the final one of 2017, coming up in a few minutes. mike, this is an unpleasant surprise for friday? >> usually friday is the exception. it is again this week. it's been clear all week. we have the metering lights on at the bay bridge. the toll plaza back up. see it on the screen. the fast track lanes are the worst of it. they should start to improve. the metering lights are on right now. look at the shot from emeryville. the back up we had all the way up, it's been less than five minutes for this to completely clear from the treasure island area tunnel there. that's what's going on, recovery as we look at the map. a disabled vehicle inside the tunnel, it took seven minutes to show on the sensors. dramatic improvement. i hope they will quickly turn the metering lights off. once they are turns on in the morning, it's 6:00, 6:01 now, they may not turn them off until

7:00. we'll see. that's the unexpected slowdown. the rest of the bay moves well. there's an indent in san jose. that is breaking news. back to you, laura. >> it is breaking news. we have been following it since we came on the air at 4:30. this is a live look at the scene on san antonio and sunset. 680 and alum rock avenue. we have been working all morning to find the reason behind the large police presence there. we saw a csa unit arrive. the perimeter has been expanded. our reporter, anser hassan has been on the scene and says we received similar reports of a victim being shot. she's asking questions of police right now. we'll have a live report in about a half hour. more breaking news. details on a horrific apartment fire in new york city where 12 people were killed. >> so tragic. we are getting a better idea of who some of the victims were. three were children, ages 1, 2

and 7 years old. one was 63 years old. the fire broke out about 7:00 at a bronx apartment building. new york mayor, bill de blasio called it the worst fire new york city has seen in a long time. >> families have been torn apart. this is the worst fire tragedy we have seen in this city in at least a quarter century. >> more than a dozen people were hurt. the apartment building of 25 units and crews are going through it carefully, looking for clues and other possible victims. the cause of the fire is unknown. 6:03. continuing coverage of a bay area chp officer killed on christmas eve. this morning, we are learning about a memorial service set to take place this weekend. >> pete suratos has details on the public service expected this weekend. good morning, pete. >> reporter: yeah, good morning

to you, laura and marcus. that memorial service will take place in stockton for chp officer, andrew camilleri. it will be open to public. i'll get to the details in a moment. it happened a week ago when the crash took place. he and his partner were on 880 and hayward when a vehicle slammed into their suv. his partner survived the crash. as for the memorial service taking place, let's pull up the information for viewers to see it on their screen. it will take place at the christian life center in stockton. it is open to the general public on a first come first serve basis as far as getting seating. officer camilleri is survived by his wife and three young children. there's a memorial fund to help out the family. we have that information for you on our website at www.nbcbayarea.com. we are live in hayward, pete

we might get surprised by what he says. it's certainly shocking. this is a wide ranging interview. the president says he believes the special counsel will be fair to him. however, he said he has the right to fire the special counsel, if he wanted to. president trump sat down with "the new york times" and emphatically says there is no collusion with the russians. the president going on to say the investigation makes the country look bad and puts the country in a very bad position. the sooner it is worked out, the better it is for the country. historians say this has been a very interesting political year. >> i am a his torian. next week, the president plans to outline his agenda. topping the list,

infrastructure. it may not be easy to get democratic support. >> if he just wants to give a lot of tax credits to those who are going to build toll roads, that's not going to cut it for those of us on the democratic side. >> reporter: on twitter, the president mocked global warming, saying it could be the coldest new year's eve on record in the east and called out china for shipping oil to the north koreans, adding there will never be a friendly solution if this continues to happen. president trump will spend new year's at his mar-a-lago resort. his tone, not likely to change. edward lawrence. back to you. oakland police reminding people not to celebrate by firing guns. this has been an issue in the city in previous years. if you are caught lighting fireworks, you could be fined $10,000 and face jail time.

6:07 now. with new year's eve days away, people in the south bay have a new tool to fight illegal fireworks. san jose opened up the fireworks hot line. residents must provide evidence such as video of lighting off a bottle rocket or a roman candle. they require proof after residents say they were cited over independence day. they are urging everyone to celebrate safely after someone blew off their fingertip a couple years ago. >> in an ideal world, i would like everybody to celebrate banging pots and pans on the new years like we used to. we are certainly very concerned about use of firearms because bullets do come down. >> the city of san jose banned all fireworks. the fines can be hefty. $500 for the first violation,

then $700 then $1,000. at 6:09, we want to go live to times square in new york city where it is really cold out there. it will get colder for sunday night for new year's eve. 2 million people are expected to be out there freezing to enjoy those fireworks. as they celebrate in times square, nypd will be out in full force. this year, there will be more unif uniformed officers and snipers. mayor bill de blasio is reminding everybody to say something if they see something. >> if you are going to times square, they are expecting temperatures to only get into the 20s, with lows in the teens. it is going to be rough. we are going to have a nice, cool start. really can't complain about temperatures, mid to upper 30s

and low 40s as you head out the door. looking at that morning commute in the south bay, it is going to start out in the low 40s at 7:00 and sunshine will warm things up quickly. take a look at the lunchtime temperature, 60 degrees. a beautiful day ahead. we'll take a look at the rest of the forecast for new year's eve coming up in a few minutes. mike is starting with the back up at the bay bridge. >> unusual for this weekend and friday as well. fast track lanes carrying the brunt of the metering lights that turn on with a disabled vehicle. that has cleared. we have clear incline. the back up for the fast track lane, get to the maps and show you a short section with the back upright there. hopefully, they will turn off those metering lights. a smooth drive for the san mateo bridge, which could be an alternate, but not necessary this morning. a smooth drive for the tri-valley and south bay and peninsula. back to you. >> thanks, mike.

we are coming up on 6:14. time to get up and moving. as we take a live look outside in palo alto, not too bad out there, all clear skies. let's check out the temperature trend for today. low 40s for 8:00. mid-60s later today. san mateo bridge, a smooth drive. you may want to use the bay bridge. we'll talk about the issue, the back up and the current status, coming up. 6:14 right now. this wild video showing a south carolina woman stealing a patrol car after she was involved in two other accidents. the 21-year-old handcuffed in the backseat wednesday slid through the cuffs and slides into the drivers seat. then she leads deputies on to a 15-minute chase that ended with a crash into a tree.

before she stole the patrol car, she was driving her boyfriend's car and it broke down. that woman stole that car and drove into oncoming traffic, crashing into another car. she drove away and was arrested after crashing again a short time later. >> i don't understand. what are people thinking? >> who know what is she was thinking. a fast food giant wants to capitalize in recreational marijuana becoming legal in california. >> for that and the rest of the news before the bell, we go live to lan ddon dowdy. good morning. >> good morning. happy friday. wall street could start the final trading day of 2017 in the green. the dow closing at a record high for the 71st time this year. that's the most, ever, in a calendar year. the dow is on pace for the best year since 2013. the best performing sector,

tech. best year since 2009. the dow rising 63 yesterday to 24,837. the nasdaq up ten to 6950. snap chat is copying facebook. they have a year in review feature. it comes after reports snap chat is working on a new tool to let users share stories outside of the app. one fast food chain is looking to take advantage of the start of california legalizing marijuana for recreational use. jack-in-the box will sell a merry munchies meal at three locations mid january. half a serving curly fries, two tacos, three crispy chicken strips and small drink for $4.20. a jack-in-the box executive says we are welcoming all of our guests, no matter what they are craving or why they are craving it. back to you.

i don't know. anyway, we are going be testing what we are going to do for new year's eve and how to celebrate bringing in the new year. we are going to have great weather here in the bay area and we start out this morning, last friday of 2017 with temperatures in the upper 30s. yeah, cool. i guess when you factor in or compare it to what we are going to see in new york city, it is not that cold. we are seeing patchy fog in the north bay. santa rosa, visibility down to a quarter mile. we have to watch out, again, for freezing fog and we see the patch of fog as you move over toward the sacramento valley area as well. we will see all that clearing out. a lot of sunshine, temperatures reaching the low 60s. san francisco, 60 degrees. 63 degrees in napa and concord. 67 in san jose. really nice. if you are going out jogging today in san francisco, it will be a chilly start, 50 degrees at 9:00 and the highs today in the upper 50s for much of the city.

so, we will see a mix of sun and clouds. we compare where we are going to see here, looking at what they are feeling across parts of the east and the plains states and the midwest. these are the high temperatures for today. new york city will not make it out of the 20s. new year's eve temperatures in the teens. as we look at what's ahead for several days, we will see more clouds moving in, showing a change in pattern and opening the door for a chance of low pressure to move in by tuesday, into wednesday. we could see widespread rain into thursday of next week. so, it looks good that we have at least a significant chance of rain in the forecast. hopefully that does not change as we get closer. meantime, we can enjoy dry weather and warm temperatures. inland areas stay in the 60s throughout the weekend. as we head over to mike, commuters are winning again? >> winning again. look at the bay bridge toll plaza. all the back up is cleared. it took 15-20 minutes to really

build and then start to wayne again. the metering lights are registered on because of a disabled vehicle cleared from the treasure island tunnel. look at the map. not a big issue. that red here, that was the back up at the toll plaza to the metering lights. we should see those metering lights turn off. i'm not the pro. i don't have the right switch to turn them on and off. an easy drive on the approach to the maze. no slowing south 680. that's a nice, easy drive. around the rest of the bay, a light flow of traffic. no problems on these. i did get word a ferry is cancelling the 7:00 a.m. departure. sounds like not an emergency. they had to schedule it. now you know. back to you. >> good to know. 6:20. new year's resolution. the steps parents can take with their kids to teach healthy habits.

day ahe. right now at 6:30, another cold start across the bay area. then a pleasant day ahead. a live look outside near the s.a.p. center. the lights are donning all the palm trees. good morning. thank you for joining us, i'm laura garcia. >> i'm marcus washington. right now, we want to head over to meteorologist, kari hall with a look at how the day is going to shape up. a nice, warmer day. >> yeah, it will be warmer this afternoon. we have these cool mornings, then very pleasant days. we are starting out with mostly clear skies, patchy fog in san francisco. after that clears, we have to worry about the unhealthy air quality. if you have asthma or breathing problems, limit your time outside. wood burning is illegal. the air quality is most unhealthy in the north bay and east bay and peninsula. as we look at the high temperatures, hard to stay inside when it's this beautiful outside. mostly sunny skies and up to 67

degrees in the south bay. 63 degrees in napa this afternoon. we'll take a look ahead for the weekend forecast as you make new year's eve plans coming up. mike's got an even better update for the bay bridge. >> what is better than the clear shot we showed you? the metering lights are turned off. they were turned on for 40 minutes. looked like a bad trend at the bay bridge. traffic is light and they turned them off. it is very rare at the bay bridge. we'll look at the maps and show you how light the traffic is through the area. no problems and no delays. i'm going to take that crash off 680. there may be debris over there. we'll track that and get an update on chp through the area. no other issues as far as the tri-valley. no problems across the san mateo. the peninsula is clear. the south bay and northbound route. one incident you see here is off the freeway. 680 is clear coming through allen rock.

surface streets, we have breaking news. back to you for that. >> breaking news out of the south bay since it cam on air at 4:30. part of a neighborhood shutdown in east san jose for much of the morning between 680 and alum rock avenue. that is where we find "today in the bay's" anser hassan this morning, gathering information. new developments at all? >> reporter: laura, san jose police are wrapping up their investigation. they ever been out here about six hours. still no details. if you look behind me, this is the sbes section of east antonio and south avenue. police tape has been taken down and opened up the traffic, one block of sunset closed off. the csi van left 20 minutes ago. they got here around midnight and were working with police. this happened just before midnight. about a dozen chp cars have been here since then.

this is a residential neighborhood in east san jose. we have reports a victim may have been shot, but we don't know the victim's condition or if it was fatal. san jose police say they have seen a drop in homicides since last year. at least 30 in 2017 and that's a drop from 47 in 2016. right now, the neighborhood still pretty quiet except a few cars, people trying to get to work. again, no information on the victim or suspect or suspects. we have called the san jose police. we'll continue to monitor the situation and bring you the latest. live in san jose, anser hassan, "today in the bay." >> thank you so much for that. new this morning, a man is hurt after a vehicle fire in the south bay. san jose firefighters arrived to see that vehicle on fire after 1:30. this was rogers avenue near san jose international airport. the fire was quickly put out. it appears the man was living in his vehicle. he was taken to the hospital

with second degree burns on his hands. >> the cause of the fire is under investigation. a search for more suspects continues in an unusual drug smuggling ring in san mateo county. mail laced with methamphetamine was being sent to the maple street correctional center, the women's jail. a number of letters were dipped in liquefied meth. a daly city man was arrested. drugs and thousands of dollars were seized. the search for more suspects continues. new year's eve paved the way. california highway patrol was out in full force in unincorporated martinez. it is the first check point since andrew camilleri was killed. chp will be in a full enforcement period starting tonight at 6:00 and lasting through new year's day.

officers say the recent death of a fellow officer is on their minds. >> we have no trouble finding officers ready, willing and able to get out there and enforce dui. i'm sure the loss of officer camilleri is on their mind. 917 people were arrested for dui, up from 321, the same time last year. however, fatal crashes are down this year, compared to last year. a developing story, security tightening around san francisco as the city prepares for new year's eve. we are hearing major landmarks at pier 39 on christmas day. since last year, staffing jumped by a third. it started in the name of suicide prevention. the 36-person unit is by car and cart. it is larger than the police department. right now, they are digging out in erie, pennsylvania. take a look. digging, literally.

the northwestern pennsylvania city has a second record amount of snow this week. more than 65 inches. areas expecting another round of that winter weather storm. that could bring another 10-16 inches. for now, people there really shoveling and coping with the situation. crews are making repairs to utilities and other services. residents are getting ready to do more of the same into the weekend and the new year. >> so much work for them. 6:36 right now. apple apologizing for slowing down older iphones. >> replacing older batteries to $29, dropped from $80. this is after nine lawsuits have been filed. apple admitted to slowing them down. customers were never told about the slowdown or offered to purchase another battery. they say too little too late. >> people are going to be

concerned about the reason the phones slowed down. >> not cool. i'm glad they are addressing it. giving this option to get a better battery. i might not have bought the 10 if i knew i could get my phone working like it should have been. >> it only applies to the iphone 6 and newer. it will be available next month and continue to be available until next december. the king tides back in the area. caltrans is going to close part of the park and ride in mill valley. it usually floods there. it will be closed until january 4th. >> that's a really low exit there. looking over here toward the rest of the bay. they are not flooded with cars, either. a light commute continues all week. no drama out of the altamont or the san mateo or dumbarton. move over to the bay bridge. you can see the green sensors

here. that's great. the flow of traffic approaching. a quick look at the bay bridge toll plaza where the metering lights were on for a short period of time, but they turned them off, which is rare. once they are on, they usually stay on. no back up. we are back to that very light end of the year commute. in the north bay, a few more cars, perhaps more than at the bay bridge. a smooth flow of traffic. a tiny glow to the lights. fogging is not an issue. it is not registering. that's great. >> i don't think anyone is working. we were here all week. >> yes, we are. >> it's been fun. >> we talked about shooting guns and fireworks, pots and pans, i don't want to hear any of it. i have to wake up at 2:00 a.m.

monday. if you are celebrating new year's eve at home, beautiful. chilly start. high temperatures reaching the 60s. awesome weather on new year's eve with the high temperatures that day reaching the low 60s for the inland valleys. maybe you want to go ice skating on saturday. that's still going on. union square, upper 50s. 58 degrees is the high and a mix of sun and clouds. 53 degrees at 7:00. it will be chilly during those evenings. as we look at san francisco and the fireworks show going on, right there at pier 39, fisherman's wharf, 15-20 minutes. we will have the potential of fog rolling in. it may block some of those fireworks. it's going to be cool, 51 degrees around midnight. also in san jose, christmas in the park, will do a keocountdow.

several days. we will continue on with dry conditions. warming up in san jose, up to 67 degrees, 63 in concord and napa. oakland, a high of 62 degrees. as you are getting dressed, you don't want to start out with layers. later today, light, long sleeves keep you comfortable with those inland areas reaching the upper 60s. we haven't had rain for quite a while. it's been dry all yearlong. as we look back toward october 1st to now, we have only had six inches of rain in santa rosa. normally, we should get 12 or 13 inches. we are only at half of where we should be as far as the rain we have measured. san francisco has gotten three inches of rain, but lacking five inches of rain and doing worse in san jose. we measured an inch and a half but we are missing over three inches of rain. that brings us to a grand total of 33% of average for the water

year. it's been super dry. it stays dry for the rest of the year. as we track this area of low pressure that will be moving in next week, this is the kind we don't really like because it kind of wobbles out there in the pacific. it's not attached to a jet stream or an atmospheric river. it's going to wobble out there, move in when it wants to, move out when it wants to. according to the current computer models, we could see widespread rain as we head into wednesday and thursday of next week, which is pretty good. hopefully it stays for a while and brings periods of light rain. we are in for some well above normal temperatures for san francisco, staying in the upper 50s to low 60s. inland areas, 65 degrees today. milder for the weekend with a mix of sun and clouds and i'll keep you up to date on the rain for wednesday and thursday of next week. keep checking in. mike is showing lots of green on your map. >> doesn't mean the same thank

altercation overnight in a neighborhood between 680 and alum rock. the victim suffered a wound to the stomach. it's not clear if he was stabbed or shot. he later died at the hospital. this is san jose's second homicide in 26 hours. we did checking overnight. more than 30 homicides alone. we are talking to investigators right now. we are going to bring updates as soon as they come into the news room. a memorial service is set for tomorrow for a hayward officer killed in the line of duty on christmas eve. a service will be held for andrew camilleri tomorrow in stockton near his hometown of tracy. they were parked along 880 in hayward when another car hit their patrol car. the 22-year-old driver is suspec suspects of driving under the influence of alcohol and marijuana. the memorial service starts at 8:30 in the morning at the

christian life center in stockton. investigators are trying to figure out how a human skeleton ended up in the backyard of a sacramento home. they found it renovating a vacant house. the tenant who lived there ten years was just evicted. they have not released the victim or cause of death. people in the south bay have a tool to fight fireworks. the city opened their fireworks hot line and web page like they did for the fourth of july. now, residents have to provide some sort of evidence like a video of someone lighting those fireworks. the city is requiring proof after a number of people said they were wrongly cited over independence day. it will open in february for lunar new year and over the fourth of july. chp officers worried about
