morning and little ones as well. thanks for joining us, i'm laura garcia. >> i'm scott mcgrew. marcus washington has the day off. we got more rain that what was forecast and the winds picked up. mt. diablo had gusts up to 45 miles per hour. the rain is the big story. as it moves out, we are left with light showers across the bay area. as we go closer, we can see only light rain moving across parts of the south bay and the east bay. sprinkles and low visibility for the north bay. we have to deal with the puddles left on the road and a chance of rain. it will be breezy with temperatures holding steady and drying out later today. as we head into tomorrow, a quick shot of light rain moving through. overall, we will have a drying trend in the forecast. we'll talk about those rainfall totals coming up. mike, you were saying there's a

wrong way driver in the south bay? >> that was the initial report from chp. already a concern. i checked on the details. chp has not yet arrived in this portion of milpitas northbound 880 at 237. there was a wrong way driver, then a crash resulted. sounds like a couple crashes. we have reports of the center divide with activity there and the slow lane blocked. chp has yet to give us those details. be careful if this is the area you are heading through. we will track that and hopefully get you more details by the next report. i got more detail of the onramp closed at seventh street because of flooding that's been overnight. rain through the area. the san rafael bridge, a quick look shows water on the lens. you are going to encounter that off the roadways.

light traffic but slow conditions. back to you. nbc bay area microclimate coverage of the first storm of the year continues now. >> pete suratos has more coverage the morning after they shatter a rainfall record. >> reporter: that's right. how about this, the wettest day of rain in san francisco since 2014. the national weather service saying 3.37 inches of rain fell in san francisco just yesterday. that's a lot of rain. considering there was so much rain last winter. so far, this is the wettest day since 2014. where we are standing at 17th and fulton street, prone to a lot of flooding, they have a history of it. they have flood barriers. if you are driving in this area, this looks familiar. that's to protect businesses and homes in the area from flooding. it's been a problem. we have seen it and i have covered it. the flood barriers are in place.

as far as the flooding this morning, i want to show you cell phone video i got on the drive in. this is 101 south. you can see crews to the left of the screen working on that area. there was flooding on the freeway. we typically see that in the area as well as cesar chavez street. that was an hour ago, the video you were looking at with flooding on the freeway. the wettest day in san francisco since 2014, yesterday. about 2.7 inches in downtown san francisco, alone. taking you back out here live, take a look at those flood barriers. i want to mention, this year, the city is offering funding to folks to homes and businesses if they want to retro fit to get ready for the flooding and a call in case issues happen. there's a van over there to move these barriers out whatever the business

businesses and homes come. we are not seeing flooding in this area. live in san francisco, pete suratos for "today in the bay." >> thank you. meanwhile in the north bay, folks holding their breath as rain pounds the area by october's wildfire. they are worried about mudslides and erosion. we spoke to a homeowner in fountain grove, a home narrowly avoided by being destroyed by the flames. >> i was driving and hit a puddle of water that has never been there in the ten years we have been here. we have lived through a lot of rain. it's a shocker. >> they have been spraying a green absorbent over the area to keep the rain in place. our team coverage continues now. >> we want to bring in meteorologist, kari hall with a look at the overall rain totals. surprising ones. >> yeah, daily rainfall records

were set. we have one south of the viewing area around big sur that reached nearly ten inches. >> really? >> yes, in just this one storm. as we look at san francisco, santa rosa, over three inches of rain. san francisco, with a storm total of 3.37. napa over two inches of rain there. oakland, over two inches of rain, almost three there, 2.5 for palo alto. dublin, 2.64 and hayward, 2.66. san jose, a daily record of 1.8. santa cruz mountains, 5.5 inches of rain. staggering amounts here, considering it's been so dry. there's more rain on the way. we'll talk about that in a few minutes. >> sounds good. when you can't have kari in the comfort of your own home, you can download our free app and track the weather in your

neighborhood. new this morning, we are seeing images of an rv fire in san francisco. a viewer sent this picture. we have been talking to them overnight in the glen park area. the viewer tells fire crews evacuated a half block with homes and took them 20 minutes to put out the flames. everybody has been allowed back home. they told him the rv had a major breakdown. 5:06. happening today, a new development just hours ago in the case of this man seen in the surveillance video moments before police say he robbed and sexually assaulted a teacher at a south bay middle school. "today in the bay's", kris sanchez joins us live with a closer look at the charges that man is facing and what we could learn about the case. good morning, kris. >> reporter: hi there, laura. that 23-year-old san jose man faces very serious charges as he goes to court for the first time today for crimes that police say

he committed within a half mile of where he lives. the suspect, andrew bracamonte was arrested thursday in san francisco on charges of sexual assault, robbery and false imprisonment. you might remember this video from tuesday as the suspect arrived on the campus. he entered a classroom where a teacher was working ahead of her student's arrival. he entered the room, locked the door, turned off the lights and assaulted the victim before threatening to shoot her if she did not remain in the classroom. she did not see a gun. in this part of the surveillance video, you can see the suspect discard his beanie and other clothing. police found that beanie in a field nearby along with a cell phone. police k-9 tracked the suspect

to his home a half mile away. a warrant was issued for his arrest and a phone call he wanted to surrender. he cut his hair and had a friend drive him to san francisco. they are not optimistic that is the case. we checked records. he is not on parole nor is he on probation or a registered sex offender, either. if the charges stick that he faces today, that will change. he is due in court at 1:30 this afternoon. nbc bay area will have a crew there. in san jose, kris sanchez, "today in the bay." we have new details of a double shooting over the weekend. police arrested three people, still looking for a fourth. this happened at northgate park. they heard a car, broke into and tried to stop the thieves and they were shot. the victims are expected to survive. the search is on for a person who slashed tires on 19 cars, causing thousands of dollars of damage in san mateo.

someone took a knife or sharp tool and punctured the tires. 5:09. a new tactic to put the brakes on one of san francisco's most common crimes, a car break in. this break in took five seconds. nearly 25% increase from 2016. arrests are down 2%. sfpd doubled their foot patrols and posting new park smart signs and fliers to warn tourists. don't leave anything visible or valuable in your car. today is the last day for anyone hoping to become the next mayor of san francisco to throw their name in the ring. there's a lot of names in the hat. acting mayor london breeze is in the running. so far, 26 people applied to run

but not all of them will qualify. the list includes jane kim along with former supervisor and former state senator, mark leno. happening today, president trump set to have a bipartisan meeting at the white house to discuss daca and immigration. meanwhile, the president's lawyers are working with the fbi on details of an interview with special counsel robert mueller. the talks are preliminary. there's a lot to figure out. when and where, for how long, about what and how? in writing or in person. some experts say an interview could be disastrous for president trump. >> he will go off script. he is very hard to control. >> i think he's stuck between a rock and a hard plasz. if he avoids it, it's a disaster. >> he's the president of the united states, if he doesn't testify, the inference is, he is guilty. >> that was the former watergate

prosecutor there. congress working to reach a budget deal. the deadline, midnight on january 19th. back to the microclimate weather alert coverage. looking at the bay bridge toll plaza. the traffic is picking up. the roads are slick. a wet start to the day. let's check with meteorologist, kari hall on where the stoorm i right now. >> it moved off to the east. we don't need to have the windshield wipers on high. you have to watch for the standing water and puddles on the roads. this weather system will become more scattered through the day. a chance of rain into the afternoon, especially for the south and the east bay. the north bay is pretty much done. we'll have sprinkles and patchy fog and everything clears out as we head into the evening before another quick moving light shower moves through the bay area tomorrow. i'll talk more about that in a few minutes. mike has another update on the wrong way driver.

southbound 880 at 237, a multi-car crash blocking all but the slow lane. i'm told one of the vehicles is on fire. we'll bring you the latest and your impact coming up. >> thank you, mike. a new report says the cost of rent dipped slightly in san mateo. online data base jumper says the average monthly rent was $2500. that is a 0.8% drop from december. it's a drop. they tell the san mateo journal that it is because people are less likely to sign elise over the holidays. more business and tech news this morning. apple defending the record of providing parental control for kids who use iphone. >> let's check in with kate rogers live at cnbc world headquarters, good morning, kate. >> hi, laura and scott.

wall green has green arrows after the opening bell. it was mixed yet. the dow snapping a four-day winning streak. traders point to gain energy and industrial stock and optimism over the economy. the nasdaq rose 20. apple is defending the record of providing parental controls and protections for kids who use iphones and other devices. this is after a pair of investors called on the tech giant to curb the negative effects of smartphones. they say they have extensive parental controls over content and apps and offered them as early as 2008. apple is constantly looking for ways to improve devices and features to make parental controls stronger. they say the company expects to issue updates to chips made in the past five years before the end of january.

they made that announcement last night. that follows the news of massive security flaws affecting intel and other chips that could expose data and passwords to hackers. back to you guys. more than a day of steady rainfall lifting water levels in creeks. looking at video from overnight, a shot near cleveland road, heavy rain caused minor flooding. there's a lot to look at as we have record rainfall. >> yeah. we have had some really record rainfall, like 5.5 inches in the santa cruz mountains. kari has been monitoring what is going on out there. slick roadways starting the day as well. mike inouye has been monitoring a problem on 880 this morning where there were reports of a wrong way driver. we are going to check in with him in moments.

at least a six car pile up there and concerns. a car fire you mentioned, too. in the meantime, the rain is going to move out today? >> it's going to move out and we'll get more dry weather, a chance to let that water soak in. that's what we haven't had as the heavy rain was falling over the past 24 hours. as you head out this morning, a lot of water standing on the roads and stepping in puddles, walking the kids to school. you have to deal with that. we need this rain. we are going to still see some of the showers moving through as we get a look at the radar. spotty, light showers across the north bay and peninsula and parts of the south bay. what we are expecting today, at times spotty, light rain and also a chance of water still left in the low lying areas. it will be breezy with steady temperatures and drying out later this evening. we'll have another quick round

of rain moving through tomorrow. that should not cause too many problems. looking at the rain from now to january, getting almost a half of what we normally get for the month because of this heavy round of rain. we are going to have a chance of rain throughout the morning and early afternoon. a quick shot of showers tomorrow, especially in the north bay and then another round on thursday. for areas mostly north of santa rosa, i think most of the bay area will stay dry. as we head into the weekend, clouds moving in and a chance of rain. once again, another storm system approaches. doesn't look to be that strong. the temperatures stay in the upper 50s over a few days in san francisco. the weekend, looking really nice with highs in the low 60s. mike, you are still tracking that multi-car crash. >> that's right. we are getting more details on 880 southbound.

early commute, we were expecting more traffic today than yesterday and the conditions continue to be slick. now this problem into the south bay. it looks small here, but it is a major impact and will continue to build. south 880, you are going to see brake lights, hit your brakes and ease on to them because of the slick conditions down to 237 where all but the slow lanes are blocked by a crash. there's a car fire reported. six cars involved. the camera crew is on scene and kris sanchez is heading out there. there was originally a wrong way driver reported, now a crash. one of the cars is on fire. we are tracking this. there are bound to be injuries. we will get details. chp is busy right now. mission boulevard, the speed sensors kicked in all of a sudden. it's starting to build right now as well as hearing about the crash and taking that as an alternate. dixon line will get you through the city and toward 680

southbound toward 237 where you can get around that. if you get near 680, take that, 1237 237 is open to pass by. the bay bridge, these travel times are fine. a quick look at fremont. this is a concern, southbound 880 toward the crash. the bay bridge has a build as well. this is an earlier back up than yesterday. it shows the back up. i'm going to say the metering lights must have turned on. back to you. >> wow. that's a crowd out there. thank you, mike. coming up on "today in the bay," a shortage of medicine. the rush to snag tamiflu as flu cases rise across california. an effort to put an expansion of

childcare in san francisco - on welcome back. 5:25. happening today, putting child care on the ballot in san francisco. their goal to is finance child care subsidies to let them enhance enrollment. it will appear on the june 5th ballot, when they choose a new mayor. the california teacher shortage. taking a look at how to hire a teacher. one suggestion ties the problem to the housing crisis. schools should include a real

dublin, you can see the conditions the drivers are dealing with as we still have light rain. as we go through the rest of the day, the rain tapers off, becomes scattered and we will see most of it across the south bay and the east bay and the north bay gets a chance to dry out. tonight, we are going to see this all clearing up in time for that evening commute. it looks much better. maybe the roads will be better. a quick round of rain moving through early tomorrow. we'll talk about that and mike, you have now a traffic alert for fremont. >> chp issues a sig-alert. it is going to take at least a half hour, maybe longer. what the focus of that report would be is the impact it is having to folks in the south bay. overall, traffic holding up nicely, despite the wet conditions and what we expect to be more traffic for this tuesday. over here, southbound 880 jammed up from past dixon road, you are getting into the jam toward 237

where the crash is just past that interchange, from what i understand. this crash involving six vehicles, one may be on fire right now. the original report came in as a wrong way driver. you can get down toward 680 to avoid complication and take mission, which is moving more smoothly in the eastbound direction. westbound, the commute direction is tough out of fremont and sunol. keep that in mind as you come through the area. 237 is moving smoothly. kris sanchez is heading out there to bring detail and talk to chp who is working very hard. they need three flat bed tow trucks. the back up formed much earlier at the bay bridge than yesterday. back to you. >> thank you, mike. continuing coverage on the microclimate weather alert, the cost of rain could lead to more trouble on the roads. mike mentioned that bad sent.

>> so much trouble. a road in palo alto came apart, forcing them to shut down highway 101. >> the rain isn't over just yet. bob redell is live in palo alto with a check on the dangerous road conditions, what are you seeing, bob? >> reporter: good morning to you, laura and scott. caltrans indicated this section of northbound 101 behind me by the embarcadero interchange might have been shut down for the morning commute as workers were trying to repair potholes. they exceeded expectations and got the road open in time. the issue was northbound 101 past the embarcadero interchange where yesterday afternoon the potholes started to form. the pavement started to deteriorate. what was left was deep potholes around 3:30 in the afternoon. caltrans blames the deterioration on the rain and a diesel spill that happened.

to your phone. know when that rain is hitting your neighborhood. a san francisco police officer in jail in morning, accused of sexually asaursaultia person unconscious or asleep. he was arrested late yesterday while off duty. he is a four-year veteran of the force, suspended without pay. we don't know a lot of details about the alleged assault. we know the officer, he was known in the community for spearheading a valentine's campaign. he put together gift bags and delivered to local shelters and homeless women in the city. sonoma county deputies say a family therapist assaulted a 14-year-old male patient. the alleged crimes happened over a six month period. the victim says jeffrey cotton gave him marijuana then assaulted him. the boy believes there are more

victims. also happening today, the two suspects in the ghost ship warehouse fire were ordered to stand trial. the attorney for max harris will ask for federal funds to pay for his defense. they are facing 36 counts of involuntary manslaughter charges. alema leased the building and harris was the director. the man found not guilty of killing kate steinle is facing other charges. yesterday, a judge denied him bond because of outstanding warrants in texas. he will be back in court for a hearing in february. 5:36. big day for raider nation. former head coach, jon gruden will come back as head coach. he signed you have as a broadcaster monday night and

gets back into the action after ten years. they said he is getting paid $100 million for a decade of coaching. the raiders were the first team to give him the job in '98. he will be reintroduced in alameda. here on "today in the bay," we were talking 27 people younger than 65 dying in california, so far, this year alone from the flu. later today, we are expecting to hear more about the flu and its impact from state health officials as they have a news conference. getting a lot of reports of people out there with the flu. what about your animals? more pet owners should be concerned about their dogs. the animal emergency hospital hospitalized two dogs with dog flu. it is contagious respiratory infection that causes coughing, and loss of appetite in the pooches.

one veterinarian has never seen a dog flu case before. >> i have never seen canine influenza before. in the past week, we have two cases hospitalized with it because they were severe enough and dramatic increase in dogs coughing. >> it's unclear if the two dog flu cases are connected. happening today, caltrans opens a section of road after a year. last february, a massive slide took out 200 feet of highway 35 near the county line. now, since then, crews have been hard at work building new retaining laws and realigning that road. it cost about $30 million. 5:38 now. ji jumping back to the micro climate weather. looking at dublin right there, rain is supposedly on the way out. >> let's find out from who really knows, meteorologist, kari hall. >> the heavy rain moved off to

the east. we are left with light showers. san jose, it's going to be a very wet drive on those less traveled roads. now, as we go through the day, some of the parents getting up and getting the kids ready for school, upper 50s starting out for the day. we will still have a chance of light showers. you need to make sure the kids have the rain gear for today as it will be a fairly cool day and also some times of light rain moving through. once again, the heavy rain is over with. we may add more to the rainfall totals and i'll talk about what is ahead with more rain on the way. mike, you have that south bay traffic alert. >> it is going to be there for a while. the impact could be longer lasting than the crash. we are looking here toward south 880 toward milpitas and fremont. the overall commute, the damp roadways continue. it will be an issue for slicker conditions and if you have to

look at the heaviest developing to the south and moving toward the bay area. the break only lasts a while longer before he head back and have heavy downpours. right now, scattered showers in the south and east bay. as we look at the trend for santa clara, the rest of the day, off and on rain. temperatures reaching the upper 50s. we'll talk about that in about five minutes. we are looking over here, southbound 880 will be a mess this morning out of the fremont. the problem is a multi-car crash. we have more details from chp, what they expect as far as timing and i'll show you what to expect as far as the alternate. >> thanks so much, kari and mike. 5:44. new video into the news room. a reminder to be careful as you drive. the wet roads triggered a solo crash on interstate 280. it happened at 1:00 in the

morning. the truck, actually you see it there ended up down the embankment. no one was injured. witnesses tell us there was standing water in that area before that crash occurred. in the east bay, a fund-raiser for fallen chp officer, andrew camilleri killed in the line of duty. today's event is at famous dave's barbecue in hayward. the proceeds go to the family, the wife and three young children. he was in a chp suv when he was struck by a driver who was drunk and high. developing this morning, a look at a disturbing body camera footage from a deadly new year's eve footing. it shows the moment before a shootout. officers inside the gunman's apartment when they came under fire. he attacked them with more than 100 shots. that person died. several deputies hurt. deputy zachary parrish died.

the family supports the release of that video. >> very tragic there. 5:45 right now. big developing news, north korea is agreeing to send a delegation of officials and athletes to the winter olympic games in south korea next month. they met along the border for the first time in more than two years. both sides say they are excited about the north's decision to send athletes. this is in spite of the tension created by the nuclear missile program. >> should lower our expectations. this is merely the tiniest sliver of an opening, but it is a real opening. >> president trump commented on the face-to-face talk saying it's a good start. is it lost in space? we are hearing monday night's spacex launch may not have been a success. the rocket carrying zuma for the u.s. government, it is

minutes. light showers around san francisco. it's still sprinkling keeping the roads wet. napa, it is still mostly cloudy with sliglight showers and the continues for the tri-valley. the rain is rolling in. by 11:00, the rain across the south bay and the east bay and in time for the evening commute, a lot of rain is clearing out. starting out this morning, getting dressed, make sure you have the rain gear, the hat, the jacket or something with a hood and pants that will dry out easily, in case you get caught in the downpours and rain boots. keep those feet dry today. it's going to be a soaker at times, but we'll have times of dry weather and we will have drying conditions for tomorrow but a slight chance of rain for the north bay. another chance of rain for the north bay, again on thursday, while the rest of the bay area drys out with another storm system moving in early next

week. the temperatures holding steady in the mid-50s and warming up to the 60s inland. as we head over to mike, you have an update on the deadly crash in milpitas. >> we just got this video into the news room. dramatic video. we are getting a peek for the first time here. a van looks like it hit the center divide. smoldering vehicles there. another pick-up. a number of vehicles, a third one and smoke. you can see the slicker roadways. look at the damage there. there are injuries reported there. we are waiting on details from chp. they expect a couple hours before they can reopen. it is almost 6:00, so looking at 8:00 before all the lanes are open. we hope we'll see improvement for the lanes. look at the map. i'll step into the screen. the green highlighting

indicating the damp roadways. we are going to get more word from chp on what may have played a factor. perhaps the weather or reports of a wrong way driver on southbound 880. that is the crash we just showed you at the 237 interchange. the yellow section added on to the slowdown. you can put over to 680 or use mission, which will keep you out of the back up. it's slower than you normally see. both will get you to 680 and around the crash. west 237 already showing slowing as well. a quick look at fremont shows all the traffic with the headlights coming toward the area. it will continue to build down toward 237. that is the warning for the morning. if you have a choice, the dunbar ton bridge, if you choose, heading toward sunnyvale. the bay bridge, an easy drive.

rain caused a 35-car pile up. take a look. georgia transit workers closed the northbound lanes of a freeway in the northern part of the state yesterday morning. 15 people were hospitalized. to make it worse, on100 gallonsf diesel spilled during the crash. traffic was back up and running yesterday afternoon. new video to show into the news room showing a boat breaking ice in the water in maryland. fishermen, wildlife agencies and police officers haven't been able to work on that water during the cold weather, so they are depending on ice breakers to break it up and make it safe again. there are four boats used to break up the ice in the waters of maryland. they haven't seen such thick ice in years. they will be back out there this morning because the water refroze overnight. check this out, brutally cold temperatures impacting animals as well. you can see alligators are trying to stay warm in north

carolina. the rivers there are actually frozen over. the gators are sticking up their snouts. look at that, through the ice, so they are able to breathe. the gators then go into a form of hibernation. they lower their body temperatures and metabolism to survive. when it gets warm again, they will return. i have never seen anything like it. two minutes to 6:00. a small northern california town in mourning after a wrongway driver crashed into a car and killed six people. a vigil held last night for the victims. it happened sunday morning in williams. the wrong way driver was killed as well as five friends driving home from a restaurant. friends and loved ones talk about their loss. >> we lost not one, but five people. that's a lot for such a small town. >> a wrong way driver, you know?

the community is hurt. i can say the county is hurt. >> restaurants and community groups in williams have set up fund raise fund-raisers for families of the victims. they have not identified the wrong way driver. toyota is developing an electric driverless shuttle used specifically for commercial services for uber, amazon and pizza hut. they plan to test it in the u.s. and available in time for the olympics in tokyo in 2020. we are in another microclimate weather alert. meteorologist, kari hall is tracking the timing so you can make plans. new video showing the rainy conditions near allen rock and capital avenue near san jose. the conditions on the roadway very dangerous this morning. a crash involving several cars.
