the storm hit in the early morning hours. some had no time to run. >> i got it. >> reporter: this is what a desperate rescue looks like. trapped inside this mangled mess of a home, a 14-year-old fighting for her life, but rises in the rain. >> coming out. >> reporter: using the jaws of life, search teams in montecito finally reached lauren canton the teenager buried alive for sex hours. her rescue is a miracle. >> she had so much debris on top of her and everything we moved could move other objects that could be held back that could be entering the space she has. >> reporter: search crews in santa barbara could not confirm what happened to lauren's family some many were swep away so quickly. >> we got a mudslide right now.

>> reporter: mud, pouring downhills, like a river so powerful homes were pushed ryoto off tear foundation as others were buried to their rooftops. entire families were washed away. while checking on neighbors the johnsons heard a cry. >> we dug down and saw a little baby, i don't know where it came from. we got it out, got the mud out of its mouth. i hope it's okay. >> reporter: daring rescues playing out all day in the mountains of mud, downtown movent si to jumontecito last m under threat of fire is now under water. oprah posting, hocks rescuing my neighbors. instagram videos of her mud-soaked back yard. the coast guard plucking more than 50 from rising waters.

even first responders needed rescued. today, 14-year-old lauren canton is lucky to be alive. this morning, the race is on no save more victims just like her. but there is fear time may be running out. those devastating wildfires here back in december only made the flooding worse. so much of that vegetation that soaks up water was burned to the ground. i want to show you incredible pictures from the air. this is what montecito looked like before this last flooding. in a matter of hours this landscape was completely re-arranged the death toll now stands at 15. >> that number is expected to rise, search teams will be out here in just a short time. savannah. >> it happened so fast, miguel, thank you very much. another major story this morning, a federal judge has stepped in to temporarily block the trump administration's plan to end a controversial immigration program. that decision announced just hours after the president, himself, sparked confusion about where he stand on the issue

during a televised negotiation session. nbc news' white house correspondent kristen welker has the latest on all this, hey, kristen, good morning. >> reporter: good morning to you, hoda. >> that federal judge in san francisco ruled while a legal fight makes its way through the court system, anyone who has daca status will be able to renew it. the president tweeted -- overnight arc federal judge temporarily blocking the administration's action to end the program. it comes as the president and law makers are trying to find lejts lative if exto the country's immigration issues. the president tweeting

overnight, as i made very clear today, our country needs the security of a wall on the southern border, which must be a part of any daca approval. that tweet an apparent athe emto clarify the president's immigration stance after an extraordinary hour-long negotiating session with a bipartisan group of lawmakers on tuesday t. president appearing to take a range of position, including a bill to protect d.r.e.a.m.ers with no strings attached. >> it should be a bipartisan bill, a truly a bill of love. >> reporter: mr. trump later outlining a political approach that seemed to include a path to citizenship, something fiercely opposed by conservatives, who see that as amnesty. >> you are not so far away from comprehensive immigration reform. if you want to take it that further step, i'll take the heat, i don't care. >>reporter: when pressed to get specific about his position. >> i think my positions will be what the people in this room come up with. if they come to me with things

chance that weigh in when he hosts a press conference with the prime minister of norway. a powerful earthquake hit the caribbean and set off name across that region. it was centered off the coast of honduras, advisories and warnings were issued for cuba, jake and other caribbean islands as well on as on the coast of central america. the warnings were cancelled an hour later. there were no immediate reports of major damage or casualties. growing concern over what is shaping up to be a very bad flu season. the number of cases is exploding across the country and some hospitals facing crowded emergency rooms and an alarming shortage of a key supplies are struggling to keep up. nbc news' gabe gutierrez is at the cdc in atlanta. gabe, good morning. >> hoda, good morning. this year's flu season got off to an early start. it isn't expected to peak until next month. here at the cdc, they're not

calling it an epidemic just yet, it's already shaping up to be the worst flu season since 2015. this morning a deadly string of the flu is sweeping the country. hospitals seeing a surge of sick patients. >> it's getting worse. >> reporter: the cdc says 46 states are now reporting widespread flu and more than 41,000 flu cases are being reported, nearly three times more than this time last season. california has been hit especially hard, at least 27 deaths there. people under 65 since the flu season began in okay. this hospital near san diego opening a triage tent to care for the flood of patients. emergency services stretched thin from omaha -- >> about 1200 positive for flu tests. about 4100 of which came in last week. >> reporter: to dallas. >> we are now seeing 12-to-15 cases per day of people calling 911 with flu-related conditions.

that is a 611% increase. >> reporter: the strain responsible for the outbreak is known as h3n2. a deadly variety of influenza, making matters worse, hospitals nationwide are facing a shortage of iv bags because a major manufacturer is in hurricane-ravaged puerto rico. >> any time you see more patients with flu-like symptoms where they may be dehydrated. you need more iv fluids. because they are limited, they are not able to give out as many as they like. >> reporter: in brooklyn, that i are feeling the strain but managing so far. >> so there has been a shortage of these kind of medications of iv fluid bags, however, this has not adversely acted patient care. >> reporter: doctors say the best preventative medicine is getting the flu shot. >> have you received the flu shot? >> reporter: initial reports citing data from australia suggested this year's flu

vaccine was only about 10% affected. doctors here in the u.s. say it's much higher, probably closer to 30%. still, doctors say, people should still get their flu shots and savannah and who dark, they say even if you do get the flu after getting the vaccine, the symptoms could be less severe. back to you. >> all right, gabe, thank you. now to that disturbing incident caught on camera which shows you the at the top of the show, a louisiana teacher was removed from a school board meeting and forcibly handcuffed. willie, what happened here? >> good morning, guy the video sparked national outrage. the teacher was arrested, it seems simply for speaking out and questioning the school superintendent's new pay raise. it was a head-turning moment at a regular school board meeting. a louisiana middle school teacher thrown out, handcuffed and arrested. >> can you explain -- >> what are you doing to me? >> stop resisting. >> i am not. you just pushed me to the floor.

>> reporter: earlier, she questioned the superintendent's $30,000 raise. >> i feel like it's a slap in the face of all the teachers, cafeteria workers and any other support staff we have. >> after a vote, she spoke again and was interrupted. >> how are you going to take that money, because it's basically taking our money out of our pockets. >> stop right now. >> if what's on the agenda and the superintendent's contract. >> with a raise? >> with a raise? >> then a city marshall intervened. ep >> my door is always opened. i have met with many teachers, many parents, many administrators. there is a time and a place for everything. but there is a rules and protocols. >> but a school board member took offense to how it was handled. >> why would they arrest her? she didn't disturb the meeting.

female stars said times up on sexual inequality and misconduct. >> we want equal pay. >> reporter: nbc news reaped out to wahlberg and scott, so far no, comment. meanwhile, another hollywood heavyweight is speaking out about allegations before they're made public after actor michael douglas says a former employee made allegations that he plaeshd himself in front of her saying i felt the need to get ahead of this. he says the allegations are a complete lie and fabrication. >> let's turn to mr. roker. this weather out west is headed our way. >> it will be significant. we are talking about a system that could cause blizzards and more significantly, fairly heavy ice accumulation. there is a system now pushing out. we got currently winter storm watches, winter weather advisories, one-to-four inches of snow. we could be looking at blizzard conditions in minnesota and parts of nebraska.

we are looking at heavier accumulations in the mountains, that blowing and drifting snow could be a problem. the bigger problem will be through late thursday. ice is forming across illinois and later into indiana, st. louis, champagne, indianapolising looking at anywhere from a tenth of an inch to a half an inch of ice. saturday it makes its way through ohio, into western pennsylvania and by saturday night, it could be threw upstate new york into northern new england with a half an inch to a quarter of an inch of ice causing power outages, airport delays and trees down. we will be watching this very, very closely. we will get to your local forecast coming up in the next 30 seconds.

confirmed tnb good morning. it is 7:26, i'm laura garcia. within the last hour, police confirmed to nbc bay air y the sp suspect shot last night died from his injuries. this is video from this morning as they wrapped up their investigation. bob redell spoke with a police source who said the man died at the scene. officers were called before 5:00 after reports of an intruder armed with an ax. the facility is on blanchard road. officers may have foiled a burglary attempt. now, a look at the forecast. a chance to dry out. >> we are seeing the return of light rain across northern

championships. she felt she was underscored and criticized the judges. ashley is here for an exclusive live interview. first, here's her story. one of the biggest names in figure skating, ashley wagner, now faces heartbreak. the bronze medalist in sochi had set her sights on a second trip to the olympics. but after finishing fourth at the u.s. nationals -- >> she does not look happy with that. >> reporter: -- the visibly disappointed 26-year-old will not be headed to pyeongchang. and she did not hold back. >> i am furious and i think deservedly so. >> a final jump right here, the triple lutz. >> reporter: wagner blasted the judges after receiving lower than expected scores during the free skate. >> i want to be on that olympic team. and i'm really mad that i'm in this position again. >> reporter: four years ago, wagner was also at the center of

controversy, after finishing fourth at the u.s. championships but was ultimately picked for the olympic team, due to her strong performances at other competitions. wagner tweeted, as an athlete, i'm allowed to be mad. as a senior competitor with over ten years experience, i'm allowed to question things. adding, congrats to the lovely ladies of the team. you got me in your cheering squad now. in november, the outspoken star talked to me about the extreme pressure she faces. >> aye been competing for 22 years. and i know how to take that feeling and that stress and the nerves and channel it into this competitive energy. and i thrive under that. >> reporter: the latest uproar isn't the first time wagner has let people know what's on her mind. during the olympics in 2014, low

scores caused this reaction to go viral. and ashley is with us exclusively. good morning. >> good morning, you guys. >> we know how you were feeling after the judges scored you. we got to see that in the piece. it's been a week or so. you had some time to rest. how are you feeling as you sit with us. >> i'm feeling okay. i am feeling proud of that moment. i've had a week to kind of process everything. it was one of those things where you're thrown into the mix. immediately after, for me, immediately after i found out my olympic dreams had come to an end and i think i was just heartbroken. devastated. i had worked 22 years for that moment and i had put out something that i felt so proud of. >> you could actually see it. when you ended your program, you had a look on your face like, yes. i know i nailed it. i know that i'm going. tell us what it fell like when

you saw those scores come up. >> seeing the scores was difficult because i know where my second mark consistently falls. and it didn't this week. that was confusing to me in that moment when i'm feeling the end of this olympic dream, it was heartbreaking. >> do i hear a tone of regret a little bit? are you sorry the way you spoke out the way you did? >> no. what you see is what you get with me. i pride myself on being honest and open. at the end of the day, based on the selection criteria, they made the right call with these team. those ladies are getting ready to go to the olympics and i support them entirely. >> do you think the judges unfairly singled you out in some way or judged you harder than the others? >> the only thing i question is my scores compared to my scores in the past. i scored lower on the second mark in my short program than i did at a competition that i was injured at.

those are the things that i'm confused about. but you know, the technical side, i think was totally fair. i ended up where i ended up. that moment i created for myself, a standing ovation at nationals, that's something, for me, i'll forever be proud of. >> you've been criticized after you spoke about the judges. and some people were saying she was a poor sport she should have been more gracious. i know you stand by what you said. if you have a chance to unring the bell, maybe i would change my tone, some of the words, would you have change ed any of it? not one thing. >> i don't think so. i have a lot of experience in this sport. i know what i skate like and where i usually fall. i'm allowed to question things. but question things only in relation to myself. these girls earned their spots. i am so excited to be able to kind of take a step back and cheer on team usa. i'm so passionate about this sport. i've been in the position where

mudslide threat. what happens with a torrential rain, it instantly runs off downhill. the soil becomes liquid. and the floodwaters contain significant mud and debris. those mud flows can travel at 65 miles per hour. you can't outrun it. a developing storm through the plains. a foggy start in a big section of the midsection of the country, all the way down into new orleans and into the mid mississippi and ohio river valleys. sunshine along the eastern seaboard, with good morning, i'm meteorologist, kari hall. it's a cloudy start with light rain across the far north bay as we look at the high temperatures today. we'll be up to 57 degrees in santa rosa, 59 in oakland, as well as san francisco and low 60s for the peninsula and the south bay. that round of rain will not get

welcome back to "today." it's cold and folks are bundled up out there. thank you for being with us. let's get right to your news at 8:00. it's a busy wednesday morning. despite heroic rescue efforts, the death toll is rising from flash flooding and mudslides in california. let's get to correspondent miguel almaguer. he's in montecito where the search for survivors is growing more desperate at this hour. miguel, good morning. >> reporter: savannah, good morning. that deadly storm has passed, but the damage is just being realized. this is what it looks like block after block across montecito. this is the hardest-hit area. we don't know the number of homes that have been destroyed, but we know this goes on block after block. the death toll now stands at 15, we expect that number to rise. there's not a concrete number for those missing, but it is believed to be roughly around 20. i want to show you some incredible video captured by nbc news yesterday. the rescue of a 14-year-old girl who was trapped inside her home
