ad lib live picture-- san francisco good morning and thank you for joining us. you. it's 4:30 right now as we take a live look out on san francisco. all still and calm this morning as we head into the weekend. it is thursday. >> friday eve. >> moving in. >> that fog moving in as well kind of keeping us warm this morning. >> yeah, it is making it a little bit warm. we know that those clouds and fog act as a blanket and keeps the bay area a little warmer during those overnight hours. we will see it linger throughout much of the day. we start out right now at 54 degrees in san francisco, 55 in san jose and we do have lower

40s in parts of the north bay will we will see high temperatures today recovering into the upper 50s, low 60s nor the inland valleys and the south bay. we will take a look ahead to a pleasant day and. >> the south bay, anywhere south of the bay bridge looks great, look at all these green sensors, no problem. take you to the north bay, from kari's system we get the fog registering throughout parts of the north bay and that is an issue. chp gives an advisory towards vallejo and the carquinez bridge. low visibility, down to a few hundred feet at times, it's still there on our system. also in the area we're tracking a crash at american canyon. even though that's off to the shoulder lower visibility and activity on the showered are not a good combination, i have my eyes peeled for anything going on. no slowing heading towards the bay bridge. now to the latest developments out of southern

california. right now the death toll continues to climb after the devastating mudslides swept communities near santa barbara. right now at least 17 people are dead, 28 others are injured. this is as crews clean up the mud and debris left behind. many families still don't know whether their loved ones are alive or dead. 17 people remain missing this morning. 59 homes have been destroyed and another 400 are damaged from the slides. now, this just is the beginning of what is expected to be a very long recovery for those in the community. >> "today in the bay's" anousha rasta has the latest from santa barbara county. >> reporter: good morning. there is still police tape in front of this home that is halfway under the mud, it's in bad shape. if we make our way over here to the left you will see what looks like a white box-shaped object, that's actually the trunk of a car that was pushed up against this wall of debris. >> by night full images of the

after matt are ominous. while chp officers patrol the neighborhoods destroyed by the mudslides a cleanup crew is hard at work on 101 under bright lights near an overpass. luxury cars covered in dirt are pushed up against and walls. loved ones separated from each other amid the chaos of the mudslides are hopeful that the missing are found. >> i just want to say that i love you. she was the best mom. >> haden's mother josi was swept away. at this center others are anxiously waiting for news about their family members. >> the flash flood is right there. get out here. go. >> a montecito man recorded those chaotic moments on his cellphone on the light the slides happened, posting the dramatic one-minute video on

youtube. >> close the door. >> an experience many in the neighborhood could most likely relate to. >> getting ready to go out. wake dad up. >> marco farrell is the name of the man who recorded that voochlt we've learned that him and his family managed to escape their home at the last second. we're told the home took on about two to three feet of mud and a 50 foot tree ended up in their driveway. very frightening moments for that family. reporting in montecito, anousha rasta for "today in the bay." >> the images are outstanding. it's 4:34 right now. happened again, another near miss at sfo between two planes, now an investigation has been launched. faa says on wednesday morning an aeromexico flight was about to land on the wrong runway, at the same time sitting on that runway a virgin american flight about to take off. the aeromexico flight was only about 500 feet from landing when it had to pull up and go around to make a correct landing. an aviation expert explains how

much time that virgin american plane had to get out of the way if the aeromexico flight had landed on its runway. >> you are looking at maybe 15, 20 seconds to cover a mile's distance. so it was close, but there was more than enough time. >> the faa is now looking into what happened. there have been two other similar incidents in the past nine months at sfo. >> the u.s. government now considers parts of mexico to be as dangerous as the middle east. officials have issued a travel warning for five mexican states, you can see them listed on your map right there on your screen. this is a level 4 do not travel warning. there have been -- there has been a flare-up in recently in some of the regions of mexico, but some travelers say the new warnings will not stop them. >> they can't really put a stop to what i choose to do. i'm going to go see my family. i'm not putting myself in danger by going. >> some popular tourist destinations are under a level 3

warning, that includes port at that vier at that and mexico city. travelers should reconsider their plans to those places. angry parents will be attending alum rock's special school meeting tonight. they plan to discuss mierg a new lawyer and selling bonds but the district spend something what parents are worried about. as nbc bay area reported last june a state audit found possible fraud and misspending on construction projects that are yet to become a reality. this month a county auditor began helping the district with its finances. coming up on "today in the bay," coastal states outrage after the trump administration exempts florida from ocean drilling, but that was just the beginning. we will tell you what other states are asking for the same treatment and how the west coast states are responding. leaders of some of the top companies in the u.s. including bay area's facebook and apple are taking action when it comes to daca. the way they are supporting d.r.e.a.m.ers.

signed an open letter urging kngs to take action on the daca program. they want lawmakers to pass legislation ensuring d.r.e.a.m.ers on undocumented immigrants who entered the u.s. as children and are approved by the program can continue to live and work here without the risk of being deported. they say failure to act will not only result in a major upheaval but could potentially cost the u.s. economy more than $200 billion. facebook wants to make it easier for you to find local news online from vetted sources. the social media giant is testing a new section inside the app called today in. local news, events and announcements. eventually facebook says users may be able to follow local news from cities where they don't live such as their childhoodi) hometown. watch "today in the bay" or we stream it live as well. >> there you have it. thanks, kate. we told you about the trump administration exempting florida

from new off-shore drilling, now other coastal states are crying foul. north and south carolina leaders are pushing the administration for exemptions as well and democrat and republican senators from virginia and oregon say they deserve the same protections as florida. california and washington state leaders are also outraged, vowing to fight trump's ocean drilling plan. it starts out warmer, but today pretty much the same as yesterday and we do have some patchy fog. looking at that right now and we take a live look outside in fremont and going throughout the day, some low 50s to start, upper 50s for this afternoon and a little bit more sun than we had yesterday. we will talk about what's ahead for the weekend, that's coming up next. and another live look, this one from 580 coming through dublin. a smooth flow of traffic here. we have slowing on 205 that's pretty far out, but we're also looking at the north bay for another issue coming up. plus still ahead, governor

a live look to you. welcome back to you. taking a live look outside this morning from our tri-valley camera on this now thursday morning. looks like everybody is up and about. thanks for joining us for "today in the bay." i'm laura garcia. >> and i'm marcus washington. new this morning we are hear more from oprah as she and so many others are dealing the aftermath of the mudslides in southern california. >> she walked with ellen degeneres on today's episode, listen as oprah describes the night the mudslides started. >> it's 3:47 in the morning, i said, steadman, oh, my god, something is going on. he said, well, can't do anything about that. and i run to the front and i see that it is actually -- the mountain looks like it's on fire. i walked out back, you know, where we share a fenceline and the neighbors out back their houses are gone. just gone. so it is as devastating as it can be. we're going to come together and

we're going to do what great americans do all the time, we're going to help each other. >> yes. >> we're going to help each other out. >> yes, we are. >> good to see the entire episode, it airs at 4:00 p.m. right here on nbc bay area. just the devastation. 17 people killed from those slides. >> we're getting more and more video of it literally coming down. >> when they kept showing yesterday and the day before all the mud coming down and someone goes that's highway 101. i went, wait, what? >> it's almost mind-boggling. >> is it going -- are we still going to see any more of that? >> there's the possibility that there still could be some more movement here. it takes a while for the earth to settle and then there's so much cleanup, it's like where do you even begin. >> from the fires there is a chemical reaction actually in that soil. >> there are a lot of problems they will have to deal with for not only weeks but years to come. we will have a little time to dry out here in between these weather systems, but now with all of that humidity and the moisture left on the ground and

some mostly clear skies in spots, we were seeing patchy dense fog developing, right now at half-moon bay visibility cut down to a half of a mile, quarter mile visibility in napa, that means you can't see that far ahead of your head lights, that means you do need to slow down. we're seeing the patchy fog rolling across parts of the central valley and into the tri-valley as well. and our temperatures are still fairly mild in the low to mid 50s, some 40s in the north bay with our high temperatures today heading into the low 60s. it is going to be a really nice day. more sunshine, east san jose up to 62 degrees, for the east bay expect a high of 60 degrees in walnut creek, we will be up to 58 degrees in oakland and 59 degrees in half-moon day. daly city looking at a high of 56 degrees and 56 also in the mission district. in the north bay up to 59 degrees today in novato, but more clouds there. as you're starting out this morning you get a look out the

window getting dressed it's a good day to make sure you have on a nice warm jacket and light long sleeves for the rest of the day. i will be tracking a chance of spotty showers mainly around santa rosa and farther to the north. that's where we will have a chance of some quick moving showers moving through later on this afternoon and then we go into the next several days with dry weather, we take it into early tuesday morning when we start to see the approach of our next weather system moving in that will bring in a couple of rounds of rain for most of our area, but then by next thursday all of california will be covered by some rain and snow, we will see this as a much more potent system and also bringing in some cooler temperatures which is good for dropping those snow levels. so we are going to have some temperatures in the mid to upper 50s over the next several days in san francisco, once again that rain moves in early on tuesday and continues into wednesday and thursday, and for the inland valleys we are going to have a really nice weekend. look at how warm it gets, into the mid 60s by sunday.

as we head over to mike you have some good news. first of all, we have all these green sensors, but it is 4:48 so it's light traffic right now. we will move from the south of the bay bridge up into north bay where we have -- this is the good news -- 121 reopened yesterday afternoon after that deadly landslide so traffic is reinstated for that portion of napa county. this is the unpleasant issue for many drivers, a lot of fog in the north bay, kari has been talking about this. petaluma over toward vallejo, american canyon, 680 toward the benicia bridge there's fog. the drive times look great, no delays other than you will need to slow if those conditions demand coming down the east shore freeway. we will look at the bay bridge toll plaza camera where we can see that the fog is now creeping in over the last five minutes, we've seen this change. instead of seeing a lot more spider web, we see a lot more clouds coming through the area.

which wi we will track that. more details about that deadly crash in the north bay. investigators say a man was killed after his car was hit by a boulder. police confirmed to us a 22-year-old man was driving by himself on highway 121 in napa county on tuesday night when a boulder crashed into his car sending it down a hillside. this is near kenzo estate winery. the atlas fire in october burned much of that vegetation along highway 121 and the fire scarred the hillside and it likely became destabilized. a follow-up for you on the proposal to increase bridge toll prices in the bay area. this is a live look at the bay bridge toll plaza this morning and that plan just took a major step forward. the transit leaders unanimously recommended putting it before voters in june. that increase would generate an extra $125 million a year that would raise the toll prices to $9 for the bay bridge and 8 bucks for others. governor jerry brown is now

setting his record -- or selling his record setting $132 billion budget plan for the next fiscal year. brown unveiled that plan yesterday. what's in it? $4.6 billion for transportation projects with the money largely coming from the recent 12 cent gas tax. there's also more money for community colleges including $46 million to make first year of college free. brown also wants to add $5 billion to the rainy day fund and bring the total to $13.5 billion. now, we are also learning california has some change to spare, $6.1 billion to be exact. the additional money is coming from you, taxpayers. one republican state senator is introducing a bill to give that money back to taxpayers but it's likely to go nowhere as democrats control the legislature. the primary for the governor's race is in june then the election will be in november. today two republicans in that race will be in the bay area. state assembly member travis

allen from orange county will be in san francisco at noon. the public policy institute of california is hosting the candidate for conversation. allen wants to be tougher on crime and cut taxes. the second republican in the race, businessman john cox will be in san mateo. he is expected to speak at a meeting of local republicans. cox is pro business and wants to put state legislature's budget by a third. coming up next, a museum filled with priceless art has fired a dog for security. not the burglars the dog is looking for. we will show you what that dog is after. still ahead. but first, happening now, a multi-million dollar heist at a luxury ritz hotel in paris, police say that two suspects still on the loose. three were arrested right after the robbery. none of the jewels or other items so far have been recovered. french media estimates the stolen goods to be worth $5.5 million. plus, the indian airline, jet airways, has fired two
