good morning bay area -- live pictures the richmond- san rl good morning to you. it's friday, january 12th. we are looking live from the richmond-san rafael bridge, we think, because it's foggy out there. foggy there and all around. >> here comes a car. >> thanks for joining us on this friday morning, i'm kris sanchez in for laura garcia. >> i'm marcus washington. we made it to friday. first, we need to let you know what is going on with the forecast. it is going to be a foggy one. >> especially along those bridges and the bay and the coastline. that's where we are seeing the most dense fog. check out half-moon bay, visibility down to zero. that means you can't see anything right in front of your car. then we look at livermore,

visibility down to a quarter mile. we have some really dense fog and also moving out of the central valley and the tri-valley as well as the delta. you have to watch out for that. now, our temperatures are feeling milder this morning, in the upper 40s to low 50s. the high temperatures today, check that out, 65 degrees in concord. 66 in san jose and san francisco 60 degrees. mike, the big thing for drivers is the fog. >> that's right. the tri-valley, where it hasn't been though we had it in the north bay and half-moon bay. you can see the freeway. let's look at the map, out of the altamont pass and the dublin interchange. north livermore avenue was the worst over the course of the last few hours. creeping through pleasanton and 680. it is bigger than we saw in this portion of the bay. the peninsula is all right. zero visibility in half-moon

bay. be careful in those areas and the north bay and napa and vallejo, it's tough to see north of the carquinez bridge. back to you. >> thanks, mike. the latest developments out of southern california. it is day four in the search for dozens of people missing in the santa barbara county area. 17 people are confirmed dead. 43 people are still unaccounted for. we know four children are among those who died in tuesday's mudslides. this morning, we are getting a better look at the devastation left behind in the mudslides, those deadly mudslides. >> we have more from there. >> reporter: the new mandatory evacuation order may remain in effect for two weeks. during that time, residents will not be allowed to return home.

>> this is an ongoing emergency. >> reporter: a new set of mandatory evacuations in montecito, when there's no sign of rain. this family telling us law enforcement threatened to arrest them if they didn't leave. several roads and towns blocked, preventing anyone from returning. >> people have no water, electricity or gas up here. there's no reason to be here. >> reporter: meanwhile, for the families of the missing men, women and children, a place of worship is a place for comfort. >> we have had to tell folks that they have lost a loved one when the loved one is confirmed. >> father john heges and first presbyterian church is a stop for victims of the mudslide overwhelmed with grief. >> sometimes people want to

talk. >> reporter: on wednesday, hayden searched for his mother and held out hope for her survival but learned late that night that she was killed. the doors of the church will stay open for those families to grieve. santa barbara county will continue their search and rescue efforts for as long as they can. live in montecito, "today in the bay." >> thank you. happening this morning, changes could be coming for who gets to see police body cameras in san francisco. right now, officers involved in deadly shootings can watch video from any officer before speaking to examiners. they want to change that policy. they would only be able to look at their own body camera before speaking with investigators. the proposal is under review. scary moments in a north bay neighborhood. a nearly eight-hour stand off

came to an end last night. this was the scene earlier in the hours before the neighborhood went into lockdown. the suspect was taken into custody after 8:00 in the evening, following an armed robbery at a liquor store on tuesday. everyone is back at home. 4:35. authorities gather in the south bay to educate educators to responding to the unimaginable. they will hold an active shooter session today. this is meant to prepare teachers for dangerous on campus incidents. new warnings out this morning for swimmers in san francisco bay after a fourth sea lion attack. >> the latest one happened early yesterday morning at aquatic park. we brought you coverage during the midday newscast. this is the same spot where the other incidents happened as well. a woman was swimming when she was bitten on her knee.

>> i was hearing her screaming a little bit. she had a bite out of her leg by the sea lion. >> the woman cried out for help and other swimmers helped get her to shore. she is expected to be okay. the popular swimming spot was closed off briefly following the incidents last month, but not after this attack. there were warning signs posted about sea lions and people are being warned to swim in pairs. if you are planning to go to monterey bay this weekend, dell monte beach is closed because sewage spilled. they are testing the waters and will reopen when it is safe. it's happened on that stretch of beach before, but normally before a storm. coming up on "today in the bay," it has been a long time in

headquarters. wall street set to end higher after yesterday's gains. they closed at record highs as investors bet on the economy. they are winning a flood of earnings starting today. we have jpmorgan chase and wells fargo and economic data on retail sales this morning. the dow up 200 points to 25,574. the nasdaq up 58 to 7211. general motors says they are making the first mass produced self-driving car without a steering wheel and pedals. they filed a petition for permission to put the vehicle on the road next year without a human back-up driver. they will need changes to existing safety rules including an air bag in what is normally the driver's seat. facebook is overhauling news feed to see more posts from friends, family and groups and fewer posts from businesses, brands and media.

they are eyeing the martin luther king holiday as a day to kick off this event. a decision could come as early as today. we have been reporting the world surf league purchased the right for the contest after the previous owners declared bankruptcy. >> one year, it was so foggy, you couldn't see anything. they had to keep delaying it and wait for the fog to clear. hopefully the fog clears. >> it's a moneymaker. you ever watch it on tv? >> so cool to see that. hopefully that happens. now, we are hoping that the fog rolls out of here this morning because it's causing a lot of problems for people trying to get out on the roads. a live look outside in dublin. the dense fog is rolling from the central valley to the tri-valley. we have also seen it along the coast. heads up about that. it may be misting and drizzling, too. as we look at the seven day forecast on the bottom of the screen, we will have a beautiful

weekend ahead. it started out today with sunshine, once that fog clears. temperatures mid-60s. 63 in morgan hill and the east bay, 68 degrees. hayward, 62 degrees. o oakland 60 degrees. redwood city, 55. the north bay, expect the temperatures to reach the mid-60s. it starts out a day where you need a hat or something nice and warm and probably a good idea tto make sure you have that hat because of the humidity. later today, you can break out the short sleeves. it will be comfortable, even if you are hiking. the hiking trails, patchy fog to start and 58 degrees. overall, a really nice day, perfect at about 1:00, we'll be at 64 degrees. as we look at the time line for our incoming rain and what we are expecting for next week,

late monday night into tuesday, we'll start to see that rain moving into the north bay. that will be moving from north to south fairly quickly. by wednesday, it looks like it will be dry. then a stronger storm system, a larger one moving in for thursday into friday. it could bring in significant sierra snow. looks good as we rack up the rainfall totals. we can enjoy the next few days with all that sunshine. san francisco will be up to 64 degrees on sunday then cooler once those clouds arrive. once again, that rain we'll see will be late monday evening. martin luther king jr. daye events look good and dry. it cools off once we get the rounds of rain. mike, you are trying to look at oakland. >> trying. there you go, a little bit of visibility. five minutes ago, there was so much fog at 880 and the coliseum, we could barely make out the headlights. there you go, a smoother flow of

traffic. north of there, slowing in the area. the speed sensors show the slowing. that should be cleared up at 5:30. no problem until this morning. the fog is much more of a deal. kari showed you the dublin camera. this is tesla and the altamont pass. tougher visibility. lower those speeds. one area that is going to get easier access starting later on today, the laurel street bridge connecting 680 and interstate 80 will reopen. that's good news. laurel bridge is heartier. a lot of fog in the north bay. live camera shows you san rafael. the fog will be a factor. we have seen it increase at the curve. back to you. >> all right, mike. a lot of fog there this morning.

a new effort under way to rollback california law for early release for some offenders. they approved proposition 47 which reclassified the felonies and misdemeanors. they say it goes too far. it allows the release of inmates with domestic violence. others say prop 47 helped turn their lives around. >> current laws are not considered violent in our state. >> i'm back in school. i'm thinking about going back to work. i'm getting my own place. >> that's one of the former offenders who was granted early release from jail, thanks to prop 47. 365,000 signatures have to be gathered by april to qualify for november's ballot. yesterday, we told you about the final house on the eroding

many babies one bay area woman delivered. an update on the quintuplets and the mom. a new poll says most americans don't want oprah winfrey to run for president. they say she shouldn't run for president. the poll by pbs, npr and merit said if winfrey were to run against president trump half of registered voters would support her. trump received 39% support. women in saudi arabia, it will be the first time for them to enter a sports stadium today. they can watch a soccer match between two local teams, however, they will be segregated from the men. we are back in two minutes with more news. nbc bay area responds. to a

san jose man who says p-g-&-e owed him 5-thousands dollars, but it would (not fuly pay up. nbc bay area responds to a man who says pg&e owed him $5,000 but would not pay it off. >> he asked chris chmura and our team for help. >> vince says pg&e wanted to remove trees from his property. he said, okay. but, he says when the power company sent out a crew to remove the trees, they broke his electric gate. he got an estimate to fix the gate. it was, brace yourself, $5300. but, he says pg&e offered to pay part of it, yeah, $4100. still, there's a $1200 gap there. vince turned to us for help with the leftover money. we contacted pg&e and they reimbursed vince the full $5300.
