deal on an immigration plan, especially concerning daca, but the president is casting doubt on a deal, tweeting, daca is probably dead because the democrats don't really want it. they just want to take desperately needed money away from our military. nbc's tracie potts is live in washington this morning, tracie, good morning. >> phillip, good morning. the fate of 800,000 d.r.e.a.m.ers, these young immigrants, hangs in the balance, connected to the budget negotiations here on capitol hill and things are a little bit different than this time last year because now the senate needs 60 votes, meaning republicans in charge cannot do it alone. they have to get some democrats on board. friday's the deadline come up with a budget or face a government shutdown. >> shame on any of us. we sit here and say we will let it run out for the sake of politics. >> i for one will not vote for government funding until we get a deal on daca. >> reporter: daca, protection

for young immigrants brought here illegally, it runs out in march. >> i believe there is a deal to be had. >> reporter: there's a deal on the table worked out by democrats and republicans, it curbs the visa lottery and what the president calls chain migration. president trump calls it outlandish. >> we are ready, willing and able to make a deal but they don't want to. they don't want security at the border. >> i think we put $40 billion of border security in that bill. >> reporter: daca is probably dead, the president tweets. he's concerned the budget deal would take money away from the military. >> he basically said, i'm calling this program to an end and i'm putting a shot gun to everybody's head and if you don't give me my wall, i'm going to pull the trigger. >> reporter: friday, a hard deadline for the budget, a soft deadline for daca, but so far, no deal. the president also denying he made any derogatory comments, some say racist comments, about haiti and african nations. there were questions about whether or not that might play

into these negotiations, but now we've got lawmakers on both sides saying they do not plan to have that derail this daca deal. back to you. >> high stakes game of chicken they're playing over there. thank you. this morning the fcc is investigating what caused a false alert telling hawaii residents to seek shelter because of an incoming ballistic missile. saturday morning's warning threw residents and tourists into a panic. now congress wants answers. nbc's jacob soboroff was there. >> reporter: it was pandemonium in paradise after the alert was sent to phones throughout the state and broadcast on television. >> a missile may impact on land or sea within minutes. >> reporter: shocked tourists and locals. worried they were minutes away from annihilation. >> the hotel staff told my parents, "seek shelter. you only have 12 minutes." >> hard to stay calm when you don't know what's happening. >> reporter: families huddled in their closet during and after the alert went out, staying closely glued to their cell phones. >> people are hiding in the h3 tunnel, people are running to the mountains with their

families. >> reporter: members of congress are demanding answers on why it took 38 minutes for a correction to be texted out. twice the time it would take for a missile to reach hawaii from north korea. >> those responsible for this happening need to be held accountable and making sure that this cannot, it cannot happen again. >> reporter: the fcc chairman called the false alert absolutely unacceptable and has launched an investigation. the governor took responsibility. >> today is a day most of us will never forget, and many in our community was deeply affected by this. and i'm sorry. >> reporter: the mistake was part of an early warning system put into place amid rising tensions between president trump and north korean leader kim jong-un. less than 24 hours before the false alarm, we were given an exclusive tour of the room where it was triggered. because of what state officials say was the push of a wrong button. >> this is where the call comes in that notifies us of a ballistic missile launch. >> reporter: if a nuclear missile is launched from north korea, this is where you find out? >> that's right. these are state warning

officers. they'll receive a call from the pacific command on a secure line and make a decision to activate the statewide siren system. >> reporter: where's the phone? >> right here behind us. >> reporter: saturday morning that phone never rang, and there was never a signal from the military to sound the alarm, but it happened anyway. now this state and the nation are dealing with the consequences. frances, it was extraordinary to be here and inside that diamond head crater where the emergency management system is headquartered. they were very clear with us that in the event of a nuclear attack one of the first things that the general public would hear are 394 sirens throughout the state of hawaii. those sirens did not sound and led to a great deal of confusion out here on the beach and throughout the hawaiian islands. i should say that it does beg the question what happens with the hawaiian public in the event that that siren once again sounds, especially if the siren, frances, is not a drill. >> scary to think. thanks. heart wrenching, that's what authorities say the aftermath of

a deadly southern california mudslide looks like. 20 people are now confirmed dead and four are still missing after a powerful winter storm unleashed torrents of mudslides and flash floods last week. the disaster striking weeks after the state's largest ever wildfire scorched the same region. the mud and debris swept away cars, demolished 65 homes, and damaged more than 460 others in the wealthy enclave of montecito. some of its most famous residents are lending a hand. actor rob lowe urging his million-plus twitter followers to donate to the red cross' search efforts. and oprah winfrey getting a lift from rescue crews on a mud strew road to kek in on her neighbors. sunday thousands in santa barbara gathered for a candlelight vigil honoring the victims. one community leader offered this message of hope -- >> we willing be committed to work together to strengthen our community. and we will move forward and never will the loss of lives be forgotten. >> as search efforts continue,

crews have a number one priority, clearing out debris basins and creek canals clogged by the mudslides as they brace for another possible storm this week. a stretch of a major freeway and surrounding roads remain closed indefinitely, and thousands of residents are still under mandatory evacuation orders. authorities say it may be months before they can return home. this morning pope francis is flying from rome to chile for a three-day visit to the latin country. according to vatican officials some of the themes he will focus on include the environment and the plight of the indigenous people. the visit has been met with opposition, including the fire bombing of catholic churches ahead of his arrival and after his visit, pope francis will head to neighboring peru. chelsea manning the former army intelligence analyst convicted of leaking classified documents confirmed on twitter she will run as a democrat for the u.s.'s senate in maryland. she filed her election candy sasy on thursday and released

this video declaring, quote, we need someone willing to fight and blasted leaders in washington, d.c. manning will likely challenge two term senator ben cardin in the upcoming 2018 maryland primary. carnival has a new cfo and you might recognize him. shaquille o'neal is joining the carnival cruise lines as the chief fun officer. the new role is part of the cruise line's choose fun campaign. in a statement from the company, o'neill says he's excited to take on the role saying in today's world when everybody is busy with family and work and life in general it's important to choose fun. the cruise line has over 25 ships and serves nearly 5 million people each year. something you would want to do is go out in some warm temperature or warmer climate with the situation a lot of us have. >> right. >> we have the dance floor with shaq, it would be fun. weather alerts another storm but this is big in size and not so much in impact. so all the way from northern portions of wisconsin down to south texas and corpus christi

under a winter weather advisory. winter storm warnings around san antonio all because this weak clipper storm will come through. the snowfall totals are not that impressive. white an inch, blue two inches, new england a chance of getting about four inches. the fact that south texas will get freezing rain, sleet and a little coating of snow, they don't have the salt really to treat it there. that's why it's going to be such a problem. how about the windchill behind this storm. now negative 30 bismarck, topped by fargo at negative 35. that's when you get in the dangerous category. not a bad day from phoenix to l.a. some of the bests weather in the country. boise looks good. salt lake city enjoy this, break from the cold, 47 everywhere in southern california we're still dry, maybe on wednesday or thursday a little light rain but nothing

tower for an interfaith worship service in honor of dr. king. also, admission at national parks is free today in observance of the holiday. check out nbcnews.com for events honoring dr. king who asked "what are you doing for others." leading the news, some scary moments aboard a casino shuttle in florida sunday. ferrying passengers to a casino ship off florida's gulf coast when it caught fire. all 50 passengers jumped into the frigid waters but they were able to make it back to shore. police say 15 were treated for minor injuries and hypothermia as a precaution. the captain reported smoke from the engine and turned the boat around. the cause of the fire is still being investigated. a bizarre car crash in santa ana, california. watch here as the vehicle wound up wedged in a second floor of an office building after the drivers lost control, right there, shoots right up, went airborne and then there, slams into the wall. the two people were in the car and wedged in there. one was able to climb out. the other was trapped for more than an hour and had to be

rescued by emergency workers. both suffered only minor injuries. >> incredible. action resulting from the uproar earlier this month when it came out that actor mark wahlberg was paid $1.5 million for reshoots of "all the money in the world" after kevin spacey was removed. from the film. costar michele williams was paid less than $1,000. >> this weekend wahlberg said he is donating the money in williams' name to the time's up legal defense fund which provides support to the victims of sexual harassment in the workplace. williams released a statement saying in part, "today isn't about me. my fellow actresses stood up for me. my activist friends tell me to use my voice and the most powerful men in charge listened and acted. last night's vikings/saints game was one for the ages. the saints came back from 17 points behind to take the lead on this field goal there. the vikings are down by one with ten seconds left and needed a miracle and got it.

things are revving up in detroit this morning. the motor city is hosting the annual north american international auto show. >> car makers from around the world unveiling the newest models and the cool concept cars. it opens to the public this week. nbc's jay gray is inside the show this morning with a sneak peek on the future of four wheels. what's the biggest thing so far this year, jay? >> hey, good morning, frances. the show is under way right now or the preps are. the show gets started later in the morning. the big deal this year autoen to muss driverless cars, part of a push in this industry towards high tech, an industry that is on cruise control. it's showtime in the motor city. crews this morning going through the final tune-up ahead of this
