dr. martin luther king, jr. holiday but they have a busy week ahead, facing a possible shutdown the end of the week lawmakers will try to seal the deal on an immigration plan especially concerning daca. the president is casting doubt on a deal, tweeting daca is probably dead because the democrats don't really want it. they just want to take desperately needed money away from our military. nbc's tracie potts is live with more for us in washington. tracie, good morning. >> reporter: phillip, good morning. are they ready to deal? we have a few days left. democrats say yes. republicans say yes. president says yes. they are not on the same page. democrats and republicans have been negotiating. they've got an plan on the table that they say will create a budget, avoid a shutdown, and address daca protection for these young immigrants brought to the u.s. illegally. they say it addresses the president's concerns of what he calls chain migration, and gets rid of the visa lottery. but the president argues there's not enough money for border security.

>> we're ready, willing and able to make a deal on daca, but i don't think the democrats want to make a deal. and the folks from daca should know the democrats are the ones that aren't going to make a deal. >> reporter: so, unclear at this .4 days away whether or not they can come up with a deal that protects immigrants now and meets that hard deadline of getting a budget in place to avoid a shutdown on friday. phillip? >> all right, tracie, thank you. >> this morning the fcc is investigating what caused a false alert telling hawaii residents to seek shelter because of an incoming ballistic missile. saturday morning's warning threw residents and tourists into a panic and now congress wants answers. nbc's jacob soboroff was there. >> reporter: it was pandemonium in paradise after that alert was sent to phones throughout the state and broadcast on television. >> a missile may impact our land or sea within minutes. >> reporter: shocked tourists and locals worried they were minutes away from nuclear annihilation. >> the hotel staff came and told

false alarm we were given an exclusive tour of the room where it was triggered. because of what state officials say was the push of a wrong button. >> this is where the call comes in that notifies us of a ballistic missile launch. >> reporter: if a nuclear missile is launched from north korea this is where you're going to find out? >> that's right. these are state warning officers. they'll receive a call from the pacific command on a secure line. and make a decision to activate the statewide siren system. >> reporter: where is the phone? >> it's right here behind us. >> reporter: saturday morning that phone never rang and there never was a signal from the military to sound the alarm, but it happened anyway and now this state and the nation are dealing with the consequence. frances, it was absolutely extraordinary to be here and inside that diamond head crater where the emergency management system is headquartered. they were very clear with us that in the event of a nuclear attack, one of the first things that the general public would hear are 394 sirens throughout the state of hawaii. those sirens did not sound. it led to a great deal of confusion out here on the beach

whole class of people and it shouldn't be done. i don't think we should be using a phrase that's been rejected as too loaded by a soviet dictator. >> senator flake tells kasie hunt he hopes his speech will encourage republicans to stand up to the president when they believe he's wrong. >> the death toll in last week's mudslides in southern california has climbed to 20. on sunday thousands in the city of santa barbara gathered for a candle light vigil honoring the victims killed when a powerful winter storm triggered mudslides and flash floods. while the victims were from the town of montecito, the disaster struck weeks after scorched by the largest ever wildfire. the latest victim to be found, 30-year-old dipa whose son was also killed. the disaster damaged 65 homes and 460 others. crews are still trudging through mud and debris to find four people missing. hope is dimming. >> today we transitioned from a search and rescue operation to a

search and recovery mission. this decision was not made lightly. >> in addition to the ongoing search, crews have a number one priority, clearing out debris basins and creek canals clogged by the mudslides as they brace for another possible storm this week. a stretch of a major freeway and surrounding roads remain closed indefinitely and thousands of residents are still under mandatory evacuation orders. authorities say it may be months before they can return home. >> some scary moments aboard a casino shuttle sunday. it was ferrying passengers to a casino ship off florida's gulf coast when it suddenly caught fire. all 50 passengers jumped into the frigid waters and were able to make it back to shore. police say 15 of them were treated for minor injuries and hypothermia as a precaution. the captain reported smoke coming from the engine and turned the boat around. the cause of the fire is still being investigated. >> dangerous flooding caused by an ice jamb is forcing some connecticut residents to evacuate their homes. freezing conditions created ice

jams that forced the housatonic river out of its banks putting a few homes at risk. first responders used boats to rescue residents who were unable to evacuate. meteorologists say melting is unlikely to happen as temperatures in the area will remain in the teens so far. >> nbc meteorologist bill karins joining us now with the latest on the weather. good monday morning. >> good morning. cold on the east coast, latest arctic blast behind the winter storm and another arctic blast in the northern plains. in between a little clipper, though. a half inch of snow on the ground from michigan, illinois, indiana, ohio, st. louis and kansas city this morning. not a lot but a little slick. in the next 48 hours we take this snow through the ohio valley into areas of the northeast. we could get one or 2 inches in around areas of new york city up to albany, new york, through central new england. not a big ordeal but that will be as we go throughout tuesday. today it will mostly be throughout the ohio valley. you want to talk about cold, it is negative 25 wind chill at bismarck, only topped by negative 30 right now in fargo.

we're proud of giving you our best. gillette. the best a man can get. breaking news this morning, a scare aboard a plane at john f. kennedy airport in new york city. photos from the scene show this delta flight 2164 was near terminal 2 when the pilot reported smoke in the cabin sunday evening. officials say port authority police and firefighters were called to investigate, but they found no evidence of fire. still, all passengers were evacuated. no injuries were reported. it is still not clear what caused the smoke. >> leading the news, cities around the country are honoring revolutionary civil rights leader dr. martin luther king, jr. today. the king center in atlanta recognized those who exemplify the values that dr. king instilled during the civil rights movement. in new york, thousands gathered at a church across from trump tower for an inter faith worship service in honor of dr. king. also, admission to national parks is free today in observance of the holiday.

the ordeal. >> reporter: a boeing 747 dangling off a cliff in northern turkey. the wheels stuck in the mud, just feet from the sea. a baby wails as terrified passengers scramble off the plane. the flight attendant pleading with them to slow down. outside emergency crews secured the plane with ropes as firefighters used water hoses to cool the jet. its starboard engine breaking off and tumbling into the sea. dazed and muddy after their frightening landing, all 168 people on board survived. the pegasus airline's flight took off from the capital in ankora after 10:00 arriving on turkey's black sea coast around 11:30 p.m. there was light rain and mist as the plane touched down when it skidded off the runway, nose diving down the steep cliff. pegasus airlines apologized for what it called a runway excursion incident.
