forecast. good morning, i'm marcus washington. >> and i'm laura garcia. kari joins us right now to talk about it. nice clear start. >> nice clear start in san jose but if you are going to be riding the freedom train to san francisco there will be some patches of fog rolling through this morning. kids are out of school, so hopefully you are able to enjoy t we're seeing that fog right now in dublin as we've seen low visibility dropping down in spots. as we get a look at our high temperatures today, upper 50s for san francisco, half-moon bay and also for the north bay. low 60s for the inland valleys where the fog will slowly clear as we go through the day. we'll talk about all this going on with our spare the air alert, highways along the coast and also incoming rain in just a few minutes. we are following that breaking news out of san francisco this morning, california highway patrol investigating a shooting on southbound 280 right now. >> "today in the bay's" pete suratos is live at the scene off of alemany boulevard with what we know so far. i know you just spoke with investigators, what did they tell you? >> reporter: marcus, i just

spoke with chp not too long ago and they confirmed what i was reporting earlier, this was indeed a freeway shooting on 280 south near the alemany boulevard exit. i want to show you guys what's taking place, you're starting to see a backup as i'm talking because as folks are coming down 280 south they have to exit alemany boulevard to get back on the freeway on 280 south to get to their destination which would be towards that direction towards that daly city area, but as far as new information that we're getting, we're hearing that the shooting happened roughly around 3:00 a.m., there were several victims involved according to chp but they are not telling us exactly what the nature of that shooting was. now, we do know that those victims actually self-transported themselves to san francisco general, so they are in the process of getting interviewed by police regarding what took place, but as you can see here as a result of that freeway shooting you're seeing this backup here at alemany boulevard, folks are being forced to get off the freeway, they have to go on an on ramp to get back on the freeway at 280

south. when it comes to this traffic issue we're being told by chp this could be anywhere from two to three hours as far as clearing this up. it's a holiday so we may not see as much traffic as usual, but right now you're starting to see a little bit of the backup. they're hoping to clear that out in the next two to three hours. right now they're still investigating that freeway shooting. of course, as we get more information, more importantly as we get more information on when this clears up we will bring that to you in the newsroom. live in san francisco, pete suratos for "today in the bay." breaking news for you right now, collapse and chaos overnight in indonesia, a structure inside the stock exchange tower fell overnight. police say at least 77 people have been hurt. the lobby was filled with debris and people evacuated as others lay on the steps outside the tower. police say this was not a bomb, it appears the structure may have been a balcony or walkway. also breaking this morning, dozens dead, over 100 hurt after

a suicide bombing in baghdad overnight. police say at least 38 people are dead, 105 others hurt. an iraqi military spokesperson says two terrorists wearing suicide vests blew themselves up among -- in a city square. it was during rush hour in a spot usually crowded by people seeking work. there have not been any immediate claims of responsibility but experts say it has the hallmark of an isis attack. now to the latest developments out of southern california. at least 20 people are now confirmed dead in those mudslides. four others are still missing and now believed to be dead. last night thousands gathered in an outpouring of grief and support in santa barbara county, many just starting the very long healing process. leaders from across the state spoke at the vigil, remembering the lives lost and thanking first responders for their hard work. >> we will be committed to work together to strengthen our community and we will move

forward and never will the loss of lives be forgotten. >> this weekend two more bodies were found, first a 25-year-old woman whose 12-year-old sister also died in the disaster. then a 30-year-old father whose two-year-old daughter remains missing. the search and rescue mission has now been called off. >> just tragic. 5:04 right now. an emergency in the air united airlines flight san francisco to france was diverted to virginia last night because of a medical issue. airline officials aren't releasing a lot of details but the plane landed at dulles international airport about 10:00 p.m. terrifying moments off the florida coast. we just now learned that one person is dead after a shuttle ferry people -- carrying people to a casino boat burst into flames. this weekend this was actually about 40 miles off the coast of tampa. 50 people jumped off of that shuttle into the chilly waters.

15 other people were treated for minor injuries. those flames reportedly started in the engine, but the full investigation is under way. as the nation takes a moment to remember a civil rights icon, lawmakers are trying to figure out if immigrants who came here illegally as children have a right to stay in this country and whether we will have a budget or a government shutdown by friday. government funding until we get a deal on daca. >> daca, protection for young immigrants brought here illegally, it runs out in march. >> i believe there is a deal to be had. >> reporter: there is a deal on the table worked out by democrats and republicans, it curbs the visa lottery and what the president calls chain migration. president trump calls it outlandish. >> we are ready, willing and able to make a deal but they don't want to. they don't want security at the border. >> i think we put $40 billion of border security in that bill. >> reporter: daca is probably dead the president tweets, he is concerned the budget deal would take money away from the military. >> he basically said, i'm calling this program to an end and i'm putting a shotgun to everybody's head and if you don't give me your wall i'm going to pull the trigger. >> friday a hard deadline for the budget, a soft deadline for daca, but so far no deal. tracie spots, nbc news, washington. it's 5:06 right now. another san francisco -- in san

francisco i should say the search continues for a gunman who critically injured a man in the tenderloin. that shooting happened early yesterday morning on mason street near union square. officers say they found a man suffering from a life-threatening gunshot wound, he was rushed to the hospital, some visitors in town for a tech conference actually heard that shooting. >> i was with my friend and standing out on the balcony having a smoke, relaxing and neck thing you know, bang, bang, bang, like five shots rang out and we were like what happened and then police and everything. it was incredible. so there was a shootout right out front and that was it. >> police have yet to release a suspect description. we are still waiting for more details in a deadly police shooting in pittsburg, it happened friday night at the nation's hamburgers parking lot on railroad avenue. investigators say officers approached an antioch man in his car to investigate a possible drug deal and that's when they say they saw a handgun. officers say they told the man to put his hands up, but they say he allegedly reached for the gun and that's when they opened

fire. the man did not survive. pittsburg police have not released his name. this morning the search is on for a hit and run driver who slammed into an east bay dog shelter. the rocket dog rescue in oakland says that that car ran into the shelter's fence around 3:00 a.m. yesterday. then that driver abandoned the car. the building wasn't hit, just the fence. the non-profit shelter says that this is the second time this kind of thing has happened and now they need money to fix the fence. rocket dog rescue works with the humane society and oakland animal control. south san francisco police handed out 54 speeding tickets in one day, it was a crackdown on saturday. officers were concentrated in areas where there has been a high number of complaints and roadways are known for being especially dangerous. a live look at the richmond-san rafael bridge, some north bay leaders right now pretty clear as you can see. reportedly starting to question some of the idea of adding a bike and pedestrian lane to bridges upper deck. a third car lane is being added

to the eastbound lower deck. the same plan calls for a ten foot wide bike lane above separated from vehicle traffic, but the ijay reports one marin supervisor believes it may make more sense to use that lane for cars or perhaps a hybrid lane, pedestrians and bicyclists could use only during off-peak hours. happening today you can get in free to all national parks. entrance fees are being waived for all visitors, that means free admission to spots like muir woods, point reyes, even yosemite. surfs up, foggy skies and big waves will be scene across the coast once again today. this is video from over the weekend in pacifica. massive waves brought people out to the pier to watch the rough waters as you can see right there. kari has a look at our forecast for today. >> those high waves will continue right now as we approach 5:10, it's a day with dangerous surf out there.

people will be going to the beach and we will have 1r5 to 18 foot breakers, but also the risk of some strong rip currents and also some sneaker waves so do not turn your back to the water as you head out there to the beach today. we will also have some fog starting out this morning, visibility dropping down to about a mile for much of the north bay and some of the inland valleys. so with that dense fog we will also have some slow clearing as we go through the day and some cool temperatures, checking out half-moon bay, low 50s to start up to about 60 degrees later today. we will also talk about the incoming rain in the forecast that's coming up in just a few minutes. 5:10 right now, coming up next on "today in the bay," down to the wire, the deadline looming this morning for san franciscans who use airbnb. plus look out tesla, ford is coming up fast in your rearview mirror. plus caught on camera, a miraculous rescue, the frantic moments for a family trapped in an apartment fire.

now, chp investigating that shooting on southbound 280 at alemany. this is at alemany boulevard. that victim self-transported to the hospital, the condition right now, we do not know, nor do we know the nature of that shooting, where that person was shot. lanes are expected to reopen in about two or three hours. pete suratos is on the scene and he will have more coming up. pretty incredible surveillance video into our newsroom this morning. a speeding car hitting a median just flying into a second story building. it happened in santa ana in southern california. this was actually a look at the scene after that crash. investigators say the car was speeding when it hit the raised median and became airborne. witnesses describe what they saw. >> the car was coming down the [ inaudible ] here and very high speed and i heard a big boom and

it hit that -- it hit there and it got launched. >> it didn't end there. the car caught fire after it crashed into the building. the driver managed to get out, but firefighters who to rescue a passenger in the car. police say the driver admitted to using narcotics and was taken to the hospital along with the passenger to be treated for minor injuries. this scary moments at the oakland. >>, an electrical fire broke out on one of the gondolas this weekend. this is file video of the zoo. the electrical-powered rides can fit up to eight people and take visitors up and down and throughout the zoo right there. firefighters say when they arrived everyone had gotten off of that ride safely and that fire was out. the new gondolas debuted last june, the cause of that fire still under investigation. by the end of this year visitors to wine country in the north bay will reportedly have several more lounging options. by this summer sonoma county

will have several hundred more hotel rooms. that's a result of nine major poe tells major expansions. sonoma county hotel revenues reached a new high despite a set back from the wildfires. a deadline is looming for san franciscans who rent out their places for tourists. they have to register vacation rentals with the city. the sf gate reports sites like san francisco based airbnb have already agreed to remove anyone unregistered hosts and that -- and that happens tomorrow. the paper says only a fraction of online renters have registered with the city. new self-driving car guidelines are coming, we're learning the trump administration is expected to reveal the revised guidelines this summer. u.s. transportation secretary told detroit auto show forum that the guidelines would not only address self-driving cars but also trucks and buses. this will be the third self of

self-driving vehicle guidelines. ford is promising more than a dozen new electric cars. >> scott mcgrew, the car couple doubling down. >> vastly increasing the amount of one they are investing in electric and plug in hybrid. ford made that announcement at the detroit auto show as well over the weekend. the company says it will invest more than $11 billion in green energy, lots of models coming including a super fast sports car. that could be very bad news for tesla. obviously tesla is far ahead of other car companies, but other car companies are catching up and more importantly, ford has experience building cars and is much better funded than tesla. these are pictures of the first tesla 3 to hit the showroom in palo alto a couple of days ago. tesla is badly behind in manufacturing the model 3. there's growing concern this morning to big changes to the facebook feed will cause a rise in fake news. facebook has been bee devilled by fake news hoping to spread nonsense during the last

presidential election. last week it announced it would remove media companies and news articles from its facebook feed in an attempt to return facebook back to the roots of baby pictures and other personal news. the worry here s though, if you take away a dependable news presence, let's say "the new york times" out of the facebook feed there will be less to counteract what some of the people are saying on facebook when you take away the reporting that is just pure fact. >> a lot of people take that news as legitimate news like this is -- >> and right now there would be no counterbalance. >> exactly. thank you. caught on camera frightening moments for a family in atlanta. they are trapped on a balcony as that fire, look at it, just it's all around them. maybe you can replay here at the right corner of your screen, see it there, debt pratt father throwed his child down to a firefighter. the video is captured from a helmet cameron on another firefighter. not only did that firefighter catch that child, but 12 other

people were also able to escape with only minor injuries. >> you can hear those screams there. >> the terror, the bravery, so much in that video. switching gears to the weather that we're having today and it's going to be a pretty decent day. >> i think it's going to be a really nice day, there's so much going on around the bay area to commemorate dr. martin luther king jr. so we are going to have a day that starts out with fog and some cool temperatures but it will warm up and be a nice one. here is a look at our current temperatures now as you get ready to head out the door now in santa rosa 44 degrees, 43 degrees in livermore and upper 40s for san jose. after that chilly start here is a look at our high temperatures for this afternoon, up to 62 degrees in san jose and 63 degrees in gilroy. the seven-day forecast is up at the bottom to of the screen showing that we will have some rounds of rain moving through, but the rain does hold off for most of the day. in oakland expect a high of 61 degrees and 59 degrees today in san mateo, 60 degrees on the embarcadero and 59 degrees in the marina district, 58 degrees

today in novato. the martin luther king caltrain celebration will be today starting in san jose and that will be leaving at 9:45. our temperature only at 51 degrees. a cloudy and chilly start. so if you're going out there make sure you're wearing something nice and warm to stand on the platform. we are also going to see a lot of clouds rolling by and then we are going to start to see these showers that are still well offshore making it into the bay area. so this is the first round of three storm systems that will be here for the week. they are just lining up out there in the pacific. this first one moves through and will only bring a quick round of some light rain overnight and early tomorrow morning. and then as we head into thursday the next round of rain moves in and this one looks to bring in some heavier downpours and it keeps it soggy through friday, but most of the weekend is looking dry until sunday when the third storm moves in and that will be a much colder storm that will bring you some more significant sierra snow. so with that round of rain that

fake p-g-and-e phone calls. 5:24. an alert for you this morning. this coming out of the north bay about a scam tied to fake pg&e phone calls. rohnert park leaders say bogus callers are threat noing to cut service unless immediate payment is made. those targets are told to pay with a prepaid cash card. the department of public safety says the scammers are making their caller id look like legitimate pooeg&e numbers. if you think you have been targeted call pg&e's customer service department. what experts are calling one of the worst flu seasons in a decade. the main strain could be much worse than last year. nationally doctors are focused

on the elderly and kids. >> we know that about 70 to 80% of those children that die aren't vaccinated. so vaccine really has been proven in an observational study vaccine effectiveness study to prevent 50% of flu deaths in kids. >> you can see more of that interview this morning on the "today" show. the flu is hitting almost every state including california. i know a few people who had it pretty bad. as we look closer into california cases, 42 people actually died so far. many under the age of 65. at this time last season only nine people had died. l.a. times has details on the death toll from state officials. the flu season which runs from october through may typically peaks in february. the state health department already considers the flu activity to be widespread in l can a. the entire state so far is seeing elevated activity. stay healthy. wash your hands. this morning a high school student dealing with a case of step throat that turned out to

if this wasn't a holiday we may see an even bigger backup but we could still see something because we are on a busy start of the freeway on 280 south near alemany boulevard. lanes shut down as a result of that freeway shooting, i want to show you guys the situation right now as folks are driving down 280 south, they will be forced to get off alemany boulevard then hop back on monterey boulevard on 280 to get to where they have to go to on 280 south. as i mentioned chp confirmed with us in the past hour that this was a freeway shooting, we are learning that several victims may have been hit anywhere from three to six victims. they are actually -- self-transported themselves to the hospital and made the call to police. police have been here since about 3:00 a.m. when that shooting took place investigating this shooting on the freeway, but as a result it has led to the shutting down of these lanes as folks had to get off on alemany boulevard. now, as far as the nature of the shooting, it's unclear if this was a drive-by or if this was a pedestrian shooting.

action with several marches and rallies planned for martin luther king jr. day. >> "today in the bay's" bob redell is live in san jose where the celebration train is about to roll out in just a couple hours. good morning, bob. >> reporter: good morning, marcus and laura. yes, the annual martin luther king jr. celebration train will be deporting right here behind me in san jose across from the sap center around 9:45 this morning with stops in palo alto and san mateo before finally reaching san francisco. once in the city there will be a march and parade in honor of dr. king. the train ride up the peninsula if you are not familiar it's a social experience with passengers chanting and singing songs in celebration of the late civil rights leader. we suspect this year's celebration train might have added significance given president trump's comments last week when he reportedly referred to haiti and africa as s-hole countries. last night he denied saying that and saying he is not a racist. tickets for the celebration train are sold out.

it. >> next thing you know there is a massive brawl, people throwing fists and it was quite crazy. we would have definitely found the cellphone if they had just given us a little bit of time to let us do our jobs instead of throwing punches. >> police say there was no cellphone theft. the phone had been turned into the restaurant's lost and found just hours earlier. this morning accusations of sexual misconduct against one of hollywood's rising stars, all new today we are hearing his response, aziz ansari describes the encounter with his accuser has completely consensual. he says the next day i got a text from her saying that although it may have seemed okay upon further reflection she felt uncomfortable. his statement goes on to say that it was true that everything did seem okay to me. so when i heard that it was not the case for her, i was surprised and concerned. i took her words to heart and responded privately after taking the time to process what she had said. the woman says ansari acted

aggressively and pressured her into a sexual encounter on the date in september. in his words ansari added that he supports the me, too movement, calling it necessary and long overdue. parents will join tobacco opponents in san francisco to pressure city leaders. organizers are demanding elected officials and political groups refuse money from tobacco companies seeking to overturn san francisco's new ban on flavored tobacco. supervisors passed that ban last june. organizers say big tobacco is funding a campaign to overturn that ban with a june ballot measure. oakland mayor libby schaaf issues a statement in response to a protest saturday night outside of her home. activists state until late in the evening to draw attention to homelessness. in her statement she says city leaders are working each and every day to create new housing and fight homelessness. volunteers helping to set up a temporary homeless center downtown told us more needs tok done. >> we see ourselves as a

temporary solution to this crisis and the only solution to this crisis is permanent housing that everybody can afford. >> one council member member at the event told us the city is looking at models set up in other cities. they want to find workable solutions to improve the homeless crisis. we turn to continuing coverage of the after matt of montecito's deadly mudslides. that death toll in the disaster rose to 20 over the weekend. searchers found the body of a 30-year-old father on saturday. four people including that father's two-year-old daughter remain missing in morning but hope of finding everyone else alive is gone. officials announced that the search and rescue effort is over. also highway 101 remains closed in the area with no estimate on when it will reopen. you have to see it to believe it. take a look, a boeing 737 dangling off a cliff in northern turkey. it happened yesterday when the plane was landing but it skidded off the runway and almost into the ocean. one of the engines did fall into

the water. luckily everyone on board was able to get out, some suffered minor injuries. the crash is under investigation but the airport says it appears to be pilot error. now to south america, people in perú are assessing the damage from sunday's strong earthquake that shook the country's southern coast. the 7.1 quake struck before dawn and it could be felt some 300 miles away. that area it struck is not heavily populated but still dozens of homes have been destroyed. that earthquake also cracked roads and left other highways blocked by boulders. there are reports of two deaths and dozens of injuries. the maverick surf contest isn't going to happen this week. the world surf league called off the competition after closely monitoring conditions. organizers were eyeing today and tomorrow to call the popular surf event in half-moon bay. last year the organizers declared bankruptcy. the hope now is that the right conditions will develop before organizers -- the window actually closes on february

28th. new this morning, small art projects are popping up around saratoga. >> the city is encouraging people to decorate rocks and leave them at landmarks and share them on social media. saratoga is even offering rock painting kits if you want to participate. the idea is to celebrate the community. >> i like that. >> so this weekend as we look ahead it's going to be a cool one and there will be some waves of rain moving through so you want to plan your weekend around the wet weather. if you're going to napa valley on friday it's going to be nice but look at those high temperatures, only 54 degrees, it's going to be cooler than the way we start out this week. on saturday 55 and then the rain returns on sunday, looks like it will be late in the evening, if you are going to caramel valley, more of the same, rain on both sides of the weekend. so saturday as of now looks like the openly all clear day and it's going to be chilly, too,

continue overnight between north and south korea. lower level officials met early this morning. today's meeting focused on north korea's wanting to send an art troop to the south during the olympic games. wednesday there will be more talks about the athletes who will participate in the games. homeland security secretary working to restore trust after saturday's terrifying false alert in hawaii. there was widespread panic caused by the government alert warning hawaiians of an incoming ballistic missile attack. it took officials 38 minutes to tell the public the warning was a mistake. homeland security assured americans that alert systems are not to be ignored. yesterday the homeland security secretary said mistakes like these are extremely rare. >> i would hate for anybody not to abide by alert and warnings coming from government systems. they can trust government systems, we test them every day. >> critics say there is no reason the mistake couldn't have been corrected sooner. the missile alert system was put

lower. as you drive around the bay area you will see some fog drifting by that will give us partly to mostly cloudy skies for today. our temperatures will reach into the low 60s for the south pay, upper 50s for antioch and concord as well as the north bay. san francisco 59 degrees and breezy winds. as you're getting dressed you do want to start out with a hat and warm jacket, you will probably want to leave that on all day long as it won't be very much of a warm day in some spots where that fog stays a lot longer. we've seen the showers just to the north of us that will be approaching as we go into this evening as this first storm system and a series of three storms for the week will be moving in. it's got a lot of waves of wet weather and this first one moves in, will be quick and early tomorrow morning. i think before sunrise. a lot of the bay area will see that rain clearing and then we take you through thursday where the rain returns and this one looks to be a more widespread storm with some rounds of rain that will be with us through friday and another storm system moving in on monday. so with this first round of rain

machete, an ax and drugs inside the dirty suv and police believe mold was also growing inside. both parents are in the san joaquin county jail this morning refusing to cooperate with investigators. police call this investigation mind-boggling because they don't believe that the children were being taken care of and they don't know what the parents did with the twins. police say the family members don't even know where the twins are. investigators are pleading for information no matter how small. >> as this investigation moves on into the next week or so we wanted to remain optimistic, but we have to suspect foul play is involved, especially based off what the parents aren't telling us. >> it is heart breaking. at this point there is no evidence that the parents hurt the children, but dna testing will be done on the weapons that were found inside the car. police are offering a $10,000 award for information leading to the twins. 5:56.

happening today caltrans crews will start a major road work project in the north bay happening on highway 116 in sebastopol. crews will be working on the pavement there. there will be alternating closures between meal station road and cooper road. the markets are closed on this holiday morning but we are still keeping an eye on business news. circuit city making a come back. the company plans to relaunch online next month with stores on the horizon. the new website will include high tech features such as augmented reality and tech support through video chat. the ceo announced at the consumer electronics show that circuit city will launch its website on february 15th, a month from today. the ones bankrupt retailer has also made plans to open kiosks, stores within other stores, and eventually its own showrooms. the company tried to operate online after closing its stores in 2009, that venture folded in 2012. general motors says it's making it's first mass
