"early today" starts right now. good tuesday morning. i'm frances rivera. >> and i'm phillip mena. authorities are investigating a southern california couple for alleged torture and child endangerment after several children were found shackled and dirty inside their home. police say they found 12 people, including several minors, allegedly being held captive after one of the victims escaped and called police. when officers contacted the victims' parents, they couldn't explain why the children were being held in such conditions and were arrested. nbc's miguel almaguer has more. >> reporter: this is the home where authorities say 13 brothers and sisters were held captive by their parents. inside, several of the children discovered shackled to their beds with chains and padlocks. their parents, david and louise turpin are in custody after detectives say their 17-year-old daughter escaped from the home and called 911 to say her 12

brothers and sisters were being held captive. in this middle class suburb, shock and disbelief. >> crazy, you never know who your neighbors are. >> reporter: when the riverside county sheriff's department entered the paris, california home, they described foul-smelling surroundings and what they thought was a dozen kids inside. investigators now say seven of the victims are the turpins' children ranging in age from 18 to 29. they were so emaciated they were mistaken for kids. >> who knew that this was going on? i mean, if we had known, we would have turned this in a lot sooner. >> reporter: describing the victims as very dirty and starving, they were taken to local hospitals. their parents were booked into county jail facing charges of torture and child endangerment, their bail is set at $9 million each. miguel almaguer, nbc news, los angeles. >> today former white house chief strategist steve bannon

will find himself not at 1600 penn, but at the capital. he'll appear before the house intelligence committee for its russia probe. and bannon is just one of three close trump aides the committee will be examining in the coming days. nbc confirmed white house communications director hope hicks will be questioned by that same committee as early as this week. former trump campaign manager corey lewandowski is set to testify on wednesday. but it is a growing feud over the president's own profanity-laced words that is getting top billing this morning with mr. trump blasting senator durbin saying the illinois democrat, quote, totally misrepresented what the president said during last week's highlily publicized immigration meeting. mr. trump is now calling the senator, quote, dicky durbin in a tweet adding, deals can't get made when there is no trust. durbin blew daca and is hurting our military. for more we go to nbc's tracie potts in washington. tracie, good morning. >> reporter: hey, frances, good morning. durbin is defending himself saying he was at that meeting. he knows exactly what he heard

despite other republicans who were there and administration officials coming to the president's defense. in this case, durbin says he is not changing his story. >> i know what happened. i stand behind every word that i said. what the president said in that meeting was so awful and so impactful on so many people that when he denied saying it, i felt duty-bound to clarify what actually happened. >> reporter: but others who were in that room sitting near the president say that they did not hear what durbin heard. they are defending president trump this morning. >> i'm telling you he did not use that word, george, and i'm telling you it's a gross misrepresentation. how many times do you want me to say ha? >> i didn't hear that word either. i certainly didn't hear what senator durbin has said repeatedly. senator durbin has a history of misrepresenting what happens in white house meetings, though, so perhaps we shouldn't be surprised by that. >> reporter: now, the issue is not just what the president said whether it was offensive, but

also whether it could have any impact on the delicate negotiations going on here now on capitol hill over daca, the program that protects undocumented immigrants brought to this country as children. right now there doesn't seem to be a deal. back to you. >> all right, tracie potts for us. tracie, thanks. >> secretary of state rex tillerson has arrived in vancouver, canada for what is supposed to be a major summit on the growing threat from north korea. with 20 of the world's countries from the u.s. and canada, to france, england, japan and more, discussing how to curb pyongyang's nuclear ambitions. a canadian government source tells nbc today's talks will focus in parts on how to ensure each country fully implements all the sanctions imposed on kim jong-un. the summit coming as high level talks between north and south korea took another step forward with the north now planning to send a large group to next week's olympics. but is this all for show? nbc's bill neely has more from seoul. >> reporter: north and south

korea talked music, not missiles. one north korean delegate leads a propaganda pop band. all female, all soldiers, hand picked by kim jong-un, they sing his praises. and they may not be heading for south korea's olympics. the talks confirmed concerts by a north korean orchestra. north korea is preparing a delegation of hundreds for their trip to the global stage. but only two of them are figure skating pair, have actually qualified for the games. kim jong-un will use the soft power of culture of music and sport in the olympics to try to persuade a global audience that his country is perfectly normal and just wants peace. here in south korea, they're not convinced. >> we've been down this road before. we've seen north korea in cycles of peace offensive and provocations and then dialogue

and the cycle just repeats itself. >> reporter: kim jong-un's media blasted the south for suggesting olympic talks were due to president trump's pressure on the north. we are hereof our own free will, they said, not because of american pressure. bill neely, nbc news, seoul, south korea. >> new york city police are searching for a driver who nearly ran down an officer in times square. this mercedes was seen in this cell phone video zipping through towns square saturday night. look at the smoke behind it. when the car reached the light, the driver was confronted by police. >> oh, [ bleep ]. [ bleep ]. >> look at that. the car speeds off, knocking the officer to the ground. he and a colleague take off running after the car with their guns drawn, but no shots were fired. despite heavy traffic, of course it is times square the the mercedes managed to get away. the officer who was nearly run over was taken to the hospital with minor leg injuries. police say they are reviewing all the evidence in their search

for the driver. that video is something else to catch it all. >> surprised he did not get shot. wintry weather is sweeping across the northeast and midwest. the combination of melting snow from rapidly fluctuating temperatures and heavy downpours have created ice jams flooding river front properties, roads and highways and is prompting evacuations as well as states of emergency. and crews are working to break up the ice as fast as possible as bone chilling temperatures threaten to bring more hazards. nbc's kristen dahlgren picks up the story from there. >> reporter: kent, connecticut looking more like the arctic. massive chunks of ice filling the housatonic river as officials declare a state of emergency. >> i've lived here all my life. i don't remember seeing it this high. >> reporter: on the ohio river near pittsburgh, the search continues for two barges still missing after dozens broke away in the ice and high water. one man had to be rescued. >> the water started rising, the truck shut off. >> reporter: across the northeast roadways became

search and rescue mission after last week's deadly mudslides is now a recovery operation. hundreds of rescue workers are still searching for three people missing, but hopes of finding them are fading. another man who was listed among the missing was found safe in ventura. 20 people were killed when mudslides and flash floods triggered by heavy downpours barreled into montecito, swallowing dozens of homes. a major freeway and roads remain closed as crews continue to clean up the mud and debris. >> pope francis warns against the dangers of nuclear war saying he is truly afraid that the world is, quote, at the very limit. he made the comments while on route to chile and peru. the pope did not discuss the false ballistic missile alert sent in hawaii, he has frequently called for nuclear disarmament. the pope held up a photo of a japanese boy carrying his dead brother following the nuclear bomb in nagasaki saying he was

tennis champion serena williams is thanking the many people who responded to her going public with a very private health scare after the birth of her daughter. >> it was a potentially life-threatening complication for one of the world's top athletes and her warning is intended to help save the lives of others. nbc's rehema ellis has her story. >> reporter: in a revealing cover story in vogue magazine, tennis great serena williams with baby a alexis aso limb i can't, shares her harrowing owe deal. >> how are you doing, olympia? >> reporter: she says holding her baby the first time was an amazing feeling. but the next day everything went bad. serena had trouble breathing. she knew it was a sign of blood clots she had suffered before. so she guided her doctors on how to save her life.
