the east bay and north bay and has now pushed off to the east with some spotty light showers and a lot of patchy fog all around the bay area. here is a live look outside in san jose where we didn't get any rain, it's mostly cloudy. we will see the clouds linger throughout the day with highs in the low 60s. we will talk about when we will get some showers in the forecast, that's coming up in just a few minutes. mike is tracking the changes at the bay bridge. usually changes are a bad thing but it's good because we had early slowing becaucaused b disabled vehicle. it's backed up across the 880 overcrossing and folks coming off the berkeley curve. that's the worst, the berkeley curve down out of emeryville for 880. starting to show orange, we do see slower driving off of 580 and 24. that's the build straight in toward the toll plaza itself. the earlier disabled vehicle was cleared quickly from the span, they slowed metering lights until that could happen. we are looking at the rest of the bay, an easy drive, fog

registers in the north bay and start for the commute for the south bay. we're following breaking news in south carolina. that's where four law enforcement officers have been shot during a manhunt. this is video, new video at the scene. it happened early this morning in york county. this is about 20 miles southeast of charlotte. charlotte nbc station says three deputies and a police officer responded to a domestic violence call. the suspect took off and later opened fire while on the run. two separate times. during the second time the gunman was shot and taken into custody. no update on the condition of the officers. also breaking overnight, another mistaken missile warning, this time in japan. a broadcaster there is apologizing after a news alert went out on its website and app saying north korea appears to have fired a missile. the correction was issued five minutes after that initial report. it comes just days after a false

alarm in hawaii sent people into a panic over the weekend. that direction took nearly 40 minutes to make. live to washington, d.c. this morning where the russia investigation is once again making headlines. steve bannon has testified behind closed doors, those doors you see right there on capitol hill, as we speak. this is a live look where that testimony has taken place. >> it all comes as lawmakers are also trying to avoid a government shutdown. "today in the bay's" tracie potts live in washington with all of the governments for us. good morning, tracie. >> reporter: good morning. not a lot happening with those shutdown negotiations. as for steve bannon, he is here and while he has spoken out publicly, especially in that tell-all book, now he will tell his story to lawmakers investigating any possible connections with russia. russia is back on the radar today as president trump's former chief strategist steve bannon testifies before the house intelligence committee. he could be asked about his
6:03 am
comments in the new tell-all book "fire and fury." >> what in the book rattled trump the most, who knows, but i think it could have been bannon saying for sure -- bannon being hyperbolic -- donald jr. walked the russians up to his father's office. >> two trump officials are back in court today, paul manafort and deputy rick gates pleaded not guilty to money laundering and other charges in the russia investigation. all this with a possible government shutdown looming friday. >> there shouldn't be because if there is our military gets hurt very badly. we cannot let our military be hurt. >> reporter: negotiations have stalled over protection for undocumented immigrants brought to the u.s. as children. the daca program that president trump plans to end in march. >> mr. president, close the deal. 80% of americans want to give the daca kids a better life. >> it's difficult. the president's position changes by the day. i'm going to seize any moment
6:04 am
that looks positive and promising. >> reporter: right now it's looking bleak that lawmakers will come up with a budget and a daca deal that the president is willing to sign in three days. not a lot of time left, in fact, we're told that the house is already looking at another possible band-aid, possibly extending the budget again temporarily until they can get this worked out. back to you. >> eyes will be watching this one. thank you so much. that coverage of all the major events happening on capitol hill continues next on the "today" show, including president trump's firing back as more accounts surface of his alleged vulgar language about immigrants. at 6:04 continuing coverage of the chp officer who was injured in a chain reaction crash in the east bay. it happened on highway 4 in concord near the port chicago highway. "today in the bay's" pete suratos is live at chp headquarters in martinez this morning with the new information just into our newsroom, pete,
6:05 am
about the suspect in this case. >> reporter: good morning to you, marcus and laura. since our last live report chp contra costa posting this information on their facebook page saying they have arrested the driver who allegedly is responsible for causing this accident in the first place and her name is tammy walker of pittsburg, she's 52 years old. among the charges she's facing it includes potentially driving under the influence. so it appears either drugs or alcohol may have been a factor in this accident. of course, that was different from information that we were working off of in our last report. let's show you guys the scene from last night, this is highway 4 that you guys are looking at where this all took place. according to chp that officer parked his motorcycle on the side of highway 4 near the port chicago highway exit to write up a report reporting a pickup truck and another vehicle. now, while all this is taking place that driver who has now been arrested drives her chevy
6:06 am
trailblazer off the highway into the officer's motorcycle as well as that parked pickup truck. the pickup truck flips and holes on to the officer, his parked motorcycle launches into the traffic lanes after the trailblazer hits t causing a chain reaction involving six cars. our crews did speak with a driver in one of those cars who actually helped get the truck off of the officer. >> the motorcycle with the officer was spinning right in front of me, i swerved to get out of his way to the far right lane, that's why i got hit by this white truck that's up there and they went to the hospital, but when i pulled over here i heard him screaming. >> reporter: chp they're thanking those individuals for jumping in and helping out. you guys are looking at a list of the charges the driver faces on there you see two counts of felony dui. you're seeing that this driver was apparently driving on a suspended license for a prior dui conviction. that jumps out because it shows
6:07 am
this driver has a history of driving under the influence as you see by those charges. now, that chp was taken to the hospital with non-life-threatening injuries. that driver has been booked at the martinez detention facility. we're live in martinez, pete suratos for "today in the bay." 6:07 right now. happening today, the man accused of killing a chp officer on christmas eve will be formally charged. 22-year-old mohammed ali was allegedly speeding while drunk and on drugs when he slammed into the back of a patrol vehicle on 880 in hayward. he will be arraigned today. chp officer andrew camilleri died in that crash, he was a married father of three. holding police officers accountable, the san jose city council will meet to talk about expanding its civilian oversight committee for the police department. kris sanchez is live in city hall this morning to explain what the committee's goals are. good morning, kris.
6:08 am
>> reporter: we expected this could be a lively debate as it starts at 6:00 this evening and the police department and the police union, the san jose police officers association, are expected to push back against these expanded oversight powers that a lot of community groups want to see for the police. san jose police department is already subject to the review of the independent police auditor, this is an office that was created back in 1993, but it's long been the complaint that the auditor really has no teeth and can only make suggestions about change but not demand change. the last independent police auditor, former judge cordell once told me that her power as an independent police auditor depended on her relationship with the chief at the time. today the council is going to consider expanding the independent police auditor's oversight, giving the auditor power to hold the department accountable rather than make just suggestions. also open up for review
6:09 am
complaints filed by officers and staff instead of only those civilian complaints filed. and there is talk of allowing review of all use of force cases and granting the independent police auditor access to body worn camera video. these details some of them were gathered by the mercury news. i reached out to the san jose police department and the san jose police officers association, that's their union, i haven't heard back at this point, but when i do i will make sure that you know, it might be on social if we are off the air. also that meeting is coming up at 6:00 tonight. when we know what happens there we will also make sure you know. you can find that at nbcbayarea.com. in san jose, kris sanchez, "today in the bay." 6:09 right now and happening today big changes if you plan to visit muir woods. a new reservation system starts today. parking and shuttle reservations will be required. the parking fee is now $8 and will go up every two years. the shuttle fee is $3.
6:10 am
park officials say large crowds and traffic congestion led to that move. you will be able to make the reservations online. right now at 6:10 a good day to go to muir woods but the trails may be wet after early morning rain moved through. we only saw the showers across the north bay and parts of the east bay. now that system is moving to the east of us. so if you haven't seen the rain, you probably won't. we will still be left with cloudy skies as we get a look at the morning commute for the south bay. in the low 50s to start out with mostly cloudy skies but highs back in the mid 60s. we will have a few more hours of dry before before our next storm system moves in. i will talk about that in a few minutes. mike is saying the commute is starting to kick in around the south bay. >> we're just starting to see little bits of anything but green in san jose, 101 as you would expect just north of 680. we're seeing a few more cars on the roadway, nothing dramatic. over to the tri-valley traffic flows smoothly, a little throwing 680 through pleasanton. 880 coming down into hayward.
6:11 am
one note i saw two crashes, the second a few minutes ago on the altamonte pass road. be careful coming through the area, that is just north an alternate for some folks north of 580. a smooth drive towards the maze but through the maze slowing for west 580 and recovering coming down through berkeley. the bay bridge toll plaza is backed up. i heard about answered iffer bender near the toll plaza. the cameras don't show it, i will double-check with chp and let you know. coming up next on "today in the bay," showdown in san francisco. the deadline impacting the tech giant based in the city and the changes you need to know if you are renting a room. plus 40 million americans have a little help around the house in the form of alexa and others. we will take a look when "today in the bay" conditions. itions. t. . . . .
6:12 am
6:13 am
6:14 am
right now at 6:14 you get up and you head out the door to some dry conditions in the south bay, but that's not the case everywhere. we have had some patchy fog and some light rain moving through. as we go to willow glenn we will see those temperatures starting out in the low to mid 50s. a lot of clouds today, only some peeks of sunshine reaching into the low 60s by this afternoon. another dry day is in the forecast before several rounds of rain moves in. i will have all the details on that and more coming up at about 6:19. the bay bridge toll plaza camera i see the crash now. do you?
6:15 am
no. well, i will point it out to you and point out the impact as well coming up. thank you very much, kari and mike. quickly approaching 6:15 right now. happening today four people filing a claim against cal and the city of berkeley. arguing police did not adequately protect them when tensions boiled over during a protest last year. the protest was in february sparked by a appearance of controversial conservative blogger milo yiannopoulos. the plaintiffs claim they were physically attacked and injured by mass protesters and the police did not move quickly enough to stop it. their attorneys plan to talk about the lawsuit on campus this morning. the school has not issued a comment. the countdown is on, this morning thousands of people in san francisco are scrambling to get their vacation rentals registered with the city. this comes after sites like airbnb agreed to remove any unregistered hosts by today. the paper says only a fraction of online renters have registered with the city. we should note that hosts can still apply after today, but any
6:16 am
bookings before then will be canceled until they are registered. renters on airbnb now have a new way to pay. >> scott mcgrew, no longer do they have to pay up front. >> you can put down basically a deposit, then pay the rest when you arrive on vacation. this is going to make it easier for longer stays because you might be paying $1,000 for a stay in the summer, a long one. now you don't have to pay at all right now. airbnb rolled out the system worldwide. the company says it thinks people will rent more expensive homes because of it. the stock markets get back to work today, the figures you're seeing on the right there dow up 228 are from friday's close. we will start at new record openings and it looks like a food day for trading. bitcoin, all those cryptocurrencies continue to slide. bitcoin now down 38% over the last month. we've talked in the past about thinking twice before making an investment there. a new survey shows one in every six americans has a voice
6:17 am
assistant like alexa and it's the fastest growing market among tech gadgets. amazon leads the pack. speaking of gadgets, it was exactly ten years ago today steve jobs introduced the macbook air out of that man in a envelope. there were gasps in the auditorium as he did it. nobody had ever seen a did he have vice like this. take a look. >> audience participation. >> right? it sounds silly now because we've gotten so used to this, but when that came out of the blfl, envelope, i was there, the auditorium had never seen such a thing. >> isn't that amazing. >> and now, you know, everything is amazing. >> think about the laptops you had back in college, the thick -- >> word processors. >> there was something called the lugable. which was basically -- >> a typewriter. 6:17. take a look at this video, there was a baby bear stuck in a car
6:18 am
in tennessee. yeah, it got stuck in there, but what's funny are the people, you are hear the woman she's trying to get this bear out of car, she sends her husband over, go open the door. they think maybe the bear got in there, was lured by dog treats. look at the mama bear, though. the mama bear -- you see the mama bear in the distance right past the dashboard there. there he goes and there he went. >> that's in gatlinburg where a lot of people go camping. i can just imagine. >> that happened to my boyfriend's car in tahoe this summer. >> really? >> they're everywhere. >> a bear got in? >> in the car, the dashboard was -- it was fixable. >> the insurance helped. >> there you go. >> so a lot of people may be heading to tahoe and may be seeing some bears out there, but we are also going to be tracking some snow in the sierra and some
6:19 am
rain here in the bay area. here is a look at our first wave, as you can see there is not a whole lot to this and most of us missed out on the rain, but the north bay had some pretty decent rainfall totals, up to a quarter of an inch. we are still seeing some light spotty showers left behind this a lot of humidity and patchy dense fog. half-moon bay the visibility down to a half of a mile. watch out for the patches of fog drifting around the bay area this morning. it will be partly to mostly cloudy as we go into this afternoon. the seven-day forecast is up at the bottom of the screen. a couple more days of dry weather and mild temperatures before it cools off and gets soggy around here. we are going to see the highs in the low 60s today, san jose 64 degrees and still some very choppy continues along the coastline. high surf advisory in effect and dangerous survey long with rip currents possible today and those breakers may reach 15 to
6:20 am
18 feet. we have had a lot of surfers out there testing out the water but you do have to be careful. it's dangerous out there. storms lining up in the pacific, we can see the span of those clouds extending well to the west in the pacific. we will have more rounds of rain, the next one moving in on thursday starting during the afternoon. we will bring in scattered showers and much colder temperatures, hence the sierra snow, and some gusty winds and then another storm system moving in sunday into monday of next week and it doesn't look like we will be done with the rain even after that. so we are looking at the potential over the next seven days to get about a half of an inch to an inch and a quarter for areas just south of santa rosa and santa rosa may get two inches plus of rain as we see the storm systems moving in. look at how cool our temperatures will be over the next few days. this weekend it's going to be chilly, even though we don't have that rain falling on saturday. sunday rain moves in during the afternoon and continues into the start of our new week. i will have more on that, we will be tracking cold
6:21 am
temperatures as well. mike, now you have a crash at the bay bridge? >> we do. we had the reports, i couldn't see anything wrong and then i studied this shot and right here -- it's ease why err to see now that the tow truck was arrived. one of your cash lanes before you get to the fast track lanes. that's one vehicle but the backup actually isn't that bad, folks are shifting well in advance, traffic is able to do that because there is movement in these lanes. so that indicates a lighter traffic volume overall. a look at your map and you saw how many head lights are here. the map will show you it's jammed coming off of the east shore freeway, westbound 80, west 4 and west 580. it's all just slowing in general because of the earlier disabled vehicle that just cleared from the roadway. the right approach moves well. the rest of the bay moves well. looking at fog in the north bay and noft really a whole lot of build for the south bay. back to you. coming up next on "today in the bay," creating more housing

6:31 am
approaching the toll plaza, the crash was right about there. a look at your map, you still have a backup because of the build down the east shore freeway, slow out of richmond all the way down toward the berkeley curve. also slowing off of 580 but that's aim proving off of 24 and 580 and going to get better as that crash has cleared on the left approach to the bay bridge toll plaza. we will get rid of that crash eye cop. we want to warn you about that fog in the north bay coming down for 101 as well as i-80, westbound 80 through fairfield was foggy earlier. south bay just starting to build, nothing dramatic but we will check on that coming up. back to you. new this morning an east bay high school community coming together after a sore more student was paralyzed during a wrestling match. >> bob redell is live in pleasant hill this morning. i know you've been on this story throughout the morning. explain to us what happened here. >> reporter: last wednesday a sophomore, ryan joseph, 16 years

corey lewandowski the president's former campaign manager told the press he has also been asked to testify. the government shuts down in three days unless democrats and republicans can come to an agreement on a budget. democrats won't budge without a move on daca, the president says he won't budge unless congress pays for his wall. the president this morning said the democrats want to shut down the government over amnesty for all and border security. that's inaccurate, nobody is asking for amnesty for all, that's not how daca works. the biggest loser will be our rapidly rebuilding military at a time when we need it more than ever. that part is more accurate. while members of the military are not furloughed during a shutdown they have to show up for work, there is no guarantee they will get paid. we will watch it as we get closer and closer to a government shutdown, we examine the president's tweets and executive orders and speeches every morning. we're curious what you think, you can find me on twitter i'm @scottmcgrew. this morning if you are not already waiting in line in san

screen. check out our high temperatures today, we will be in the upper 50s to low 60s and it is going to be a nice day with some peeks of sunshine, i think those clouds will be rolling by for quite a while. as we take a live look outside in san jose, we will have a day where you do have to wear a nice warm jacket, maybe a hood because in some spots it's been misty and drizzling, but light long sleeves as our temperatures really don't warm up that much today. getting the rid ready for school today in san francisco, we can see the clouds linger throughout the day and temperatures holding steady in the mid to upper 50s. we will have a lot more rain on the way. so if you missed out on those showers, your plants are still sitting outside and didn't get any wart, just leave them out there in a couple days they will get some rain as the storms line up across the pacific and start to move in. our next round will be on thursday afternoon with some scattered showers, it looks to be a lot more widespread and cooler temperatures will drop those snow levels in the sierra and then we will have another storm system moving in on sunday

that will move into the bay area as well through early next week and we may not still be done with the rain. now, our snow in the sierra has only been about 29% of normal around lake tahoe so we do need a lot more snow and we already have some winter storm watches in effect and this is the reason why. look at what some of the computer models are putting down, up to 58 inches of snow at kingville and that's the most snow we've seen in any of our forecasts throughout this season so it looks pretty promising that we will get decent snowfall totals and decent rainfall totals for us, but it is going to be chilly out there, highs only in the low 50s. i will be talking more about that but fog may be slowing down your drive, mike. we're talking about that for this morning, not just in the north bay. this is our recommend emeryvill. this is west 80 coming down from
