>> it is. thirteen children rescued from a southern california home where some had been chained to beds and starved. their parents now charged with torture. nbc's national correspondent miguel almaguer has the very latest on that investigation. hey, miguel. >> reporter: hoda, good morning. neighbors in this all-american suburb say they rarely saw the children. the victims range in age from 2 to 29 years old. when one of them made it outside the home, they used a cell phone, called police and authorities moved in. the grim discovery was made inside this home where police say 13 siblings were held captive by their parents, some shackled to beds with chains and padlocks said to be dirty and starving in dungeon-like conditions. >> crazy. you never know who your neighbors are. >> reporter: david and louise terpin are charged with torture and child endangerment. arrested after their 17-year-old daughter escaped from the home and called 911. >> who knew that this was going on?

i mean, if we had known, we would have turned this in a lot sooner. >> reporter: when the sheriff's department entered the home they described foul smelling surroundings and what they thought were a dozen children inside. investigators now say seven of the victims are the terpins adult children ranging in age from 18 to 29 first thought to be young kids because they were so malnourished. >> it's actually heartbreaking for the staff and just it's unbelievable what you see. >> reporter: on facebook the terpins look like a typical family. photos at theme parks. the couple filed for bankruptcy in 2011 while david terpin worked as an engineer earning $140,000 a year. he also received state approval to run a private school from his home where six children were enrolled this year. the couple often renewed their wedding vows with their children by their side.

>> today we get to celebrate by renewing the wedding vows. >> reporter: ripley officiated several times. >> nothing was unusual. there were a lot of them. they were very well behaved, quiet. they smiled a lot. >> reporter: this morning neighbors in this middle class neighborhood say they're in shock at the nightmare unfolding right next door. the suspects are in jail. their bail is set at $9 million apiece. as for the 13 children, they are being held in child and adult protective services. neighbors say when they saw the kids they were pale and extremely thin. hoda, back to you. >> thank you, miguel, for that. >> thank you. we are also following the weather this morning. there's a new round of dangerous winter storms, and it faces more than 100 million people from the deep south to new england. we turn to al who's got our first look at this forecast. >> yeah, this one goes a long way and is going to affect a lot of people.

let's show you. ahead of the front, look at this, 62 in brownsville. amarillo is 6. 43 in new orleans. as we move along this system you can see ahead of the front temperatures near freezing. behind it it is much colder. so we have 103 million people impacted from texas all the way on up into new england with winter storm warnings down through south texas all the way up into new england including albany and boston which will be looking at winter storm warnings as well. as this front pushes into the afternoon hours we look for snow to start to develop in the northeast all the way down into the mid-atlantic states. it moves off shore later in the day today and then continues on into tomorrow but light snow stretching from texas heavier as you get up to the northeast. we're looking at up to 9 inches of snow from massachusetts to vermont and, guys, not only this, we have brutally cold temperatures to talk about in just a little bit. it is going to be a system that whenever that snow or freezing rain or sleet hits it's going to ice over and cause major

problems for travel. >> the ice is sauls so scary. >> thank you, al. there's a lot more to get to this morning including major new developments in the russia investigation. steve bannon is testifying on capitol hill today, and we've learned that other current and former members of the president's inner circle will also be questioned this week. nbc national correspondent peter alexander is at the white house with all of this. good morning. >> reporter: hoda, good morning to you. republicans leading the house intelligence committee are trying to wrap up the russia investigation as some democrats insist they are saving some of the president's closest associates for last, it comes as the war over president trump's words is threatening to derail hopes for an immigration deal and making the challenge of avoiding a government shutdown in now just three days that much greater. steve bannon arriving on capitol hill this morning. the president's former chief strategist today testifying before house investigators as part of the russia probe. his first appearance since the

firestorm ignited by his critical comments in the book "fire and fury." and this morning a source says white house communications director hope hicks is expected to be questioned as early as this week as well as cory li lewandows lewandowski. and after spending the week end at his private mar-a-lago estate, president trump back in frigid washington but still facing heat after accusations he made disparaging comments about haiti and african nations while praising prospective immigrants from norway. the president taking a swipe at senator dick durbin. dickey durbin, he tweeted, totally misrepresented what was being said at the daca meeting. adding deals can't be made when there is no trust. >> durbin is standing by every word he said. >> what the president said at that meeting was so awful and so impactful on so many people that when he denied saying it, i felt duty bound to clarify what actually happened. >> reporter: overnight the senate's top democrat defending his colleague.

>> donald trump has lied so many times it's hard to believe him on anything, let alone this, but, second, i've known dick durbin for 35 years. he's one of the most honorable people i've met. i have never known him to lie. i totally believe dick durbin and i think most americans do, too. >> reporter: lindsey graham is denying to confirm the president's words but appearing to push back on those who insist mr. trump didn't use the vulgar term. >> it's pretty embarrassing when you have to take your children out of the room to report the news. >> reporter: graham urging the president to refocus and protect d.r.e.a.m.ers. now they're in legal limbo. >> it's going to take you, mr. president, working with republicans and democrats to get this done. it's not going to be done on twitter. >> reporter: the episode again sparking questions about the president's views on race. even as mr. trump posted this video to honor martin luther king. >> it is the dream of a world where people are judged by who

they are, not how they look or where they come from. >> reporter: president trump breaking with past presidents who performed community service on mlk day instead spending the holiday at his private golf club in florida. there could be fireworks on the hill today when homeland security secretary kiersten neilson testifies before the senate judiciary committee. on that panel, dick durbin and lindsey graham, all three of them were in that room for the contentious immigration meeting last week. what to watch for. will durbin confront neilson to confirm the president's comments? she said she doesn't remember that vulgar word being used. here at the white house president trump's doctor will brief reporters about his health after his first presidential physical last week. >> a lot to get to over there. thank you so much. and a key meeting is happening today on the north korean nuclear threat. the u.s. and canada hosting officials from around the world in vancouver to discuss next steps. nbc's chief foreign affairs correspondent andrea mitchell is there. good mornings.

arsenal. >> i hate to say it, but i think the possibility of a nuclear weapon being used today is higher than it has been since the cuban missile crisis. >> reporter: concerns echoed by pope francis showing reporters pictures of the nagasaki bombing telling them i think we are at the very limit. i am really afraid of this. one accident is enough to pre p precipitate things. the administration's aim cracking down on smuggling to north korea, even by boarding ships at sea. that could provoke pyongyang or south korea. south korea is trying to ease tensions through cultural diplomacy negotiating on olympic exchanges, a joint women's hockey team. even a north korean rock group hand picked by kim jong-un himself performing at the olympics in south korea. a sharp contrast to president trump's taunts of the north korean leader whom he's called little rocketman tweeting a new year's greeting saying, i, too, have a nuclear button, but it is

a much bigger and more powerful one than his and my button works. north korea's state media responding overnight to president trump's talk that his button is bigger than kim jong-un's nuclear button. the north korea propaganda machine calling the president's tweet a spasm of a lunatic. >> andrea mitchell in vancouver for us. thank you. also on a busy tuesday morning, it has happened again. overnight japan's national broadcaster mistakenly warped of a north korean missile launch before issuing an on air apology. this comes days after the wave of panic in hawaii. the governor now vowing it will never happen again. here is nbc's jacob soporoff. >> reporter: this morning employees of the agency responsible for 38 minutes of chaos in hawaii are waking up after receiving death threats from angry residents. hours before the false alarm sounded with a warning of an in bound missile -- >> if you are outdoors, seek

then girls start to feel a sense of depression, anxiety, reduction in self-esteem, body image problems and sometimes even eating disorders. >> reporter: this is just the company's latest move in its quest to become a health brand. in 2014 cvs became the first national pharmacy chain to stop selling cigarettes and other tobacco products and last year announced it would remove certain chemicals from about 600 beauty and personal care products by the end of 2019. cvs now saying it wants to promote real beauty in real life. >> it's a big win because it removes some of the pressure that girls feel, teen girls especially, to look exactly like the picture in the magazine or on instagram. >> reporter: along with cvs's commitment to not alter its own beauty product imagery, by 2020 they're going to require companies that sell products in their 10,000 stores to do the same. guys. >> be a real shift. thank you, chanelle. >> al is back.

the east. it has cleared and we are in the clear for the rest of the day, but left behind a lot of humidity and some patchy dense fog across parts of the paris as we take a live look outside in san francisco and our high temperature there up to 59 degrees today, 60 in oakland. expect times of sunshine in san jose and a high of 64 degrees and 63 degrees today in livermore. now, over the next several days we will have some more rain moving in, our next storm system gets here on thursday. let's head over to mike for an update on the commute. we are looking at a pleasant drive despite the fog in the north bay, things are moving well and the north bay a little building, but the bigger build in the tri-valley southbound 680 a crash remains in the middle lane with some debris. big slowing and buildup off the dublin interchange past sunol boulevard. westbound 80 upper east shore freeway moves nicely into richmond and a jam up at the bay

>> incredible. also, we're following the story of simone biles. she's one of the most decorated gymnasts in olympic history. she is speaking out saying she, too, suffered abuse at the hands of the team's former doctor. stephanie gosk is here this morning. >> reporter: good morning to you. simone biles golden performance was one of the highlights from rio. but now, the gymnastics superstar is opening up about a low point in her life, adding her name to the athletes that have accused larry nassar of sexual abuse. today is his sentencing in a michigan courtroom. some of those women will confront him face-to-face. this morning, dozens of larry nassar's victims will have their voices heard in court. sentencing for the long-time xwim na gymnastics doctor, following his guilty plea to abusing hundreds of girls.

more than 100 accusers are expected to give victims statements this week. >> it's the first time that the girls have been brought to face their abuser. >> reporter: on monday, simone biles accused nassar of abuse. biles writing, there's many reasons why i've been reluctant to share my story. i know now it is not my fault. she describes his behavior as unacceptable and disgusting. adding, we need to know why this was able to take place for so long and to so many of us. we need to make sure something like this never happens again. in a statement monday, usa g gymnastics said they are heartbroken, sorry and angry that any of the athletes had been harmed by nassar. adding, their support is unwavering for simone and all athletes who come forward.

good tuesday morning. right now it's 7:56. we are tracking rain moving out of the bay area and we will be left with clouds throughout much of the day. we've also seen some patchy dense fog behind those showers that moved through the north bay. a live look outside in san rafael. while we are seeing all dry conditions in the south bay as we missed out on those showers. as we go through the day we will get some peeks of sunshine, highs in the mid 60s. oakland 60 degrees and 59 degrees in san francisco. over the next couple of days more storm systems will be set to move in with more widespread rain starting out on thursday morning in the north bay and moving into the south bay with some chilly temperatures. the showers will continue into early friday, saturday looks dry and another storm system on sunday that will continue into early next week with some heavy sierra snow. i will be tracking that and right now mike is tracking the commute. we have a slow drive because of this fog, the east shore freeway away from us disappears at the berkeley curve.

actually applying for an entry-level job at a financial company. they asked all the same questions and got the same responses. the recruiters had never met erin or kevin, they only knew we set up the interview and wanted their first impressions. first, we had our mock candidates interview with paul in professional attire. >> what are your biggest strengths? >> i'm a very determined person. >> gosh, my weaknesses first and foremost i'd say is rumination. >> then they dressed down to meet with joel. >> i'm passionate. >> sometimes i try and take on way too much. >> and then we really mixed it up. >> what would you say some of your strengths in the workplace are? >> one would be my positive attitu attitude. >> in terms of weaknesses, i tend to ruminate. >> without revealing our twist, we then asked recruiters for objective feedback with the dress to impress wear, a double thumbs up. >> these were financial services interviews so they boldt dressed professionally. for the casual attire, mixed review for erin.

new developments - good morning. it's 8:26. i'm marcus washington. new developments in the wake of a chain reaction crash in the east bay that seriously injured a chp officer. we learned overnight that the woman accused of causing that crash has been arrested on suspicion of driving under the influence. that officer was injured last night as he took an accident report along the side of the road on highway 4 at concord. authorities say a pittsburgh woman slammed into a parked suv and flipped over and landed partially on top of the officer. the crash caused another coalition. the injuries of the officer are not life threatening. right now, trafficwise, we are tracking an accident in san francisco. >> that's right, getting off of the bay bridge, the skyway jams up, getting off and towards san francisco. there's a crash at chavez.

which now leaves only one lane blocked. it's actually not bad coming off of the skyway, it's just the tail end. it continues south in towards brisbane. south 101, another crash right around sierra point parkway. that's probably the worst of it. the south bay does show the northbound slowing, pretty typical. recovery now over here at south 680. that crash did clear from the lanes. it's over on the shoulder. it's slow coming off of the san mateo bridge. actually on to the san mateo bridge from westbound 92 right here on the hayward side. back to you. >> thanks, mike. i'll have another update in half an hour.
