4:31 am
right now at half-moon bay you can't see out ahead of the cars so you do have to go very slowly. as we get a look at our high temperatures today it's going to be in the mid 60s for san jose, even upper 60s for the south county with mid to upper 50s for the east bay. i will be tracking all the changes in the temperatures and also the incoming storm that will be here as we go into the next couple of days. that's in just a few minutes. mike, you're showing big slowing already in the east bay. part of it's due to what you talked about and part is due to the road crews that are typically out there. south bay and peninsula everything is just fine. road crews clearing from those spots through milpitas and fremont, no problem for the nimitz. construction caused a backup that's so long we saw the sensors slowing north from 238 heading up, clear by the time you get to marina boulevard. this changed from red to rorng in t -- orange in the last couple minutes. we were just checking things out as it started to move better. the fog really a factor for the north bay and, kari talked about over here through the concord

4:43 am
get some sunshine today and highs reaching into the mid 60s. that's ahead of the rain. we will talk about when it arrives, that's coming up next. and i'm still thinking about shake shack, but we will looking from the tollbooth here at the richmond-san rafael bridge, an easy light drive, not a problem for visibility. i will show you where visibility and road work will cause a big slow down. today in the bay -

it )s wednesday - you )re nearly hawa welcome back.
4:46 am
you're watching "today in the bay" on this wednesday. halfway through the workweek. taking live look right now the home of the oakland a's, those game tickets for the upcoming season go on sale this morning at 8:00. get ready. >> we are already talking about baseball season here? >> yes. we love baseball in the bay area. >> of course, but, yeah, i think of baseball weather and spring training and all of that stuff and it's still really chilly out there. we've had a lot of fog and we're getting ready for some winter rain. now, as we get a live look outside in san rafael visibility still fairly good here. we've seen some areas where visibility has been reduced to pretty much nothing. that's what we are seeing right now in concord and livermore as well as half-moon bay. the seven-day forecast is up at the bottom of the screen. it's going to be in the mid 60s today, but then it gets a lot cooler. i don't think it will warm up too much because of the fog that we've seen moving out of the central valley into parts of the east bay. here is a look at where we are
4:47 am
right now, 48 degrees in livermore, 57 degrees in san jose, you can even tell now the difference in those temperatures because of the fog. as you are starting out this morning you take a look out the window in san jose, getting dressed it will be a good day for light long sleeves and some pants, you will be comfortable with that. it is a very mild start here this morning with our high temperatures today up to 66 degrees in san jose, it will only make it up to 56 degrees in antioch and concord, 57 degrees. oakland expect a high of 60 degrees. we have these storms lining up in the pacific. here is the center of the storm and all the clouds extending out well ahead of that that will be moving into the bay area. also kicking up high surf. so we do have a high surf warning in effect, check this out, 40 foot breakers for today into tomorrow. i cannot even imagine. so you do have to be really careful out there. i know people will want to go to the coast to see that. as far as we see rain moving in
4:48 am
for early tomorrow morning, it will be off and on throughout tomorrow as well as early on friday. saturday is dry, then another storm system will be here late sunday evening into monday and that's going to be a stronger one kicking up some higher winds and keeping that rain in the forecast through at least next wednesday. mike, we start out with that fog. how is it impacting the drivers so far? >> it's tougher obviously to see it. the fog shows up the same on my maps although it's much denser in many spots. thick fog along the coast although not showing up for highway 1. it will be there when you get over towards half-moon bay. the rest of the bay shoves a nice smooth drive, it's also over here through discovery bay, brentwood and creeping down in towards the altamonte pass and affecting the folks on 580. eastbound, though, the big effect is that there's also construction, paving work going on. you're jammed up from greenville over to grant line road. it's in the grid there. caltrans has permission to keep lanes closed and the off ramp of grant line road itself closed
4:49 am
until 10:00 a.m. that may be a factor. we will track that, it will likely be picked up sooner. over toward dublin, we are looking at the volume of traffic. it's moving well but you see the low clouds in the distance. so again fog may be a factor as we look at your map. it is north of there through brentwood, discovery bay, concord zero visibility registering right now, that is a factor coming across the benicia bridge as well, carquinez bridge may be a little clearer. we do have a stall reported in san leandro, i will make sure no lanes are blocked and let you know. so far the rails are moving well, bart reports minor delay, track maintenance out of san francisco, nothing major so far. officials are now taking a closer look at the anderson damn in morgan hill. this is video of the dam working overtime during last february's rains. today is a special meeting at the santa clara valley water district, they will discuss the dam's seismic retro fit project. you may recall we reported about
4:50 am
a year ago the dam built in 1950 does not meet today's seismic standards and could be damaged by 7.25 magnitude or greater earthquake. >> i guess you know we have our phones on set. 4:50 right now. it's one week since those devastating mudslides killed 20 people in montecito. so tragic. we are learning the damage was more widespread. here is the numbers that have just come down. 115 single family homes were destroyed, almost double last week's initial estimate. damage inspections are still taking place. three people are still unaccounted for this morning. the size and scope of the cleanup is becoming more clear. take a look. firefighters are standing at the opening of a tunnel that runs under a roadway. the tunnel is completely jammed with debris. isn't that amazing, from the mud flow. right now an update for you. the chp officer injured on highway 4 in concord after a crash caused a suspected drunk

driver is doing better this morning. motorcycle officer mar din lindway underwent surgery we're going told that his surgery was a success and in stable condition. police say 52-year-old tammy walker of pittsburg is the person behind that crash. a witness tells us that walker was speeding monday night and crashed into two cars that were involved in a fender-bender. that's where officer lindway was standing before he was pinned under the truck. we spoke with one of the men who rushed to help. >> and all i heard was a blood curdling type scream, help me, help me, get it off me. the truck had been all the way up almost to his waist. so his legs have been caught under the car. well, his legs were -- especially his left leg, it was really mangled. it was sideways, his boot was ripped up, his legs were for up really bad. >> now, the officer broke both of his legs. chp says that walker was driving
4:52 am
on a suspended license for a prior dui conviction. she is now facing new dui charges. at 4:51 continuing coverage now over the question of transparency when it comes to the san jose police department. an independent auditor wants the authority to dig deeper. the proposal is drawing sharp criticism from officers. we first told you about this story on monday morning. both sides debated the pros and cons at a meeting last night. the auditor is demanding more power to investigate incidents within the department like access to body camera footage, but the police chief says the department is one of the most transparent in the nation and that complying with these requests shows the lack of trust on the city's part. >> you can't treat every community as they are the same. we have different issues in san jose, we're doing things differently in san jose, our statistics show it as well, so to paint us with a broad brush to say because it works in another city it's going to work in san jose is not the right thing to do. >> no decision was made last night. stay with nbc bay area as we continue to follow this story. coming up on "today in the

have a look at the forecast coming up. thank you for joining us, it's 5:00, i'm marcus washington. >> and i'm laura garcia. we will get to mike in just a moment, but first a look at that forecast. >> and we start out with some fog this morning and we are going to see more of that as we go throughout the next several hours. allow some extra time to get to where you're going. check out the visibility right now, in san martin we are down to four miles so you still have an easy drive. look at livermore, three-quarters of a mile, that's not that far ahead of your head lights. and in concord we are down to about a quarter mile visibility, that tule fog rolling out of the central valley makes it hard to see. in half-moon bay visibility there is zero. right now we have temperatures in the upper 40s to low 50s and that's a milder start in san jose, but scattered rain moves in tomorrow and continues through friday. it will be clearing on saturday with a nice day, but a stronger storm will be here late on sunday, i will talk about all of that coming up in a few minutes,
