tv   Today in the Bay  NBC  January 17, 2018 6:00am-7:01am PST

6:00 am
safety concerns at a major bay area university. the alarming report out of stanford this morning alleging at least seven students were drugged at a party. plus housing crisis, the bay area's bad report card when it comes to affordable housing options. we are off to a foggy start in parts of the bay area this morning. our camera overlooking san francisco, transamerica mere pyramid. conditions you should expect as you get ready to head to work and school or maybe just pour another cup of coffee at home. "today in the bay" continues right now. a very good morning to you, thanks for joining us, i'm laura garcia. >> and i'm marcus washington. right now we're going to take a look at what's going on weather wise. a lot of people wondering what's going on today. >> it starts out with fog this morning in parts of the bay area and we will get some sunshine for the south bay, some peeks of sunshine. here is a look at the visibility right now and it shows how that fog has lessened the vicinity
6:01 am
and it's brought it down to about a quarter of a mile in concord and livermore. that dense tule fog rolling out of the sacramento valley is really creating some problems for drivers coming through the altamonte pass, making that super commute, also in santa rosa we have a quarter mile visibility as well as napa. watch out for that as you drive. here is what to expect, the scattered rain returns tomorrow, so we do have one more dry day today and that rain continues through friday. it will clear on saturday, it will be nice, but cool, and we will have a stronger storm moving in late on sunday, our high temperatures today reaching above normal for some, so we will take a look at these numbers and the timing of that incoming storm coming up in just a few minutes. mike, you're tracking the big backup heading out of livermore. >> you were talking about the super commute, the fog making it a soupy commute that's registering on our road weather index, that's where it's this amber color here. also the orange color, that's eastbound 580, it's jammed up, but actually improving instead
6:02 am
of the red, we see speeds coming up towards the orange zone east 580 still registers with the off ramp closed at grant line road because of a paving project. the caltrans site still says it's closed but i see speeds improving so i think we have the flares starting to clear up. you will have fog there. coming over in toward livermore no major problems to the dublin interchange. tough drive through concord, walnut creek and brentwood keep it in mind. the backup at the bay bridge is there and slowing at the berkeley curve. back to you guys. new this morning a startling report out of stanford university, seven students say they were drugged at a fraternity party and can't remember much of the night. >> kris sanchez is live outside of the sigma chi fraternity house with what the victims are saying. good morning, kris. >> reporter: good morning to you, marcus and laura. i am working to independently confirm this very troubling report and, in fact, in the last half hour i got a phone call
6:03 am
back from stanford police, however, they say that they cannot confirm anything, they are directing me to the stand dord university press office. i do have calls and e-mails out to them this morning as well. at this point what we know is through the work of student reporters. the campus newspaper, the stand dord daily cites a memo send by phi bet at that pi sorority staff that five people were drugged at the sigma chi fraternity house. they are members of the sigma chi fraternity and pi bay at that pi sorority as well as the stanford rogue team. this is the house where the alleged drugging happened. the independent double case for stanford also reports that while there was alcohol present on friday night at least five of those students reported symptoms, quote, commonly associated with benzodiazepines which is a class of tranquilizers often used as date rape drugs.
6:04 am
now, that publication describes a potential culprit not a student at stanford. we are not going to report that until we can independently confirm with either stanford administration or the university's title line office which investigates such cases. it is only 6:00 in the morning, but i will continue to press for confirmation from the stanford press office as well this morning since the stanford police just told us in the last half hour they cannot release any details. when i can confirm that i will report it either here or on nbcbayarea.com. at stanford, kris sanchez, "today in the bay." >> thank you very much, kris. another story we are watching this morning, there could be a major immigration sweep in the bay area. senator dianne feinstein says there might be a targeted attack by the trump administration. the chronicle quotes a source similar -- familiar with the operation who says i.c.e. agents are planning to arrest 1,500 undocumented workers in the
6:05 am
coming weeks. if the report is true it would be the first wide ranging sweep since california lawmakers approved a landmark sanctuary state bill in october. at that time the acting i.c.e. director said publicly that, quote, california better hold on tight. our pete suratos joins us in our next half hour with a closer look. new this morning and probably no surprise here, the bay area gets low grades when it comes to affordable housing. especially in the south bay. "today in the bay's" bob redell is live in san jose this morning with the result of the housing study released just a few hours ago, bob. >> reporter: good morning, marcus. yes, this was released by a website called apartment list. this is a website for apartment hunters, they released this survey of 45,000 renters nationwide within the past few hours and it not only comes up with new data on the median rents for places like the bay area, but also overall rental satisfaction. it's a survey on renter satisfaction. some of the results will surprise you, some won't. taking a look at san jose, this
6:06 am
is the results of the survey found that renters give the overall rental environment here in the south bay a grade of a c, high grades for weather and jobs, an f for affordability and commute time. in oakland renters gave that area a d, high marks for weather and public transit, low marks, a d, for affordability, safety and crime and quality of schools. up in the city in san francisco that's the area in the bay area of the major cities that got the best grade, a b plus overall grade. high grades for weather, social activities, jobs and public transit, but again, an f for affordability. >> another thing we're seeing across the board is that low affordability ratings aren't necessarily correlated with low overall scores at the individual level. so renters who decide to stay in their cities despite these high prices generally like something else about the city, whether it's the great job opportunities, safety, the
6:07 am
school quality, whatever it is, there's enough good that's causing them to stay in the city despite the high locost of livi. here are the median rents for two bedroom apartments, in san francisco just over $3,000, san jose around $2500 oakland just over $2100. you will see the percentages, that's the increase or decrease. sf and san jose are up slightly from 12 months ago, surprisingly oakland down almost 14 -- just over 14%. reporting live here in san jose, bob redell, "today in the bay." 6:07 right now. new this morning, authorities on the peninsula credit a next door website for helping to nab a thief. san mateo police say they were following a discussion on members. when police were tipped off to a footage on monday they identified the suspect from previous crimes. officers located and arrested
6:08 am
the suspect. they say he also had stolen property from other cars. 6:07. still no word on what kind of illness caused an east bay elementary school student's death. this morning many parents are concerned and they tell us that they've been left in the dark. the student who died at kolb elementary school, last monday the district sent an e-mail informing parents of the student's death from a, wrote, reportedable disease. they advised parents to immediately seek medical help if the child is sick but the e-mail has left many parents concerned. >> the e-mail was very -- it raised more questions than it answered. it was what i would call very loose language and it left a lot of room open to interpretation. >> the alameda county health department is assuring that kids are not at risk by being at kolb elementary school. grief counselors will be at the school this morning. the district says they will be
6:09 am
there as long as they are needed. a quick follow-up for you now at 6:08. apparently day one of the new reservation system at muir woods wasn't all that smooth. the marin ij reporting some tourists were confused by the need for parking reservations and there is no internet access at muir woods. some people had to drive to get internet access, make a reservation and then come back. as we were saying, kari, well worth it. >> yeah, make sure you get your reservation before you leave home. just do that. all right. here is a live look outside in san jose where it's a cloudy start and time to wake the kids up and say, come on, eat your breakfast. make sure they do have something nice and warm to wear, temperatures will be in the mid 50s, a lot of cloudy skies and then look at the time that you go back and pick them up from school, it will be in the lower 60s and some mostly sunny skies. now, we are going to have the need for the umbrellas, you will be breaking those out tomorrow. i will talk about the incoming storm coming up and mike gets us out the door with a look at the
6:10 am
morning commute and the fog that's been rolling through parts of the east bay. the fog is a major factor for some folks, known as tule fog or valley fog, it's a nuisance for folks trying to see the roadway, it's over here for the tri-valley. the south bay, a little slowing north 85 towards saratoga, there was a fender-bender. everything is off to the shoulder now. visibility is all right here, so you shouldn't see any major problems, that slowing should hold steady past winchester, probably clear up over the next few. i'm watching reporting of northbound 680 in towards sunol controls of a car fire on the shoulder. everybody is reported out of that car safely but that will be a distraction. i will track that because it may impact your commute heading south but the bigger impact is this orange blob here extending all the way in toward the altamonte corridor, livermore, concord, walnut creek, slowing through pleasant hills, bay point, pittsburg and in the north bay as well. but relief as well getting over
6:11 am
toward the bay bridge, a little slower but at least the metering lights are minor slowing and the backup fills in the toll plaza. back to you. it is 6:10. coming up next on "today in the bay," mystery solved, new overnight what we now know was responsible for the bright line seen across parts of the u.s. and canada. what experts are saying about it this morning. and youtube says it's going to clean up it's act but we've heard that before.
6:12 am
6:13 am
6:14 am
it is 6:14 on your wednesday morning and you walk out the door you see the mostly cloudy skies, we've also had patchy dense fog in parts of the east bay and along the coast. let's go to ever green where we will see the sun breaking out later on this morning, mid 50s to start which is around our average high temperature for this time of year, but now we're heading into the mid 60s today, it's going to be a nice and warm one and you will want to enjoy it because it will be much cooler with rain in the forecast. more on that coming up in five minutes. some people ask why is it called maze? the berkeley curve, the taillights slow off the east shore freeway getting towards the bay bridge and the backup on the left side that's 580 and 24 and these folks feeding over towards that same toll plaza getting to san francisco. at least that's a pretty shot with all the lights. thank you, mike. 6:14.
6:15 am
san francisco library's plan to microchip books is back on the front burner. city leaders presented that plan more than a year ago to replace the barcode system. critics have raised privacy concerns though many other libraries use similar technology. examiner reports the like rear has budgeted $3.5 million for that conversion. a meeting on the plan is set for tomorrow. all eyes on the stock market this morning. >> scott mcgrew, a day after the dow crossed at 26,000 mark for the first time. >> just seven days after it crossed 25,000. now, that should excite investors but it may be too fast for the most enthusiastic of bulls. note the number 25,792, dow 30 hit 26,000 yesterday. there's something magical about 25,000 or 26,000. nothing special happens, just good benchmarks. lots of people would point out that the dow 30 is a lousy measure of the overall stock
6:16 am
market because it only measures 30 companies. it's also worth noting the stock market is not a measure of the economy, either. we measure the economy using things like inflation and job growth and industrial output. other news, 22 state attorneys general are suing the fcc to stop its reversal of net neutrality rules including our own xavier becerra of california. last month the fcc voted to roll back rules put in place in 2015 that protected net neutrality. youtube says it will screen each and every video made by its preferred creators, those are video creators who get a lion's share of the advertising dollars. this after logan paul showed the body of a suicide victim on youtube. youtube says human eyes will watch every second of every video every moment of every preferred -- >> i'm surprised they weren't doing this. >> indeed. i think youtube is discovering the same thing that facebook is and that is you can't just put
6:17 am
stuff out there without taking some kind of responsibility for the affect that it's having on the american public. >> right, monitor in some way or form. i guess it's happening now. a lot of people monitoring what was the skies. yeah, a bright light and what sounded like thunder they say in the sky above michigan. it was a meteor. video shows that light -- it lighting up the sky over detroit last night. the american meteor society says it received hundreds of reports of a fire ball last night all over the state, even in canada. u.s. geological service says there was so much shaking as well which i thought was interesting, it was registered as a 2.0 earthquake. a nasa spokesperson says it was definitely a meteorite. they believe it broke apart after entering the earth's atmosphere. >> there was an earthquake, 2.0 and everybody goes -- but it didn't come from the earth, you say, oh. >> if you have a surveillance camera, i mean, that's really interesting to be able to see
6:18 am
that light across the sky. so that's something that we are all talking about this morning, maybe you have some trends or family in detroit that actually saw that last night. it did produce a bright flash, maybe if they weren't outside they also saw kind of it coming through the blinds in the windows. it did make that large boom, it happened at 8:08 and caused that jolt that was measured by the usgs. it's called a bolide, it's an exploding meteor and this is something we will be watching and also studying closely. i'm excited to read some of the studies that come out of that. as we bring you back home we are going to have temperatures in the mid to upper 50s for the east bay, that fog may not clear at all and that's kind of the weather we've seen over the past couple days, while san jose gets the sunshine it's going to be up to 66 degrees and 63 degrees in palo alto, 59 degrees in san francisco. let me get you out the door with your school day forecast and livermore, it's going to be foggy to start and look at how
6:19 am
cool it is, only in the upper 40s right now, you need something nice and warm to wear and allow some extra time to get to school because you also have to watch out for the kids coming through the crosswalk with that low visibility. we have our approaching storm system and here it is now, we're seeing it approaching the coast and it's also kicking up some high waves. imagine this, 40 foot breakers, but if you're going out there to check out those high waves, stay well away from the water, it's going to be very dangerous to be out there. it's going to come in with some rain by tomorrow morning starting in the north bay, the rest of the bay area sees the scattered showers throughout the afternoon into the evening. saturday is all dry and then sunday another storm system will be moving in with some gusty winds and some times of some heavy rain. we're also looking at quite a bit of sierra snow into next week. so a lot to watch here over the next few days as you make plans it's going to be much cooler and also very wet. now as we head over to mike we
6:20 am
are tracking that fog and also the morning commute and a few issues. >> thanks for giving me a buildup there. you've got rain, snow, meteors and 40 foot breakers and i have fog that might affect you seeing the road. a smooth drive the south bay has a mild build, the earlier crash north 85 has cleared from the lanes, mild slowing just started over there and for the rest of the san jose commute. over toward the tri-valley better news for eastbound 580, that big jam from greenville has started to clear as we suspected the speed sensors improved and we saw the clearing as they had paving work that closed grant line earlier, that off ramp is now open, westbound is the slower drive coming out of the altamonte pass and not really a big factor there. the volume of traffic, but the orange highlighting that's where the fog will be tough, make things tougher to see livermore up toward concord, vasco road will be an issue, discovery ball, even walnut creek. a fender-bender reported around bernal for south 680, i will
6:21 am
track that, but the visibility is the big problem for the north bay. drive times not a major problem for the upper east shore freeway and bart has no more delays after earlier problems at the start of their shift, everything is back to normal. it is 6:21. coming up next on "today in the bay," a charger warning. just in this morning, the reason a major camera company is telling people to stop using certain wall plugs. someone else's debt on her credit report and the company involved isn't helping. i'm consumer investigator chris chmura. we will. nbc bay area responds next. former lady michelle obama and actress betty white both and there is a lot of celebrating going on this morning, two american treasures as i like to call them, former first lady michelle obama and actress betty white both celebrating birthdays today, white turning 96 years old. join me as we talk about it on twitter. time now 6:21.

the wireless company gave her a copy of the unpaid bill and it had someone else's name on it. she says verizon insisted she was responsible, so she turned to us for help. we contacted verizon and it cleared the debt, saying in a statement, we're grateful to nbc responds for bringing this issue to our attention and for giving us the opportunity to assist ms. tran. if you are asked to pay a bill you don't think you owe, ask to see written proof that it's yours. by law the company must provide that written proof, this usually clears things up, but if it doesn't, maybe we can help. call us 888-996-tips or log on to nbcbayarea.com/responds. 6:25. new this morning camera giant fuji film recalling wall plugs because they say they could shock people. usb wall plug is sold with some of the company's digital

6:29 am
6:30 am
right now it's 6:30 on your wednesday morning. we are off to another foggy and cloudy start across much of the bay area this morning. a little haze out there, not too bad. overlooking downtown san jose. a mild morning, i think. it's 6:30. good morning, thanks for joining us, i'm will laura garcia. >> and i'm marcus washington. let's head over to meteorologist kari hall as she gets us through the morning as we walk out the door. >> it's really dense fog in parts of the bay area, especially the east bay heading over towards the delta and tri-valley. concord visibility reduced down to a quarter of a mile thanks to that fog rolling out of the central valley. we have quarter mile visibility in santa rosa so allow extra time to get to where you're going. a look at our high temperatures today, cooler in the east bay, not much clearing in concord and antioch, mid to upper 50s, the south bay will be up to 66 degrees with sunshine and take it in, cooler air is on the way. i will have more on that coming up in a few minutes. mike, you're tracking the fog and in new crash in fremont. >> i don't think the two are
6:31 am
related. we do have fog as an issue for a lot of our drivers. the south pay it moves smoothly, a little slowing as volume picks up. here we will see more slowing, a crash reported south 880 at mower kree, reportedly in your middle lane, more traffic coming down out of hayward, newark and union city. that will be a factor for the nimitz. over toward the pb things are moving well, the east shore freeway jams up through berkeley and a crash west 80 at san pablo dam road may be an added distraction. the fog over in concord, that's a problem, concord, pleasant hill, walnut creek, be careful through that corridor. 6:31. happening today the uc president is pushing students to renew their daca status this as the bay area is bracing for a potentially major immigration sweep. pete suratos is live at uc berkeley with what this could mean for d.r.e.a.m.ers. morning, pete. >> reporter: good morning, marcus. the uc president, university of
6:32 am
california president napolitano will hold that news conference later this morning in sacramento to discuss the renewal process for daca applications but this all comes on the heels of this report coming out of the san francisco chronicle of a potential massive sweep of undocumented workers throughout all of northern california. let's break down what's in that report. in the chronicle they are reporting that a source familiar with this operation says that agents are planning to arrest anywhere from 1,500 undocumented workers in the coming weeks. i.c.e. did not comment on this operation according to the chronicle but if this does happen it would mark the first wide ranging sweep since california gained sanctuary status in october. when it comes to those daca renewals requests are going resumed following a preliminary injunction over the weekend after lawsuits were filed by the university of california and office of the attorney general for the state of california. now, the california attorney general may have yar baxavier b
6:33 am
at that news conference, it is set to take place at 9:30 a.m. it is 6:32 right now. developing this morning, a house of horrors in southern california. investigators are learning more about what went on inside the riverside county home where 13 children were allegedly held captive by their own parents. "today" show's miguel almaguer live in perris with new information. makes you wonder what was going on inside this house. >> reporter: laura, good morning. investigators are learning more about what happened inside the home behind me every day as they continue to question not only the suspects in this case but also interview the victims. as you know, 13 children were found in the home behind me shackled and chained to furniture, including beds, on sunday morning when investigators say a 17-year-old child jumped out of a window, was able to call 911 and flag down authorities who made the grim discovery inside the home. we spoke to the suspect's -- excuse me, we spoke to family
6:34 am
members of the suspects, both parents have been charged with criminal counts including eight different felony counts. they say they were surprised to hear that the 13 children were so malnourished rishd and starving as authorities say they were. the family often took public trips to places like disneyland and were spotted in public, but it seems they were living a double life here at home. the father, as a matter of fact, was registered as the principal of a home day care, a homeschooling system here, state department of education here in california tells us they never had any authority to inspect this home here. it appears to be one reason why federal and state officials never came to this home. back to you guys. >> thank you, miguel. now to an nbc news exclusive, more troubles for facebook, three silicon valley insiders are telling nbc news why they think facebook is dangerous for its users. one of the men a former facebook employee, another a former adviser to mark zuckerberg and the third an early investor in
6:35 am
facebook. here is part of what they're saying. >> people are fundamentally put into these groups on facebook. what we would call filter bubbles, where it appears that everyone agrees with you because all the content is stuff that you like, right, it's what they think you like. but what it really is stuff that serves their business model and their profits. >> one group member also calls facebook a living breathing crime scene for what happens during last year's presidential election. you can watch the full interview coming up on the "today" show which starts at 7:00 right after "today in the bay." at 635 continuing coverage now, no decision on whether an independent auditor will get more authority over the san jose police department. we first told you about this story on monday. the auditor is demanding more power to investigate incidents within the department like access to body camera footage, but the police chief says the department is already one of the most transparent in the nation.
6:36 am
stay with nbc bay area as we continue to follow this story. officials will take a closer look at the anderson dam in morgan hill. this is video of the dam working overtime during last february's rains. today at a special meeting that the santa clara valley water district they will discuss the dam's seismic retro fit project. you can recall our reporting about a year ago that the dam built in the 1950s does not meet today's seismic standards, it could be damaged by a 7.25 magnitude or greater earthquake. we're following your morning commute and the major factor here is the fog. showing with this orangish color through the tri-valley and north of the south bay, the orange is for the slowing, the build for 85 coming off of 87 and guadalupe parkway shows more traffic in toward downtown san jose. an easy drive through the tri-valley. a crash south 880 at mallory
6:37 am
leaving one vehicle at lanes south, all that traffic heading down from hayward. the orange highlighting traveling up in through concord, walnut creek, diablo range, alamo, be careful along that 680 corridor. most of that's moving smoothly but it may be a back for. toward the richmond-san rafael bridge we have a little bit lighter backup, there's traffic held up at san pablo dam road for west 380. the weekend is almost here. >> yeah, downhill now. >> wednesday morning you are just like, okay, i'm almost there. it's going to be cooler this weekend so i think i may spend this afternoon digging out some warmer clothes from the back of the closet. here is a look at our high temperatures for saturday, at least it will be sunny but that's in between these storm systems and the next one moves in on sunday afternoon and look at these highs here, only in the low to -- up to 53 degrees. we will see some more clouds
6:38 am
moving in, but i think we will start to see that rain moving in sunday afternoon. so if you're going to the women's march on saturday in san jose, i know we have the marches in san francisco and oakland, we are looking at san jose's temperature trend with that sunshine only up to 54 degrees so wear something nice and warm. as we check out pass so he roebls the rain will not be moving that far south so we will see sunshine throughout the weekend and we will be in the upper 50s. heading to yosemite we're going to have some snow on friday, saturday is clear, sunday the snow starts up again. and then look at these high temperatures so you do have to pack lots of layers and all of your hiking gear as well. so the bag is going to be extra heavy. and let me know what you're doing this week. tweet it to me @karihallweather and you may see it featured tomorrow morning at 6:38. i will have a look at today's temperature trend it's coming up in three minutes. coming up next on "today in
6:39 am
the bay" at 6:38, new this morning, former "today" show host ann curry just giving her first interview in years. >> we clearly are waking up to a reality and injustice that has been occurring for some time. >> what she just said about ousted "today" show host matt lauer and the me too movement across the country. we are less than an hour away from a historic speech, historians will probably call the stalin speech. we will tell you about it when "today in the bay" continues.

6:41 am
6:42 am
good wednesday morning. right now at 6:42 it's a mostly cloudy start and mild temperatures for san jose as we get a live look outside at least the visibility here is clear. let's go to los gatos, our temperatures start out in the mid 50s and that's about normal for this time of year, but we're heading into the mid 60s today and this is our last fairly warm day before the colder air and the rain arrives. i will have a look at the timing and help you make some weekend plans, that's coming up in five minutes. this may be a little deceptive but i wanted to show you good travel times heading through the maze, slowing for 880. the tri-valley shows not to bad for 580 out of the altamonte corridor. 680 slows through pleasanton. i will give you a better look at the overall commute coming up. live look at the sigma chi fraternity house at stanford university where two student
6:43 am
publications are reporting that at least seven people were allegedly drugged on friday night. in the last 45 minutes or so "today in the bay" reporter kris sanchez talked with stanford police so say they cannot confirm what campus newspaper the stanford daily and the independent fountain hopper are reporting. they report that members of the sigma chi fraternity the pi bay at that pi sorority and stanford rowing team were drugged. stanford police directed us to the stanford press office and we have e-mails, texts and calls out this morning. we hope to have a response by at least our midday newscast at 11:00 this morning. it's been one week since those devastating mudslides killed 20 people in montecito. that damage more widespread than we thought. here are the numbers, 115 single-family homes were destroyed, that's almost double last week's initial estimate. damage inspections are still taking place. there are some people still unaccounted for this morning. the size and scope of that
6:44 am
