a live look at our radar and our roadways this morning.. the storm is sitting to our first the fog and then the rain. a live look at our radar and roadways this morning. >> that's not our radar. >> that's the tahoe report. >> speaking of the weekend right now. >> we definitely see the fog there. >> marcus, radar is like speeding. you know marcus -- he never speeds, but -- >> no, no. >> we're trying to make our way through the fog this morning. a little coffee helps. also your forecast. how long is it going to be? >> it's going to be starting out with the fog this morning, and then as we go through the day we'll see some of the showers moving from north to south. and it's still well north of us right now. we can see the approaching storm system that will be here as we go through the rest of the day.

so still dry all around the bay area even though we do have the mist and drizzle due to fog and visibility cut down to about three-quarters of a mile. that's what we're seeing in livermore. it may get worse as the morning goes along. i'll continue to track the fog and also that rain as it moves in coming up in a few minutes. mike has a crash on highway 101. i do, kari. around the golden gate bridge, there are low clouds hovering all around the roadways. tracking a crash in the east bay. i'll let you know about that one coming up but not as severe as this one was, southbound 101 at spencer. heading down to the robin williams tunnel, all lanes blocked for a period of time. no major injuries but there's slowing heading down into sausalito. keep that in mind. getting down to the golden gate bridge. as we zoom out you see traffic flows pretty well but this is unusual, this area on the peninsula and the south bay

where we have the dense fog reported. so that is a word of caution because we don't usually see that. heading into san jose, the low cloud cover and it's a general issue this morning. for more on that we'll send it back to you. mike, that fog is already creating dangerous road conditions for commuters this morning. >> we both saw that this morning as we were coming in. anywhere you go you're going to encounter that fog. "today in the bay's" bob redell. good morning, bob. >> reporter: the chp issued fog advisories for the three main bridges on your morning commute, the bay bridge and oakland, the san mateo bridge and the dumbarton. this isn't the densest but it is foggy and will make your drive into work more dangerous than usual. in the south bay in santa clara by great america parkway. the conditions are pretty much like that much over the bay

area. i drove through pea soup myself in through livermore this morning. the national weather service issued reminders for us while you're driving into work this morning make sure you slow down, watch your speed especially if there's a lot of traffic out there. you don't want to be tailgating people. use your low beam headlights driving through the fog. if you have fog lights, turn those on as well. don't use your high beams. if you use your high beams in the fog you get that glare off that white wall of mist in front of you that makes it very hard to see. if you're having problems stay in your proper lane, follow the lines on the road. they're painted in a way they will be visible in the fog assuming you have your low beam headlights on and use your hazards if the fog is dense where it's very difficult to see. turn on the hazards so the people behind you know you're there. and if you can, pull over safely off the road. reporting live in newark, bob redell, "today in the bay." thank you very much, bob. another look at the fog this morning. we're going to take you live to

the san mateo bridge. you can see the fog is lingering there as well. you can find out about the weather in your neighborhood by downloading our free nbc bay area app. you can see the live radar from wherever the storm hits your city. happening today the southern california couple charged with imprisoning and torturing their 13 children are expected to make their first court appearance. it's not clear if they'll be arraigned. we're also learning david turpin and his wife louise not only held their children captive in their home but used it as a private school called the sand castle day school, and only their children were enrolled. the couple were arrested after their 17-year-old daughter escaped and called police. now a state assemblyman represents the city of perris, says he'll introduce legislation to add inspections to private home schools. there is currently no state oversight. continuing coverage now of claims by several stanford students they were drugged at a

party last weekend. we started looking into this story yesterday on "today in the bay." this morning the sorority which the alleged female victims belong says it will partner with the university to investigate. they say they will support the victims and called the reports very disturbing. it happened at the sigma ki fraternity house. five young women and two young men were reportedly drugged. the suspect is reportedly not a stanford student. we have learned the suspect has been banned from the university and is not allowed to contact anyone from that party. the university says it is looking into the alleged crime, but so far the allegation remains unconfirmed. new this morning we're hearing more from the parents of the college student murdered in southern california. police found the body of 19-year-old university of pennsylvania premed student blaze bernstein last week. he was home on winter break in orange county, california. all new today nbc's natalie

headquarters. here are today's top business headlines. a breather after yesterday's rally. futures are mixed. the dow surged more than 300 points to close above 26,000 for the first time. and that was sparked by continued optimism over earnings reports, economic data, and solid global growth. data on unemployment, housing and manufacturing. big earnings from morgan stanley, american express and ibm. jumping 322 points to 26,115. the nasdaq up 74 to a record high of 7298. apple generated a lot of buzz yesterday when it announced plans to create more than 20,000 new jobs, open a new campus in the u.s., and pay nearly $40 billion in taxes from overseas. apple creating jobs isn't always the same as hiring. apple employes 83,000 people in the u.s.

they have app developers and u.s.-based suppliers. also apple must pay taxes on profits that it generates overseas. that's more than $250 billion. the company also doesn't necessarily have to invest any of the money it repatriates. evian making a recycling pledge. the mineral water is vowing to make its bottles from 100% recycled material by 2025 compared to about 25% now. evian is known by the third largest maker of bottled water. >> i hit the tap. thank you very much, landon. more electric vehicle charging stations are coming to northern california. we're talking 7,500 new stations. a new program that pg&e is launching to help people ditch gas guzzlers. they will be installed at condo apartments, buildings, and businesses. 15% of the new charging stations

will be in disadvantaged communities. remember, california has a big goal to cut its greenhouse gas emission to the 1990 level by 2020. we're very close to meeting that goal. >> we have one out in the parking garage. very nice. coming up on "today in the bay," fog is one of the big weather stories this morning. kari has more on what else we can expect. we're seeing reduced visibility. and then we'll be watching some rain. so far dry. but we will start to see those showers moving in. you can see the fog here. as we go to santa teresa we will start out in the low 50s. rain here by early afternoon. i'll talk about the timing of the rain where you live coming up next. this is san rafael where we can see all the traffic here coming over the hill. you can also see the glow from the lights. low clouds and fog. what you'll have to deal with as well.

around and even from the camera you can see how it rolls across the bay area. one minute it may be fairly clear and then a couple seconds later you can barely see anything. just a heads-up as it moves through this morning. bringing in some rain and also dropping down some much cooler air so our high temperatures today only in the low to mid-50s for the north bay. upper 50s for san jose because it does take it longer to get to the south bay. a look at the fog and the mist and drizzle. as you're getting dressed you need a hat and also the umbrella. as the day goes along, a good idea to have a nice, warm jacket, and dropping temperatures. also some boots or shoes. you just don't mind they could get wet as we start to see the rain moving in. the rain starting from the north bay and moving into san

francisco by about 8:00 this morning. we see it moving into the east bay by 11:00, and then some south bay showers by early afternoon. it could linger into tomorrow as well and a chance of some thunderstorms tomorrow. so i'll be keeping you up to date on that. we have sunshine on saturday but chilly temperatures and another round of rain by sunday afternoon. mike, you were saying fog is the issue. the deal is fog and low clouds between the camera level and the roadway. you can make out the flag and at the street level are able to manage just fine. the nature of fog, it moves around there and that's what happens in many parts of the bay. we'll look at your map. over there in fremont it's not so bad. on the peninsula we don't usually see this. the road weather index, the

orange over here highlighting 280 and 101 is an unexpectedly tough drive through the area as far as the conditions go. you come up on the fog, and bob gave us the great words of advice, more spacing, slow down speeds, and keep the regular beams on unless you have fog lamps and then turn those on. a crash on the east shore freeway and south 101 just before you get to the robin williams tunnel. clear from the roadway but, again, we can't see much past university. low clouds and fog. >> that tragic crash that took the lives of three peninsula teenagers who were part of the explore program. >> they tell us that a positive change is coming out of this tragic loss. they died on halloween night after their car plunged 50 feet

off skyline boulevard. their father found them the next day. this is in unincorporated san mateo county. they managed to get a guardrail in the spot where the boys went over so no one else has to lose their life there. the guardrail is expected to be installed at the end of the month. >> we've been telling but community meetings caltrain has been having. there's another one tonight this time in atherton at the jennings pavilion on watkins avenue. the first electric trains are expected to roll out in 2020. the mayor will talk crime and safety at a town hall meeting. we dove into the numbers to take a closer look at the number of homicides since ricardo became mayor in 2015. that year according to fbi data 30 people were killed in san jose but the very next year in

20 201647 people were killed. the highest number recorded in 25 years. the homicide rate was on the decline and the number of homicides in 2017 last year it is expected to be more than 30 though the final numbers are not out yet. the mayor's town hall meeting. >> this video from over the weekend of homeless advocates camping outside of oakland mayor libby schaaf's home. it was the spotlight to hundreds of people who sleep on the street every night. new incentives for property owners to rent to people in need. they'll get $500 in cash as a signing bonus. $2,500 signing bonus for repairs and upgrades. for those working with the city rent paid during vacancies to keep them available for those in need.

>> following through with budget cuts next fall even though the state plans to spend billions of dollars more on education. "the mercury news" talked with school leaders in oakland and the south bay. oak grove and east side union high school districts say cuts and closures that were already in motion will not likely change with the proposal to boost school fundings that includes an extra $3 billion over the coming year. cuts are still a distinct possibility some time down the road. coming up on "today in the bay," bob redell gets a few lessons on the court none other than by the harlem globetrotters. >> always fun. nbc bay area responds. it is possible to change those social security numbers.

most of us have one social security for life and it never changes. sometimes that's a problem. if you're a repeat identity theft victim you can apply for a new social security number. do that at your local social security office. but first, happening now a developing story, india test fires an intercontinental ballistic missile. the defense ministry said the test was a major boost to the country's defense capabilities. the same missile has been tested five times over the past six years. an alert if you have a wells fargo bank account. an apparent glitch led to some payments being processed twice yesterday and even emptied out by that double processing. wells fargo is working to fix the problem. more news after the break. are back in town this weekend.
