ia. a live look across the bay area.. from the peninsula to the east fog out in full force this morning and not just in san francisco. a live look across the bay area from the peninsula to the east bay. commuters, you're going to want to take your time on the roadways this morning. and then guess what washes out the fog, the next storm. it is lingering in the north bay right now. thanks for joining us. i'm in for laura garcia. >> kari, you warned us this stuff was coming. it's been a weekend. we're seeing it in the south bay. it's a lot more widespread than we've seen recently and then as we go through the day we're going to start to see this rain moving in as this storm approaches. this is not a really strong one

but it will bring us some wet weather as we go through the day. as we get a close look at the radar now, not a whole lot going on. we'll start to see some of the showers coming down in san francisco and then working its way into the south bay by late morning and early afternoon. mike, you have a traffic alert. we're looking over here because two lanes are blocked by debris from an earlier crash just shy of spencer. folks are heading down to the robin williams tunnel causing the big slowdown there. as we widen out our shot you see the fog registers on the peninsula and the tri-valley. it's crept over here to the fremont area and definitely a problem for the peninsula. fog is blanketing the bay area this morning. this is video we shot within the

last hour in san jose it looks like san francisco. it's hard to make those out. we'll bring you a live report with a check on our bay area bridges. there's an advisory coming up in the next half hour. 5:02 now. a 4-year-old little girl is dead after a horrifying crash. deputies say the family was struck by a driver of a stolen truck. >> pete suratos is live with how this happened. pete? >> reporter: good morning to you, kris and marcus. the suspect is in custody and the mother of that 4-year-old and sibling still in the hospital recovering from the injuries following this crash in antioch and, of course, the same can be said for the 4-year-old who passed away from those injuries at a local hospital.

according to the contra costa sheriff's department, noe saucedo of pittsburgh, was spotted by deputies driving a stolen ford pickup truck on bailey road. he was followed by deputies heading eastbound on highway 4. that's when saucedo immediately accelerated and ran a red light at somersville road colliding into another pickup truck which was the pickup truck carrying the mother and her two children. saucedo has been booked on one count of murder and two counts of felony evading. our crews did speak with a woman in the area when this all took place. >> the guy slammed right into him and threw him from this side all the way over to the other side of the road. he had to have been going pretty fast. >> reporter: saucedo's bail was set at over $1 million.

reporting live, pete suratos for "today in the bay." the fight and the clock is ticking. lawmakers in washington are expected to vote to extend the budget once again to avoid a government shutdown. "today in the bay's" tracie potts is live on capitol hill and, tracie, they are scrambling with less than 48 hours to go. >> reporter: and that extension may never reach the president's desk even though the white house says he'd sign it. some lawmakers on both sides say they don't want to do that anymore. they want a permanent solution here. they're just not sure how to do it between now and tomorrow. frustration setting in on capitol hill. >> so absurd. >> to punish people for our dysfunction here. >> for a republican to believe that we will get all the defense funding we desperately want and

officials. he talked with reporters shortly after his release yesterday. >> i'm never going to forget this. it will never go away. i can only hope that one day. >> an immigration judge granted his release on bond while his case is pending. agents detained mora last month at a border protection checkpoint in san diego. mora is undocumented but was protected under the d.r.e.a.m. act which was rescinded by the trump administration last year. he says he will spend the rest of the week in san diego with his family and then will head back to berkeley where the spring semester started. i.c.e. is firing back at oakland. the deputy director of the immigration customs enforcement is taking aim at city leaders for refusing to cooperate with agents. the exchange of words comes amid a mass sweep in northern california as we have been

reporting to you. the "san francisco chronicle" reports i.c.e. plans to arrest 1,500 undocumented immigrants in the coming weeks. oakland mayor libby schaaf reiterating that oakland police will not help those immigration agents. >> we are here to make sure you can call 911 safely. >> the deputy director of i.c.e. says in part if members of the oakland city council are truly concerned about undermining the rule of law and public safety, perhaps they should look in the mirror. it was felt by a lot of folks, not this folk, a magnitude of 2.4 magnitude earthquake just before 10:00 last night. >> the epicenter about 40 miles north of santa rosa and it was shallow. the usgs says people as far south as san jose felt it. you can see on the screen right

here that is our nbc bay area seismograph picked it up. you can see on the right side of the screen. >> a baby one. >> one twitter user in calistoga told us it was a rumble. you could hear it seconds before you felt it. so far no reports of injuries or damage. and it was not the only one. more shaking just hours earlier last night as 3.30 quake hit. again, no injuries or damage in that quake either. and happening today experts will talk about the potential dangers from earthquakes at an event in palo alto. that event is called calamities happen and what you need to know. a panelist will discuss preparedness and the latest in earthquake science. it gets under way at 6:30 p.m. at the palo alto city council chambers. we have a high surf warning through friday. this is the surf.

waves will average between 15 and 20 feet high. breakers could reach 40. right now at 5:09 if you are going to the coast today be cautious and stay away from the water. we have an approaching storm that will give us gusty winds as we head into tonight but light winds. showers well to the north of the bay area. we have some mist and drizzle and mainly dry conditions. with the dense fog this morning you do need to allow for extra time to get to work and the north bay will start to see the rain during the later hours of this morning. a chance of thunderstorms tomorrow. another storm approaches so i'll talk about all of this.

5:14 now. crews in northern turkey are hoisting up a commercial airplane that skidded off a runway and wound up on the cliff side. these are pictures from about an hour ago. all 168 people onboard did make it off the plane safely. pilots reportedly told investigators there was a sudden surge in one of the engines forcing that plane to swerve. a growing mystery on the peninsula as authorities try to figure out who is targeting commuter tech buses. chp says on tuesday at least five buses carrying google and apple workers had their windows shattered. all incidents took place either during the morning or evening commute along interstate 280 near wood side. they believe the attacker may be using a pellet gun. one worker talked about the attacks but asked us to protect his identity. >> i like it. it's unfortunate. >> are you going to get on an apple bus tomorrow? >> i'll keep on doing it.

yesterday's big rally. the dow surged more than 300 points to close above 26,000 for the first time, and that was sparked by continued optimism over earnings reports and economic data and solid global growth. data on unemployment, housing, and manufacturing plus earnings for morgan stanley out in the last hour coming in better than expected. you want to look for american express and ibm after the bell. the dow jumping 322 points to 26,115. the nasdaq up 74 to a record high of 7298. apple generated a lot of buzz when it announced plans to create 128,000 new jobs, open a new campus in the u.s., and pay nearly $40 billion in taxes from overseas. apple creating jobs isn't always the same thing as hiring. they play 84,000 people in the u.s. but claims to be responsible for more than 2 million jobs.

we are going to talk about all of that as we look at the storm system that's winding up across the pacific northwest. as you step out the door you feel the mist and drizzle hitting your face because of the fog we are seeing that's been dense around the bay area even moving into the south bay. expect it to be all dry but you do need the because we will start to see those showers moving in. the visibility dropping down. you can barely see ahead of the car. visibility at zero. you have to be extra careful. we'll see the radar filling in. we're seeing scattered showers across the north bay moving into san francisco and parts of the east bay. and then a while before it reaches san jose.

we'll see scattered showers moving through and moderate rain. we will have some breaks and then a chance of rain even as we go through the day. the potential for areas well to the north of us getting three-quarters of an inch in you ukiah. most of the bay area about a quarter inch of rain. and then as we go through the forecast, look at how much cooler it's going to be only in the low 50s more rounds of rain into next week. mike, you're updating a b.a.r.t. delay? the bay has more than two sides but we're talking about the east bay and the city. the tube is where we had the big problem. recovery mode. delays will start to percolate lower and lower, in fact, this may only affect the first few trains traveling under the

the thick fog is blanketing the rest of the bay area this morning. good morning and thank you for joining us. i'm cuss washington. >> today we want to get right to the weather forecast because it is going to be a critical part of your commute. >> the rain hasn't yet made it to the bay yeah. it's still to the north of us. as we go into the later parts of the day and we haven't even seen it moving into santa rosa or ukiah yet. an increase in cloud cover is expected with some very low visibility even in spots that don't normally see such dense fog like parts of the south bay. visibility at five miles. we have no visibility there, a very dangerous ride this morning. visibility down to half a mile. we will see some of that fog in the bay area this morning. we'll see the showers moving in

by about 9:00 or 10:00 and the south bay starting to see the rain shortly after noon with scattered showers continuing as we go into this afternoon into the evening. i'll be tracking more on this and the wind forecast. starting out with a traffic alert. in the last few minutes we're registering a lot less visibility. you can see that fog affecting our view of the nimitz. our view here of this crash has stayed the same the last hour. we're looking at southbound 101 heading down to spencer, the exit there, and that is slowing because two lanes are blocked by an earlier crash that left debris there. you can use bridgeway as an alternate stick it out and slow down to the waldo tunnel. oakland and on the peninsula and the south bay unusually tough to see at times. on that topic right back to you. >> thank you very much, mike. the fog is going to create

some dangerous road conditions, as mike mentioned, for commuters throughout the morning. >> everywhere you if this morning, you're going to encounter. bob redell is live with some useful tips for drivers this morning. good morning, bob. >> reporter: good morning. the chp has issued fog advisories for your three main, the bay bridge, oakland, and in hayward and the dumbarton bridge behind me here in newark. i was speaking with a caltrans worker. he says the fog has started to lift. he wouldn't be surprised if advisories get lifted. your morning commute could be affected and more dangerous than usual. this is what it looked like in the south bay in santa clara near great america park where you see the fog was fairly thick and the conditions were pretty much like that throughout the bay area earlier this morning.

i have to tell you i was driving through what felt like pea soup from livermore. while you're driving into work if it's foggy and anytime really slow down, watch the traffic in front of you and make sure if you have someone tailgating behind you, you try to give them a heads-up you will be braking. don't use the high beams. if you've driven in the fog before and you turn on the high beams you're going to have that white wall of mist that will glare back into your eyes and make it more difficult for you to see. follow the lines on the roads. stay in the proper line. the paint on the road specifically so you can see them with your headlights. if the fog were too dense, too extreme, which we're not anticipating this morning, turn on your hazard lights and try to pull over safely. reporting live in newark, bob redell, "today in the bay." thank you very much, bob. it is 5:34 right now.

another look at the fog this morning. these are pictures from the san mateo bridge, and you can see folks are moving along smoothly. find out what the weather is by downloading the free nbc bay area app where you can find that live radar and track the storms when they hit your neighborhood. new this morning, the follow-up now on that tragic crash that took the lives of three peninsula teenagers of the menlo park fire department explorer program. >> "today in the bay" team has been in touch with the department, and the department tells us at least one positive change is coming out of that loss. matthew cruz, andrew gonzalez, and ricky torres died on halloween night after their car plunged 50 feet off skyline boulevard. it was their very own father who found them in their car the next day. that crash happened on highway 35 in unincorporated san mateo county. menlo park fire chief tells us

theyed to cut through the red tape in order to get a guard put in that spot so that no one else loses their life there. it's expected installed at the end of the month. the southern california couple charged with imprisoning and torturing their 13 children are expected to make their first court appearance. it's not clear if they'll be arraigned. we've learned new information about the conditions inside the house. the source tells the "today" show the kids were allowed to shower just twice a year and fed once in rotation a meal a day. once a day they were fed. davis turpin and his wife louise not only held their kids captive in their home but used it as a private school called the sand castle day school. their children were the only ones enrolled. a state assemblyman who represents the city of perris says introduce legislation to add inspections for private home schools because there's no state

oversight. new details of claims by several ford students they were drugged at a party. i started looking into the story yesterday on "today in the bay." this morning the sorority says they will partner with the university to investigate. in a statement pi beta pi says they will support the victims and called the reports very disturbing. the alleged drugging hammed at the sygma ki fraternity house. five young women and two young men were reportedly drugged and a suspect is not a stanford student. the suspect was banned from the university and is no longer allowed to contact anyone who was at that party the university says it is looking into the alleged crime but so far the, quote, allegation remains unconfirmed. happening tonight mayor of san jose will talk crime and safety at the town hall meeting. we dove into the numbers to take a look at the homicides since

liccardo became mayor. fbi data shows 30 people were killed in the city. 47 people were killed, the highest number recorded in 25 years. up until then the homicide rate was declining. the number of homicides in 2017 is expected to be more than 30. the final numbers are not out just yet. the mayor's town hall meeting is tonight at. that will take place at the willow glen community center. if you see plumes of smoke in morgan hill, don't call 911 just yet. it may be a controlled burn firefighters are conducting. the burn is happening at and lake county park just to the east of highway 101. to get under way -- supposed to get under way at 9:00 in the morning and run until about 5:00 this evening. there's also another training session planned for tomorrow. over the past few months we've been telling you about

oakland, the south bay will get patches of fog which you don't usually expect. >> clouding up our vision for the weekend. we'll still look ahead. >> we have some rounds of rain moving in so people are like is it going to be raining for the weekend? and the answer is not the whole weekend. i'll at the point you make some plans here. saturday is our dry day but look at how cool it's going to be and it's only going to reach into the mid-50s for the inland valleys. 51 degrees along the coast and for sunday we are going to start to see those showers moving back in but mostly during the afternoon. look at the highs once again. it's only going to into the low to mid-50s. you may be kicking off your weekend at the bike party. you'll have to go to the facebook page and find out the location 24 hours in advance. that starts at 8:00 tomorrow evening and our temperatures will be in the low 50s. wear something nice and warm for that bike party.

hearing from the man who was on that boat. he describes the moments as the fire erupted. take a look. >> people were yelling to me jump, jump, jump. flames started shooting out of the inside of the boat and i could really feel the heat. >> that man says he hurt his leg jumping in the water and says that he's never going back. new this morning three bay area school districts reportedly plan to follow through with serious budget cuts next fall even though the state plans to spend billions more on education. the mercury news talked with school leaders in oakland and the south bay. oakland unified, oak grove and the east side union high school district in san jose say that those cuts and closures that were already in motion will likely not change because of the government proposals to boost school funding. that includes an extra $3 billion over the next year for elementary school and secondary

schools. others said cuts are still a possibility sometime down the road. new this morning, hollywood loves a sequel and now there may be a sequel in the works. leaders say the problem is people love the current sign a little too much. safety along traffic as well as tourist access. one idea is to add a second sign on the other side of the same mountain. other ideas include launching a tram or shuttle service and adding restrooms. more electric charging stations are coming. 7,500 new stations. it's a new program that pg&e is launching to help people with electric cars. stations will be installed at

that is not from the incoming storm. at this point it looks like a fairly weak one and will bring in scattered showers. we start out with some fog and then we'll start to see the rain to the north of us moving to the south. the seven-day forecast is up at the bottom of the screen as we check out our current visibility. look at this. san martin down to zero. it is dangerous in parts of the bay area. as you're starting out getting dressed this morning you do want to make sure you have a hat and umbrella, you're prepared for the rain and with our cooler moving in, a good idea to have a jacket and some boots or some shoes. we'll see the rain moving in and scattered showers in the north bay and for the east bay san jose may not see the rain until

1:00 this afternoon and it will be off and on throughout the night as well as tomorrow. we're still going to see some lingering spotty showers and a chance of a few isolated thunderstorms in the forecast for tomorrow afternoon. our rainfall totals look to be pretty light. most of the bay area will get a quarter of an inch of rain as the two storm systems move through and another one expected to come in sunday with very cool temperatures over the next several days. for folks on the tracks, talking about delays through the transbay tube. no more delays. muni is moving well. we have this continued sig alert. your two right lanes are blocked.

just stick it out. add another five minutes to your commute and you should be okay heading to the waldo tunnel shy of spencer. they say they're waiting for caltrans to have sweeper trucks clean that up. the new clue police are releasing that will hopefully have them returned back safe. happening now a developing story, india test fires a nuclear capable intercontinental ballistic missile. the defense ministry says the test was a major boost to the defense capability. the missile has been tested five times over the past six years. plus, an alert if you have a wells fargo account. an apparent glitch in the bill paying system led to some
