scattered showers, i completely forgot that she was in for jeff tonight so that will be fun catching kari in tonight's newscast. the satellite radar is showing a little bit of that clipping along the coastline. we have a lot of activity going on, but we are tracking big rain chances ahead as we head into sunday. i will talk to you more about that coming up in just a bit. we just got word from chp something going on for the westbound direction of 92, that's the san mateo bridge around the high-rise reports of a hit and run crash. now, no lanes reported blocked, but a bridge crew or chp will head across to make sure everything is clear. i've seen this move smoothly over the last few minutes. the map shows green sensors across the bay from the hayward side. we will continue to watch this as chp gives us the all clear or tells us to watch out. no other major issues, slick roadways to be careful, and also extra slick over the 17 summit, southbound saw some slowing, northbound had a spinoff reported with hydroplaning in

the area. so be careful. 5:01. happening now it is crunch time in washington this morning. a live look on capitol hill where lawmakers will frantically work to prevent the government from shutting down tonight. that deadline for congress to agree on a budget compromise is 9:00 tonight our time, midnight eastern. experts say that shutdown is a. very real possibility. president trump tweeting about an hour ago saying government funding bill passed last night in the house of representatives, now democrats are needed if it is to pass in the senate, but they will want illegal immigration and weak borders. shut down coming? we need more republican victories in 2018. "today in the bay's" tracie potts is monitoring all of this. overnight those developments for us, this morning from capitol hill. tracie, a lot going on this morning. >> reporter: well, there's a lot going on but will it stop the government from shutting down, marcus? that we don't know.

we do know that some votes are going to get under way in the senate, they are expected to get under way in a matter of hours, we could see a compromise, this could go nowhere. the key issues, the budget and whether congress will deal with immigration now or later. the house of representatives passed a one-month budget extension that's expected to come to a screeching halt in the senate this morning as democrats insist on protecting undocument undocumented immigrants set to lose legal status in march, the program nope as daca. >> our friends on the other side say solve this illegal immigration problem right now or we're going to shut the government down. >> nobody -- nobody wants to shut down the government, mr. president. >> reporter: but it's not just democrats. >> we have to deal with the daca issue now, not later. >> reporter: democrats say they have the votes to force a decision. >> i don't believe that the take it or leave it that the republicans has handed us has support in our caucus.

>> reporter: republicans said they have no idea what president trump is willing to accept. he told workers in pennsylvania the gridlock is really about a booming economy. >> the democrats want to see a shutdown to get off this subject because this subject is not working for them. >> reporter: lawmakers skittish about another short-term fix. >> i'd rather now but i think that's our only choice. >> reporter: also in the mix children's health insurance that must be renewed or millions could lose coverage that's in the short-term plan but right now it appears to be no deal. so if this goes down to the wire an 11th hour deal will the president sign off on it? again, republicans don't know. frankly, he's scheduled to fly to florida earlier tonight for that lavish gala planned to celebrate the one-year anniversary of his inauguration. back to you. >> tracie, thank you. our coverage of this story continues throughout the morning. we will be monitoring all of the developments out of washington. scott mcgrew will break down everything the impact the

shutdown would have on you, that's coming up in the next half hour. people across the country are preparing for the second annual women's march. if last year was any indication tomorrow's march will draw thousands of people across the bay area. "today in the bay's" bob redell is live in san jose with the impact these marches could have on your weekend plans and how many folks are expected to show up. bob? >> reporter: good morning, kris. there are a number of women's marches planned for tomorrow throughout the bay area including once in oakland, san francisco and here in the downtown san jose area. when you ask what kind of impact it's going to have it will be mostly in those downtown areas and on bart. as you mentioned the women's march began last year, this was in response to president donald trump's inauguration, this was a show of resistance to the kind of negative values these women believe he represents. the mercury news reports that more than 100,000 marchers are expected locally tomorrow with around 80,000 in san francisco alone. this year's protests will focus on voter registration and

electing democrats during this year's midterm elections. now, we've put up on your tv screen a highlight of where the marchers and what times are going to be tomorrow, in the east bay, livermore will have marches at 10:00 a.m., walnut creek 12:30 in the morning, san jose here 11:00 in the morning and then the largest one expected in the bay area will be 11:30 in san francisco. bart is trying to anticipate the large crowds. they will have longer trains available all day tomorrow. additional trains on standby and they will also have extra station agents. to give you a sense of how busy bart expects to be tomorrow, during last year's march almost 350,000 people rode their trains that day, that was the second highest number ever for a weekend. reporting live here in downtown san jose, bob redell, "today in the bay." 5:06 right now. to a developing story out of brazil. a baby is dead and 15 people are hurt after a driver plowed

through pedestrians near rio's most famous beach. several people were hit and they could be seen lying on the ground at the copacabana beach. this is cellphone video we're showing. local media reports that that driver may have had an epileptic episode causing him to lose control of that vehicle. so far there are no reports of any links to terrorism. the driver is now in police custody. a growing memorial in antioch, candles, flowers, teddy bears all at the site of a deadly crash that just devastated a family. a four-year-old little girl died there on the right, her little sister there on the left is still on life support this morning. their mom is also badly hurt. as we have reported police say a man driving a stolen pickup truck slammed into the family car on wednesday. the driver was arrested, but nbc bay area talked with the father who was at the hospital by his daughter's side since the crash. he says he blames the sheriff's

deputy who was chasing the suspect. >> i think i blame the police a lot because they didn't have their sirens on to alert people that this was going on. i just want my daughter to live. they already took one. it's hard. it's really hard. >> the little girl's mom is at a different hospital where she's being treated and we're told that she is trying to communicate with her little two-year-old daughter via face time but so far no response. we want to take a live look at the commute in palo alto. this is right now and this is highway 101 one of the bay area's busiest highways, but despite the usual heavy traffic a new report this morning claims that it is safer to drive on highway 101 rather than taking highway 280. that's data coming from ven drive, a company that uses cellphone sensors to measure road safety in the bay area. that report also reveals the most dangerous time to drive is

around lunchtime, between 11:00 a.m. and 1:00 p.m. it's always a good idea to drive safely. up in the sierra, let it snow. this is soda springs on i-80. there are chain controls along interstate 80 and highway 50 today. check out this gopro video from atop a caltrans snowplow. this is what the crews were working with overnight as they were trying to make sure that the roads are safe for drivers. >> we sand the roads, we make it so people can go the speed limit. we just want to see everybody go home safe. >> this should be one of the best weekends for skiing this season we're told, but getting there could take you a while, so take your time. >> indeed, kris. it's going to be a rough commute if you're heading up there this morning. if you did have plans to head up there head up there now because you saw the majority of that rain has moved off to thecñ9h e but we are expecting lingering showers through the early morning hours, but as far as

that sierra snow forecast, well, keep in mind there is a winter n place and we ere is a winter are actually expecting low level snowfall between 2,500 to 3,000 feet, anywhere between 2 to 3 feet of snow above 6,000 feet and it's going to get gusty along the summit, we are talking gusts possibly 70 plus miles per hour. so watch out with that morning commute. now, the worst commute is probably going to be into sunday and monday along with tuesday, that's when we are expecting to see the arrival of that storm system that is going to bring those strong gusty conditions, so if you had plans to head up and enjoy lake tahoe you may want to do it once the roadways clear out just a bit. for a check of the roadways let's go to our traffic main man, mike. i'm the only guy. i will take it, though. looking over here, no problems, although the crash still reported westbound at the high-rise for the san mateo bridge. i'm going to say you're in the clear because it was reported as a hit and run, usually a minor

good morning. it is 5:14. we saw those overnight showers, still expecting to see a couple more this morning, but the ones you are going to notice has a variation of 40s and 50s in the draft right now. heading out in napa, 40 degrees, san francisco 48 and san jose 49 degrees. we're expecting cooler conditions, but it looks like more rain is on the way. i will break down the timeline for your weekend coming up in just a bit. and a beautiful look at the sparkling lights heading across the bay bridge. no major problems right now, but something is brewing on the east bay, we will get a look at the

toll plaza and show you that commute as it builds coming up. new video showing a dangerous scene in central california overnight. an oil refinery up in flames, this is near bakersfield. crews battled that fire early in morning and firefighters say it started in a cooling tower. crews were able to turn off whatever was causing material to leak from the tower. they say there was no danger to the community but they were initially concerned about air quality. bay area homeowners are swapping wooden fireplaces for cash. air quality officials offered $800,000 in rebates this week. that money goes to homeowners interested in sealing off fireplaces, inserting a natural gas fireplace or switching to an electric pump. the mercury news reports it took people 15 hours to reserve the money, the rebates were offered to homeowners living in the most air polluted areas. new this morning the deadly flu season is proving difficult not only for hospitals but for

employers as well. business insider is reporting that this year's flu could cost employers more than $9.4 billion in lost productivity. experts say this is even more a reason to not come to work if you are sick. data shows that more than 12 flu and according to the cdc 78% of the samples tested have been the most aggressive of the four known strains that is the h3n2. >> our vaccine is probably less effective for h3n2. >> the national institutes of health designated a so-called super vaccine as a top priority, it would be one vaccine that you wouldn't have to get every year. it is being tested but it still could be as many as five to ten years away, but i would definitely get that one. coverage of the flu season continues next on the "today"

show. this year "today" is stepping up the fight against the viral infection in a new series called "today" fights the flu. in morning jenna bush hager will get a flu shot to show it's not too late to get yours. the "today" show starts at 7:00 this morning right after "today in the bay." workers making minimum wage in redwood cityf?ría may make $ hour by next year. reports city wsbm leaders are considering the wage increase because of the high cost of housing. we looked up housing costs in redwood city overnight, the average rent for a one bedroom apartment is more than $2,500 but only 73% of workers earn more than $3,300 per month. 18% of workers earn between $1,200 and $3,300 her month and 9% earn less than $1200 per month. city leaders will discuss a wage increase proposal in march. here an only in san francisco story for you. a robot car was attacked by a pedestrian. >> scott mcgrew, the first ever

case of a human on robot car violence. >> it's a strange story, happened earlier this month. we're just learning about it now from the paperwork filed after the incident. cruise automation owned by general motors says one of its cars was at the cornerers of valencia and 17th street in san francisco waiting at a light. the paperwork mild with the dmv says a pedestrian ran across valencia shouting and struck the left side of the cruise av's bumper and match with his entire body. the man then apparently ran off uninjured. the car suffered some taillight damage. it's not clear why the man did what he did, but as marcus points out this is history being made. wall street will sit back and watch what the government does today. will it run out of money? will it close down? can the people we trust to govern actually govern? we will find out today. you may not know that netflix has traditionally a very

doubt anybody would be outside in a pool or any body of water for that matter. we are seeing the last of those showers for now moving out and then we will see another band of rain moving in. if you are heading outside you're just probably going to see a couple of wet roadways. 41 degrees in the peninsula, 47 in the tri-valley and 49 for the south bay. right now in san francisco 49 degrees, the east bay 45, it is a little chillier in the east and north bay. sat lied radar showing the majority of those showers nice and off to the east and all that stuff behind is mainly a couple of cloudy skies. now, the hour by hour outlook, though, does show the arrival of another band of quick moving showers at about 8:00, 8:30, you will see it moving from napa, san rafael, san francisco and then even down towards san jose around 10:00 a.m. we are expecting these to decrease by the evening, no the really a big rainmaker this storm, but if i fast forward through the timeline you can see saturday we catch a break from the rain and we keep that high surf warning through the afternoon due to

strong rip currents. still expecting a pretty strong swell. we also have that sierra snow winter storm warning. we have another storm system arriving on sunday and that's expected to bring some pretty strong gusty conditions on sunday into monday. here is the quick look at that long range outlook, saturday we catch a break and then on sunday right around the early morning hours around into the evening we see that rain really moving in and it looks like that active cool pattern will be lingering, sticking around through next workweek as well. we will keep a close eye on that. now let's get a close eye of the roads with mike. i've been keeping a close eye on the bay bridge toll plaza. this has changed dramatically in the last five minutes. i say dramatically because it went from completely clear to the cash lanes on either side with a backup to mid parking lots. we should see the metering lights turning on now. basically that's what's happening now. we look at the light traffic flow on the map and see that traffic getting in toward that area, smooth towards the bay,

year )s tournament of roses parade. new this morning we now know the theme of next year's tournament of roses parade. this is a look at the parade earlier this month in pasadena. organizers say the theme for 2019 parade will be the melody of life. next year will be the 130th anniversary of the tournament of roses. all new this morning, one theater is going to be accommodating kids with autism and other sensory processing disorders who might be a little too sensitive to loud sounds and bright lights. the peninsula youth theater group which is rehearsing in this video for this weekend's performance of "the ugly duckling" at the mountain view performance arts center. one of the performances on saturday will be sensory friendly. the theater companies tells us they will tone down the sound effects and keep the lights on throughout the performance. they will also set aside a quiet area outside the theater in case

today. i mean, it's not going to be widespread rain. we saw the majority of that rain move in overnight. peninsula 41 degrees, tri-valley 47: right now the south bay is at 49. san francisco 47 degrees, east bay 45, but one thing that's noticeably different today compared to yesterday is the fog isn't as dense for the most part. we are starting to see some fog building and that's in santa rosa. we're starting to see that also in napa. half-moon bay, we typically see a lot of fog along half-moon bay, but everywhere else, even in san jose we are pretty good in terms of that fog. we've still got some showers off to the pacific and that's what could potentially mess up your hair right around the 8:00, 9:00, 10:00 a.m. hour. then i'm tracking another big system that's going to come into play on sunday. first let's check in with mike. you're tracking the hair situation, mine is sealed in epoxy so we're okay. the crash south 880 at mallory

out of the lanes, no injuries, not a big deal, that was the update for the nimitz. 880 turns to 17 across the summit, the second crash of the morning in the northbound direction around summit road. the first one was a pinout hydroplaning, slick roads continue with the mist in some areas and fog farther north, santa rosa, maybe petrolealuma. the slowdown at the bay bridge toll plaza, we've filled in all lanes back past the 880 overcrossing. you can take bart to avoid this, i guess. something is happening today with that, much anticipation with the new fleet of bart cars. >> pete suratos is live in san jose. we've seen a little bit of the video that you sent in. we expect a colorful fleet. >> reporter: good morning. yes, that future fleet, bart's

future fleet, is expected to roll out later this morning. of course, it was expected to roll out back in the fall, but it needed more testing with those pilot cars. looks like the testing is done and we are going to see those new cars later this morning, but here is a sneak peek from july when our crews were able to check out these cars. now, the train is expected to leave roughly later this morning, it's going to be the first of 775 new bart trains going into service later today. it's been a comprehensive process getting this fleet going which included more than 75,000 miles of testing for the pilot cars and 20,000 trading hours for operators. as far as what will be different with these cars, it's going to be more quiet, comfortable and cooler due to the set up, you will also have digital signs showing where your destination is going, more priority seating for certain people as well as more doors. there will be more options as far as exiting the train with more doors.

also this is good news for people using it coming from the airport, there's going to be space for luggage on some higher seats so you can keep luggage closer to you. that's some of the features we will see in these new trains. later this morning we will see the bart director deborah allen here with a special eight-year-old guest to hop on that first new bart train and they are expected to take place as far as the new bart train starting at 11:00 a.m. live in pleasant hill, pete suratos for "today in the bay." >> we like to see those new cars. it's been more than three months since a gunman shot and killed dozens of concert goers in las vegas. today we expect an update on that investigation. the las vegas sheriff is set to hold a news conference later this morning. you may remember back in october a gunman opened fire from the 32nd floor of the mandalay bay hotel on the las vegas strip. that happened thousands were watching an outdoor concert, a total of 58 people died from that. nearly 550 people were injured. this morning investigators

in southern california say they will keep going through hundreds of pieces of evidence from the so-called house of horrors in riverside county. investigators are looking at journals written by the 13 children who were left in deplorable conditions by their parents. david and louise turpin faced a judge for the first time on thursday and we learned more horrifying details about this abuse investigation. the district attorney says the 13 children lived in what amounted to a torture chamber. they were chained, abused, only allowed to shower once a year and authorities say some of the victims were so weak and malnourished just eating in the hospital could send them into shock. the turpin's 29-year-old daughter weighed only 82 pounds. the alleged abuse got worse and worse overtime with beatings and chokings. >> they were not allowed to have toys, although there were many toys found in the house that were in their original package and had never been opened.

>> among the charges are torture, child abuse and false imprisonme imprisonment. the father also faces a count of lewd acts on a child. the judge set the turpin's bail at $12 million apiece. an alameda county deputy accused of setting up an attack on an inmate is set to face a judge. joseph bailey arranged a revenge beating at the jail in dublin. nbc bay area obtained court documents that alleged he boasted about it to another deputy. they quote bailey as saying i told those six guys to take care of him and make it look like he fell in the shower. the deputy faces assault charges. a follow-up on the growing anger over how san jose's alum rock school district handles its money. last night another fiery district;ór" meeting. >> sent dags, bullyiintimidatio harassment. >> parents and community members want the district to suspend all

contracts with the company hired to fix the schools. the parents say that some projects are actually partially paid for and yet the work hasn't started two years after it was supposed to. some parents are also calling for three school board members to quit. >> the only way you can help this community is by all three of you resigning. >> i think you just believe in your own supremacy just too much. >> the next school board meeting is coming up in march. new details on the long road to recovery for an east bay high school wrestler. ryan joseph's family told us he's getting better every day. as we first told you earlier this week he was paralyzed from 4 during a match. joseph attends college park high school in pleasant hill. he had a tracheotomy procedure earlier this week and is recovering well. he is able to speak on his own. his family says that one of his first things he said after waking up was i love you. also happening today, in oakland, mcclymonds high school

inn in mountain view as the city gapless with how to manage retail sales. that means folks who order recreational pot in mountain view are actually buying pot from outside of the community sending those tax dollars elsewhere. in december the city council pass add 45-day moratorium essentially hitting pause on the recreational pot. now, the city is still working on the local ordinance as are many other cities in the bay area even though voters approved recreational pot more than a year ago. you want to get your house earthquake ready, it costs money when you do that, but california is offering up some cash to help. the program is called earthquake brace and bolt and it offers up to $3,000 grants to help californians living in high risk areas. registration for the grants open next week on the 23rd and those registrations will be open for a month. there are just hours until the government shuts down and the presidentox% wants to go t florida.

"rupaul's drag race" the all stars edition. in case you didn't already know that program is a competition series featuring drag queens going through challenges. there's a lot going on in washington right now. pelosi hinted that she had already been part of theeq tapi. now, that tweet says, you better work. had a fabulous time with rupaul and good luck to all the queens. the "washington post" reports pelosi agreed to be a guest judge to the show solidarity of what she calls attacks against lgbt people by the trump administration. the new season of rupaul drag race all stars kicks off on saturday. >> when it airs it will look like she wasn't in washington for the showdown but she was. happening today "america's got talent" is holding auditions in the bay area. this is season 13 of the hit show. >> the auditions start at 9:00.

you good luck on behalf of the nbc "today" team. napa 40 degrees, san jose 49. yeah, the majority of that rain moved in overnight has moved off to the east. we still have a coupling ring showers and the hour by hour outlook shows another round of showers moving in at about 8:00 a.m., it will stick around through 9:00, 10:00, sparking showers in the south bay around 10:00 a.m. and we will start to see that decreasing by the evening. on saturday we are expecting mostly clear skies. we are tracking the arrival of that storm system on sunday and with it it's going to bring a good amount of snowfall, dangerous road conditions. there is a winter storm warning in place and that's because of the snow level drop and also the strong gusty winds. 75 plus miles per hour if you are driving up there. please look out. now, your long range outlook right now, frosty temperatures likely tomorrow morning so you might catch a little bit of that frost on your windshield, sunday we will start to see the active cool pattern making its return.

report if they )ve been sexually new this morning an ad is popping up on social media asking people to report if they've been sexual assaulted or harassed by lawmakers at our state's capitol. it starts out with photos of senator robert hertzberg who was recently accused of excessively hugging women in sacramento. then asked people to submit their e-mails to the victim hotline. the media company behind this ad is owned by former bakersfield mayoral sand dat. he claims that the ad is funded by two victims who work at the state capitol and wish to remain anonymous. he says that the goal is to empower and help victims, but other organizations have concerns. of a group of women speaking up against sexual harassment. they have questions about this new ad campaign. >> it's hard to tell where it's coming from and it makes certainly i know myself and those of us over at we said enough what the motivation is

behind it. to encourage people to come forward without a clear understanding of if they will be legally protected and what services are available to them we have a lot of concerns about the impact that that could have on potential victims. >> the new site only gives victims the option to leave an e-mail address but doesn't provide resources up front. victims who provide their e-mail receive a monthly newsletter. the only resources provided are numbers for the sacramento police department and the we organization which can be found on google. the campaign says that it has received 20 e-mails so far but it's not clear if they are real victims. happening today the woman accused of driving under the influence and killing a three-year-old little boy in the east bay is due in court.oyk investigators say uretet mall a hand was driving along interstate 680 in san ramone when she crashed into a car parked on a shoulder. a three-year-old little boy was killed in that parked car.

ma she is accused of driving under the influence and driving with a suspended license. she had two dui crashes in a three-month period. she is due in court this afternoon for a change of plea. anxiety and depression are the most common reasons students go to counselors on college campuses. that's according to penn state's center for collegiate mental health. researchers say 62% of college students who asked for counseling last year had anxiety. researchers say one of the most troubling findings is the growing number of students in counseling said they thought about suicide or harming themselves skroo panera wants to decide what is an egg. this isn't like what came first, the chicken or the egg. the restaurant is petitioning the fda because they say a number of their competitors including burger king, tack could bell and dunkin' donuts are selling egg patties that contain more than five ingredients so not just egg. panera has long been in favor of
