no bargain -- and more bl right now at 4:30, no bargain and more blame. the government shutdown continues for a second day. here in the bay area, frustration as people begin to see the direct effects. plus, caught on camera, a driver takes his car down a san francisco sidewalk. he says it was a car problem. police say it was attempted murder and more. first, big changes on the way in the forecast. a wet and soggy end to the weekend and the sierra about to be slammed. the news starts right now. as the weekend comes to a close, so will the dry weather. you're looking at a live picture of san francisco. the trans-america building, the clouds moving in right now.

this is life rve radar with sho on the horizon. >> you saw that radar. i have it up right here. if i zoom in, you could see parts of santa rosa, really in sonoma county starting to see showers early on. where you see that white, that's actually snow coming down. we're expecting this to bring a good amount of snow through the sierra into tonight and monday. another big rain-maker on the way expected wednesday. this one looks to be starting off in the north bay. we can expect to see showers moving on later this evening and through san francisco. the temperature dos remain fairly mild, into those 50s. we are tracking another frosty overnight into tomorrow morning. we are also tracking another storm system. i'll have a closer look at exactly what you can expect in terms of tonight's rainfall, how this will affect your monday

morning commute and when that big rainmaker is expected to make its arrival. the storm bringing rain to us and it's going to bring a lot of snow to the sierra. this is a live look at heavenly ski resort. storms have been a welcome sign for all resorts up there. they've been struggling for a while because of the dry weather. drives may be struggling if you're driving up there, especially on i-80. you can track the forecast and the timeline of the storm with our nbc bay area app. it's free to download on your smart phone. continuing coverage of the back and forth on capitol hill. a live look at the senate floor where both democrats and republicans are trying to end the government shutdown, each side blaming the other.

despite that, a compromise may be just hours away. >> reporter: an escalation of words and blame on the senate floor today. >> this shutdown was a political miscalculation of gargantuan proportions. >> reporter: to keep the government open, democrats wanted a deal to protect young immigrants from deportation. in exchange, they agreed to give trump money for his promised border wall. >> this is the trump shutdown. only president trump can end it. we democrats are at the table ready to negotiate. the president needs to pull up a chair and end this shutdown. >> reporter: while the leaders spar, negotiations are making progress before millions of federal workers are shout out of their jobs monday morning. republican senator lindsey graham now ready to change his no vote to yes. >> i'm not asking anybody to trust anybody. i'm asking people to grow up.

>> reporter: the senate needs 60 votes to move forward in its next step to fund the government. the next vote is scheduled for 1:00 a.m. on the senate floor. both democrat and republican senators say progress is being made and a vote could be taken earlier tonight if a compromise is reached. park visitors in the bay area are starting to see the impact of that government shutdown. they're finding parking lots and services closed in parts of the golden gate national recreation area and elsewhere. >> reporter: what people are finding today when they come out to some of these parks is that parking lot gates are closed and restrooms are closed as well. they knew about the government shutdown and now they're seeing how they're being affected.

in san francisco, dog walkers were surprised to find the parking lot blocked by cones and the gate closed. >> normally we go in the parking lot up there. >> reporter: they parked along skyline boulevard which was lined with many more cars than usual. >> we're thinking what's going on. so the government shutdown. >> reporter: the parking lot is on the list of temporary closures of sites and facilities in the golden gate national recreation area during the government shutdown. today visitors walked in trying to figure it out. in some areas roads and trails were being used. visitor centers and bathd roroo were closed. >> it's at least 50% less crowded. >> it's an emblem on the dysfunction in our government. i think it's a sign than the country as a whole doesn't know what it wants from our

government. >> reporter: visitors to muir woods were met with signs explaining the closure. still, some walked it. >> we learned when we got here. we ubered in and now we don't have cell service so we've got to find a way out of here, but had a wonderful walk. >> reporter: while muir woods is listed as officially closed, in some cases it might be a visitor center that's listed or restroom or parking lot. for a complete list of closures, go to our website at nbcbayarea.com. it's not just here. the entire country feeling the impact of the government shutdown to some degree. we're going to have more on the effects in other areas coming up in our 5:00 hour. we're learning new details in a very unusual case of reckless driving in san francisco's castro district.

this was cell phone video of a driver hitting parking meters and trees on the sidewalk yesterday afternoon. police say he backed into a deli, drove through intersections without stopping. when arrested 70-year-old kenneth rodder said he was having trouble with his brakes. this evening he's having trouble with the law. he's facing charges that include attempted murder, vandalism, hit-and-run and driving under the influence. somehow through all that, no one was hurt. more heartbreaking news for a bay area family. a second little girl has died after being involved in a crash two days ago. she has been declared brain dead at children's hospital in oakland. a vigil will be held in her honor about an hour. she was riding with her mom and sister when their vehicle was hit by a pickup truck driven by a 23-year-old man who was

running from the cops. the girls' mother underwent surgery after being severely injured but has been released. the suspect has been charged with murder. the victim of a hit-and-run in san pablo is fighting for his life this evening. the driver accused of hitting and leaving the person in the street is under arrest. happened near 23rd street and brookside drive. police were led to him after finding a sedan with front end damage near the scene of the crash. cases of dog flu spreading. a warning to pet owners tonight, the san francisco spca says there are now confirmed cases of canine flu in the city. influenza is a highly contagious respiratory disease. veterinarians in the the south bay reported about 70 dogs with signs of the flu.

where two soldiers are we're following developing news out of southern california where two soldiers are dead after an army helicopter crash. the accident happened yesterday morning at ft. irwin northeast of l.a. it's a major training area for the u.s. military. it's not clear how many people were on board the apache when it went down or what led up to the crash. we'll bring you the latest as we learn more. their heroic actions made headlines around the world. now a major movie about them is to be released. the three were honored in sacramento today.

two years ago, friends helped take down a heavily armed man on a train between amsterdam and paris. police believe their actions stop add terror attack. the three men are all from sacramento. today they were honored during a church service in that city. a movie about the men directed by clint eastwood set to be released next month. >> the whole thing has been unimaginable, very hard to put into words. we >> the three men play themselves in the movie. no actors. the three men play themselves. amazing. still ahead here on nbc bay area news, continuing coverage of the deadly mudslides in santa barbara county. nearly two weeks after the slides hit, a big step in the recovery for commuters. our radar right now already showing that moisture moving through parts of sonoma county. i'll give you the exact timeline

hoping a disappearing act can be reversed. dan chan parked his car near the a bay area magician is hoping a disappearing act can be reversed. his name is dan chan. he parked his car near the exit theater in the tenderloin a few weeks ago an went to see one of his fellow magicians perform. he comes back out to his car to find the window broken and his bag of unique magic tricks gone. he has been performing for homeless people in the neighborhood. he says while everything was worth about a thousand bucks in cash, many items were priceless because of what they meant to him. >> some of these things are very sentimental. a lot of these things are ordinary objects or things that i've customized or built. >> san francisco has seen a spike in car break-ins in recent years. it happened more than 30,000 times last year. about once every 18 minutes there's a car break-in this san

francisco. he says for now he's going to continue his act on what he has and focus on teaching his son the tricks of the trade. we're nearly two weeks after deadly mudslides roared through santa barbara county. highway 101 is set to reopen. workers spent today clearing the final drainage areas, stabilizing embankments and repairing signs. the highways will be open for tomorrow morning's commute. at least 21 people were killed in the mudslides. you were talking about this next batch of rain touching the north bay right now. >> we're already starting to see showers on the radar moving through sonoma county. looks like the majority of this rain is going to be sitting over the north bay. that's why we have to look out, because we do have some burn scars up there. it doesn't seem like this storm system is going to be bringing major rain totals, but still

something to keep an eye on. that weather system is pretty far off to the north. but as i zoom this in, you can see a lot of the white. that's actually snow. when can we expect to see the rain in your area? as far as the south bay, the south bay not really expecting too much rain if this. about 4:00, you can see the majority of that is still pretty far off to the north. we saw mostly cloudy conditions early on. if i fast forward this through 7:30, you can see some of those showers push down through the south, napa or oakland. fast forward this again through about 8:00. if you notice not really pushing down toward the south bay. the majority of those showers expected to become heavier around 9:00 or 10:00 for the north bay. we have expecting periods of heavy rain to come down through

napa and san rafael. if you have an early morning commute tomorrow, on your way to work you might either see some slick roads or possibly a couple of showers. if i fast forward this through 3:00 p.m., you notice it kind of clears out and we see some lingering showers through the sierra mountains got a good amount of snowfall from the last winter storm. this one is expected to give a couple of inches because it's still very cold up there. we're talking 30s right now. by monday we'll get a couple more inches of snow near the 4,000 foot level, near 5,000 feet as well. if i fast forward this through wednesday and thursday, we're tracking an additional storm system that's expected to come in. the totals between 12-18 inches, heavier snow expected wednesday and thursday. if you are planning to head up there, make sure to check the

road conditions. not really expecting too much rain through tonight. a little over an inch possible through monday in the north bay, less than a tenth of an inch expected for san jose. don't be surprised by those frosty overnight temperatures. in the morning oakland expecting a high of 56, san jose, 59. we will see those early morning showers through the early afternoon. here's a look at what you can expect. we keep showers on monday. we get a little bit of a break on tuesday. on wednesday we see that storm system move in. that's what's expected to bring more sierra snow. that sticks around through thursday. then we notice a drop in the temperatures thursday into friday. looking ahead towards next weekend, it looks like partly clear skies. the biggest rainmaker looks to be now that second storm system that's going to come on wednesday. the one we're seeing right now not really expected to bring big rain totals. it's still going to be sitting over the north bay.

that means crunch time for the athletes. can you believe it? only 17 days now until the opening ceremony of the winter olympics. that means crunch time for the athletes. one skier from piedmont has managed to be at the top of her sport even amid tragedy. >> reporter: casey oakley is unlike many of her competitors in many ways. growing up in piedmont, she started skiing later in life, but she even managed to get a degree from berkeley as well as a master's in business all while skiing near the top of her sport. the other difference is an experience that showed her skiing isn't everything. dreams can be a powerful motivator. the hope of one day competing at the olympic games has pushed casey oakley's body up and down

the mountain many times when it would rather not. so casey knows olympic dreams are important. they are not, however, everything. that, a lesson casey began learning her very first day at u.k. berkeley. >> so i met jill walking into first day of classes. >> reporter: jill costello was a cox for the berkeley crew team. the two soon became best friends, roommates and sorority sisters, each living their best lives until the end of their junior year. >> june 2009, everything changed after that. >> reporter: jill was diagnosed with stage four lung cancer. her senior year would be filled with chemotherapy and radiation. jill continued going to school, continued to row. >> the craziest thing within that year was she was waking up at 4:30 a.m. every morning with a smile on her face.

what probably inspires me most in my skiing still is if she can do that while she's fighting lung cancer, then there's nothing really to ever complain about with my skiing. >> reporter: jill died not long after graduation. and casey returned to her olympic quest, but with a much different perspective. >> generally when you go through a situation like that, what you really realize is despite your love and passion for a sport, it's always your friends and family that are most important. >> reporter: with that in mind, casey honors jill to this day, running jill's legacy and raising enough money over the years to fund a first of its kind young person lung cancer research study, a goal medal, if you will, of a different kind. >> her situation has taught me the most in life out of any situation i've been through. >> reporter: now, we heard from casey that she didn't make the team this year.

er right now at 5:00, day two of the government shutdown. lawmakers pointing fingers at each other over who's to blame. and at this hour, a break through may be on the way. the news at five starts right now. the mood in washington more optimistic than combative after a second full day of the government shutdown. the leaders of both parties spar on the floors of the senate. negotiations behind closed doors are making progress. a major sticking point remains immigration reform and allowing those brought to the country as children to stay. democrats say they're willing to give president trump money for his border wall in exhachange f protection for d.r.e.a.m.ers.

president trump tweeted today that if the stalemate continues, republicans should resort to the nuclear option and pass a budget with just 51 votes. >> the president must take yes for an answer. until he does, it's the trump shutdown. he has said he has love for d.r.e.a.m.ers. let him show it. he said he needs a wall and border security. accept our offer to do both of those things. >> the next vote's scheduled for 1:00 a.m. washington time, so 10:00 our time tonight. the vote could come earlier if a compromise is reached. the big goal, to come together for the shutdown spreeads into the workweek. the government shutdown will not hit law enforcement and health inspections but some government operated facilities have been disappointed. >> reporter: in the nation's capital, the library of congress, the research library that officially serves congress, is closed to the
