no deal, 850,000 workers including members of the military will not be receiving paychecks and they may be furloughed as the unprecedented government shutdown goes into day three. but that could change all this morning as the senate vote is slated for noon that could determine whether the closure will end in a short-term funding bill returning government employees for work at least for now. senate majority leader mitch mcconnell made the announcement on the senate floor overnight. >> it would be my intention to proceed to legislation that would address daca, border security, and related issues. the shutdown should stop today. let's stop victimizing the american people and get back to work on their behalf. >> but even as mcconnell announced that move, senate minority leader chuck schumer made sure to point out that as of right now there is still no agreement. >> i am happy to continue my

discussion with the majority leader about reopening the government. we've had several conversations, talks will continue, but we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> so, this morning the question, will the president be on board after demanding republicans change senate rules and cut democrats from the negotiating table altogether? at least one republican is saying it doesn't matter. >> we're saying regardless of where the president is, we're going to move ahead. regardless of what the white house is going to say, we're going to be the senate. we're going to move ahead. and then we'll deal with the house and the white house. >> the official white house schedule this morning has no public events on president trump's calendar for the third day in a row. with no clear indication if and when he would get involved in brokering a deal. for more let's go to nbc's garrett haake on capitol hill. garrett, good morning. >> reporter: frances, good morning. we're staring at the outlines of a deal to potentially reopen the government by noon today.

last night mitch mcconnell, the senate majority leader, said in exchange for votes from democrats, reopen the government and fund it through february 8, he would make a commitment to bring immigration issues and other issues that have been caught up in this debate to the floor to be discussed and debated within that timetable by february 8 if there weren't some other agreement made separately. the question that will have to be answered today will have to be answered by democrats. is that good enough from the majority leader? do they believe mitch mcconnell? do they trust him? and are they convinced that the president won't blow this deal up? democrats are scheduled to meet at 10:00. there's also scheduled to be a meeting of bipartisan group of senators who have been working to come up with exactly this sort of solution to reopen the government. crunch time will be at noon. that's when this vote is scheduled. it could happen, it could pass, it could fail, which would dump us back into the shutdown. or it's possible if this deal is still being negotiated, it could continue to be pushed down the

line. but as we start the day today, day three in the shutdown, but for the first time we're seeing the possibility of a deal to reopen the government. frances? >> we will see at noon. garrett, thank you. lawmakers will get together in a few hours to try to find a way to get the government back up and running. the question, though, what could possibly end the stalemate? and with no clear indication of what that may be, many immediately turn to casting blame blanketing the sunday shows. our colleagues at msnbc's kcdc wreak out the weekend blame game. >> a government shutdown. >> shutdown showdown. >> chaos in the capital. >> the shutdown coinciding with the one-year anniversary of the trump presidency. >> we believe there is a trump shutdown. >> call this the schumer shutdown. >> the amnesty shutdown. >> we're trying to solve the problem the senate created. a >> this is solely the democrats' responsibility. >> the blame game is ridiculous. >> it's being run by idiots. >> this is idiotic.

and republicans for the shutdown. 28% faulting democrats for the closure. and the shutdown is also reverberating around the world with vice-president mike pence arriving in israel after paying a surprise visit to u.s. troops on the syrian border. he took the usual step of blaming the democrats with members of the armed services directly behind him. andrea mitchell has that including a sit down with mr. pence. >> reporter: the vice-president offering troops an unusually partisan message near the syrian border. >> a minority in the senate has decided to play politics with military pay. you deserve better. >> reporter: he said the white house won't negotiate on immigration until the democrats reopen the government. aren't the republicans in control of the senate? they have the majority. >> as you know, andrea, legislation requires too often 60 votes. and so in a very real sense, the democrat minority is in the drivers seat here. >> reporter: the service members here can't help worrying about

what happens' happening back home. >> how do the troops feel about the shutdown and what they see going on in washington? >> everybody wonders if they're going to work the next day, going to be able to pay their bills. >> reporter: the vice-president was lectured by king abdullah angry about president trump's decision to move the embassy in israel to jerusalem. >> again, for us, jerusalem is key to muslims and christians as it is to jews. it is key to peace in the region. >> reporter: in fact, palestinians demonstrated against pence in bethlehem where he had hoped to visit but was told he would not be welcome. how can you have a peace process when the two sides are so far apart and the palestinian are not even meeting with you on this trip? >> we understand that our allies and friends in the region might have a difference of opinion on that. we agreed to disagree. >> reporter: sunday night pence arrived in jerusalem with that new u.s. embassy may open next year, two years earlier than the secretary of state had said. also in this region, the u.s. faces yet another crisis. turkey striking u.s.-backed

the line of storms just crossed little rock and now it is right through the heart of louisiana. as of now, no active tornado warnings. we also have the line of storms going through missouri. we have a few severe thunderstorm warnings. up towards omaha and back towards nebraska an all out snowstorm on the backside of this. we have blizzard warnings through much of nebraska, minneapolis and northern wisconsin we have winter storm warnings. and the heaviest snows will be from minneapolis south wards to mason city and right back just north of omaha. someone could get about 6 to 12 inches of snow by the endf o to d.c. today, but cooler, rainy and foggy in areas of southern new england. well, one lakers fan is waking up $100,000 richer this morning. this was during yesterday's

to prevent anyone from climbing them. it is eagles first time back to the big game since 2005 where they lost to, yep, you guessed it, the new england patriots. but first they made short work of minnesota. the vikings scored first, going up 7-0 a few minutes into the game. eagles said no, not on our turf. few minutes later quarterback patrick robinson intercepted a throw by case keenum running it back for the pick 6. the eagles never turned back. they put up a total of 38 unanswered points, decimating the vikings 38-7 to become nfc champions. earlier in the day, though, it was the pats and tom brady's injured thumb against the jacksonville jaguars despite an early pats field goal. jacksonville blake portals fended off the new england defense giving his team a 14-10 lead at the end of the half. not before this scary moment for new england, though. star tight end gronkowski gets leveled by jacksonville safety in a helmet to helmet hit.
