"early today" starts right now. good monday morning. i'm frances rivera. phillip has the day off. today marks day three with roughly 850,000 federal workers including members of the military unable to go to work as the federal government shutdown continues. overnight developments could change that with the senate vote slated for noon that could determine whether the closure. will end in a short-term funding bill, returning government employees to work. senate majority leader mitch mcconnell making the announcement on the senate floor overnight. >> it would be my intention to proceed to legislation that would address daca, border security, and related issues. the shutdown should stop today. let's stop victimizing the american people and get back to

work on their behalf. >> even as mcconnell announced that move, senate minority leader chuck schumer made sure to point out as of right now there's still no agreement. >> i am happy to continue my discussion with the majority leader about reopening the government. we've had several conversations, talks will continue. but we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> the question this morning, will the president be on board after demanding republicans change senate rules and cut out democrats from the negotiating table altogether? nbc's tracie potts joins us from capitol hill with more. tracie, good morning. >> francis, good morning. we thought there might be an answer early this morning, but that vote was postponed to give democrats a chance to chew on this a bit. both sides afraid if they blink first the other won't follow through with the compromise. lawmakers up all night, inching towards compromise. >> let's step back from the

brink, let's stop victimizing the american people. >> reporter: today's noon vote would reopen the federal government until february 8th, get a budget first and then deal with daca. protection for undocumented immigrants brought here as children. democrats are expected to meet this morning. some don't trust a republican promise to fix immigration later. >> talks will continue, but we have yet to reach an agreement on a path forward. >> reporter: republicans meet this morning too, an hour before the vote, two who flipped and voted with democrats are flipping back. >> we're going to vote yes. we believe that this commitment is significant, and i hope that we have an [ inaudible ] to open the government back up. >> reporter: part of the challenge no one is quite sure what president trump will sign. he insists full funding for a border wall, not just a down payment. >> this is about funding our government. it has nothing to do with immigration, and yet we're going to hold our military men and women hostage so that we can get a deal.

>> reporter: the house is on standby while the shutdown drama plays out in the senate. monday morning brings new pressure because a lot of the government is closed anyway over the weekend. when the federal office doors do not open this morning, that's when people will really start to feel the impact. francis? >> we'll see what's at noon. thank you. this weekend hundreds of thousands of women, men, and children joining in protest against the trump administration and calling for swift change in washington. it marks one year since the 2017 women's march brought out more than a million people. demonstrators came out in droves in major cities like los angeles, new york, seattle, and san francisco. there were demonstrations in small town america, as well. marchers there made sure their voices are heard. here's a sampling of the speeches from this weekend's march. >> yesterday we were back on our heels. today we are in a forward motion around this country that cannot be turned back! >> i am speaking today not just

of minnesota. the vikings scored first, going up 7-0, a few minutes into the game. the eagles said not on our turf. it's not going to happen. minutes later, the quarterback patrick robinson intercepted the throw, running it all the way back for the pick six. the eagles never turned back. they put up a total 38 unanswered points, decimating the vikings 38-7 to become nfc champions. early in the day it was the pats and tom brady's injured thumb against the jacksonville jaguars. despite an early pats field goal, blake bortels fended off new england, the defense, giving his team a 14-10 lead at the half, end of the half. not before the scary moment for new england, though, star tight end rob gronkowski gets leveled by jacksonville safety barry church in the helmet to helmet hit. gronk gets up wobbling and heads to the locker room. he left the game with a concussion. on to the fourth, pats down by 10, tom brady would connect with

danny amendola for two touchdown passes in the quarter to complete the unlikely comeback. patriots win 24-20. they became the first nfl team to ever come back from a double digit deficit in the fourth quarter of an afc title game. another notch on tom brady's belt. he heads to his eighth super bowl looking for a sixth title. the super bowl will be here on nbc on february 4th. the awards season remained in full swing in l.a. with the screen actors guild awards. the 24th annual event kicked off with a host for the first time, actress kristen bell, joined by an all-female lineup of presenters. some color returned to the red carpet with few times up pins on display. as the me too movement took center stage throughout the show like this exchange between marisa tomei and roseanne arquette. >> we are honored to be part of the supportive and creative community, and we are inspired that so many powerful voices are no longer silenced by the fear of retaliation. we can control our own destiny.

family members say he grew up in the new jersey seaside community of margate, the son of a pizza shop owner from albania. his mother says that's him in the video. >> yeah, yeah. this is my son. >> reporter: she told reporter ted greenberg of nbc station wcau that she's surprised and upset. >> reporter: did he ever talk about terrorism before he left? >> no, no, no. >> reporter: now posted on the door is a note saying the family is devastated. a man who managed a restaurant where hoxha was a busboy said he saw signs of trouble. >> we used to say we know some day we're going to open up the newspaper and see you're in al qaeda or something like that. >> reporter: federal investigators say hoxha left the u.s. three years ago, traveling first to turkey, then slipping into syria. just six months later, investigators say, he showed up in an isis video beheading a kurdish soldier. recently filed court documents say hoxha has become a senior isis commander. >> to find an american on the battlefield for isis as a propagandist, an operational

>> good monday morning to you. wall street is set to open lower this morning as investors watch what happens with the government shutdown. the markets are coming off of a positive week with the dow, nasdaq and s&p 500 all posting three straight weekly gains. economists believe the government shutdown will have a minimal impact on the economy if it's resolved soon, but a prolonged standoff could take a toll, 850,000 federal workers may be furloughed which would reduce spending on their wages by about $1.5 billion a week, but if the shutdown is brief, the economy would recover as those employees receive back pay. prices at the pump edge higher. industry data says gas prices rose 4 cents over the past two weeks to an average of $2.58 a gallon, 22 cents higher than a year ago. analysts say the rise is mostly due to a higher crude oil price. amazon will open its new store powered by artificial intelligence. in downtown seattle today. amazon go has been tested by

as we learned, last week amazon narrowed the field of potential locations for its second headquarters to 20 metropolitan areas. 50,000 jobs are at stake. with online shopping dominating retail, the centers that ship out the orders are now all over the country. nbc news business correspondent jo ling kent reports on one town getting a big boost. >> reporter: not long ago, tracy was a sleepy town in california's central valley. nowadays, big brands like home depot, pepsi, and amazon are setting up enormous warehouses known as fulfillment centers to feed america's insatiable appetite for online shopping. as these sprawling warehouses hum with activity, they're unboxing another benefit. jump-starting local economies with new businesses opening to support the influx of workers. >> we were busy right away.

>> reporter: in fact, kevin dipel left his fulfillment center job to open a restaurant. >> we've seen a lot of young, early 20s, just getting started, getting their first jobs in distribution and fulfillment. >> reporter: tracy has lured companies by leasing large swaths of underused low for $1 a year, plus tax rebates and deferments. what have you seen in the last year in terms of job growth? >> it's been huge. in fact, since 2014, we've netted over 6,000-plus jobs. in the last quarter alone, sales tax revenue has went up 35%. >> reporter: as more traditional retailers close their doors, fulfillment center boomtowns are springing up across america. the average pay, $12 to $14 an hour. these jobs may not last forever as automation plays a bigger role. >> this isn't a silver bullet. it's hope and opportunity. but it has to be levered. that means taking the proceeds from this and investing in the
