"early today" starts right now. good morning on a monday. i'm frances rivera. today marks day three with roughly 850,000 federal workers, including members of the military, unable to go to work. as the federal government shutdown continues. but overnight developments could change that as senate vote is slated for noon that could determine whether the closure will end in a short term funding bill, returning government workers back to work. well, state majority leader senate majority leader mitch mcconnell made the announcement on the senate floor overnight. >> it would be my intention to proceed to legislation that would address daca, border security, and related issues. the shutdown should stop today. let's stop victimizing the american people and get back to

work on their behalf. >> but even as mcconnell announced that move, senate minority leader chuck schumer made sure to point out as of right now there is still no agreement. >> i am happy to continue my discussion with the majority leader about reopening the government. we've had several conversations, talks will continue. but we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> so, the question this morning, will the president be on board after demanding republicans change senate rules and cut democrats from the negotiating table altogether? for more let's go to nbc's tracie potts on capitol hill. tracie, good morning. >> reporter: hey, good morning. here's where we are with no one here on capitol hill, including republican leaders quite sure what the president will sign off on. he has no public events on his schedule today as the shutdown drama plays out primarily in the senate. right now we're looking at, as you noted, that noon vote. they were trying to do something early this morning, but democrats essentially needed more time to talk about this, to

chew on it. it's a noon vote with a compromise that would reopen the government, fund it until february 8, and then deal with daca, protection for those undocumented immigrants. the democrats have insisted on. two republicans who voted with democrats have now flipped back. they're saying they believe this compromise will work. >> we're saying regardless of where the president is, we're going to move ahead. regardless of what the white house is going to say, we're going to be the senate. we're going to move ahead. and then we'll deal with the house and the white house. >> reporter: now, a big part of this is the president's border wall. conservative republicans insist that he does not want a down payment on that wall. that any final deal would need to fully fund the wall that he's promised. frances? >> all right, a lot to watch. tracie, thank you. the awards season remained in full swing in l.a. with a screen actors guild awards. the 24th annual event kicked off

angeles, new york, seattle and san francisco. and there were demonstrations in small town america as well. marchers making sure their voices are heard. and here's a sampling of the speeches from this weekend's march. >> yesterday we were back on our heels. today we are in a forward motion around this country that cannot be turned back. i am speaking today, not just for the me too's because i was a me too. but when i raise my hand, i am aware of all the women who are still in silence. >> because of you, the revolution is rolling. you told the world that time's up on violence. you told the world that time's up on silence. >> it gives me hope that we are moving towards a place where our sense of equality can truly come from within ourselves.

>> the pyeongchang winter olympics are less than three weeks away and diplomatic talks between north and south korea. now north korea says it will send a survey team to pyeongchang to inspect olympic facilities ahead of the games including accommodations, stadiums and other venues. but north korea also appears to be opening its doors. nbc's lester holt is there and got an exclusive look inside the place where the medal hopefuls may train for the winter olympics. >> we traveled about four hours east of pyongyang to visit a ski resort that has significance in the recent talks we've been watching between the north and south over the winter olympics. this we are told is a place where athletes from the north and south will be training together. we were also invited here, i would suspect, because it is not what people expect to see in north korea. a modern ski resort, it's got patriotic music and videos playing from the screen here, and a lot of families out enjoying themselves. we've spoken to some of those families, people expressing a

sense of optimism that the two countries are speaking together, a sense of pride that they will be competing together in the winter olympics. and also some expressing a sense of greater security given a chance to ratchet down some of the tensions. none of this, of course, erases the issues of the nuclear program here that has drawn the attention and criticism from around the world, and certainly the crippling sanctions that have caused so much hardship in this country. not evident here obviously, but something that they are dealing with here. we'll continue our reporting this week on nbc nightly news. but for now we'll send it back to you in new york. >> lester, thank you. it is a rematch 13 years in the making, philly fans poured into the streets after the eagles dominating win in the nfc championship to lock in their spot at super bowl lii and in a city known for rowdy fans police prepped for celebrations early. they are greasing the light poles with crisco to prevent
