systems moves through. with that comes a wet drive. a live look at the bay bridge and the highway 101 in palo alto this morning, what you can expect for your morning commute all coming up. >> good morning, thanks for joining us, i'm laura garcia. >> and i'm marcus washington. first we want to talk about the commute in just a moment but kari here to talk about the wet stuff that we see on the roads. >> you have to turn on the windshield wipers this morning and it may be a slippery drive. make sure that you are ready for some wet roads and also a longer commute for some. we are going to see this round of rain moving through fairly quickly, it's going to be in and out of here. as we get a closer look we can see that for the most part the rain was skipped around san jose, only a few spotty light showers, but go a little north of san jose and you will start to run into that rain. by 8:30 we will start to see this tapering off, through the rest of the day it will leave a tenth to a quarter of an inch of rain for the bay area. we will talk about the next

system moving in on wednesday and mike is tracking the wet roads. >> you told the tale of the conditions out there. we also see that on our road weather index, the green highlighting anywhere north of the dumbarton bridge, but all around the coast for 101 slicker conditions, be careful. i've been watching this crash and slowdown we've seen pop up from time to time northbound 280 approaching cesar chavez. we officially only have the fast lane opened by an early morning crash. chp struggling to get this opened by 5:10. north 101 will keep you clear of that incident but those round ro bins are causing slowing from time to time but not all the time. easy drive approaching the bay bridge toll plaza. wet out there. soupy. just be careful this morning despite the lighter traffic right now. back to you. a busy morning in south san jose right now as investigators work two different scenes. breaking news right now as police are surrounding a south san jose hotel this morning, a standoff that has been under way for now about 12 hours.

this happened at the wyndham garden hotel on silicon valley boulevard, near highway 101. a witness tells us that police were on the second floor using a battering ram at one point. we now know that there are agencies involved, in department. we will bring[váu live coverage of this coming up a%awñ 5:30. also developing in south san jose three miles away, a man is dead and the search for the gunman continues after a deadly ñ complex. "today in the bay's" bob redell b)oad and highway 85. now, bob, what have you learned happened here at this point? >> reporter: well, good morning to you, marcus. you can see san jose police are still out here several hours later. they've got their crimes unit to processing the scene behind me. a person who lives around here tells us around 8:45 last night they heard a rapid succession of gunfire outside the assent luxury apartments here on the

5,000 block of charlotte drive when the san jose police department arrived on the the scene they found that man who you mentioned on the sidewalk in front of the complex suffering from at least one gunshot wound, he was later pronounced dead on the scene. a witness did see another man running from the scene, police tell us they are still looking for a suspect. haven't said what led up to this shooting. this is the second homicide of the year for the city of san jose. last year at this time three people had been murdered. if you look at the numbers from last year in total there were 34 homicides, the year before that 47. reporting live here in san jose, bob redell, "today in the bay." >> thanks for the latest there, bob. now to the latest developments out of washington. we're now in day through of the government shutdown, but there could be an end in sight. today the senate is expected to vote at 9:00 our time on a three-week funding bill, but this morning lawmakers are scrambling to find a compromise in immigration and the president's border wall.

some don't trust a republican promise to fix immigration later. >> talks will continue but we have yet to reach an agreement on ajq[w path forward. >> reporter: republicans meet vote, two who flipped and voted with democrats are flipping back. >> we're going to vote yes. we believe that this commitment is significant and i hope that we have enough to we can open the government back up. >> reporter: part of the challenge, no one is quite sure what president trump will sign. he insists on full funding for a border wall, not just a down payment. >> this is about funding our government, has nothing to do with immigration and yet we're going to hold our military men and women hostage so that we can get a deal? >> reporter: the house is on stand by while the shutdown drama plays out in the senate. now, of course, a lot of the government was closed anyways, they normally are over the weekend so this first weekday is going to be an open opener for a lot of people hit with the reality that the services that

at 7:00 a.m. 5:06 right now. happening today a santa rosa high school will finally reopen. cardinal newman high school has been closed since the north bay firestorm. the october fire heavily damaged the library, administration building and two dozen classrooms. students have been attending classes at several santa rosa area churches. >> san francisco police will host a follow-up town hall meeting following a deadly police shooting in december. on december 1st an arriving rookie officer shot and killed 42 years suspect key anti o'neal. he car jacked a california lottery van. police also say he was not armed. john burris is representing the suspect's family and believes charges should be filed against the officer. that's not happened. tonight's meeting takes place in the bay view district. a record number of interventions being reported for people who intended to jump off of the golden gate bridge. according to the marin ij bridge patrol team members last year

talked down 245 people, contemplating suicide. during the prior year that number was 184 at the same time. fewer suicides were reported last year than one year earlier. santa clara county leaders considering a plan to provide affordable housing for teachers. palo alto weekly reports supervisor samidian is proposing providing up to 120 below market units in palg. the property would provide housing for teachers from four silicon valley school districts. a new video to show you this morning shows the blanket of snow in the sierra. the video courtesy of heavenly mountains resort. the past weekend proved to be a pretty one for ski row sorts. sierra got a decent dousing of snow from last weekend's storm and there could be more on the way. tell us it's true, kari hall. >> it's coming down right now because we are seeing that rain, the sierra is getting that snow

and we can see it on the radar now, all of the bright white we're seeing snow coming down in the sierra. this is a fairly weak system and will have a heavier storm midweek between wednesday and thursday. look at how much more additional snow we could have, another possible 2 feet or more in some of the higher elevations. now, as we see this rain tapering off today, our high temperatures will reach into the mid to upper 50s, even some low 60s for san jose and also most of the rain clearing by about 8:00 or 9:00 this morning as we go through the rest of the day we are going to get a mix of sun and clouds and san francisco reaching 54 degrees and 58 in livermore. as we head over to mike, how are those roads moving with the wet conditions? >> the wet conditions demand that folks slow down a tad bit, especially if it's not heavily raining because you will think everything is okay. traction is an issue. we have had a number of smaller reports around the -- across the morning, but in san francisco i just got confirmation they have cleared all lanes northbound 280

right now at 5:13 as you get ready to head out the door it is a soggy one, even though we haven't seen a lot of that rain in san jose, just head farther to the north in sunnyvale and fremont, we're seeing some of those showers coming down. as we take a live look outside in san jose right now let's go to los gatos, we will have a chance of rain through about 7:00. other than that it's going to be a mostly cloudy and cool day. we will take a look ahead to the rest of the week as our next storm system moves in, that's coming up in five minutes.

and this live look from our oakland camera, you see the glow for the lights and a slippery soupy conditions in parts of the bay. no major crashes for oakland but folks tapping their brakes all over the place. be careful, we will show you the slowing as you approach the bay bridge. thank you, mike. 5:14 right now. to a developing story for you. terrifying moments at a florida shopping mall this morning. police are looking for a man who was seen running shortly after two pipe bombs explodesed there. this happened last night in polk county. eve device appeared to be composed of some type of flare inside of a pvc pipe wrapped in electrical tape. police are also inspecting another suspicious device left near the mall's movie theater. no one was hurt, but there was damage to the ceiling and the mall was evacuated as a precaution. a bizarre reckless driving investigation is under way after an accident in san francisco's castro district this weekend.

take a look at that, a cellphone video of a driver slowly driving on the sidewalk hitting parking meters and trees. it all happened on saturday afternoon. police say he also backed into a deli, drove through intersections without stopping and crossed into the i don't think side of the street. 70-year-old kenneth rotter who lives in that van with his dog was arrested. he told police there was something wrong with his brakes, but police say he was under the influence. rotter is facing chorjs of attempted murder, vandalism, hit and run and more. fortunately no one was hurt. leaders tomorrow will consider following san francisco's steps in bang the sales of flavored tobacco products. the san mateo daily journal reports supervisors will vote on a proposal to outlaw sales of the product in unincorporated areas and that would have you san francisco international airport. san francisco supervisors approved a similar measure last

year that opponents are trying to repeal. facebook plans to rank news agencies based on their credibility. >> scott mcgrew, president trump tried something similar. >> he did, trump ranked the least credible news agencies at least in his opinion, right? facebook will rank news agencies it finds most credible, two sides of the same coin. "the new york times" says facebook will allow users to vote on which agencies they believe the most. so cnn or nbc or fox news and then see more information from those agencies in their feeds. this as facebook tries to undo some of the damage it did during the presidential election by spreading fake news articles. much of it spread by russia bots, take accounts. speaking of russian bots twitter snuck some news into late friday morning. i want to repeat it because i think it's important. twitter said friday as many as 50,000 accounts on its services from russian bots, contributing to misinformation during the presidential election. their res analogies reached as

many as 677,000 americans. those numbers are much bigger than twitter had previously disclosed. wall street waiting to see that will happen with the federal government this morning, there is a vote at 9:00 a.m. our time to reopen the government for three weeks and netflix reports profits this afternoon. and amazon opens its first no checkout store to the public this morning in downtown seattle. you check in using your amazon app, grab items you want and just leave. no checkout. sensors total up what you have as you leave and charge your amazon account. those who have tried it say it feels a little like shoplifting but seems to work. i think it's obviously hard on cashiers, we're seeing automation, but there is a certain drugstore i won't name it, let's call it cvs where you stand in line just forever and if i could just go right through, i'd pay more money. >> 18 people in line, one person checking them out. >> i wonder when you're able to tale to see if they correctly

charged you. >> probably right on your app as you're walking to if you wanted to. it will be right there to say, yep, that's what i had. >> interesting. this next story you all probably remember this,8ñ a herc story put in the spotlight again, about three friends from sacramento who actually prevented a terror attack in france. >> it was remarkable. it happened a couple years ago. friends spencer stone, alek skarlatos and anthony sadler helped take down a heavily armed man on a train between amsterdam and paris. police believe their actions stopped a terror attack. the three men are from sacramento and this weekend they were honored during a church service there. this comes as a movie about the men which is directed by clint eastwood is set to be released next month. >> the whole thing has been unimaginable and very hard to put into words to be honest. we're very grateful. >> so get this, the three men play themselves in the movie. so now they're actors. >> isn't that cool? >> i like that. i mean, they know what actually

haven't seen much of the rain here. as you get a look at that seven-day forecast up at the bottom of the screen we will have another chance of rain through the forecast as we go through the week. as you go a little farther north of the san jose head up 101 or 280, we are seeing some showers moving through the peninsula off and on, also in san francisco across the bay to oakland and then over towards the tri-valley as well. we're seeing the rain coming down at a good pace in every will more. as we go through that morning commute in the east bay, by 7:00 mostly cloudy, a few less -- less of those showers movingf!ñ through and our temperatures dipping to 48 degrees. some peeks of sunshine by early afternoon. i think we will get more sun later on today after this system moves through we will have another round of rain moving through on wednesday. this one looks stronger with heavier downpours, heavier sierra snow. we could have gusty winds and cold temperatures that could drop those snow levels heading into the end of the week. toward the weekend most of the

bay area stays dry except for most of the mend seat toe county as we will see a chance of showers there. another chance of rain early next week. lots to track here, but for the most part we will see the heaviest and strongest storm coming through between wednesday night and thursday morning that could bring an inch of rain. as we are looking at the rest of the forecast a chance to dry out throughout the weekend in san francisco, temperatures warming up, too, look at the inland areas, up to 65 degrees by sunday. mike was telling me you will need to slow down a bit for these conditions. that's right, because slick roadways even though the traffic is not that heavy in most parts of the bay you need to slow down a bit, mind your speed because you are going to slow down more gradually with slick conditions on the off ramps and on ramps. the green all over the bay means slicker roadways all the way down in towards silicon valley as kari talked about getting a little break down here. moving toward the north bay there is even a little fog registers west of novato, so just use that as a word of caution along the coast.

getting over toward the bay bridge we see slowing on our grid right here. now, there's no incidents on the maze, but look at the live camera from the bay bridge toll plaza itself. we do have the rain falling on the lens so the conditions with the amount of slowing and the metering lights were just turned on a couple minutes ago. we are looking at the transit system, no delays, but in these% conditions sometimes they will slow the bart trains down a bitñ we will track that. sc coming up(li next on "today th%h%ny what many people are going to be talking about this morning, the memorable moments from last night's saga wards.

us rain and sierra snow. as we get a closer look we can see that the rain has been scattered and right now starting to move into san jose as we will continue to see this rain pushing through. as we go through the 9:00 hour the rain will start to taper off for most of the bay area and then our rainfall totals for the day will be about a quarter of an inch or less. we will have another storm system moving in on wednesday and we will talk about that, but what are you doing this weekend? i will have a look at your weekend forecast coming up. mike is says lights and rain at the bay bridge. >> lights, rain, light rain. looking at the backup at the bay bridge, the metering lights turned on right on schedule. look at the effect of the rain on your speeds. now, the map will show you green highlighting means wet roadways, this morning and yellow slower speeds coming in off of 24, 580 and over in through the maze. that was right as kari's radar shows that rain sweeping over the oakland area. the rest of your commute a light volume of traffic but the slick conditions are the ones i'm worried about. lower the speeds a bit and ease

on to the braking. two big stories in the south bay this morning both in south san jose. a deadly shooting at an apartment complex, but first breaking details from a hotel that was surrounded by multiple police agencies. this is from across the area. >> "today in the bay's" pete suratos just arrived on the scene. pete, can you tell us what's going on? >> reporter: yeah, good morning. we're just getting here at the wyndham garden san jose silicon valley. right behind me you can still see there is a heavy police presence, you still have san jose police, santa clara county sheriff's department as well as san jose fire here for what we're going told is a standoff inside of that hotel. now, i did go inside the hotel where there were negotiators in the lobby area. what they're telling me at this point is that there is a subject in there, we don't know if it's a male or female, with a felony warrant. that's what they're telling me as of this morning. what they're doing right now,

what they're saying they are negotiating what they're referring to as a peaceful surrend surrender. at least they confirm to me there is a person inside that hotel room with a felony warrant they are negotiating with at this time. now, they told me they've been here for closing in on double digits when it comes to the amount of hours this standoff has been taking place. i know a witness told our newsroom that apparently a battering ram was used at some point yesterday to get into a hotel room on the second floor. what information wasn't confirmed by san jose police when i just spoke to them, but for those just tuning in we can confirm there is a person inside that hotel room with a felony warrant. they are working on negotiating with that person peacefully at this time. we're hoping to get more details from san jose police at some point this morning. of course, once we get those details we will bring them to you in the newsroom. live in san jose, pete suratos for "today in the bay." in about three miles away from a developing story that we're following, police are investigating a deadly shooting

"today in the bay's" bob redell is at the apartment complex gathering more information now. he is going to join us with another report at 6:00 a.m. 5:34. to developing news out of our nation's capitol. a live look in washington where we are entering day three of the government shutdown. this morning lawmakers on capitol hill are trying to reach a bipartisan agreement. the senate is expected to vote at 9:00 our time this morning today on a three-week funding bill. senate majority leader republican mitch mcconnell says that he will work on a daca resolution once the government reopens. this morning senate minority leader chuck schumer is set to meet with democrats who are skeptical that republicans won't follow through and take action to protect d.r.e.a.m.ers. locally a big impact of the shutdown, this closure to national parks, this is from ore

the weekend. tourists showed up to muir woods not knowing it would be closed an we were met right here, this mess right here at ft. funston as the park goers packed skyline boulevard because the parking lot was closed, alcatraz and yosemite are only partially opened. >> we're thinking what's going on, you know, so, yeah, so the government shutdown. government shutdown. >> it's an emblem of the dysfunction in our government and i think it's a sign that just the country as a whole doesn't know what it wants from our government. >> now, if the shutdown does not end soon it could delay your tax refund. the irs has to furlough nearly half of its workforce. scott mcgrew will continue our coverage on the government shutdown. that's coming up in about ten minutes. happening today despite the government shutdown today california will start issuing a new kind of id that the feds want you to have if you want to

fly nationally. kris sanchez shows us what it means to all of us and how soon we will need what they're calling the real id. >> you can keep using your current california id forever if you want to, but if you want to be able to use your california id for travel within the u.s., you will have to get that real id and today is the first day that you can get one. here is a look at that new california id, they will look a little different, you can see poppies there on the left-hand corner, there is a minor there on the right side. under uv light you will see the golden gate bridge and coit tower. the federal requirement is in order to tighten security features and the documents that you have to provide to get one. that was coming after the 9/11 commission findings. the dmv provided us this explanation for why you don't need to get in line right away. >> there is no need to rush into a dmv field office. until october 1st, 2020, a valid california driver's license or

id card can be used for federal purposes, including boarding a domestic flight, entering military bases or secure federal facilities. >> okay. so october 1st, 2020. so you might need that much time to get your documents together because it is a lengthy list. first of all, you have to apply in person at the dmv, you just can't renew it, and you have to provide your birth certificate or u.s. passport, nondiseases have to show a permanent resident card or foreign passport with an i-94 form, also employment authorization documents. you must provide a valid social security number, proof of california residency and then you have to pay $30 for a real id, $35 for a real id driver's license. again, you don't have to rush out and get one right away, but if you are up for renewal you will be offered that option as long as you have all of those right documents. and your local dmv may have extra saturday hours in order to accommodate the folks who want one.

as for the picture, i can't guarantee that that will be any better, laura. >> can they provide good lighting? >> one can shop, right? >> some photo shopping. >> that would be lovely. >> thanks, kris. today a pittsburg family they are taking such a painful step forward. one daughter already has died, the other has been on life support after police say a driver fleeing from officers crashed into them last week. just tragic story. there was a vigil for both girls last night and now the family is set to take their two-year-old off of life support. at last check camera cardoza was declared brain dead from that crash. her organs will be donated soon. her older sister died shortly after the crash last wednesday. their mother the only other person in the car was also injured, but is now out of the hospital. relatives tell us now they're forced to imagine a future without these sweet little girls. >> we're not going to see them grow up. we're not going to see them go

to school. we're not going to see them graduate. we're not going to see them walk down the aisle when they get married. they took -- they took everything from us. >> it's just not fair. people should learn a lesson from this. contra costa county sheriff's deputies arrested 23-year-old noe saucedo. he was in a stolen truck and was being chased by sheriff's deputies when he caused that crash. >> sad story. 5:39 for you right now. cell phones stolen right out of bart riders' hands. this happened twice this weekend. officers did arrest a 15-year-old for stealing a cellphone on a train at west oakland station and someone actually snatched a phone from a rider waiting at a train on the platform, this at macarthur station also in oakland. that suspect got away. good morning, folks. take a look at this wet roadways, you know they're wet because the road weather index shows that to be the case. that's where the green

bay reported 70 dogs with signs of flu. in politics this morning some breaking news. vice president mike pence just said the u.s. embassy in jerusalem will open next week. today he met with israeli's prime minister but palestinian leaders refused to meet with him and there are protests. in bethlehem demonstrators burned pence's photo. president trump infuriated palestinians saying the u.s. will recognize jur use thumb as israel's capital. scott mcgrew joins us now. t+( >> the senate will vote to work out a three-week funding deal. no deal they will get the votes or that the house will agree. the main sticking point is daca. despite polls that show more than 85% of americans support solving the daca issue, congress has not moved on it.

we think republicans in the senate will offer to promise to start working on immigration in exchange for a three-week funding deal. now, lawmakers on both sides of the aisle have complained they are unsure what it is that president trump wants in all of this. he has said he would take, quote, the heat as democrats and republicans came upa,ú with a bipartisan deal on immigration and they did, and then the president said it wasn't enough and the government shut down. lawmakers on both sides suspect this is all because of this man, steven miller, has the president's ear. there have been several examples of deals coming off the table last minute and the suspicion is this young adviser is the one advising the president to turn those deals down. in fact, republican lindsey graham said over the weekend every time we have a proposal it's yanked back by the white house staff members. as long as steven miller is in charge of negotiating immigration, we're going now, it could get lost in the

se forecast shows you when our next round ofs;n rain moves in and h the temperatures cool off behind that. mateo seeing showers, also in wood side, while palo alto is fairly dry now. we can see the rain as it moves out of san francisco over toward oakland. we are seeing the rain for much of the east bay. a soggy morning commute, a little bit of some scattered showers in the tri-valley right now with our high temperatures today reaching into the upper 50s and low 60s. overall a fairly mild day with mostly cloudy skies. as you're getting dressed this morning make sure you grab the umbrellas. early risers have to deal with this rain but everyone else throughout the day will have dry conditions. light long sleeves. and you'll also need the sunglasses today because once this rain rolls out of here we will get some sunshine and you will also be comfortable with the light long sleeves and the pants as we go throughout the day with our highs in the upper 50s. and then our next round of rain moves in late on wednesday. this one could be a stronger one

crews will watch the entire tunnel. it will reopen at 4:30 in the morning but then crews will be cleaning it again overnight on tuesday and wednesday. starting next monday the webster tube will be closed for overnight cleaning, spring cleaning there. enrollment is rising at city college of san francisco. the examiner reports this morning that the school had an increase of more than 4500 students at the start of the semester. the second semester the school has offered free tuition for san francisco residents. school officials say that there's been nearly 15% enrollment increase among residents. voters approved the free tuition program back in 2016. it's paid for by a real estate transfer tax. bad news at the pump. that means a price increase. this one is because crude oil prices are rising. over the past two weeks gas prices have jumped 4 entz can. the national average is $2.58 a gallon for regular gas. as usual the numbers are much higher here in the bay area. here are the prices in san
