headed to the bay area. we are under a microclimate weather alert this morning as heavy rainfall moves in. be sure to grab the umbrella as you head out the door this morning. most of the bay area will be hit by this > it's going to stick around for quite a while once it gets here, but we will start out with dry conditions this morning and we want to make sure you have the heads up before you head out for the day. so here is a look at where the rain is now. still north of the bay area. we can see some really heavy pockets of rain. as we get a look at the timing here we are right at noon and it starts to move into santa rosa and san rafael as well as napa and into san francisco by about 2:00 today and then for the east bay you will see the heavy rain moving in at about 4:00, mountain view as well, and into san jose in time for the evening

commute. so this will be a storm moving in for most of us for the afternoon and it will have some heavy amounts of rain anywhere from a quarter to almost an inch of rain in some of the hills and the coastal areas. so a lot to track here as we start out the day, we will talk more about this and the scattered showers that will linger into tomorrow coming up. mike spotted someone standing in lanes at the toll plaza. >> someone is going to look up and say it's you, mike. we're looking over here at the crash that was right there on the approach. we will take a look, it looks like everything is -- well, we still have some activity, you see that one car, it's still stuck there. there was a tow truck there as well, i see another truck that's arriving right here. we have activity on the approach right in your approach toward the fast track lane. the cash lanes showing a little backup as well. this may be a problem but so far folks are jamming up right around that overcrossing. we will show you the map. the entire maze moves pretty well but there is slowing that shows up on our sensors. the fogø a major issue from

livermoreon through the central and up toward the north bay. i'm tracking this crash as well. highway 121 at waters there is a deadly crash, out of lanes but area ash%z well. we do have some breaking news that we're covering from overnight, an attack on the save the children office in afghanistan. officials say the attack started with a suicide bomber and was followed by gunfire spending kids and adults just running. right now we know one person was killed, at least 11 others were hurt. so far no immediate claim of responsibility, though the area is a hot spot for both the taliban and isis. the attack comes days after a deadly siege at a luxury owe tell. now to a developing story out of san francisco, we have a new interim mayor this morning, during an emotional meeting last night the board of supervisors elected supervisor mark farrell replacing london breed as acting mayor. this decision is creating a lot of controversy this morning with many wondering if race played a

factor. >> pete suratos joins us live with reaction to what happened and also a look at what's next. good morning, pete. >> reporter: good morning to you, laura and marcus. a lot of controversy surrounding the role of this new acting mayor which was voted on by the board of supervisors. london breed is still trending on twitter as of this morning, she is no longer the acting mayor, that role now belongs to supervisor mark farrell. behind me at city hall there were some folks that were there that didn't hide their feelings about it. that was the scene at city hall when the board of supervisors voted in mark farrell as the new acting mayor of san francisco. of course, london breed held that role, she was serving as the acting mayor since last month after the unexpected death of mayor ed lee. at the same time she was keeping ñ boardkbk running for mayor.gcby normanj;gçyee had reservations

about breed staying on asy./ ace mayor. farrell commended breed on her grace and leadership over the past month but the board has spoken. we had a chance to hear from breed and farrell following last night's controversial vote. >> if you don't belong in one of the cliques that they are talking about then i will be your mayor. >> this isn't about politics, this is about moving the city forward and the continuity of our government. all i can say is that i will work to represent every single san francisco resident. no matter their race, their ethnicity, their religion, it doesn't matter. >> reporter: now, all is not lost for london breed, she is running for mayor in that special election come june. she is one of several candidates. as for this morning for san francisco residents mark farrell is the current acting mayor and now he has to he can to us on appointing someone to take his role on the board of supervisors. live in san sn

suratos for "today in the bay." walnut creek police left two people injured. happened a little before 9:00 last night on north main at 2nd avenue. officers have not told us what kind of injuries the victim suffered or the kind of car that police are looking for. happening today, theo÷gñ sut of the center of a lengthy standoff at a san jose hotel could face a judge. police say edward ruis was wanted in connection with a violent murder in milpitas. police arrested him yesterday morning more than 30 hours after the standoff began. we were bringing you live coverage of that standoff earlier this week. this is video from wyndham hotel outside of the room where it all played out. you saw that broken glass on the ground. the officer right there in the window. he was -- that suspect was taken into custody without incident. pretty terrifying moments on a san jose freeway. this morning we're hearing from

a woman whose window was shot out by a bb gun on 680 during the morning commute yesterday. she didn't want to go on camera. she is from pleasanton, says she was on her way to san jose to baby-sit her grandson when someone shot at her window about 6:00 in the morning, yesterday morning. she believes she was chosen at random and had this to say to anyone caught in that same situation. >> you have to think. you know, you can't just go, oh, my god and react, you have to pay attention to what you're doing and it's like you just make a mental plan in your head immediately. i just want people to pay i attention because you never know what's going to come your way and when you get in the car every morning, just keep an eye out. >> we checked with police and so far there are no leads in this case. 5:06. developing this morning, authorities say the 15-year-old boy arrested in yesterday's kentucky school shooting will all likelihood be charged as an adult, but right now he is not being identified.

the mourners last night held a vigil for victims, two students, a 15-year-old boy and girl died. 17 were injured. it happened at marshall county high school. that's about 50 miles northwest of nashville. students say the school was about to start when they first heard those shots fired. >> i just see like fire coming from a gun and i turned back around and i just run through the doors and run outside into the weight room. >> and the 15-year-old suspect will be charged with murder and attempted murder. so far authorities are not saying if they know a possible motive. stories are always developing in washington as congress works on a budget deal and on immigration. this morning the russia investigation is back in the headlines. the "washington post" is reporting special counsel robert mueller is seeking to question president trump in the coming weeks, specifically the paper says mueller wants to ask about the president's decision to fire national security adviser

michael flynn and fbi director james comey. investigators are already honing in on top members of the president's team, two sources tell nbc investigators have already interviewed both comey and attorney general jeff sessions. tuesday president trump says he is not worried about what sessions may have said. >> no, i'm not at all concerned. not at all. >> did you talk to him about it. >> no, i didn't, but i'm not at all concerned. >> also brand-new this morning we've learned that cia director mike pompano has interviewed as part of a investigation so has sally yates. sources tell nbc that michael flynn sought to conceal from the white house that he was interviewed by the fbi a day after he was sworn in as national security adviser. the uc board of regents plans to vote on yet another tuition hike. as you can imagine students with not happy about this one. reaction. bob, how much are we talking about here that students will have to pay more? >> reporter: just under a few percent, if approved. good morning to you, marcus. later this afternoon as you mentioned the uc board of regents will take this vote on whether or not to raise tuition for students here at cal and nine other uc campuses. if approved this would be the second year in a row that tuition has gone up for these students. you take a look at your tv screen, here is what they are proposing, it's a 2.7% hike, that would be an additional $342 a year and if you are looking at the tuition it goes up from $12,630 to $12,972, these are rates for california residents. uc president janet napolitano argues the hike is necessary because sacramento is given the uc's less money than expected. governor jerry brown's budget calls for a 3% increase in state funding for the uc ace which is down from the 4% increase in recent years which is what the

regents were expecting. as you can imagine students we spoke with are not happy that they may be the ones who have to make up that shortfall. >> i think it's ridiculous. they are already overcharging us for a lot of insignificant things, for example, cal athletics, they seem to be paying more attention to the sports than to academics and also they overcharge us in like miscellaneous things like printing and $50 may not seem like a lot, but for me as a first generation and low income student, it does make a huge difference. >> we're already paying extraordinarily high amount for the education here and it's more of a financial burden for our families back home. >> $350 is tough for most people, it's not just like money you throw around, but however -- like zach was saying, like it might sometimes be necessary. i'm still probably going to be willing to pay the money for the education as well.

it's a foggy start for some parts of the bay area. as we get a live look outside in fremont it's clear here as you head out the door and already a lot of people on the roads getting an early start. it's a chilly one, too, 47 degrees. we will start to see more clouds moving in, temperatures in the upper 50s and rain moving into fremont this afternoon. we will talk more about that timing as it moves from north to south, that's coming up at about 5:20. and despite some fog in the tri-valley, we have good speeds showing up here and despite a crash at the bay bridge, well, that's cleared and we have a nice approach. we will show you both as they adjust coming up. quarter after 5:00 right

now. san francisco could ban the sale of fur today. a supervisors committee will canner that ban at 10:00 this morning. it's a proposal from supervisor katie tang. fur not really a big moneymaker for retailers in san francisco. the chronicle reporting stores sell about a million dollars worth of fur items yearly, but if the ban is approved san francisco will be the third california city to do so. berkeley and west hollywood banned is last year. silicon valley is known for its yes we can attitude. >> but in one case, scott mcgrew, no we can't. >> it doesn't have the same ring. the xprise foundation is ending it's lunar x prize. it was to encourage private companies to land on the moon. years ago it launched with this inspirational video. >> if you think only governments have what, moon, think again. 30 private teams from 16 countries competing in the

largest incentivized prize competition in history. >> well, it turns out it is only governments that can go to the moon. none of the teams were able to meet the deadline. the x prize organization says it is ending its moon prize because nobody can get to the moon. the group says if every x prize competition we launch has a winner, we're not being audacious enough. the nasdaq will once again open at a record high, pushed higher by netflix, the dow slipped a bit, toys "r" us says it will close nearly 200 more stores. >> we're watching the dollar this morning, it continues to weaken, that's good news/bad news. oil and gas gets more expensive but american factories export more. generally good news for san francisco tourism. overseas travel gets more expensive for americans so they stay in america but cheaper for foreigners to come here. we have seen a drop in foreign tourism for a variety of reasons, but hopefully a weaker dollar will bring in more foreign tourists into san francisco. >> and more money for the

we are in a microclimate weather alert as we will see the rain arriving later for the north bay and south bay seeing it for the evening commute. it's going to be a heavy one, heavier than the rain we had to start out the week. as we take a live look outside and our temperature now, it's a chilly start, only 43 degrees, heading up to 59 today, a little cooler than it was. this morning we will start to see the clouds moving in. by the afternoon the heavy rain rolls from north to south and then for tomorrow we're still going to be left with some spotty showers and even a chance of a few isolated thunderstorms. so as we get a look at our high temperatures today, low 50s for san francisco, cooler temperatures where that rain moves in first and you can also check out the seven-day forecast as we won't have much of a warm up in san francisco over the next few days. here is the rain now, a lot of greens, also picking up on yellows and reds indicating really heavy rain, that's still offshore, as it moves to the south and north bay we will also

have some pockets of heavy downpours and here it is in santa rosa by about 12:30, moving into point reyes and napa by early afternoon. for the peninsula and the east bay it's at about 3:00 to 4:00 and then starting to approach san jose in time for the evening commute. so expect your evening commute and your time to get home to be a lot longer than what we will see heading out the door this morning and still some spotty showers in the forecast tomorrow. a rain totals are going to be heavy as well reaching about a half of an inch, some spots closer to an inch of rain and we will see heavier amounts where some of the heavier downpours set up for the sierra, heavy snow begins this evening at about 6:30 and continues off and on throughout the day tomorrow. this is going to have a heavy snow producer with the potential snow@r in parts of the sierra, even down to about a.3,000 feeo that's really goodhññ news and n heading into the next several days it's going to be chilly out there, at least the start out

the weekend, but nice by sunday, factor for some. >> that makes sense, kari, because there is our view from our dublin camera. it is an issue. even seeing 580, you see the head lights but you see the lights alongside the parking lot and the auto sales area right here by one of the dealerships. now, the view is getting a little better so the fog is lifting into low clouds now. he will look at your map, it's registering for the area, discovery bay, brentwood and toward antioch, pittsburg, possibly bay point, so that is one factor. the commute is very light right now, south bay into san francisco no major issues. there is a little slowing out of pittsburg into bay point and the fog north of there in rio vista and possibly noeft at that. the bay bridge toll plaza the crash cleared and then the backup formed. all these folks that were paused while the tow trucks cleared the area have moved from the maze into the toll plaza. the metering lights are on.

that heavy rain is about to make its way through the bay area. meteorologist kari hall tracking the storm for us. >> it still has a few hours before it gets here, but we are going to have heavy rain by this afternoon. i wanted to give you the heads up before you head out the door, make sure you're prepared as that rain will start to move in. right now we have problems with fog and it's caused visibility to drop down to about a quarter of a mile in the tri-valley, we will also have to watch san martin, in the north bay napa visibility currently at about a half of a mile. you can't see that far ahead of your head lights but we do still have clear conditions in the south bay. let's go to santa teresa, we will start out with peeks of sunshine, chilly temperatures and the rain arriving in time for the evening commute. so i will talk more about the timing as we go from north to south that's coming up and also a look at the weekend forecast. mike tracking nothing and a crash in the north bay. >> i don't think that they are related but still we did have dense fog over in napa.

right now we are looking at the tri-valley as kari showed you, quarter mile visibility so a tough drive at times for 580. still moving smoothly out of the altamonte pass. in napa it's highway 11 right around waters, a little south of there, that's where a deadly crash happened early in morning. chp told us don't worry about the travel because the roadway is open of course we are concerned about the other factors involved in the crash and let you know if there's in i go to report. does sound like someone lost control over the early morning hours. the metering lights are on so the live look as you would expect all these lanes are filled in. back to you. >> busy already out there. a developing story we're following in the south bay, a violent crime spree in san jose and this morning the search continues for suspects. police say they are behind a carjacking and armed robbery in the same night. >> "today in the bay's" kris sanchez is live in willow glen with what police are telling us and, kris, i know you have had some of those new numbers from south bay crime that we have been sifting through throughout

the night. >> reporter:. right. those fbig of a contrast to what we experienced in the last 24 hours. police are not saying a lot officially about this crime spree, but one officer did say it seems to be getting out of control. i will show you why sources believe that what happened here in willow glen last night may be the work of the same crew that also struck in another part of the city last night. this was the scene around 9:00 last night, this is a residential street just blocks away from downtown willow glen and willow glen elementary school where police say a man was robbed of his wallet at gun point and then sped off in a red pickup truck nearly hitting two women. >> just like literally came right in front of me, zoomed right past and the guy came out and said, hey, did you guys see that car? did you see the license plate? he said i just got robbed at gunpoint and they took my wallet. >> reporter: now, just before that our night crew working last night was at a carjacking scene

near san jose city college, that's where a suspect in a stolen bmw crashed into another car. we highlight that had surveillance video so you can see where the suspect appears to jump out of that suv while it's still moving and jumps into a getaway car. now, what was that getaway car? witnesses and sources tell us it was a red pickup truck like the one seen here in willow glen shortly after. overnight we looked into fbi crime data which shows that san jose is among the large cities that saw a decrease or no change in the number of violent crime reports. oakland, fremont, concord, santa clara are in that same category, but violent crime reports were up for san francisco, san mateo, sunnyva sunnyvale, berkeley and santa rosa. i did post a link in my twitter feed to that fbi data in case your city is not on that list, those are for cities with a population over 100,000 people and it's the beginning of 2017 compared to the beginning of 2016. i also posted that isolated video with that surveillance

image showing those suspects in case perhaps it can jog your memory. in san jose, kris sanchez, "today in the bay." santa rosa police officer has a broken nose. this after a homeless man punched him in the face. that officer was breaking up a fight outside of a safeway on mendocino avenue. witnesses say that one of the men in the fight tried to attack a safeway worker. that suspect ran away and the officer chased him and tackled him and then they fought until backup arrived. that's when that suspect was arrested. the suspect faces felony assault charges for hitting the officer. san leandro city managers on paid administrative leave this morning. chris zapata is being sexual advances claims were made by rose johnson the ceo of davis street family resource center. johnson claims that zapata suggested a romantic relationship in exchange for

potentially extending the repayment date of a $1.5 million city loan to the resource center. in a statement the city council says it doesn't tolerate nor condone harassment of any type. zapata will remain on leave until an independent investigation is completed. another shaker in the south bay last night, this time a 3.6 magnitude earthquake followed a minute later by a 2.7 quake. they struck around 10:00 p.m. and was centered in the hills between gilroy and watsonville along the san andreas fault zone. those quakes registered on our nbc bay area seismograph. you can see it on the left, that blip. people say that they felt this in san jose, sunnyvale, even as so far no reports of any damage or injuries. if you have an older home that needs;h8 earthquake retro fitting, good news, you can now apply for state money. registration is now open for grants up to $3,000 for seismic

retro fits. this applies to homes built before 1979 and is one of the 51 cities and towns that face earthquake threats. more than a million homes qualify here in the bay area. you have until february 23rd to apply for that grant. live pictures of san mateo and the bay bridge right now. this is a story that could cost you some money. talks of raising bridge tolls by $3 continues today. transportation officials are considering what measure to put on the june ballot for voters to approve. they are trying to figure out whether to raise tolls by $3 and have the increase phased in over a number of years or ask a smaller increase, $1 to $2. last month the mercury news reported a poll of bay area drivers that showed a strong support for raising toll by $3. right now it costs $5 to cross the san mateo bridge. $6 or $4 depending on when you're crossing the bay bridge. save your money, folks.

we are looking over here toward the bay. a nice way to save time, drive pretty much anywhere. the bay bridge costs the same today as it did yesterday but the backup is also the same as it was yesterday. filling in the toll plaza. and then the fog is the bigger issue. i want to call your attention to rio vista, antioch and that's the tough drive as well as livermore. there was disabled vehicle heading over toward pittsburg and bay point. the orange let's up, bottom of livermore around tesla and then eases up. no problems for the south bay or peninsula, a clear drive. a quick look shows you our camera through dublin. we're starting to see the roadway. visibility may be improving but i think traffic might be getting a little busier for the weekend because i hear there may be some snow in the sierra. i heard it from somewhere over there. >> it's going to be cool to see that snow falling in the sierra. it has somewhere to go where we

have something amazing to see. now, we will talk about that. let's get a look at our forecast here around the bay area for the coast, 56 degrees, 61 degrees inland and mostly sunny skies, all the lane will be out of here. mid 60s for those inland areas by the end of the weekend and the bay will be at 62 degrees. this saturday oakland a's will have their fan fest and, yes, we are talking about baseball season already. it will be a nice event with our high temperatures reaching into the low 60s -- rather upper 50s, and that will be going on from 11:00 to 2:00 on saturday. if you're going up to lake shasta, we will have some snow between friday and saturday. a wintry mix as our temperatures do warm up above freezing. heading back on sunday it's going to be all clear. going to hechl this weekend, lots of snow on the ground, fresh powder, we are talking about the potential of getting up to two feet of snow and it's still maybe a little tricky getting there, but with

so we will talk more about the timing as it arrives in the north bay first. that's coming up in about five minut minutes. when it arrives in the north bay. right now a diaries yer drive, highway 37 shows a little slowing out of vallejo. we are following breaking news this morning in the north bay and that same area that was hit hard by last year's deadly firestorm. firefighters at the scene of a fire that damaged or destroyed four mobile homes at a mobile home park, also destroyed two abandoned buildings including one locals know as a former dance club called paul's resort. the fire started three hours ago near maxwell farms regional park. there are numerous displaced residents and so far no reports of any injuries. a busy morning for firefighters in san francisco. all new, several businesses are damaged or destroyed after flames tear through part of san

lawsuit he filed he made up facts that were easily proved false, facts he didn't need to lie about. for instance, according to the transcript published by the "washington post," trump said under oath he was paid a million dollars for a speech. the lawyer asks how much of that payment was in cash and trump says approximately $400,000. there is a lot going on in mueller's investigation today. nbc just learned trump's closest security adviser, general michael flynn, was questioned by the fbi the day after he was named national security adviser, but he didn't tell anybody at the white house. and nbc has just learned that cia director mike pompano was also questioned by mueller. this means the entire intelligence and law enforcement leadership around trump in the early days have all been questioned. the former director of the fbi, the former acting attorney general, the current attorney general, the former national security adviser, the director

it's still well to the north of us, but we will be tracking this heavy rain as we go through the day and that's the reason why we are under a microclimate weather alert. also this dense fog, look at san martin, back to the way we were we had, pea soup fog, you can barely see anything, you do need to allow extra time, slow down and use low beams. also seeing dense fog in the tri-valley and parts of the north bay. it's been drifting around so really causing some issues. as we get a look right now in san jose it's a clear start here getting dressed this morning make sure you have the umbrella, even though it's not raining now we will see that rolling in later on today and something nice and warm because it is a chilly start. let's talk about the timing of when that rain arrives. we start to see it moving into santa rosa shortly before noon and that will continue to work its way to the south with some really heavy rain where we see the yellows and reds, that shows some intense downpours. san francisco sees it by early afternoon as well as oakland and walnut creek and moving into

much of the tri-valley as well as the peninsula by 4:00 san jose starts to see that rain arrive as well. then it does continue with some heavy rain until about 7:00 to 8:00 and then it becomes a lot more scattered. this hit or miss rain will be with us throughout the day tomorrow and even has the potential to produce a little bit of some heavy rain along with some small hail and thunderstorms even into tomorrow afternoon. so i will be tracking all of that. we're talking about rainfall here at at least a quarter of an inch for much of the bay area but up to a half to maybe an inch in some spots. then we dry things out, we clear out for the weekend, temperatures start to warm up, san francisco goes into the upper 50s and low 60s for the inland areas by the end of the weekend. we will get a lot more sun after this storm rolls through. heading over to mike, that fog really causing some issues. >> that's right, kari. and the warning as well. for folks, fog in the morning and then on your back home commute that rain could be bad timing for folks, especially out of the south bay and in through the sunol area where 680 tends
