"today in the bay" starts right now. good morning, and thank you for so much for joining us, i'm marcus washington. >> and i'm laura garcia. let's get straight to that forecast. a cool little feeling when i walked out the door. >> and we've got some fog, too, we're having to watch in the north bay, so that is causing some issues for people heading out early this morning. also some fog across the delta. as we've seen some of the visibilities dropping down to about a half of a mile, it may get worse as our temperatures there have also been very cold, just a few degrees above

freezing in santa rosa. 35 degrees there. it's 47 in oakland, also 47 now in san jose. let's get a look at our high temperatures. how about 68 degrees. even some low 70s along the coast. it's going to feel more like spring rather than the middle of winter and we will have a lot more sunshine today than yesterday. so i will talk more about that. mike, you're watching out for a crash out to the east. way out to the east for most of our viewers, over at 205 where it meets with 580 but a number of lanes reported blocked until a few minutes ago. more folks coming through livermore for west 580. so far very light all around the bay as you would imagine, it's just 4:31. highway 24 west bound at cam know pablo reports that someone may have hit a deer, there may be an injured deer in the area limping around the center divide so chp will check that out to make sure they don't have to worry about that animal darting into the roadways and there's

some of the fog for the north bay. our top story all eyes will be on president trump tonight, he is gearing up to deliver his first state of the union address tonight. in fact, live pictures this morning from the u.s. capitol where the president will speak to a joint session of congress. this will be an opportunity for the president to announce his plan for the united states and also outline his accomplishments after his first year in office. >> "today in the bay's" ian cole has more on what we can expect tonight. >> reporter: president trump offers clues to what his first state of the union address will look like, promising to make a push for immigration policy. >> it's a big speech, important speech, we cover immigration, for many years, many, many years they've been talking immigration, this he never got anything done, we are going to get something done, we hope, it's got to be bipartisan. >> senator kamala harris and house minority leader nancy pelosi will bring daca recipients to show the president who might be affected by those policies.

in the midst of the growing me too movement contra costa county congressman is inviting linda ray, she was sexual assaulted by a superior officer 39 years ago, she reported it and testified against him. >> and to this day i have never received any results of that trial, even though with 21 years in the army i certainly believe they know how to contact me. >> reporter: with those guestes in attendance the president will ask congress to pass a trillion dollar infrastructure package, highlight his tax reform victory and the great success of the stock market. his staff says he will have a positive and unifying message. political analysts wonder fell stick to that script. >> how broad or how narrow will he be. will he be a broad swath reaching out to all americans or will this be his version of a stump speech that's made in congress? >> reporter: ian cole, nbc bay area news. >> stay with us for complete

coverage of the state of the union. you can watch the president's address right here on nbc bay area starting at 6:00 tonight or you can stream it on our website nbc obamacare.com. today san jose's police chief is expected to give more details on an officer involved shooting in east san jose. that shooting happened around 3:30 yesterday afternoon on feller avenue near story road. according to police the suspect, a woman who has not yet been identified was armed with a shotgun. this is video from the scene from nbc bay area sky ranger. she was arrested and taken to the hospital and -- by ambulance with non-life-threatening injuries. more details now, that street has seen police violence in the past. anthony nunez was shot and killed by san jose police officers on that same street in 2016. the officers were cleared in that shooting, but the family has filed a wrongful death lawsuit against san jose. happening today the woman accused in a drunk driving accident that seriously injured

a chp officer is headed back to court. investigators say tammy walker drove into the center divide on highway 4 earlier this month triggering a chain reaction crash that pinned a chp motorcycle officer under a truck. walker is accused of driving under the influence with a suspended license. the officer broke both his legs, but is now recovering. two teenagers are in trouble this morning for hitting a richmond police officer with a car drurg a sideshow over the weekend. we need to warn you that this video is a bit disturbing to watch. in this instagram video you can see the officer actually getting hit by a black sedan as he was trying to break up a sideshow in richmond. it happened early sunday morning near marina parkway and regatta boulevard. the driver juan vargas and his passenger genesis cast made da were arrested yesterday. vargas is facing attempted murder charges. the officer is released from the hospital and recovering at home. stanford's proposed

expansion is prompting palo alto leaders to request their own expansi expansion. stanford is not process of trying to finalize a massive expansion that will roll out over the course of the next two decades, the palo alto weekly reporting school board members will vote today on a set of requests for stanford including opening a new elementary school. the district plans to send its requests to santa clara county for consideration as part of the public comment period. our kris sanchez is digging into this story and will have a live report in an hour. four democratic candidates for governor will take questions in san francisco, specifically questions related to abortion and reproductive rights. a pro choice group is hosting that forum tonight at 6:00 at the soma arts center. overnight we looked up some of the latest numbers from a poll showing where support for all the candidates stand. lieutenant governor gavin newsom had 31% of support, antonio sri

good morning, i'm landon dowdy live at cnbc world headquarters. wall street could be in for more losses at the open today, stocks fell yesterday, the dow suffering it's worst day in five months. concerns raising bond yields and interest rates could take care out of the market rally. look for data today on consumer confidence. the final meeting for janet yellen as fed chair. the dow dropping to 26,439, the nasdaq falling 39 to 7,466. >> google's self driving car unit is buying thousands more hybrid minivans from chrysler. they are launch the ride hailing service in phoenix this year. the additional driverless

minivans will be used in other cities when the service expands. initially a wamo employee will ride in the car with you and hit a pull over button in case of emergencies. facebook is adding more local news stories to your feed even if you didn't ask for them. it means that people who follow a local news outlet will see more stories from that publication. those who don't will also see more from local publications that their friends share a particular story. mark zuckerberg says the move is partly the result of the self-guided tour of the u.s. that he conducted last year. >> we have to get everybody signed up for the nbc bay area page. here is the question for you, do you still have that christmas tree up? if you do, no problem, that's your choice. you know who you are. >> we're not judging. >> people in san jose you get a chance to have that tree picked up and recycled, but that time is running out. the deadline is february 2nd. that is this friday. all you have to do is get that tree, take it out of the house

early tomorrow morning that total lunar eclipse, you can watch it on the uss hornet docked over in alameda. they will open early. the eclipse will start at 3:48 in the morning. we will be up. kari hall has been telling us about the big event as well, which is a blue moon combined with a super moon and we are just all over the moon about it. >> it's going to be really cool. >> i want to talk about the timing for that because it's, you know, for most people really early in the morning, for us it's just like we're already up. >> just get up the same time tomorrow. >> it's going to be starting at about 3:48 in the morning and that's when we start with the partial eclipse, but we have several hours of this happening, and this is the first time we have had all of these events combined with a blue moon and a lunar eclipse happening since 1866, and that's when the partial shadow begins. then when we have the full

eclipse event that happens from 4:51 to 6:07 and it looks like we will have a few clouds rolling by, hopefully we will get that fog clearing out as well, but the moon will appear red for a little while because of that shadow from the earth and we will see some really cool colors being -- basically being reflected on to the moon. then the moon set happening at about 7:18, so we will have a few hours to watch it and we will i'm very sure have it live right here tomorrow morning. as we start out with our temperatures as you get ready to head out the door it is a chilly one, but look at the difference from santa rosa at 35 degrees to san francisco at 53 degrees. so all you have to do is drive and you may feel some warmer temperatures and that will be the case even this afternoon as we will have some low 60s in oakland with some low 70s in the half-moon bay and ukiah today up to 68 degrees. as we break it down for san jose starting out at 46 degrees, a

chilly morning and then warming up to 65 degrees by 4:00. we will see just a few clouds later on tonight but i think for the most part in time for the eclipse tomorrow morning it will be mostly clear at least for the south bay. getting dressed this morning you do need a nice warm jacket but later on today it's all about the sunglasses. we have seen a lot of clouds rolling by and the storm system that's been just to the north of us is starting to fizzle out just a little bit and we will get more sun over the next few days. here is a look at our seven-day forecast showing temperatures in the low to mid 60s for san francisco, upper 60s by the end of the week into the weekend, and we do stay dry over these next seven days. look at how warm it will be, well above normal for the end of january into the start of february. i will talk more about that coming up. mike is shifting the focus in the tri-valley. that's right. we had the crash over at 205 and 580, that cleared, now we see that traffic slowing and moving

over to grant line road. typical there. now we're going over toward 680 southbound around highway 84, reports of a flat tire being addressed over on the shoulder. so just be careful. many of us who have been on the shoulder with a flat or something similar now how nervous you can be with those cars whizzing by. southbound 101 at cesar chavez it may just be the exit that's affected but it sounds like there is a car off its wheels right now, may have been off the roadway, i don't know if it's a fresh crash or they came upon an abandoned vehicle. no slowing out of san francisco coming off of the skyway just yet. into san francisco anáwd+ easy e and bay bridge toll plaza the lanes on both sides of the cash lanes just start the backup here. éa5t'icely.lanes moving very we won't have the metering c@ co lights likely for another half hour. back to you. a car up in flames in alameda county. this morning investigation

continues into how this happened. it caught fire just before 9:00 last night near eden canyon road and who will las canyon road. no one was hurt and firefighters eventually got the fire under control. a not guilty plea from a man accused of driving a stolen truck triggering a crash that killed two little girls in antioch. noe saucedo was in martinez court yesterday, he is charged with two counts of murder. this is video from his first court appearance last week. at the time of that crash earlier this month saucedo was being chased by sheriff's deputies. the two young girls, sisters, lenexy and camila cardoza, were in the truck saucedo struck. california could become the first state to require public universities to offer medication for abortion. the state senate passed the bill on monday. currently no uc and cal state campuses offer abortion services at their health centers, this he refer students to outside providers. a group of donors want to pay millions to train staff and

install equipment. if the bill passes the requirements would begin in 2022 provided that donors come through with the money. now to our continuing coverage of recreational pot. sales this year are expected to be more than $7 billion. by 2021 it is expected to jump to more than $20 billion. all of that money is in cash since pot is illegal under federal law. so what to do with all of that cash. state treasurer john chung is looking to create a public bank for the pot industry. today he is expected to share the next steps as the state explores thatoy;s possibility. last year he created a panel of stockholders to deal with the cannabis banking problem. coming up next on "today in the bay," a crucial meeting for sonoma county fire victims as they hit a snag in rebuilding, the shortage builders are facing still ahead. first, happening now, ground breaking for a replacement fire

happening today in sonoma county, local and federal officials are holding a town hall meeting on recovering and rebuilding. officials from fema and the army corps of engineers will be there. it starts at 6:00 tonight at the sonoma veterans memorial hall. fire ravaged sonoma county coffey park is slowly prizing from the ashes. look at this, one house is rebuilt. but for others not to fortunate because there is not enough labor around. a major builder is backing out. genova couldn't secure enough labor to build 75 homes. >> it would be a legitimate concern if the expectations were to rebuild maybe 4,000 homes in two years. >> and that's a problem. they actually have 5,000 homes to build in two years. right now that's how long home insurers are required to cover the/q homeowners. there is a bill in sacramento to

a live look outside in san rafael.. ad lib it is tuesday morning. let's take a live look outside this morning from san rafael, s curve up there, looks like folks are out and about already. we will check the morning commute with mike, kari has a look at the forecast, monday is behind us. >> yay. >> good morning, i'm laura garcia. >> and i'm marcus washington. you know, this morning you walk outside, it's -- >> it's really cold in the north bay, we have had some mid 30s up there, and then it just depends on where we are because we do have some warmer temperatures in san francisco and also in parts of the south bay. here is a look at the moon, all eyes will be on the moon, especially tomorrow morning, it will be brighter and we will have an eclipse that will last for about three hours. looking at that and hopefully our skies stay clear. if you are going out jogging this morning in san francisco, it's going to be in the upper 40s to start, reaching into the mid 50s today.

we will have some warmer temperatures by this afternoon in the upper 60s in the south bay. mike has more information on that crash in sf. that's right. we are looking at highway 101. let's look at the entire bay right now, you see a smooth drive. we are looking at 101 southbound, the cesar chavez off ramp, it does sound that the minivan involved in a crash is affecting just the off ramp and not the freeway itself. it may be on city streets because it sounds like san francisco police are assisting with that issue over there. no major injuries reported, but we will track that to give you any updates. we are following this area highlighted in the orangish color here, that's where the road weather index says it's tougher to see and the fog readings show about a half mile visibility in some parts of the north bay. now to a develop story all new this morning, authorities in the east bay are investigating a car wreck after a late night shooting in richmond. that crash happened at the san pablo avenue off ramp on
