in the sky this morning. the su you. we're all waking up to a spectacular show in the sky this morning. take a look right here at the super blue moon, that's the super blue blood moon that's dazzling us this morning. you are looking at live pictures from nasa. if you step outside you can probably see it. thank you for joining us this morning, i'm marcus washington. >> and i'm kris sanchez. it is the reason why some of us were a little late to set, some of us were in the parking lot trying to get pictures of the super blue blood moon. i'm kris sanchez, in for laura garcia today. it was nice that it was clear enough in the south bay? in the south bay but all of us aren't getting clear skies. that's going to be the issue this morning. you can watch it right here, we will have live pictures throughout the show of what's

happening with our super blue blood moon this morning and the eclipse. once again we are seeing it under way as we speak, it started at 3:48 and that's the partial eclipse, but the full eclipse begins at 4:51 that's right at about 20 minutes and continues through 6:07. we will have plenty of time to snap a lot of pictures and video, and that fog is rolling in and then it comes to an end right at about 7:11. the current visibility down to a quarter of a mile in napa, i'm so sorry you cannot see it, santa rosa, too, visibility at about a mile and a half so you can't see the sky. elsewhere it is fairly clear so we will continue to keep tabs on that. vianey has an eye on what's happening as you head out for the drive this morning. >> not much at this hour. we are seeing a couple of issues in the south bay and the east bay, but for now let me get you started on bridge drive times. westbound 580 towards richmond

bridgel minutes. and westbound 82 towards the san mateo bridge 13 minutes. i hope you don't get too distracted looking at that beautiful moon because we don't want any accidents out there. live look at san mateo bridge right now you can see smooth, no stop and go traffic at this hour. back to you. developing this morning the last 40 minutes something else in the air. air quality leaders called off the shelter in place around the richmond scrap metal plant that caught fire yesterday. this all started around 12 hours ago at sim's metal management on south fourth street near interstate 580. it sent thick plumes of smoke into the air. firefighters are still on site this morning. caltrans tells us this morning that the shelter in place was lifted. tollbooths at the richmond-san rafael bridge will be staffed once again. pete suratos is in richmond, he will have a live report at the top of the hour. a lunar trifecta, a combination super moon, blue moon and blood moon is lighting

there. now to california politics, today san jose mayor sim liccardo is expected to announce that he is endorsing antonio sri ga rosa for governor. he is among four democrats and two republicans hoping to be elected california's next governor in november. he is trailing in the polls behind gavin newsom. time is running out to sign up for healthcare through covered california, that deadline is midnight tonight. now, despite the trump administration's attempts to weaken the affordable care act, sign up for healthcare here in california has been strong this year. as of ten days ago more than 340,000 new consumers signed up for insurance through covered california, outpacing last year's numbers. more than 1.2 million existing members renewed their coverage for this year. coming up on "today in the bay," the stock market took a nasty dip yesterday, what does today look like? a live report from cnbc is next.

the dow suffering its worst day since last may on heavy losses on healthcare and energy stocks and rising bond yields. there appears to be limited market reaction today to the president's state of the union speech. data today on hiring in the private sector and homes sales. the dow falling 362 points to 26,076, the nasdaq losing 64 to 7,402. the sec and justice department are reportedly investigating apple over its slowing of old iphones. last month apple apologized after a blogger unveiled the secretive practice. apple faces several lawsuits claiming they were selling down older phones to boost sales of newer devices. facebook is banning adds for bitcoin and other financial products that may be associated with deceptive practices. the new policy says ads can't promote services such as initial coin offerings which is a way to raise money by selling digital currency that can then be traded. facebook says examples include ads that have phases like use

your retirement funds to buy bitcoin. back over to you. >> that's probably good. thank you very much, landon. despite yesterday's downfall the stock market is soaring, finishing 25% higher in 2017, but wages for middle class americans last year went up by 2%. a majority of americans are noticing. according to the latest poll by the pugh ree serew research cen% of americans say the government 60 of middle class earners and 62% of poor americans also think the government isn't doing enough. coming up later today, kari is going to take a look at what's going on with the forecast this morning as we head out the door. >> starts out with clear skies and we are all watching the moon in the south bay as we take a live look out there. let's go to evergreen, it's going to be a chilly start with mid 40s, rising into the low 60s

today. we are going to have another nice one so we will talk about what's ahead in our forecast and that lunar eclipse coming up next. your wednesday commute is off to a fairly quiet start. here is a live look in palo alto along northbound and southbound 101. both not having any issues but looks like we are seeing some slowing in certain areas. i will have the details coming up. we )ll tell by how much and what the university plus ahead, tuition could be going up for csu students. we will show you by how much and what the university says is to blame.

today in the bay --- and take a welcome back. you're watching "today in the bay" at 4:45. right now take a look at this, at the moon. this is a super blue blood moon. live pictures from griffith observatory. so many people waking up this morning watching at this hour the agaphenomenon. making it an exciting morning for us. you will see a picture at the right part of your screen, we will continue to watch this throughout this morning. >> all of the bay area can't see it this morning because of the clouds and the fog. you can just watch it right here. you probably wonder why it's called a super blue blood moon.

it's because a super moon is the second full moon in a month and a blood moon because it will actually have a reddish hue to it once that full eclipse begins, but we are still under the partial eclipse, it began at about 3:48 and when it does become at the greatest totality at 5:29 is we're still about 45 minutes away from that, we will start to see that bright reddish hue to it. and the patchy fog, that's going to block the view for a lot of people, especially in the north bay and parts of the east bay, and then this all comes to an end at 7:11. so we will continue to watch that as well as the fog. napa visibility down to a quarter of a mile so really a tough drive or even just getting out the door to work or school this morning. we are going to see our high temperatures today reaching into the mid to upper 60s, it's going to be such a beautiful afternoon. look at half-moon bay we will be up to 70 degrees, also 70 today

in morgan hill. the seven-day forecast up at the bottom of the screen as we figure out what to wear today. it's going to be a day that starts out cool so you do need a jacket, but later on today with our warming temperatures that will happen by late morning you do need some short sleeves. going through that morning drive in the south bay, upper 40s by 6:00 and we will stay there until about 8:00 and then it starts to get a little bit of a boost from all of that sunshine and we are going to keep the sun even though there is a lot of clouds out here in the pacific, that storm system and whatever rain we are seeing out there will stay to the north of us. as we go through this seven-day forecast, expect temperatures in san francisco to stay in the mid 60s, upper 60s by the weekend and unfortunately there's still no rain in this seven-day forecast. we go each day looking toward the end to see if there could be any storm systems moving in, but we will just have to keep it dry for now, and some well above

normal temperatures. vianey, anything happening on the roadways? no. there is no rain in the maps but fortunately no major accidents on my traffic maps. all green right now for go. this one just popped up in hayward so i will have to check that one out right there, but it looks like for the most part we have had a fairly easy smooth commute this morning. east bay drive times northbound 880, nine minutes, westbound 580 about eight minutes and typically we do start to see buildup along westbound 580, although one area that is seeing a little bit of a backup, let's take a live look right now and see what bridge -- oh, no, this wasn't the camera i was looking for, that's okay. the bay bridge camera is starting to see some buildup. i don't know if the metering lights are on just yet, but it certainly looks that way. there it is, yeah. metering lights are definitely on. send it back to you. happening today in san francisco, the u.s. navy is holding a community meeting on

the ongoing cleanup at the hunters point shipyard. our investigative unit has been uneting new information about that cleanup. the navy officials tell us they have been reviewing radiation data from cleaning contractor tetra tech. officials believe that 50% of that data showed inconsistencies and that a good portion of it is likely fraudulent. that could lead to more cleanup. a 900 acre site was once home to a radiological defense lab, it's now set to become one of san francisco's largest redevelopment projects which will include new homes, parks and shops. you can watch our full investigation report right there on nbcbayarea.com. a vicious attack at a popular south bay zoo, a pack of dogs were able to dig under the fence at the beloved happy hall low park and zoo and maul to death four miniature horse and a donkey. it happened two weeks ago but we

are just learning about it now and zoo goers are also just finding out. some of us tell us they're very upset about what happened. >> it is so sad to hear that. my kids really enjoy coming here to happy hallows, especially for the petting zoo. >> the dogs are being held while animal care and services investigates. the zoo has stepped up surveillance and security. california state university is considering raising tuition for a second straight year. the board of trustees say that the governor's new proposed budget doesn't have enough money for their 23 campuses. the trustees are discussing a proposal that would race in-state tuition by $228, this is for the 2018/19 school year. that would bring the cost of undergraduate tuition to nearly $6,000. csu is the largest university system in the country. walgreens is paying three bay area counties more than $2 million to settle a lawsuit alleging that the company was selling expired products. those products included expired

baby food, infant formula and over the counter drugs. santa clara, san mateo, contra costa are among the counties that will receive that money as part of the settlement. santa cruz county is getting a chunk of change as well. investigators also found that the chain charged customers more than the posted price for some items. and now to the ice. you would think that a shark can easily take on a penguin, not when it comes to hockey. >> the san jose sharks in pittsburgh last night taking on the penguins. this is a rematch of the 2016 stanley cup final, which the sharks lost. second period game tied sharks on power play, logan couture with the rebound and goal, his 21st of the season. a great effort by the boys in teal, but they lost 5-2. one day we will get those penguins. i'm sure of it. coming up on "today in the bay," nbc bay area responds.

>> a rebate from a year ago still isn't paid. i'm consumer investigator chris chmura, nbc bay area responds next. but first happening now a strong 6.1 magnitude earthquake shook pakistan and afghanistan this morning and it could be felt in the capital cities of both of those countries. a young girl and 15 other people were hurt. plus, quick silver's ceo is missing at sea off the coast of france. pierre agnes set sail on tuesday but hasn't returned. his boat was discovered running around near a surfing resort town. now the search continues this morning.

the bay" on this interesting wednesday morning, these are live pictures of the super blue blood moon from the space and science center. there went away, the camera must have moved a little bit, but we are training all kinds of cameras. scott mcgrew was just tweeting the pictures, this one from nas can a observatory, also the griffith observatory down in l.a. can't get enough of it this morning. it's pretty clear in the south bay if you want to take a peek out your window. kari hall is tracking the weather for the rest of it. we will keep this moon report going all morning long. 4:55. when we want something done we want it done quickly. >> that's right. >> nbc bay area responds to a san jose driver whose request for a rebate was stalled, get this, longer than a year. >> that is a long time. he contacted consumer investigator chris chmura to drive home his 70 bucks. >> good morning. david yea drives this 1997 mitsubishi with 250,000 miles on it.

you can tell he takes care of it. and that tlc includes new tires, regularly. latest set bought in the middle of 2016. well, david says part of that deal was a $70 rebate from continental tire. fast forward to late 2017 when david wrote me to say he still hadn't received his rebate. so we contacted continental tire. the company says its rebate processing center needed david to resubmit back in 2016, but it never got a response. david says he did try to make contact with multiple calls and voice messages. ultimately continental tire agreed to give david the $70 rebate he had long been waiting for. we agree with the federal trade commission on rebates, you have got to be diligent about them. always keep a running record of the progress beginning on day one, plus keep copies of the paperwork beginning with the rebate form and your receipt. and if you don't get paid, file a complaint with the federal

>> and i'm marcus washington. certainly the moon this morning we've seen it change colors and it was really a nice -- you could see the orange or redness of the hue on it this morning. >> really cool. the fact that nasa has it and we have the link on nbcbayarea.com where you can watch it live unfolding because some people can't really see it right now because of the fog. in parts of the bay area that's what we will have to deal with as the lunar eclipse began at 3:48 and then as we go through the morning we are now starting to see the totality beginning and that will continue for the next hour and seven minutes. and the greatest totality will be happening in less than 20 -- or less than 30 minutes, and then it all comes to an end at 7:11 this morning. here is a look at the current visibility, we've seen that fog drifting around the north bay, also for the delta and also in half-moon bay. so we will see in some parts we won't be able to see the moon at all. so we will talk more about that. and the sunshine
