"today in the bay" continues right now. thanks for joining us on this thursday and the first day of february. i'm kris sanchez in for laura garcia. >> and i'm marcus washington. heading over to mike inouye who is tracking what's going on for your morning commute. we have a b.a.r.t. situation this morning that will cause delays, mike. >> and back with sky ranger. these tracks are b.a.r.t. tracks. this is a maintenance vehicle which may have been the root of problems. talking about what happened and why the headlights and flashlights are here on the track.

let me show you what it is and it's causing a delay. i have it outlined in bright red. major delay for the warm springs line that takes from you warm springs up to d.c. and south hayward where the track damage is addressed. this is not affecting the trains. it's a separate set of tracks. ac transit and vta will take you north. that is one option for folks who will continue to use transit. this is the area we see that track damage. you see more traffic flow on the roadways. this accident is not bad. driving is an option. this area here fremont, warm springs, that is the corridor that will be affected. it does not affect these folks over to the dublin/pleasanton line. the more direct approach, bob, you'll tell us what happened, folks are out there right now. >> reporter: good morning to you, mike. b.a.r.t. is telling commuters like ones here in fremont to expect major delays because of

what happened there between south hayward and union. let's go back to sky ranger. you see a live look at what workers are trying to fix. around 3:20 one of those maintenance trucks doing work on the rail in the san francisco direction when it became derailed and damaged the third line and -- the third rail and the cover. that section of that line is shut down. that's a result of what you're having to do on the warm springs line only, single tracking between south hayward and union city. you can imagine that will cause what b.a.r.t. is saying major delays. we don't know in terms of time how much that will be. commuters here are reacting. will this have much impact? >> hopefully not. >> reporter: and if it does? >> live with it. >> oh, no. i'll probably be late for work right now. >> reporter: is that going to be okay? >> i'll let my manager know. >> i don't know how long it's supposed to be delayed.

mostly clear. temperatures in the low to mid-40s and 49 in san jose. look at our highs today. we're talking low 70s and we could be setting some records here so i'll have a look at those numbers and what's ahead as we go to super bowl weekend coming up in a few minutes. thank you, kari. an arrest after a standoff at a san jose apartment complex. brand-new video in to our newsroom overnight showing the scene because it ended long after most folks went to bed. this happened at the willow creek apartment complex near fruitdale avenue. police say a man allegedly pointed a gun at a family inside the complex and fled into a unit. a three-hour standoff followed, but it ended peacefully around 2:00 this morning when officers took that suspect into custody. police tell us they will release more information on this later this morning. we'll pass it on when we get it. a potential solution to bay area's traffic problem. listen up. palo alto city leaders are moving forward with a plan to

build a car-lighthousing development at a congested intersection. >> pete suratos is live this morning with how the proposal could help to ease some of the traffic whoes oes in the city. do you think people will bite on this concept? >> reporter: good morning to you, kris. an interesting concept, this car-light project and the goal is to have it built on the busy area behind me. and the idea with these units, smaller units, but folks will give them incentives to use different modes of transportation so maybe not wanting to drive in this area and using other modes of transportation that will include giving residents in that complex passes to use things such as cal train, vta, and even bicycles. they want to provide them with monthly stistipends, up to $100r services like uber and lyft.

these will be smaller units between 500 to 700 feet in size and they're trying to appeal to the affordability of what they call the missing middle so workers who make too much. six of the units will be restricted for renters with income levels at 120% to 150% of the median income. a single renter your income would be around $95,000. altogether they want to build about 57 units. one of these empty parking lots along el camino real, no word on when the construction will begin. a lot of people will be happy. continuing coverage at 6:06. google's expansion into downtown san jose is a step closer to reality. "the mercury news" reports the mountain view tech based company. the paper says google will pay $6 7 million for nine parcells of land. the company wants to build

offices near the s.a.p. center to hold up to 20,000 google employees. it is 6:06 now and the race is on. hundreds gathered for an outdoor town meeting last night with many of the candidates for san francisco mayor in attendance. they were peppered with questions about the homeless problem, also rising rent. five of the eight candidates running in the upcoming special election spoke at the town square including former interim mayor london breed. a lot of folks say the national political climate has been paying much more close attention to political races. >> considering what's going on in the world, i think we all have to show up as much as possible and come to these types of forums and do our job as citizens and vote. >> the special election to replace the late mayor ed lee is scheduled for june. more details now on how much money san francisco mayoral candidates have raised so far. "the examiner" is going through

campaign finance records this morning and so far former state senator mark leno says he's raised half a million. london breed has raised $300,000. other candidates have far less including supervisor jane kim who reports $140,000 and former supervisor angela alito who has about $66,000. a man behind bars this morning. police believe he may have other victims. his name is stanley friesen. authorities arrested him in tracy. the alleged crime happened in milpitas. police say friesen met a woman at a bay month inn for what she thought would be a date. they say he quickly turned into something sinister. >> the gentleman said he was a police officer. he produced a badge and had a firearm. fearing for her safety and thinking she may get arrested decided to go along with the sexual act. >> police say afterwards the woman called police because she

thought he might be an impersonator. social media played a big role in their brief relationship. the two met with the help of a dating app. police tell us his texts with the victim eventually led to his arrest. happening today we'll find out how much progress we've seen in the sierra snowpack. we know those surveys are critical. the department of water resources will conduct the second snow survey of the season. this is when they did the third one back january 3. today's survey is expected to have better results. we were off to a good start. now who knows when we'll get snow, right, kari? it may be a while. in six minutes a look at a report for squaw valley and alpine meadows. if you're going to the sierras this weekend check that out. right now temperatures are in the mid-40s in the north bay. also in the tri-valley. 49 now in san jose.

as we get the kids out the door for school in oakland it will be the low 50s but a mix of sun and clouds today and quickly warming temperatures, mid-60s, as you get them out of school. and we've been talking, mike, about those b.a.r.t. delays and still those issues on the tracks. >> we have sky ranger over the tracks where they're still on the tracks. track repair and damage, we just got the update from b.a.r.t. look at the damage. they hope to have that repaired and back by 8:00 a.m. we'll look at the map system as we outline what's going on. major delay for the warm spring line anywhere between union city and south hayward. that's where that repair work was going on and, again, hopefully by 8:00 a.m. we just got that update from b.a.r.t. delayed until that point in the area right here is where it's being done. we see the volume starting to build. overall the bay showing a lighter drive. you do have the option of hitting the roadways, car-pooling with some new friends between warm springs and

right now at 6:14, getting you ready to head to the sierra as we take a live look outside in squaw valley. still dark now. we can see the clouds rolling by. temperatures in the upper 20s as we go through the day. we'll make it up to 53 degrees there. we have 60 inches of snow at the base for the season total, 118 inches which is still well below where we should be. a few snow flurries tomorrow. the rest of the weekend is clear. we'll have a look at our forecast for the bay area with warm weather coming up in about five minutes. just missed some of the sparks -- the sparks on the b.a.r.t. tracks. that means that folks are getting to work. i saw them remove a chunk of metal a few minutes ago. as you travel through the east

bay on the rails and we'll show you the options on the roads as well coming up. thanks, mike. the mauling death of four miniature horses is raising questions about security at the zoo. a pack of dogs attacked the horses and a donkey in two separate incidents in mid-january. the zoo only announced the maulings this week. the dogs have been captured and according to "the mercury news" until now only one guard has patrolled outside the park during overnight hours but now guards are patrolling inside and outside. a well-known bay area acrobat is now searching for her prize possession. i'm talking about a unicycle. also the man who may know where it is. >> we know what he looks like. police say the sfo security images caught the man walking off with the luggage last wednesday. and that included a 7-foot-tall unicycle, clearly folded up. he stood next to the conveyor belt before walking off with the

bags. san francisco's rong niu is behind the red panda acrobat act. she performs at college and pro basketball games. she had just landed back at home on a flight from denver. neighbors say she's back on the road with a borrowed unicycle but really wants her old one back. >> i can't imagine it has retail value. it has great sentimental value. >> basketball teams around the nation who have hosted her, doing their part to get word out. one school is even offering a $2,000 reward. so kind. >> i know, right. from one wheel to now two, uber may have them, too. >> scott mcgrew, uber and bikes? uber and bikes. uber will let you rent bikes so you'll be able to check your uber app and find bikes you can ride to your destination. they have the word jump on them. uber is teaming up with a

company called jump bike. these things have electric assist so you pedal but an electric motor gives you a bit of a boost as well. you've probably seen the ford bike you can rent from bike racks around the city. these are different because they would be parked wherever somebody left them. this is a controversial idea. some cities it's an eyesore. crazy session on the stock market yesterday, up and down. ending up a positive 72 points. this after a drubbing on wednesday. you might get a message from twitter informing you you've re-tweeted russian propaganda. it says it will notify nearly 1.5 million people who unknowingly fell for messages created by russian intelligence. in one case russian investigators got white supremacists and black lives matter activists to face off against each other in houston, texas. both sides thought the other one started it but, in fact, russians started it on facebook and twitter and then the two

sides clashed. >> now my kids will use that as an excuse. it was the russians. >> it worked when i was a kid. it's coming back around. >> sometimes you just want plausible deniability. jimmy fallon thinks he knows who will win the super bowl. the annual puppy prediction relies on which bowl the majority picks. release the hounds and the winner is the patriots. fallon has been doing this bit since 2013. we checked his track record overnight to see how accurate he's been. of the five previous predictions, the puppies have only been right twice. poor puppies. find out if the puppies properly predict this year's patriots victory by watching the super bowl with us right here on sunday on nbc bay area. you bring the snacks. >> the puppies have only been right twice. the puppies have always gotten the food as far as they're

concerned. >> whether they're right or wrong, they're good. bellies are full just like at most parties. >> what about those rails? >> some of the stations will be fuller as well. the reason why is not good news. sparks are flying. they're working on repairing the rails. that's a truck there, one of the maintenance vehicles. what happened there was a maintenance going on right here and track damage after the vehicle was derailed. i think this is the one that's coming to help out and they've been going around with flashlights and headlights doing the repair work in the dark trying to get things back in order by 8:00 a.m. right now, though, this is causing delays because you can't use these tracks. you have to use the ones next to it. between union city and south hayward. waiting up through fremont. now you look at your map over here and where the damage is.

folks coming up to the area or down from richmond and san francisco, those are all delayed. these folks are doing just fine. that's a lot of talk about the rails. a look at the roads. the roads are looking great. mild slowing through the south bay. slowing across the san mateo bridge for the build and the bay bridge metering lights were on. there was a crash in san francisco off the bay bridge at the 9th street exit. there possibly was a bicyclist hit. it's not a big deal. it might be a bigger deal for the bicyclist. there were no wet roads to complicate things. it's going to be a beautiful day even though we started out with cool temperatures. it will warm up quickly today. we could be setting some new record highs today as we get a live look outside in san francisco now and that seven-day forecast comes up at the bottom of the screen. what we're forecasting for the

high temperature and what the record is. 72 degrees. we should be at 59 degrees and we are way above that and our record is 72 degrees set back in 1982. concord may also set a record. and while some other parts of the bay area will be very warm, we may stay a few degrees above those record highs, and 2005 was a warm year. let me break it down for san jose. we start out at 50 degrees at 8:00. a few clouds here and there, a lot of sunshine and low 70s by this afternoon and then cooling off quickly to about 60 degrees at 8:00 tonight. we're talking beach days for the first day of february. half moon bay will be really nice this afternoon reaching near 70 degrees. we'll be up to 68 degrees already by 1:00 today. and just a few clouds in the mix but nothing that's going to bring any rain. in fact, no rain in the forecast the next several days. san francisco in the upper 60s to low 70s and, yes, for the

6:26. migraines might be linked to cardiovascular disease. researchers followed more than 50,000 people who suffer from migraines and over the course of 20 years they found these patients had a higher risk of heart attacks, stroke, and blood clots compared to their peers without migraines. the risks were higher for women. police are expected to issue

a public apology for a woman who filed a report against dr. larry nassar more than a decade ago. she is one of those 250 women who spoke about nassar at his sentencing hearing last week. she says she filed a police report against him in 2004 but the police in michigan did not refer her complaint to prosecutors. police chief david hall who was interim chief in 2004 says they were wrong and they need to admit it. randall gates says it's upsetting nassar's abuse could have been stopped 14 years ago which could have compared future victims. 6:27 now. coming up next on "today in the bay," more controversy surrounding palo alto's james franco. a piece of artwork he's created at his bay area high school that's now been erased. and continuing coverage on the breaking news of the major delay on b.a.r.t. this morning. it is 6:27. you're watching "today in the bay." we )re following breaking

>> reporter: the media spokesperson said they were expecting delays of five to ten minutes but now 20-minute delays. the sky raininger which is over the south hayward station around 3:20 this morning. a pickup truck on the rails and now video this morning. you can see the work they're trying to do right now. they're trying to get the pickup truck back on the rails so it could be towed out and fix that damaged third rail. b.a.r.t. right now saying they hope to have this all complete within the next 90 minutes or their estimated time of repair around 8:00 this morning which for people trying to get to work is not necessarily great news because obviously they're in the thick of this trying to get to jobs.

"today in the bay's" thom jensen is live at the school. this is so hard. >> short-term plans are as far as a response to this death. our condolences to this girl who just died recent ly of all of te kids who have passed this school year so far. the centers for disease control is warning this could be the deadliest flu season ever for kids, 37 kids died from the flu season so far this year. it has already sanitized liberty

high school due to an aggressive flu season as reported by the east bay times. we do not know if it is related. the california department of public health. according to their analysis 97 people died so far in california. this flu season. a weekly report designates this as a widespread flu outbreak across the state, not just isolated pockets. and there were 23 deaths from the flu just in that one week that was reported on that weekly report. so there has been a spike recently. here is what you need to know this flu season according to state and federal health officials. they say pregnant women, people over 65, and children under 5 are at the greatest risk but especially anyone with respiratory or heart problems. they also warn not to share

silverware or drinking vessels with anyone especially if you know that they are sick. remember to keep your hands clean and away from your mouth and eyes especially around sick people. do not go to school or work for at least 24 hours after your fever passes if you do get the flu. they will have more test results and effectiveness of the flu vaccination. they say that it's not too late to get vaccinated. we are live in brentwood, "today in the bay." a mural painted by actor james franco is no longer up at palo alto high school. his alma mater is erasing his contribution following allegations of sexual misconduct. we spoke with his former teacher

police say that sexual assault happened at a home in morgan hill. 6:45 and happening today state and marijuana leaders will help clear some of the haze surrounding recreational marijuana rules and regulations in california. the new california bureau of cannabis control, the bcc, is hosting a workshop in oakland today. it will help people make sense of those licensing requirements. representatives from the state department of health, the state food and ag department, the tax department along with local agencies will be there to answer questions as well. the meeting is from 10:00 to 1:00 today at oakland marriott city center which is the one on broadway. for more information you can go to the bureau of cannabis control online or go to nbcbayarea.com. working with the bureau of cannabis control to get licensing numbers, how many recreational agencies we have here. so far they've given me the number for santa clara county. there are seven licensed

obstruct. the call is over this morning. trump would later tweet his state of the union address got the best rating any president ever. things are moving very quickly in the russia investigation, "the new york times" this morning reporting robert mueller taking a very keen interest in that meeting between this woman, a russian lawyer, and trump's campaign team at trump tower two summers ago where the russians promised dirt on hillary clinton. we know they offered dirt because donald trump jr. who was at the meeting said they did. he showed everybody e-mails about it on twitter. here's the problem beyond meeting with russians who have dirt on your dad's political opponent. the president told "the new york times" this meeting, which he was not even at, was about adoption law. an explanation that would later be disproven by his own son. "the new york times" says mueller's very interested in who else was part of that false explanation. we expect the president may

want to show you. we have this maintenance vehicle. we showed you it was limping over some of the railing there and they're continuing to repair the work here. just a little bit further up out of frame another vehicle that has a crane on the back of it. we might get a glimpse of that. i think helping move the railing as well as possibly helping get that back on the track. i'm not sure what the vehicle is for but they have more crews over there and continue to repair it. let's get to the map and we'll show you the delays, 15 to 20 minutes, shy of what's a major delay for the system and that's mostly between south hayward and union city. hopefully the repair will be cleaned up by 8:00 when they hope to have the tracks reopened. ac transit isn't experiencing any problems. of course ace train is not affected because that's on the union pacific line. we do have a crash reported south 880 over in hayward.

it's on the shoulder but you see the build here and across the san mateo bridge. standard as i move out of the way. getting to the bay bridge, the east shore freeway 0 minutes to the bay bridge. that's not unusual. also good weather is not unusual for the bay area. >> it is a little unusual to not have any rain in the forecast in the middle of our rainy season and near record high temperatures is what we're talking about today even though it starts out nice and cool. a live look outside in san francisco. mostly clear skies all around the bay area and then as we go through the forecast we go from the upper 40s this morning into the low 70s for this afternoon and then here is a look at our high temperatures for today reaching into the low 70s in san jose up to 72 degrees. and then we'll see for the north bay 72 degrees in santa rosa. 73 in napa and 66 degrees today for the high in san francisco. beautiful sun rise this morning

the complex. san jose police tell us it was a three-hour standoff that ended peacefully around 2:00 this morning. the officers did take that suspect into custody and officers tell us they will release more information later today. a man who is accused of impersonating a police officer then sexually assaulting a woman is behind bars. police believe he may have other victims. his name is stanley friesen. he was arrested in tracy. the alleged crime happened in milpitas. friesen met a woman at the bay month inn for what she thought would be a date. they say that quickly turned into something sinister. the woman called police because she thought he might be an impersonator. >> looking live in palo alto where leaders are considering a new way to ease congestion at a very busy intersection. the city is now moving forward with a plan to build car-light developments at el camino real and page mill road. people who live there would be

rewarded for not using cars. the incentives could include free public transit passes, bikes, even cash for using ride sharing services. no word, though, on when any actual construction might begin. live pictures from liberty high school this morning. students are heading to class following news one of their classmates died. according to "the east bay times" the girl passed away following a short illness. no word on what the illness is. we reached out to the school district. they have not responded. the school says she was home from school and in the hospital before she died. it's not clear if her death was flu related, but the district says it has already taken actions to sanitize the school amid a very aggressive flu season. 97 people have died in california this flu season. across the country the flu has shut down school districts to prevent the spread. coming up next on the "today" show the latest on the deadly train crash in virginia we reported yesterday.
