where i've been watching some fog drift around. as we get a look at that school day forecast, it's 50 degrees, definitely need a jacket, but not later on today, we will be at 71 degrees at 1:00 today. it's going to be a really warm. we will talk about more of those temperatures coming up, but, mike, you were saying there is a problem if you're heading to facebook this morning. i hope you will not blame the messenger. warning you, most of the bay looks great, but the dumbarton bridge that is a very slow drive. as we look at this slow drive heading up to the high-rise where there are vehicles blocking your two right lanes, only one gets by, we are looking at what could be a half an hour, maybe more. we just upped the time, it was about a half hour delay but now that travel time registers that it's 45 minutes heading across from the east bay. that is a big problem. 92 the san mateo bridge moves much more smoothly and that's a better drive. no problems getting to the bay bridge. the earlier crash looks like

it's cleared west 580 over at lake shore. back to you. developing this morning, we're learning more about a wild chain of events in san jose that ended with a woman being shot. it all happened in west san jose just about a mile from downtown campbell. >> "today in the bay's" pete suratos is live where this all unfolded to explain -- looks like we're having a problem -- oh, there we go. pete, now do we have you? explain to us how this all started. >> reporter: good morning, marcus and laura. first things first, where this all happened, i would call it a residential neighborhood, you see a number of apartments and homes in this area, but it started on eden avenue and cadillac drive on saturday night and right now we're not getting information from police as far as if this was a targeted or a random shooting, but let's show you the video from when this all took place on saturday night and i want to point out that police are still looking for a shooter in all of this, but the new details that we're getting are coming from the san jose mercury news where they say there was a frantic sequence of events leading up to that shooting on

saturday night. they're saying that the female victim was driving with a male passenger and the two were being chased by a motorist. that female victim crashed into a tree and a person walked up to that wreck and fired several shots into the car. now, that male passenger was able to run away as the shooter fired shots at him as well. he was not hit. but later spoke with police about the incident. now, we're still waiting to get more information from police, as i mentioned, of course, if you have any information to help out with this case contact san jose plils. we're live in san jose, pete suratos for "today in the bay." happening this morning, caltrans crews will reportedly lead a sweep of homeless people in an area underneath connecting freeways in the south bay. mercury news reports this morning that a relatively recent tent city is growing in san jose. this sits under the 101, 280, 680 interchange. nearly 100 people may be living in tents underneath the tarps. now homeless advocates promised

to protest today's sweep. new this morning san francisco has reportedly reached a legal settlement with a firefighter whose identity was leaked in connection with the death in a 20 # 13 asiana airlines crash. a live look at sfo where the crash happened. examiner reports attorneys for the firefighter argued one teenage crash victim died after being struck by two emergency vehicles responding to the crash. the girl had been ejected from the flame and was covered in firefighting foam. since then fire investigators concluded the girl was likely already dead but the suit accused the fire department of scapegoating and retaliation in leaking the name of one of the vehicle drivers. the city has agreed to settle the case for $250,000 citing the uncertainty with proceeding with litigation. now a live look at capitol hill where we're expecting another busy day in d.c. you can expect to hear the word memo a lot of times again today.

friday republicans released a memo alleging the fbi is abusing its authority and playing politics. democrats say that's not true ought all. democrats will push for a vote to release their memo which they say paints a more accurate picture of why the fbi was monitoring a trump campaign aide. >> it's a point by point refutation of the basically propaganda talking points in the republican memo. >> this may be the end of the memos for the white house intel committee. the republican chairman says that he has more info to release, including a look at how the state department may have been involved. 6:05 on your monday morning. super bowl monday. live look in philadelphia where it is possible some fans are up celebrating the city's first super bowl title ever. a lot of people got rowdy in the streets overnight celebrating. a group of fans came crashing down when an awning collapsed at the ritz-carlton.

unexpectedly slow getting over towards the facebook side of that dumbarton bridge where you're jammed up because now we have one lane blocked, two are open. a little progress there, but a crash at the high-rise. 92 looks pretty good. also looking at a smooth flow of traffic. right now look at the difference between the dumbarton bridge and san mateo bridge. we expect the dumbarton bridge to be 15 minutes right now, so we are adding another 40 minutes, that's a very tough drive. west 237 is a great option for folks. back to you. coming up next on "today in the bay," addicted to cell phones. all new this morning, and only on "today in the bay," a novel approach bun bay area high school is taking to get kids off of their cell phones and focus in the classroom. looks like another very rough day on the stock market. i will explain why when "today in the bay" continues.

6:14 on this monday morning. it's really a slow start for us. still trying to recover from last night. but it's going to be a beautiful day and that makes it easier to get out of bed. look at our temperatures where we begin in santa teresa. we will be at 50 degrees and highs today in the low 70s in san jose. we will have more 70s in the forecast if you missed out on it today, we will talk about it more coming up in five minutes. right now a tremendous delay

across the dumbarton bridge which is starting to pick up the volume when a crash was stuck on the high-rise. an alternate to the south, westbound 237. it is 6:15 right now, new this morning keeping teenagers focused on class instead of their smart phones. one high school in the east bay has figured out a way to keep students off their mobile devices without taking them away. "today in the bay's" bob redell joins us live outside san lorenzo high school with a pretty innovative approach. >> reporter: san lorenzo high school still allows their students to wring their smart phones to campus, even allows them to keep them on their person throughout their classes with one caveat, at the start of every day at 8:00 in the morning each student must insert their cells into one of these green pouches and lock them shut. essentially turning their social media life lines into inaccessible useless pieces of

plastic until 3:10 in the afternoon, that's when the school unlocks the pouches with the special magnets so the kids can have access to their phones been. yonder created these pouches specifically to curb cellphone use. san lorenzo's principal tells us ever since his students started yondering up, she has seen the number of students sent to her office for classroom disruptions decrease by more than 50%. teachers are spending less time dealing with cellphone distractions in their classrooms and as you can see in this video shot by the school the students are more social in spite of the social media lockdown. >> transformative. it is absolutely changed our entire school climate and culture. students to talk to me in the halls now, they have to talk to each other, a substitute teacher noticed better posture because they are not looking down at their phones in the hallways.

>> people interact with each other. >> i have a lot of class time back. we go through every assignment way faster than we did in previous years, things that i've done for years now take 10, 15 minutes fewer to complete the assignment. >> our grades have been getting better. like significantly changed. to a's and b's, used to get c's and d's. it's like i'm never worried about it now. >> magical. >> reporter: a couple students with spoke with think the school's policy is too strict and wish they could unpouch during breaks and lunchtime. yonder, the company behind the pouches secured a $40,000 grant to provide san lorenzo with their product. the company is also working with other schools locally, four of them. you have san lorenzo plus the other four, oakland high, edison charter and friones continuation

and caliber beta academy in richmond. reporting live in san lorenzo. bob redell, "today in the bay." 6:18 right now. it looks like it's going to be another rough day on wall street. >> scott mcgrew joins us now. money is on the move. >> we talk about losses on wall street but what's really happening is money doesn't disappear it just moves around. in this case out of equities, into bonds. investors are looking for the best and safest payoff and they think that's going to be in bonds and not stocks. the dow plunged a beastly amount on friday, the nasdaq fell 144. wells fargo will dismiss four board members as part of a settlement it reached with the federal reserve. the san francisco bank has had problem after problem, their biggest is that account scandal where tellers signed up more than a million customers for accounts they didn't want. in many cases didn't even know they had. the fed is also restricted the way that wells fargo can loan money. this is the harshest punishment we've seen against the bank so

far. the became mow uber trial gets under way today. a former became mow engineer accused of taking the automated car secrets with him over to goog google. uber is trying to catch up. tomorrow the biggest rocket launch since the moon launch. elon musk says his company spacex will launch the falcon heavy rocket around 10:30 our time. it's three falcon rockets strapped together. this will be the most powerful rocket ever since the saturn 5 took the astronauts to the moon. they will use the same launch pad that the apollo project and neal armstrong and all those guys did. this is tesla with a dummy astronaut inside. they will send that in orbit around the sun. yes, it's a publicity stunt but also when you test a rocket you need to put some kind of payload in there to simulate the satellite or capsule or what not. >> someone waiting for their

will be at 72 degrees in oakland and 73 in san francisco. in san jose expect a high of 76 degrees. we may be setting new records here and we continue on with some dry weather, all of the clouds and rain we've seen across the pacific northwest just staying there, high pressure is blocking it and keeping any of those clouds with some rain from moving into the bay area. we talked about the super bowl and here is one of my memories, watching my daughter looking at the tv from one of her favorite spots, kind of in that compartment inside the couch. that's one of her favorite places to hang out. i'm @holiday weekend weathkarih instagram. let's get a look at where we're headed for the rest of the week. san francisco stays in the low 70s for the next few days. it does get a little cooler once we see the return of that on-shore flow bringing in an ocean breeze and slightly cooler

the doctors office said, yes, it's covered, but brad later got a bill for $842, but not from kaiser, it was from a kaiser vendor that actually owned the machine. brad challenged the bill and lost. so he called us. we talked kaiser. it opened an inquiry and brad got his $842 back. if i could rewind time i'd recommend that brat get a written estimate from the doctor and vendor saying that the machine was covered and that the price was zero. the tricky lingo here is the word "covered." kaiser noted in general that when a doctor's office says the treatment is covered you can't just assume covered means free. many health plans might cover a procedure yet still require you to pay a portion, possibly hundreds of dollars and that is where a written estimate under front is so important.

clear start across the bay area. right now it's 6:30. we are off to a cool and mostly clear start across the bay area. a nice live look outside from downtown san jose. those temperatures will creep up today and feel like spring almost. nice way to start a monday morning. thanks for joining us, i'm laura garcia. >> and i'm marcus washington. we want to head over to meteorologist kari hall keeping a track of what we can expect with the weather. looks like we will be able to shed the jackets today. >> you will need it for the morning but not thevéim afterno. as you're getting the kids ready in the tri-valley check out this temperature spread. 46 degrees as you head out during the morning and by recess they're already feeling some upper 50s and low 60s, by the time you pick them up from school it will be 71 degrees. so a very chilly start, a very warm afternoon. all of that sunshine heats up our temperatures into the mid 70s around the bay area. even san francisco will feel 70s again today, pretty much like yesterday.

we will talk about how long this trend continues. mike, you're still focusing on the dumbarton bridge. >> i am because even though around the bay we are seeing the commute start to building, the dumbarton bridge is the most unexpectedly slow drive across the bay. we have a crash at the high-rise. there is a rumor floating around that they may have just cleared those lanes, but i'm waiting until the chp officers on seen say, yes, that is cleared. in the meantime we have that backup going all the way back to the fremont and newark side and around the toll plaza another fender-bender in lanes that will be a distraction. more build for the san mateo bridge westbound 92. your best bet right now is if you are south of that dumbarton bridge go down to 237 westbound, it's starting to show a slow down through sunnyvale and san jose but it is quicker than coming across west 84 right now. happening today, students in the south bay will debate a controversial issue, school start times and it could completely change your own morning routine. >> "today in the bay's" kris sanchez is live in san jose to explain why pushing start times

back has a major impact on students' health. kris? >> reporter: had i there. chances are if you have a teenager that teenager is not getting enough sleep and part of the reason could be that school starts before 8:30 for almost all high school students across the nation, middle school students as well, and that includes here in san jose. that's why some students here at san jose unified will make their case to change that at least in their district. they will make that case later today before a big audience, a san jose unified town hall meeting. the american academy of pediatrics recommends that middle and high school students start school no earlier than 8:30 in the morning. i dug out a 2014 cdc study that revealed that the vast majority of secondary schools in the nation start before that. 93% of high schools in the country, 83% of middle schools in the country start before 8:30. now, as students try to persuade

their district and parents tonight they do have some science on their side. i did some research and found that teenagers need 8 to 10 hours a night according to the american academy of sleep medicine. and that teens actually get sleepier later at night, so it's hard for them to go to bed early and that's where they need to sleep later in the morning. you can actually blame puberty for that. sleepy teens are more likely to be overweight and underactive, have symptoms of depression and self-harm, poor school performance and they are more likely to hurt themselves. join the conversation on facebook and twitter. i want to know what you think about a later school start and how much sleep your kids get. i did just hear from a parent in the fremont union high school district that includes homestead high school and their bell schedule should start no earlier than 8:00 in the morning and that is a district wide effort to try to get kids the most healthy sleep that is possible. tonight's meeting is at 6:30 at

leland high school, it is a san jose unified town hall meeting, its open to all parents in the district. join the conversation on facebook and twitter. in san jose kris sanchez, "today in the bay." it's 6:35. this morning new this morning support services will be available for students and staff at an east bay high school today after a student died over the weekend. according to the east bay times a student at freedom high school in observing lay died. counselors will be availing for grieving students and staff. there will be several deaths of students in east contra costa in recent months. last week we told you how four students have died so far this year at liberty high school in brentwood. many people celebrating the super bowl kept chp busy last night. we went on a ride along, an alleged drunk driver was pulled over 15 minutes into the drive. while we are waiting on arrest numbers from last night we dough know that 300 dui arrests were

made in the last two weeks alone. palo alto is home to the first children's museum west of the mississippi and today talks of rebuilding it are moving forward. city council will discuss plans to redesign the junior museum and zoo tonight. the proposed construction project including a new museum, an education building and a new jut door zoo. the museum has been around since 1934. animals were added 30 years later. there are now more than 50 species living at the zoo. live to the richmond-san rafael bridge. you will notice signs popping up on the span later today. the signs will tell drivers when it's okay to use the third lane on the lower deck. that lane is nearly complete and expected to open in april. when those lanes are operational during peak hours that one lane, actually, commuters will see the green arrow sign, that means you are good to us auto the lane. the red x means you can't use it. the testing of those signals again today and certainly could

be a help for a lot of people. don't worry, from what i understand it's not expected to be a huge distraction. they will test some of the lights on the signs, they are not going to actually light up the x or arrow from what i understand. still be prepared, there will be something to notice as you're traveling across the bridge until they open those lanes in april. we wish they had more lanes across the dumbarton bridge. the south bay starts the build. silicon valley folks waking up and coming into work, that may weren't more traffic coming across 237. as an alternate to west 84 across the dumbarton bridge. the speed sensors are subtly improving. even though chp did not confirm from the scene we do see the speeds starting to improve. they might have cleared the crash at the high-rise. farther back approaching the toll plaza that might be a new crash coming off of the newark side and 880. getting across toward the bay bridge a smooth drive. look at the difference between these bridges, the san mateo and the dumbarton bridge, definitely

92 is the one to hit right now. >> a lot of people coming off a great super bowl weekend. >> they're saying at least 14 million people actually call in sick today. >> wow. >> so maybe you are up but you're watching this morning and you're already thinking about the weekend, right? why not? because we have had such amazing weather and it doesn't change even as we go into saturday. highs for the inland areas up to 71 degrees, 65 for the coast and maybe on this sick day you will go to the beach. well, on a sunday we're going to see more of the same. temperatures reaching into the low to mid 60s for the coast and up to 70 degrees for those inland valleys. maybe you will go to russian river valley, it's going to be so nice and sunny, temperatures coming down just a few degrees by sunday and we still keep that sunshine and for santa cruz we're going to be in the mid 60s all weekend long. it's going to be still all dry across the bay area with well

it's 6:42 now. beautiful sunrise as we get this monday started as we take a live look outside in san jose. it's a cool start with our temperatures already making it up to 56 degrees in evergreen. by 8:00 this morning. now, normally we are at about 59 to 60 degrees, but look at how warm it's going to be today and we may set a new record high temperature. i will talk about that is correct also what to wear, that's coming up in five minutes. and look at the bottom number, yeah, that's the dumbarton bridge, very slow across toward the peninsula side. it's not completely cleared as far as chp says but this number

has improved a little bit. there you go from 39 to 35. we just saw that change. we will track the updates and i will give you alternates if you're heading to the peninsula. it is 6:43. we're getting our first inside look at the events investigators believe likely sparked the north bay firestorm last october. city of santa rosa is the first government agency to issue its findings. it's report is only tied to two smaller fires and it doesn't issue any blame. investigators trace the source of the fires to arcing power lines triggered by strong winds. the winds were some of the strongest firefighters had ever seen. our investigative unit has uncovered some key findings about the north bay wildfires as well. head to nbcbayarea.com/investigations. new this morning the fleet of new trucks, food trucks, will start a spearing in santa clara county but the goal is to rescue fresh healthy foods going into the trash. the trucks are part of a new program by the county to collect

that's more than enough to feed 200,000 people in need. the new trucks will start rolling out in the spring. moments ago president trump said no deal to a bill to protect dreamers. >> good morning, the very latest is just from seconds ago, marcus. president trump tweeting he would not agree to a bill put together by senators john mccain and christopher coons, a republican and a democrat. this would have saved daca and then funded a study of what we need on the southern border. not a wall, a study. for that president trump says that's not going to work. mccain of course one of the most powerful senators. we expect the pair will introduce the text of the bill today anyway and it will include a path to citizenship. now, the daca deadline is in march, but the government runs out of money again midnight thursday night. if the mccain deal goes forward we could expect congress to once again pass a continuing resolution moving the deadline

shutdown a little later, but it doesn't look like that's going to happen because of this news we got minutes ago. meanwhile, reaction to friday's release of the nunez memo continues. this is the memo that fox news said would be the biggest scandal in american history. turned out to be kind of unimpressive. it did succeed in questioning the legitimacy of the fbi among conservatives. the memo written by republicans on the house intelligence ¤[nssrátee and republicans who have a majority on the committee voted to release it and the white house approved. the democrats on the committee who are led by adam schiff have their own memo, but they are not allowed to show it to anybody. president trump doesn't want that memo released. trump this morning tweeting about little adam schiff, in fact, call the congressman a liar. along with the head of the fbi, a former head and the former head of the national intelligence as well. schiff replied about 45 minutes ago. mr. president, i see you have had a busy morning of executive

unfolding a mile away from downtown campbell. someone was chasing a man and woman in a car on saturday. she crashed and moments later someone walked up to the wreck and opened fire. caltrans crews will lead a sweep of homeless people today, this is in the area underneath the freeway interchange in the south bay. according to the mercury news a tent city is growing near philippe avenue in san jose under the 101/280/680 interchange. 100 people may be living in tents or under tarps. homeless advocates promised to protest today's sweep. live look from sfo. san francisco reportedly reached a legal settlement with a firefighter whose identity was leaked in connection with the death of 2013 asiana airlines crash. attorneys for the firefighter argued one teenage crash victim died after being struck by two emergency vehicles responding to the crash. the girl had been ejected from the plane and was covered in firefighting foam. since then fire investigators have concluded the girl was

in franchise history. a live look at san leandro high school. a new system is being credited with drastically cutting smartphone use. students are allowed to bring their phones to school, hold on to them during class, but the phones have to be locked away in green pouches there. they only unlock when school ends. the bags unlock with the help of some special magnets. the pouches were specifically made by a bay area company, they rolled out at san leandro high school thanks in part to a grant. the vallco mall could soon get a major makeover. city leaders will begin looking at future plans for the mall. sand hill bought the mall a few years ago. the company wants to build a 15 block mixed use grid with retail and housing and create the world's largest rooftop park. you will need a reservation to see an amazing sight at yosemite national park. they set up a new system to reserve a slot to see the

yosemite fire fall. there have been traffic jams in the past and pedestrian safety concerns. this year you will need to apply for a free day permit for parking. it's pretty spectacular. happening today students in san jose will weigh in on school start times. students are set to make a case that class should start later. the american academy of pediatrics recommends that middle and high school students start no earlier than 8:30 in the morning. but a 2014 study we found overnight shows that a vast majority start before that. tonight's meeting is being held at leland high school, that's at 6:30. it was a pretty big weekend for the movies. for san jose's winchester mystery house, a film about the house and it's owner hitting the big screen. it finished in third place earning $9 million a pretty good start considering the budget was $3 million. jaw mana "jumanji" back on top, that movie has earned more that happen $800 million.
