investigation is ramping up this morning. plus we are monitoring wall street this morning on the heels of the worst single day point drop ever. the impact it will have on your money. and traffic headache, a new study just released this morning that confirms how we all feel, the bay area has some of the worst traffic in the world. good morning and thanks for joining us. i )m laura garcia. "today in the bay" continues right now. a very good morning to you and thanks for joining us, it's tuesday, i'm laura garcia. >> and i'm marcus washington. this morning as kari has been telling us is another layer day, put on a lot in the beginning and shed it off throughout the day. >> you have to be prepared for it all because it does start out cool and warms up and it will feel more like late spring by this afternoon. also with this cool start we've had mostly clear skies, at least you don't have to leave extra early to deal with the fog with you we are seeing temperatures in the upper 40s in san jose, normally we are at 61 degrees for the high, but look at the

temperature trend where it goes up into the mid 70s today. it's going to be another very warm one. i will talk more about that coming up in a few minutes. mike, you have a chp alert for oakland. that's right. they just issued a traffic alert or sig alert. so the next report i will have to ask us to go red for the traffic department as well. north 880 look at all these red lights all the way up past the coliseum. it extends for about three miles coming from the approach to the coliseum all the way up to about 29th where the southbound side slows at well. reports are this crash blocks your left two lanes still by the vehicles and some debris may have flown over to the southbound side. also checking with chp to hear about any damage to the center divide that they may have to repair as well. we will track that. west 580 is a better ride there in the south bay, the other big issue is northbound 101 at oakland road in the commute direction, we have a crash blocking your slow lane and that's caused a big backup to capital expressway so more folks are shifting over towards 87, that's the ripple for the south

bay. we have a lot of activity on the surface streets as well. i will hand it back to you guys for that big news. we are following two breaking stories for you this morning. two crime scenes just one mile apart in san jose. one of those scenes at a denny's restaurant where two people were killed. >> "today in the bay's" roz plater was there in our last hour but she has has moved to a new location where there is police activity at happy hollow zoo. that's going on there? >> reporter: there is still an active crime scene here. you can see a number of police officers and crime scene investigators still on the scene here and they have shut down key street from 8th to 10th and all that in between is where they are working. this is all near the california car wash and as you said not far from the happy hallows park. we still don't have confirmation about exactly what it is that officers have investigating. we know police have been canvassing the area even at this early hour looking for

witnesses. they have also been searching the area looking for evidence. possibly bullet casings we're told and we reached out to investigators to try to find out exactly what happened. now, about an hour or so ago we told you about a double homicide that happened just a mile or so away from here. let's show you some video of that. it happened near thexzhl denny' south 1st street and east alma. police began getting calls about shots being fired around that area about 11:00 last night. officers arrived to find a man and a woman had been shot to death. they are believed to be san jose's fourth and fifth homicides of this year. we're waiting to hear back from investigators about a series of questions we've been asking all morning. what happened, what led up to the shooting, did the two of them know each other, is there a suspect. we should tell you about in that area that police have now taken down the crime scene and reopened the streets. not the case back out here live, though, at key street. again, key street is shut down between 8th and 10th street.

you can also not get to humboldt street and some of the other feeder streets around it as well. keep that in mind if your morning commute takes you through this area. as soon as we get more information about both of these stories we will get back to you. now to our other top story, this on wall street, all eyes focusing on that opening bell which will happen in less than 30 minutes from now. traders are anxiously following the dow's worst single day in years. the 1200 point drop was the dow's largest ever. percentagewise the dow lost more than 4% of its value. dow futures are already down more than 1% this morning. scott mcgrew will have more on this in his business and tech segment, that's coming up for you in ten minutes. happening today santa clara county's board president delivers the annual state of the county address. supervisor joe simitian is laying out some of the priorities and initiatives planned for santa clara county this year.

the address takes place at 11:30 in san jose. also today leaders in the city of alameda debate a controversial plan to use license plate readers to monitor for stolen cars. the plan calls for 13 devices that would scan the four bridges and two tunnels into and out of alameda. police say that the devices would look specifically for vehicles that they have stolen. now, the privacy advocates say they worry about this because they say that data could be used for other purposes including tracking undocumented immigrants. the meeting takes place tonight at 7:00 that's at city council chambers. looking a live at washington now, it's seeming president trump may not testify now in the russia investigation. "the new york times" is reporting president trump's lawyers do not want him to interview with the special counsel. the white house will not confirm or deny. if there is no interview special counsel robert mueller could subpoena the president to testify before a grand jury.

there are also multiple reports this morning that steve bannon despite being under subpoena may not show up to testify before the house intelligence committee today. >> if he does not show up tomorrow, does not answer our questions, i think he needs to be held in contempt. >> this morning democrats are urging president trump to release their classified memo detailing how the fbi convinced a court to allow surveillance on trump campaign aides. democrats say it provides context to the republican memo that was released last week. this just coming into our newsroom, breaking news this morning, social media buzz right now because people along the east coast are receiving tsunami alerts on their cell phones. the national weather service just tweeted the message that it was just a test. we've been seeing people tweeting from the northeast, tampa, even houston saying they got that false alert. this comes just weeks after a false missile alert was sent to people in hawaii. there are still a lot of questions about this story. we will continue to follow it throughout this morning.

new for you this morning, san francisco ranks in the top five of the most congested urban areas in the world. if you drive in the bay area probably no surprise to you. "today in the bay" pete suratos is live in san francisco this morning to break down how much time people are spending in traffic. i know a lot of people driving from the city to the south bay say they take the time to call their parents because you will spend more than an hour in the car. >> reporter: that's right. a lot of traffic for folks in the bay area. i know personally growing up here you get used to that traffic, it's almost a way of life when you come from the east bay going to san francisco, a lot of time spent in your car going to different destinations, but in that new study we are seeing, we're seeing that san francisco is actually ranked number five overall in all the world when it comes to traffic congestion. let's show you guys that list of the top five cities. you have three cities from the u.s. and there you've got los angeles at number one and san francisco at number five. but the bay area is looking for

solutions to deal with some of these traffic issues and being considered all across the bay area. you have caltrans considering a proposal to install express lanes on 101 across the peninsula which would stretch from 380 to whipple avenue in redwood city. this coming june voters will decide if bay bridge tolls will go up to $9. if approved drivers would pay $9 during peak hours by 2025. who knows, maybe the cost to drive across the bridge may force drivers to consider other alternatives such as bart or even ferry service. back in may i was there when the water emergency transit authority broke ground at the san francisco ferry building with two new entry gates, they are also expecting to open stations at richmond and treasure island with the goal of finishing construction by 2019. back to this study, looks like the u.s. is the most traffic congested nation in all the world with drivers spending an average of 41 hours in traffic

per year. live near the golden gate bridge, pete suratos for "today in the bay." it is 6:08 right now. all new this morning, east bay mud says customers are maintaining their conservation habits even though the drought is over. a look through the new report overnight, among the findings utility says changes put in place during the drought like lawn removal and fixture upgrades should mean savings for years to come. a watershed in the east bay saw the wettest october on record. total water production reached over 57,000, that's measure in millions of gallons. right now at 6:09 we have a cool start this morning, but it will be a warm day and we have temperatures that are a little milder than we have had recently. it is 55 degrees in san jose, but look at morgan hill, it's a lot cooler there, it's 43 degrees, 57 now in livermore and 55 in san francisco as we get ready to get out the door and head to school in oakland it will be 53 degrees walking to

school and then our temperatures today feeling very mild by later today with sunshine, 66 degrees by 1:00 today. our highs are headed into the mid 70s for this afternoon and even some near record high temperatures once again. i will be tracking that, also talking about what's ahead for the rest of the week, that's coming up in just a few minutes. we just got this update from chp. behind me you see this jam right here north 880 at the coliseum. you're jammed up to 29th but the update, chp says they've just cleared lanes from that big alert crash over there. i will show you the map because even though the crash did clear in the last few minutes that backup is going to take a while. this is almost three miles of backup adding almost 35 minutes of extra time. 580 westbound is a better drive through that area. we'll track that and the build for the east bay. this san jose jam is also from capital expressway up 101 to oakland road and that continues because of one lane that's blocked here and the ripple effect as traffic pushes over toward 87 and 280 as well.

right now at 6:14 it's a cool and all clear start adds we get a live look outside in san jose, starting to see the sunrise a little earlier, just each day. as we get a look at our temperature trend, let's go to willow glen. we will be at 55 degrees at 10:00 and then some low 70s again today. normally we are at about 60 to 61 degrees, we are going way above that, but i don't think we will set a record today, but we will talk about what's ahead in the forecast, that's coming up in five minutes. and the south bay look how bad this commute is for 101. the bay shore freeway through san jose 280 and 85 are better avenues to the north. we will track the crash in san jose and the clearing for oakland. the bottom number still at about an hour, 30 minutes longer than you might expect for oakland. that crash just cleared. mike, i have red numbers, too, look for another rough day

on the markets. this after the dow fell more than 1,000 points on monday, the biggest point drop in history. though nowhere near the biggest percentage drop. bay area stocks suffered as well, none so badly as wells fargo. we warned you about that one before the bell yesterday, chip maker nvidia hit hard as well, makes chips for bitcoin. now, as for the loss on the dow total silence from troump who has repeatedly taken credit for a growing stock market. he has tweeted by my count more than 13 times when stocks went up. the president was in ohio as the markets fell yesterday, in fact, news agencies actually broke away from his speech to go live to wall street to cover that huge dip on the dow. so markets opened back up at 6:30 this morning, markets already in europe, they are open and doing poorly. numbers start to change at 6:30

a.m. and we will update you throughout the day. live pictures from pad 39-a at cape canaveral, that is the falcon heavy rocket, the biggest rocket to launch since saturn 5, the rocket that took the astronauts to the moon. that rocket laurchls at 10:30 our time this morning. bottom line, if you were born after 1973 this is the biggest rocket of your lifetime. this is a test for spacex. they've never launched anything this big. they warn it could very well blow up. and there are no astronauts at the top, it's unmanned, but there is something up there. a dummy astronaut sitting in a tesla car. spacex is going to launch that cap actual towards the moon, there is the car, there is the dummy astronaut. they're going to launch that thing, the tesla and the astronaut, towards mars. it's not going to go into martian orbit but it will orbit near mars as it goes around the

sun. >> it's like an ad for tesla. >> now, as we were talking about it when you test a rocket you have to put a pay lo he had in there of some sort, cement even is fine. if you own spacex and tesla -- >> put your car in there. >> is this the first car in space? >> if you don't count the moon buggies, then, yeah, this would be the first car in space. >> was it a red one? we'll find out. we investigate. 6:17 right now. new this morning we're getting our first look at plans to change the san jose skyline. mercury news reporting developers want to build two new towers. they would go up at julian street a block from san pedro square. they are publishing renderings of the davidson plaza towers, each would be 18 stories high, they will add 650 apartments plus commercial space. caltrain riders it's only a matter of days before you will have tickets for your fingerprints. the agency's new ticketing app

called caltrain mobile debuts on saturday. riders will be able to use their smart phones to purchase and activate tickets and they will be vabl for apple an android devices. a warning for parents with young children, sharing too many photos and information may leave them vulnerable to identity theft. that's the opinion of some tech experts. they believe parents who overuse social media put their children at risk in the future. one parents says she keeps her social media posting to a minimum. >> only if like we're doing something together i might say, here we are at someplace together, but on a regular basis i'm not putting a lot of pictures on there of us. >> experts warn posting your child's name and don along with your maiden name and location is enough to open a credit card or bank account. children who have had their identity stolen often don't discover it until years later when they grow up and try to obtain a credit card or a loan. >> that would be a bummer.

of those temperatures that will be very close. % in concord. napa expecting a high of 77 degrees. the seven-day forecast is up at the bottom of the screen. have you been sneezing lately? it's because the trees are already blooming in early february because we do have such warm weather and the trees are for me it's really miserable and probably for you, too, if you have allergies and it's going to get worse as the week goes along. high pressure stays in control, still a lot of dry weather and that's blocking any storm systems from coming our way. so the next seven days, at least we do have some cooler temperatures in the forecast, but the winds will be picking up, that's all because we will still have that high pressure, but a shift in those winds and gusty winds with low humidity will make things difficult for this dry season. we will have to watch out for fire conditions for the weekend.

highs reaching into the upper 60s inland. mike, you are tracking that drive through san jose. unexpectedly slow for folks driving on the bay shore freeway. 53 minutes registering, for highway 101 where it splits in 85 in san jose to where it joins again in mountain view. we just went average speeds into the red zone, that's around a 20 to 30 mile per hour change, perhaps closer to 20 right now. over all the bay looks great. two key spots, san jose and oakland are the problem. san jose northbound building up as you're coming out of the south san jose area and up toward oakland. road where one lane is still blocked by a crash and that's causing this big backup and a shift now a little more traffic north of capital expressway for san jose. that's unusually slow, taking the bay shore freeway down here, monterey road may see more activity as well. the other big slow spot is recovering, still very jammed, north 880 past the coliseum toward that earlier scene of the crash around 29th.

welcome back, everyone. state lawmakers are considering a plan aimed at limiting prescription painkillers. the goal is to fight opioid abuse. the bill would require doctors to write prescriptions that last for only three days. so you would have to go back to the pharmacy for a refill multiple times a week. after the third refill a doctor would need to justify the use of more pills for the patient. lawmakers say making opioids harder to get is a good thing. some patients say it's just inconvenient. >> you're going ten times a month to the pharmacy. it just doesn't make sense. >> there should be some limits there and reevaluation as to why they continuously need this medication. >> the law would punish doctors if they don't limit the prescriptions. doctors could face misdemeanor charges, would have to go before a licensing board. the bill does have exceptions for cancer patients and people with chronic pain.

more details now overnight we looked at the latest data on opioid abuse in california and across america. the cdc says on average 115 americans die every day from an opioid overdose. nationwide the cdc says opioids were involved in over 42,000 deaths in 2016. in california specifically more than 4600 people died from an overdose that year. if you're planning to travel overseas and need in you a pass mortgage the fees are going up. the new fees are increasing from $25 to $35 beginning on april 2nd. the increased fee is in addition to the standard application fee which is $110 for the book. state department says the price hike will help cover the cost of processing passport applications. we should mention that the $10 increase doesn't apply to those who are just renewing their passports by mail. coming up next on tiebts, breaking news, a violent night

santa rosa and today in san francisco 70 degrees and we are going to have a great weekend ahead. we will skip right to it in seven minutes, but we will bring it back to now and get out on the roads with mike. got to get through the workweek before you get through the weekend. a tough drive for san jose, will an hour for the stretch between 85 and 85 on the bay shore freeway. the majority of the slowing right here from 85 at the bottom to 85 in mountain view is jammed up here all the way past that 280/680 interchange to oakland road where we still as far as i know have one lane blocked. dispatch says they have to call the officers on scene to get the latest update. that shirt north 85 and north 87 picking up more volume of traffic as folks shift over and try to get out of this big backup for the bay shore. that's one big problem for its silicon valley and san jose getting into there. over here a build typical for hayward and slowing through oakland. that crash downtown oakland has

cleared. a smoother flow of traffic getting up for 880 and actually not bad, 580 a great alternate if you want to get to the maze. back to that breaking news this morning, a live look right there at the markets as investors are nervously watching the stocks after a historic selloff yesterday, the dow down 381 points. >> already so far we saw a dip even further than that. the markets only open for a couple of minutes now. i want to bring in scott mcgrew who everybody is wondering what this all means. >> well, for your retirement savings it was a big hit for sure. it's the biggest hit your retirement savings have taken in yea years. we see that percentage 1.25% down 300 points. we often talk about this. be careful as you're watching those big numbers on the right, the 300s and yesterday more than 1,000 as the numbers have gotten bigg bigger, the percentages have gotten smaller.

let's talk about that perspective. number one, it was the biggest point drop yesterday, but again percentage wise barely shows up on the radar. the stock market really is volatile but it's been to steady lately we've forgotten that. third, ignoring the last couple days the markets have actually performed incredibly well, the dow gained 25% last year. i had earlier said this is like being 6 under par and bird seeing a hole, i meant bowing seei bowing seeing a hole. >> a lot of people have been talking about the correction, but this was such a big one. >> we were thin correction territory for a little bit. stay with "today in the bay" for continuing coverage of the markets so far this morning. and of course throughout the newscast. and the "today" show will also pick up our team coverage, they will have live reports from wall street starting at 7:00 a.m.

back to that breaking news in the bay area, violent night in san jose, two crime scenes shutting down streets and at one point leaving people dead. right now you are looking live at activity in downtown. this is key street which is closed between 8th and 10th streets. this is california car wash. now, only about a block away from that san jose state football stadium. it's happening in an area near happy hollow zoo. we have a crew on the scene, police told them they're looking for bullet casings and for witnesses. now, about a mile away from that scene police are investigating a deadly double shooting outside a denny's restaurant where a man and woman were killed. we brought you this in a live report in our last power. that shooting happened a little before 11:00 last night on south first street and east alma avenue. our team is asking questions to try to find out more. it is a day that matters the most in the push to call a

special election to recall a controversial santa clara county judge. the board of supervisors will decide that issue today. judge persky came under fire after sentencing former stanford swimmer brock turner to six months in jail for sexual assaulting an unconscious woman. "today in the bay's" kris sanchez live in san jose this morning to explain the next steps in this recall process. good morning, kris. >> reporter: hi there, laura. we have been talk about this for a very long time, but now we're just about two and a half hours away from the board of supervisors here in santa clara deciding whether or not to put that recall effort on the ballot so voters can decide come june. it would be a special election. now, although the brock turner sexual assault case and sentencing got nationwide attention and attention all around the bay area, only santa clara county voters would get to vote on whether or not judge aaron persky should be recalled from the bench. persky was elected to a six-year term in 2016, so he is not even two years into that six-year

term. to get to this point backers of the recall effort had to get 58,000 signatures and the registrar of voters certified enough of them just two weeks ago. now, judicial recall only became an option in the 1900s and if he is recalled judge aaron persky would only be the third judge removed from the bench. opponents say this is a bad precedent because judicial discretion is critical in our justice system. proponents, though, say that persky shows bias against women in decisions like the one involving brock turner and also other cases. now, the santa clara county board of supervisors is to take up this issue at 9:00 this morning, of course, it is an open forum so if you want to participate or you want to be here, you can. if not, you can follow me on twitter and facebook, i will let you know what happens. in san jose, kris sanchez, "today in the bay." the man charged with drunk driving and high, then killing a chp officer andrew camilleri is

expected back in court in about three hours. this is a postponed arraignment hearing for mohammed ali a 22-year-old from hayward. chp says that he was driving at high speeds on christmas eve when he crashed into camilleri's suv which was parked on the shoulder of interstate 880 in hayward. new this morning a new name for one of san francisco's historic medical centers, a few hours ago ucsf announced its medical center on parnassus will be named the helen diller medical center. it follows recent donations exceeding a billion dollars made from the helen diller foundation. some of the money is going towards a new state of the art hospital. the announcement follows the death on friday of foundation creator and bay area real estate giant sanford diller. when it comes to the new trends at only red lanes in san francisco it appears no everyone on board. the examiner obtained results from a new poll arranged by the chamber of commerce. a little more than a half of those asked say that they approve the red lanes for buses

and taxis. three in ten are opposed. red lanes can be found on major streets including geary and mission, the city is also looking into dozens of other possible locations. >> sometimes folks look down and say why is this a red lane and a green bike lane, that causes a little adjustment, a little slowing, so keep that in mind, folks. right now we have mostly green for your commute and that is good noticing the tri-valley and east bay, but the south bay and now the peninsula are problems as we are looking at north 101 through san jose, look, it is jammed up just past the split with 85 all the way up to oakland road. chp waiting for the update on the scene letting us know about lanes but i see a little improvement approaching openly land road. we may have the lane cleared, don't get your hopes up because we still have this backup for 85 and 87 and now folks are pushing up to 17 that's the ripple effect as you push up towards

silicon valley. northbound 101 the crash blocks the slow lane over at embarcadero, the off ramp just shy of university. that is what's causing more slowing getting up through palo alto and you can't even get to the dumbarton bridge or ikea or facebook or amazon. you can get through oakland better now and that's great because now you can rush all the way to here, the backup at the toll plaza. >> i happened to go out yesterday, sitting in a little bit of traffic. that's not fun. >> i like the weekends for fun. >> there may be some traffic getting to some of your favorite spots because it is going to be a gorgeous weekend. we have had some very warm weather, i think a lot of people are going to once again head to the beaches, the coast will be in the mid 60s, it will be cooler by the weekend, low 70s for those inland areas. wz we check out sunday's forecast we will still have very warm weather. for lake shasta that's where you can find cool weather. it's going to be 66 degrees and then some mid 50s throughout much of the weekend. we still have that sunshine,

temperatures will be busy, too, going from the upper 40s to the low 70s by 2:00 today. another day with near record high temperatures and it continues in the forecast, we will talk about when it may come to an end, that's in about five minutes. and despite struggle for information i'm looking at a tiny bit of improvement for 101 and a little worse for 280 and 85, this is through san jose. you see the speed sensors they're getting a little better so i think that gives me a clue about clearing. we will get another update from chp and i will let you know what they say for san jose's crash. this morning we're learning about possible school closures in san brown know. the san mateo daily journal reports park school officials are dealing with a budget shortfall. the paper reports the district is looking to move forward with just four campuses instead of the current six. rolling wood elementary school may shut down. the district would sell the vacant properties. this report comes days after the

oak grove school district in san jose voted to close three elementary schools due to declining enrollment. this is another critical week in the future of daca with no real solution in sight. today bay area daca supporters are planning to gather. one event takes place at noon in oakland, that is where oakland mayor libby schaaf plans to help call on democratic d.c. lawmakers to avoid as she says using dreamers as pawns in exchange for other legislation. a second dreamer rally is being organized by labor activists. that event takes place at 11:00 a.m. in san francisco. a week ago at the state of the union address president trump called for unity. >> now scott mcgrew he is using that same speech accusing democrats of treason. >> treason, yeah, good morning, very strong words. here is the president in ohio saying democrats who didn't clap for him during the state union are traitors to america. >> unamerican.

have to travel here from the bay area and how much holder it is. this could be the coldest olympics we have ever had and right now we are late tuesday night in south korea. it's 3 degrees and it's going to only make it up to 21 degrees. as we look at how that compares to squaw valley today, it will be in the upper 40s. temperatures, it was reaching into the upper 70s and low 80s yesterday, smashing a lot of these records in concord, san jose, livermore, san francisco and also in half-moon bay as well as mountain view. new rorts set, we will be watching those numbers closely today as we will head back into the mid to upper 70s. as you're getting dressed this morning it is a cool start so you do need light long sleeves and then as the day goes on it will be all about the sunglasses, maybe short sleeves and shorts, make sure you're prepared for it all. it's going to be windy as we head into the weekend, temperatures also drop, a shift in the winds brings in an ocean

breeze and cooler air. san francisco will reach into the low 60s and for the inland areas expect it to reach into the upper 60s by the weekend after a very warm start to this week. mike, you're checking in on those crashes on the bay shore freeway. >> i was just checking in on them seconds ago. still no confirmation from chp, but look at these speed sensors, they are really a lot better, from red to orange to yellow right at the scene oakland road for northbound 101. i think that indicates all lanes cleared right there, over at the oakland road. improvement for 101. look how big the backup is back taking 85 and 87 and 280 at alternates to get around that backup. the ripple has already happened and that will continue to have a different flow of traffic right now coming through san jose. once you're through san jose things are nice through mountain view, then in palo alto we have another crash blocking one lane 101 and north embarcadero road. on the backup on the approach there may be another crash towards shoreline.

following since we came on air at 4:30 this morning. violence erupting in the downtown area of san jose overnight. three people are dead at two different crime scenes. they are less than a mile apart. here is some of that new information. police are now telling us the deadly double shooting that they've been investigating outside a denny's restaurant on south first street near alma is being called a murder suicide. that gunfire broke out just before 11:00 last night. as i mentioned on south first and east alma. we have calls out to police to find more about the circumstances in that case. also new just down the road a crew is there where police have been actively investigating close to the happy hollow zoo this morning, about a block away from san jose state football stadium. key street is closed between eighth and tenth street. police confirmed to us that this is a homicide case. one man was shot to death. three homicides total overnight bringing the number of homicides in the city of san jose so far this year to six.

more breaking news this morning, we're monitoring the stock market and a big plunge when the markets opened at 6:30 but things have started to calm down just a little bit. >> scott mcgrew live in our news rooms. >> it's a welcome calm. this morning's opening bell this is about 20 minutes ago, most of the folks from -- well, perhaps we won't -- there we go. most of the folks clapping. do take a look at that woman on the right. i think she feels like the rest of us after the dow fell more than 1,000 points. all right. out to the big board as well this morning where you can see the dow industrials have moved to the positive, this after two days of really rough markets. we will continue to watch it as the markets move. marcus. thanks so much, scott. coverage continues next on the "today" show as investors nervously watch the stock market. the impact wall street plunge could have on your money. santa clara county's board of presidents will deliver the annual state of the county address today. supervisor joe simitian is laying out some of the priorities and initiatives

planned for santa clara county this year. the address will take place at 11:30 at board chambers in san jose. leaders in the city of alameda will debate a controversial plan today to use license plate readers to monitor for stolen cars. the plan calls for 13 devices that would scan the four bridges and two tunnels into and out of alameda. police say that the devices would look specifically for vehicles that have been stolen but privacy advocates worry that the data may be used for other purposes including tracking illegal immigrants. what a beautiful vista. the commute rolling along right now. a new study seems to confirm what a lot of people in the bay area already know, yep, we get a lot of traffic here. san francisco commute is considered one of the worst anywhere in the world series when it comes to traffic congesti congestion. san francisco, i should say, ranking number five. los angeles is first, followed by moscow, new york city and saw paolo. so you have that going for you.
