cool, we have had some 40s and 50s, even a few 30s in the north bay, but as we go to oakland we will be at 53 degrees at the start of the school day and kids will have recess outside with comfortable weather, warming up to 68 degrees and in that pickup line. we will see the highs up to 74, 77 in san jose and 74 also in san francisco. low 80s for the north bay. we will talk more about that and when these temperatures cool off in about seven minutes. mike, you are looking for a new crash in dublin. >> seeing if we can find the report that chp filed. west 580 your commute direction over towards the dublin interchange, you see the dublin grade heading toward castro valley. wherever that crash is approaching it does not look like it is interrupting the flow. this is west 580 around dougherty approaching that dublin interchange but we didn't see any problems for the flow over the last few minutes. we have a little build for 680 and i will continue to watch this crash.

sharon katsuda, "today in the bay." now to the big story out of washington this morning, will the government shut down again? the senate will have a chance to avoid that today. senators will take up a stopgap bill passed by the house yesterday. it keeps the government funded until march 23rd. meantime president trump is threatening another government shutdown if democrats do not agree to his immigration reform plans. scott mcgrew is going to break this down for us coming up at 6:45. new this morning just one day from the start of olympic competition and the u.s. threatening the toughest and most aggressive economic sanctions against north korea. >> vice president mike pence had this message during a visit to japan overnight. >> and we will continue to stand shoulder to shoulder with the people of japan, south korea and our allies and partners across the region until we achieve the global objective of the denuclearization of the korean

county office of education is hosting a fair aimed at business professionals, tech professionals, anybody with a bachelor's degree who is looking to make a change. step into teaching will connect those people with the resources that they need to get into the classroom. you can find out about that credentialing process, compensation, benefit, retirement, even network with potential employees this weekend. the county office of education told me that in the three years of hosting this fair hundreds of people have turned out every time and they have about 50 professionals who have made that change and are now in the classroom teaching full-time. and those folks are filling a critical need. our local districts are really struggling with this california teacher shortage. the state issued 77,000 teacher credentials in 2000, but in 2015 they only issued 15,000. that is a fraction. and the projected need that year was actually 22,000 teachers. about a third of california

kept away just to make sure things are okay. tell us what you've been able to see while you're there. >> reporter: well, marcus and laura, in the lead up to the previous olympic games the issue was all about the venues, would they be ready in time or the housing would it be ready. that was never a case in pyeongchang, they've been working on this bid for many years. everything was set to go. what they didn't expect was dozens of their security guards falling ill with norovirus just before the beginning of the games and they went ahead and took the extraordinary step of pulling 1,200 security guards off duty and telling them to go into quarantine in their living quarters. they took 900 military members from south korea and pulled them in to work security. now, in covering these games we move around the venues and we cross through security dozens of times every single day and this is something we had noticed, the mostly young security guards were suddenly gone, replaced by people in uniform. now, to be completely honest we assumed at the time this was

just part of the normal ramp up to the official beginning of the games, it was only later we learned it was due to illness. one reason the olympic organizers are so concerned about the spread is that most of these security guards all lived in the same temporary housing complex. you can imagine how bad this would be if the virus spread to spectators or even worse to the athletes. signs have gone up all over the place reminding people to wash their hands and even this morning when we entered the media dining facility there was bottle of disinfectant spraying everybody's hands as they entered the facility. they are very serious about this, they don't want this disease to spread because it  if it did. while the norovirus is a concern there is of course another one extreme cold that forces many challenges for if he can taters, athletes and certainly with the upcoming opening ceremony. coming up later in the show at 6:55 we're going to break it

walnut creek woman who bought a used car and ran into welcome back on this wednesday morning, 6:23. nbc bay area responds to a walnut creek woman who bought a used car and ran into costly problems within the first few months. >> she asked the dealer for help but needed our response team to step in. here is consumer investigator chris chmura. >> good morning. emily bought a used 2007 mercedes there carmax. after just 1100 miles it broke down and cost almost $500 to fix the ignition coil. two weeks later she says another breakdown, in that case a mechanic recommended immediate

transmission work that would cost $2,000. emily complained to carmax and she singled out its 125-point quality inspection, which she says helped persuade her to buy that mercedes. it passed that inspection and emily questioned how could that have happened? carmax told her to bring the car in for a look. here is the thing, the car wouldn't start. so for the next four months emily's mercedes sat in her driveway while she tried to get carmax to come out and help. that is when she called us. when we contacted carmax it bought back emily's car for $14,000. in a statement carmax said it is committed to having its customers back and customer service is a top priority, however, customers must bring their vehicle to a carmax store for vehicle service evaluation. emily could have done one thing differently at the very start, she could have brought in a mechanic of her own to check out

populated and developed area. the discussion includes results of a new research detailing damage estimates for 16 earthquake scenarios. happening today, water is on the top of everyone's mind with our dry winter. in contra costa county water officials will discuss the planned expansion of loss vac ross reservoir. east bay times reported the $900 million project will raise the eastern dam by 55 feet and add more storage capacity to meet the water needs of nearly 1.5 million people. the public meeting on the expansions environmental report is planned for later this month. and right now we're planning on seeing more traffic which is the build over at the bay bridge. there are the metering lights. still tracking that crash just off to the left shoulder not blocking any lanes and not really any slowing for that distraction. you will have to slow as we look at your map further up. the incline past that crash is where things slow down heading towards san francisco and the

richmond-san rafael bridge, westbound 580 starting to show more slowing as well. as we look at the bay's big view we see slowing through hayward and also in through the south bay. in the south bay your northbound routes show the slowing for 101, 87, 85, just the build starts in san jose, it's not so bad, though, actually looking pretty good. traffic flows well. good weather. no rain. we are talking about the winter olympics. >> it doesn't seem like winter, does it, because we have had days we can go to the beach and enjoy time with temperatures in the 70s. along the coastline in the bay area in the winter. yes, that's all happening and it continues this weekend. mid 60s, it will be, though, a little bit cooler and some winds picking up that will make it feel quite gusty out there, the inland areas, up to 71 degrees. on sunday more of the same, highs in the upper 60s and low 70s from the bay to the inland areas.

>> well, the weather is another star for us today. >> it is. it's been really nice around the bay area, a lot of sunshine. starts out cool but then we could have another day with record high temperatures. as we get a live look outside in san francisco let's get a look at where we're headed for today. napa 80 degrees and the record is 70. san jose may be a degree above the old record high and livermore looks like we'll tie that record and san francisco going a degree above our record high and in oakland today tying a record there while santa rosa will smash that old record by about 5 degrees later today. so as we're getting up, getting out the door with the kids in san jose it will be in the upper 40s so you do need a jacket, but even at recess those temperatures quickly warm up, you will not need that jacket then and mostly sunny skies and then going to pick them up you may even have the air conditioning on in the car. we are going to see those temperatures continue to soar into the upper 70s today, los

gatos up to 77 degrees, 77 in concord and 76 degrees in walnut creek. for the peninsula along the coast 75 in metering lights and redwood city and in san francisco today up to 77 degrees in the mission district and the north bay, low 80s and then santa rosa will be even warmer than napa, up to 82 degrees. starting out clear, you do need something that's going to keep you warm in the morning and then maybe give you some shade in the afternoon. a good hat will be a good option there. also some short sleeves as it will be a day to break out the summer gear once again. and this high pressure not budging, that's kept all of the storms away from the bay area and it looks like it will hold strong and may not give us any rain until about february 20th. hard to believe that we will have such a long stretch of dry weather but it does continue and the winds pick up as we go into the weekend. we may have some gusty winds, but slightly cooler air with a

shift in that wind, but an increased fire danger will be something we will have to watch. mike, you said some sudden slowing now through oakland. >> and we expect slowing because it's oakland and by definition it tends to get slow about now, but we saw this just at high street and moving up in toward downtown, suddenly we see the brake lights tapping in the northbound direction toward the bay bridge right here in this shot. we will show you the map as well. right around 16th there is a report of a disabled vehicle that was in lanes, reported on the southbound side but you see the slowing heading north so we will continue to track that. we do have your commute the building through walnut creek and the upper east shore freeway slowing through berkeley and the metering lights on at the bay bridge. a slower drive through hayward but nothing dramatic there. getting across that san mateo bridge westbound 92 slows and the south bay with your northbound push as folks travel up 101 that's the slowest drive through san jose, but 280 and 85 also pick up the volume, same thing for 87 but not as much as yesterday, not as much of a problem. over toward palo alto an easy

the city's police chief went before the city council last night asking for a half a million dollars to install 13 devices on bridges and tunnels connecting alameda to oakland. the chief says the system would be used to track stolen cars, but privacy advocates worry the information could be shared with immigration officials. nbc bay area got word overnight that council members rejected the proposal in its current form citing concerns with the company that would be in charge of the cameras. council members still approved funding for the cameras but said city officials need to revisit the proposal. live from san jose this morning, the santa clara county office of education is trying to attract new teachers to the bay area by appealing to people who already live here. the office is hosting a fair aimed at pro next nls interested in a career in education. it's called step into teaching. it will connect people who already have a bachelor's degree or working toward one with resources they need to get into the classroom. today is the last day to register. today is the first day candidates can file paperwork to

replace judge aaron persky in the upcoming recall election. supervisors approved the recall for the june ballot. organizers of the recall say judge persky was too lenient when sentencing former stanford swimmer brock turner. turner was sentenced to six months in jail for sexual assaulting an unconscious woman two years ago. organizers collected some 95,000 signatures to pass that recall. this is the first time a california judge will be considered for a recall in neerlg nearly a century. a laptop recall. the think pad laptops because of a fire hazard, the company is recalling 78,000 laptops, it involves 14 inch think pad x 1 carbon fifth generation laptops sold from december 2016 through october 2017. the issue stems from an unfastened dru that can damage the battery causing it to overheat and potentially catch fire. a major makeover for the san

francisco's civic center plaza. they have taken the first steps in a redesign project to make the surrounding streets more welcoming an inclusive. the first step involves public comment and suggestions. the city has posted an online survey to provide direction for some of the various design plans they have. the plans will be assembled and presented this spring during public feedback workshop. dental health is important especially for children. dentists will visit the south bay for free dental screenings. it's called give kids a smile event. here are some of the schools that are participating including schools in san jose, sunnyvale santa clara. 46 schools will be participating in the free screenings this morning. the free screenings start at 8:00. this morning we are just one day away from the first competition of the 2018 winter olympics. >> and it could be one of the

coldest in modern history. kari put together the seven-day forecast. don't be alarmed, this is for south korea. look at that, wind chills will be in the upper teens for friday's opening ceremony. "today in the bay's" garvin thomas live in south korea right now, bundled up. >> you know, we want to know how those athletes are staying warm, but, garvin, how are you staying warm? that's the question. >> reporter: i'm doing the best i can, marcus. right now you will hear a lot during these winter games about clusters of where the stadiums are, right now we are on the coastal cluster, it's ten degrees warmer than up in the mountains, that's why i'm not fully geared up this morning, there's the heavy wool socks and the hiking boots, long underwear, shell pants and i'm four layers on top including this nice puffy coat that nbc gave us to wear during the games. when we head up into the mountains the hat goes on and the shooed goes up because it gets really cold up there and that is where the opening ceremony is going to be.

what's more, people will be sitting for hours in an open air stadium. they had a music concert back there in september, six people got hypothermia in that stadium. so what they're going to do is they will give everybody to comes in a blanket and some warmers and don't worry about the athletes, at least the american athletes, when they walk through in their team u.s.a. gear those jackets they are heated. interestingly, you will hear a lot about the weather, not just for how uncomfortable but it changes the conditions of snow and ice so a lot of the athletes are concerned and paying a lot of attention to what the temperature will be like. you will see and hear a lot about the temperature, guys, but don't worry, i am going to live it the whole time. >> we're certainly not going to feel it, but we will live through you. garvin will be joining us throughout the olympics. it will be great to see our olympics coverage right here on nbc bay area. you can also follow garvin on air and online, his twitter handle @garvinthomas.
