"today in the bay" continues right now. and good morning to you and thanks so much for joining us this thursday morning. i'm marcus washington. >> and i'm laura garcia. you almost said friday. >> i did. i'm feeling it. we're almost there. not quite. >> and the weekend is going to be great, too. >> looking forward to slightly cooler temperatures. still a lot of sunshine and we'll be tracking the potential of rain only until the end of the month. so here we go with more dry weather. a cool start this morning. a live look outside in san jose. you get the kids up and ready to head out the door, 48 degrees at 7:00 and then look at how fast the temperatures warm up again today in the low 70s. we'll see some 70s by later today, up to 78 in concord, one of the warm spots. and 70 in san francisco. mike, you're saying the commute is moving pretty well.

>> you talk about getting out the door. that's the problem in our house. over here the south bay moves nicely. that typical clearing will kick in again in 20 minutes. just slowing right there through sunol. castro valley starting to see a little build but nothing big as far as hayward goes. an easy drive just 23 minutes over to the bay bridge from highway 4 heading into the maze. that's why we see all the backups as they funnel over to the bay bridge. east shore freeway all squeezing down to the toll plaza. back to you. >> thanks, mike. now to our coverage of the 2018 winter olympic games. mike pence will arrive in south korea and will lead the u.s. delegati delegation. but the trip comes amid reports of a feud between the vice president and a u.s. athlete already poised to make history. >> garvin thomas is live with a

brand-new comments from both the figure skater and the vice president. >> reporter: it seems to come down to this. did the vice president request a meeting with figure skater adam rippon. first, let's get you up to speed on vice president pence's busy night while you were sleeping. the vp arrived with his wife. then met with the country's president who called this the olympic games of peace, continued u.s. support to address the north's nuclear threat. his visit is being overshadowed by controversy. this all began right after the figure skating national championships in san jose last month. adam rippon was named to the team and was asked about mike pence leading the u.s. delegation to the olympics. the openly gay figure skater

criticized pence for what he believed was his funning of gay conversion therapy. pence's office reached out to rippon saying he was misinformed and either as "usa today" requested or as pence's spokesperson says offered a meeting. either way rippon declined. rippon has said he want to focus on the games and is open to meeting with the vice president after the games. the vice president just tweeted, adam rippon we are for you. don't let fake news distract you. i am proud of you and all our great athletes. my only hope for you and all of team usa is to bring home the gold. go get them. rippon begins his competition on monday. he will do the free skate portion of the team competition. a lot of work but we are managing to have fun, and that even included our very own torch. you helped pass the torch to me

"today in the bay's" kris sanchez joins us live this morning, one of the hardest hit areas to explain what the city is trying to do to prevent this

from ever happening again. >> reporter: hi there, laura. you saw those aerial images. those are stark but you compare the water up to this point where i'm standing right here in the rock springs neighborhood. those homes here behind me you can see a year later they are still unlivable. now it was a shocking sight when the coyote creek breached its banks forcing firefighters to rescue them by boat. some residents didn't even know they were in danger until the water was up to their doorsteps and the firefighters were knocking on their doors. on that day we asked the same question a lot of those folks did which is why weren't they ordered out sooner? why didn't they know? that is one of the reasons the lawyer for the 150 families plan to file a civil complaint against the city of san jose, the water district and santa clara county. that complaint alleges negligence and breach of duty. last february mayor sam liccardo

was quick to concede there was certainly and clearly a failure in the system. he has outlined some of the changes the city has made in the year since. they include an improved warning system that includes a system to send text notifications to anyone in the area even if they don't sign up for them. also expanded training for the people who live in flood-prone areas like this one and the volunteers so that no one is caught off guard. also enhanced communication with the santa clara water district clarifying who is responsible for what. the water district has raised the levee height and lowered the water level in anderson reservoir, which was part of the reason coyote creek flooded. there's been an ongoing clearing of coyote creek as well in order to improve the water flow. now it is not clear if this will address all of the things the homeowners would like to see, the folks who will file suit against the city, the county and

the water district today but we will be asking them. they are going to have an availability with us, the media, at 11:00 this morning. you know nbc bay area will be there asking questions. in san jose, kris sanchez, "today in the bay." >> we will be waiting on that report. thank you so much, kris. to washington, d.c., at 6:07 where the clock is ticking. there is a deadline of midnight tonight for lawmakers to get a deal done on a new budget deal. the governor would shut down for the second time in two months. there is hope this morning that an agreement can be reached. lawmakers are working on a bipartisan deal. it would include military and domestic spending and would fund disaster relief for wildfire victims. not all democrats are onboard including house minority leader nancy pelosi. critics say that deal leaves out immigration reform. >> we'll remember who was with us and against it. >> the deal doesn't have everything democrats want. it doesn't have everything republicans want. it has a great deal of what the

american people want. >> now the senate is expected to vote on a plan today. if it passes it would move to the house and hopefully be passed before midnight. it is 6:08. happening today canadian prime minister justin trudeau visits san francisco. he's on a four-day tour of u.s. cities. this is video of this visit to chicago yesterday. he lands at sfo at 9:35 this morning. today he'll meet with tech giants bezos and benioff. sharing the importance of public service during his trip in america. now trudeau's visit got some of us at "today in the bay" thinking when was the last time president trump vitted the bay area? president trump has yet to visit here or the golden state at all since elected. he did not visit us for the deadly north bay and southern california fires or mud slides. he did, however, make a handful of stops in california during his campaign. this is video of when he attended the state's gop

convention in burlingame two years ago. he had to abandon his motorcade on the freeway and walk onto a hillside to get into the side entrance of the convention because protesters surrounded the building. right now at 6:09 it's a clear and chilly start. let's get out the door in oakland. it's busy. if you're not on the way out you're getting behind. here is a look at our school day forecast in oakland where we'll start out at 50 degrees. you do still need a jacket heading out and then throughout the day you'll be taking off the layers because our temperatures will be warming up quickly. lunch time at 65 degrees. upper 60s today. you can probably tell it sounds really congested dealing with the cold and allergies. we have a high amount of tree pollen in the air. so if you have allergies make sure you grab that pill before you head out the door. mike, you're tracking two crashes in the east bay. >> i am. some of the slowing we saw over in livermore. a second to look at the bay, the

peninsula, the south bay, really nice and even hayward that part of the east bay looks great. just a little slowing at 680, not a problem. we saw a little extra slowing for 84 that is where a crash has been reported into livermore and pleasanton so keep that in mind making that cutthrough just head to the dublin interchange. eastbound highway 4, there is some slowing, counter commute because three of you four lanes are blocked as you pass by bailey. we see a little more over to pittsburgh eastbound. westbound, that is your commute direction and that's pretty standard as you head over to the bay bridge but we do have all the congestion at the berkeley curve and the bay bridge. back to you. >> coming up on "today in the bay," tour. tug of war. all new this morning, a longtime lake tahoe residents want visitors to stay away. and how much money does the average person in the bay area make? silicon valley by the numbers.

right now at 6:13 a look at the tahoe report for alpine meadows and squaw valley. i'll have a look at the forecast for the weekend. at the base we have 49 inches of snow and if he surface 32 runs going on and it's going to be cooling off. we need that to keep snow from melting so fast. we don't have any more in the

forecast anytime soon. we'll talk about the cooler temperatures for the sierra and the bay area coming up in about five minutes. and the high rise, looking at traffic. the taillights over the san mateo bridge. this is the reason you're having a little more slowing out of hayward to the bay bridge, slow out of the maze. we're looking for another volatile day on wall street today. winter just a short time ago, the first ever. amazon is going to start grocery delivery from some whole foods stores not in the bay area yet. tesla is speeding up deliveries of its model three. keep in mind it's said that at least twice before. ceo elon musk said if spacex can manage to launch a car into space, it can probably figure out how to build the model 3 a little faster. so promised twice before and

twice did not, more than 500,000 people have put down deposits on one of these cars. speaking of numbers i have some silicon valley stats for you and i know statistics normally are kind of boring. you might be interested in these. take a look from a brand-new report from joint venture silicon valley. the average salary $130,000, slightly more than half of the people in the bay area speak a language other than english at home and our communities are almost exactly one-third kau kigs, one-third asian, one-third hispanic. the number of homes sold continues to fall. as it has for five years people aren't selling. a vast majority of people who retire in silicon valley stay in their homes instead of downsizing. that means there are fewer houses for sale. more statistics, if tech buses were a transportation agency they would be the seventh largest in the bay area. about the same size as cal train, the tech buses.

these calls come from joint venture silicon valley. the speech about what's going on. i find these statistics fascinating. >> very much so. >> we are so very different. >> thanks a lot, scott. 6:16 right now. tug of war over short-term rental units is heating up. a recent town hall meeting reportedly drew such a massive crowd. that and they had to end the meeting early. full-time residents say the problem is getting out of hand. that is despite a new set of rules that took effect in december. residents say tourists and vacationers are leaving behind trash, crowding driveways, and they're complaining they're throwing loud and disruptive parties. now long-term residents are pushing for new ballot measure that would cut short-term rentals by 75%. >> take a minute and look at this new video showing a truck crashing into a bakery. it turns out the business owner

does not hold a grudge here later taking a photo with the driver. it crashed into the bakery in maryland yesterday. investigators say the driver lost control because of icy conditions there. several customers were inside at the time. the good news here all of those people were safe and the baked goods were spared. again, the owner wasn't angry and even took a picture with the man and gave him a cup of coffee. >> a drowsy driver? >> i don't think he was drowsy. icy conditions. >> that is a good lesson in forgiveness. >> also, again, we don't want to forget what you said, all the baked goods were okay. >> i think -- next day special. >> the crash special going on. hopefully that's not going on at the bakery you'll be visiting this morning. it's going to be a cool start. before you grab that coffee you'll need it definitely as we

go throughout the day and then iced coffee later on this afternoon. our temperatures are starting out with low 40s for much of the bay area as you get ready to step out the door. 50 degrees in palo alto and 54 degrees in san francisco. some spots milder and as you get a look at the seven-day forecast at the bottom of the screen our temperatures will be cooling off but we're still on track to set some records in a couple of cities across the bay area. we've had a lot of widespread records set the past couple of days. i think santa rosa will set a record, that old record is 74 degrees. the forecast is 75. oakland looks to stay below the record as well as san francisco. in napa, san jose and livermore, 76. the record is 78. we'll be very close and we're still talking about beach days so i'm giving you the forecast. if you're heading through summit and it's going to be in the mid-60s by 10:00, 73 degrees. a great temperature to have lunch outside on the boardwalk. and still a lot of dry weather

in the forecast. high pressure keeping those storms further to the north, and that high pressure also giving us some clear skies and some light northerly winds. always clockwise and it's also giving us at times an offshore flow, so that gives us that warm desert air moving into the bay area. let me know what you're doing as we go into the next several days and if you'll be watching the olympics we are ready for it @karihallweather. posting a video for our friend, mike tirico wishing him good luck. that's on facebook. we're looking at this forecast that will cooling off. san francisco low 60s for the weekend. mike, you are still tracking the crashes happening in the east bay? >> i am, kari. this time a couple different crash sites. i told you about the one in pleasanton and the livermore area. we know about that 484 and no injuries. it should be clearing soon. the rest of the bay shows an

easy drive outside of the one i'm going to show you here. highway 4 shows the slowing you would expect westbound. pittsburgh into bay point. look at that heading further east. you're down to one lane. state route 160 over into the north bay. here it's northbound 680. we do have a crash reported there. southbound is the build. this crash on the northbound side is off to the right shoulder so furthest away from the opposite traffic and not presenting a distraction. over here now just about a half hour from highway 4 down to the slowdown through richmond and berkeley and, of course, the berkeley curve. all the traffic out of the maze and the backup is at the bay bridge toll plaza. back to you. 6:20 right now. up next on "today in the bay," a new scam warning as we head into day one of the olympics. the reason cyber security experts say you need to be careful when opening e-mails

newark family. welcome back, everyone, on this thursday morning. 6:24. nbc bay area responds to a newark family. they bought shoes at one store but were told to return them at another. >> consumer investigator chris chmura steps in to figure out why. good morning. dan's wife bought a pair of shoes on sears.com. after trying them on, she realized they didn't fit. so she went to the return line at sears, and she says she was told instead to return the shoes to the nearest kmart store, 12 miles and as much as an hour away depending on how badly 880 is backed up. now it's true kmart is owned by the same parent company as sears but she was baffled she couldn't return a sears.com purchase to a

as part of a phishing scheme. one point you should always remember, double-check the url address to make sure those links are legit. 6:26 right now and flocks of eagles fans will no doubt be flying high this morning. >> that's because the city of philadelphia holds its first ever super bowl victory parade. live pictures from philadelphia this morning. look at that. hundreds of thousands of fans are starting to gather right now. they've been out there for, gosh, at least an hour or so. the eagles defeated the patriots in sunday's super bowl game in minnesota. this is philadelphia's first nfl championship since 1960 and back then there wasn't even a thing such as the super bowl. many schools and businesses are closed today. city leaders believe more than 2 million people will attend that big gathering. >> can you imagine the excitement here? i'm sure it's like when the warriors won the nba championship. >> and the giants.

but unseasonably warm day in the bay area. right now at 6:30 we are in for another pleasant but unseasonably warm day in the bay area. this is a live look outside from downtown san jose. look at that sun rise. it should be a great one. good morning. i'm laura garcia-cannon. >> right now a check of what's going on outside before you head out the door. over to meteorologist kari hall. kari, another layered day starting out with some layers and then getting them off. >> it starts out so cool and it warms up so quickly. by later today heading into the 70s. another view of that beautiful sun rise over san jose and let's go to los gatos where temperatures will continue to be in the upper 40s until about 8:00 and then making it into the 60s by noon.

all of us heading into the 70s today with a 78-degree high in concord. 75 in morgan hill. 76 in san jose. 76 in napa. we'll skip on to the weekend coming up in about six minutes. mike is checking in on the south bay. >> that's where we've seen the volume building the last 20 minutes. looking at northbound 101, 87 and 85, that's where we've seen the sensors change. 101 right around capital expressway. a lot of slowing and that's been the pattern for the last week. also slowing north of 680 where our cameras just showed the traffic flowing smoothly. the tri-valley moves nicely. 680 and 880 down past the san mateo and dumbarton bridges. the same thing for the backup and here a look at the richmond side as well. back to you. thanks so much, mike. 6:31. happening today san jose mayor

sam liccardo will deliver his state of the city address. the major topic he's expected to talk about is on the minds of many people in the south bay. the lack of affordable housing. "today in the bay's" bob redell and what to expect during tonight's speech. good morning, bob. >> reporter: good morning to you, laura. yes, when we spoke with mayor sam liccardo in san jose on the 18th floor of city hall behind me, he noted while much of silicon valley has prospered in recent years many people have not benefited. you talk to anyone who is scraping by to pay their sky high rent. tonight at his annual state of the city address. mayor liccardo will address the rebuilding of the police department, the fast growth at the hospital and the affordability crisis in the valley. you need to make more than

$200,000 just to afford a medium priced home. the mayor will focus on his plan to build more than 25,000 housing units over the next five years. 10,000 of which will be priced for lower income households. >> i was just speaking at the high school in san jose and heard far too many stories of kids whose families are being evicted from apartments because they can't pay rent. worried about whether they'll be able to go to college because they can't afford it. about the widening gap here in the valley. we have to do more. >> reporter: the mayor will deliver his address tonight at the san jose city college. the doors open at 6:00. he'll speak at 7:20. a speech that's expected to last around 30 minutes. reporting live, bob redell, "today in the bay." >> all right, a lot of valid

concerns for residents. thanks a lot, bob. 6:33 and our continuing coverage of school closures in san jose. tonight the oak grove school district board of trustees will discuss where to draw the new neighborhood boundary line that determines which school the child will go to. they need to be redrawn after the district decided to close del roble elementary school and glider. those closures are due to declining enrollment. how many citizens and local governments weighed in on the massive stanford expansion. public comment is closed and the county is addressing the concerns. here is who went on record. the planning department got 184 comments from private citizens, 18 letters from public agencies, and 12 letters from nongovernmental agency organizations. these groups range from governments to transit agencies.

by law santa clara county must address every single one. as kris sanchez reported stanford is permitting for a permit for a sprawling redevelopment project spanning nine jurisdictions and 17 years. it would include 2.3 million feet of academic space, more than 3,000 units of housing for students, staff and faculty. the plan is to finalize the environmental review with response to public comments coming some time this summer. it appears the major development tied to the giant may be ready for the move. it would create 1,300 housing units along with office and retail space. the state lands commission would

also have to sign a deal on this. this is something in the works and you can see the renderings right there showing what all of this could look like. 6:36 right now. new this morning we all know the dangers of driving under the influence. now driving while tired is also incredibly dangerous. researchers say drowsy driving causes more accidents than we previously thought. sharon katsuda with startling new findings. >> reporter: good morning, laura. we're starting to see people show up for work right now and i just spoke to a security guard inside. he said he can totally relate to this story. his research is a wake-up call for drivers. >> when you changed lanes you didn't signal. because you're tired? how much did you sleep? >> reporter: this is video of an

officer pulling over a drowsy driver. dash cams in 3,000 cars and studied 700 crashes. 10% of drivers had been dozing before the crash. aaa says that's much higher than federal estimates. plus, people should get seven to nine hours of sleep every night. if you cut that time by just two or three hours, aaa says the risk of you getting in a crash while tired at the wheel is four times higher, equivalent to the risk of drunk driving. >> it affects all of us. what we're trying to underscore is the increased awareness and get out the message people need to prioritize sleep. >> reporter: some signs to look for if you're tired while driving drifting from your lane or forgetting where you just drove minutes ago. take a break if you see those signs and another startling statistic aaa says 30% of the

vote as early as this morning. >> good morning to you. they're going to have to hurry, right, marcus? wednesday senate majority leader mitch mcconnell announced the republicans and the democrats had a deal and it is a doozy. it has money for infrastructure. these are the rules created by republicans to control the deficit. how do they pay for all that? $300 billion to the budget. this is very unusual behavior for a republican congress. nancy pelosi on the floor of the house, angry about what's not in

the budget deal. she's demanding paul ryan vote and debate on daca, asking ryan to make the same promise that mitch mcconnell makes to the senate. if there's no promise there's no yes vote from democrats. this event last year president trump made fun of arnold schwarzenegger's tv ratings asking people to pray for arnold this week he stuck to the script. trump's aide will leave the white house today. he's the fellow there on the right accused not by one but two ex-wives of battery. general kelly supported porter even after hearing about the accusations. this is porter in the back of this photograph. there's porter.

visibly emotional hug. >> i'm sure mom will be at all the games. >> that's right. >> go florida now. and it feels more like florida here except without the humidity. we have the heat, though, and we haven't had a lot of rain. and now the drought monitor being released this morning. i wanted to show you this very quickly because now we are increasing our drought status across parts of the bay area where we haven't been included before. all these areas shaded in yellow abnormally dry conditions and a severe drought developing around l.a. so that's something we'll have to monitor over the next few days. we're also seeing abnormally dry conditions in the santa cruz mountains. also for parts of solano, napa, santa rosa and marin counties. we know it's been warm and dry

and speaking of warm, we could set some records in a few spots. i'll be watching santa rosa because we're forecasting a high of 75 degrees. the record is 74 and in other areas we'll be very close looking at some low to mid-70s today. and in concord looking at a high of 78 degrees. 76 today in napa. and as you're getting dressed this morning you do still need that jacket stepping out the door because it is a cool start later today, short sleeves and shorts once again. our seven-day forecast shows temperatures cooling off as we head into the weekend. san francisco in the low 60s and inland areas in the upper 60s and low 70s. we do need some rain. as we head over to mike tracking some police activity. >> reported by the ac transit system, berkeley police will affect line 12. mlk near university and there will be police activity. we're checking things out in the

newsroom. it will affect at least line 12. the rest of the agencies reporting no problems. the roadways, well, they're showing the slower drive. typical pattern as we look over here. the hayward build across the bridge and building into san mateo, the same thing for melo park. from the nimitz freeway. eastbound highway 4 is cleared. westbound a new crash around harbor. a motorcycle involved. drivers are okay from what we understand. getting to the bay bridge, everybody is heading over there now so richmond and berkeley showing more slowing. coming up next on "today in the bay," today is the day. our own garvin thomas will join us live from pyeongchang, south korea, as we count down to the start of the 2018 olympic games. at 6:51, first happening now a san francisco man is in custody after allegedly assaulting an officer during a foot pursuit last night.

19-year-old dante oliver knock an officer to the ground in the tenderloin. he was wanted for breaking a store owner's nose. the officer was treated and released. plus the international crimes court is investigating the philippines. investigators looking into whether the country's president has committed crimes against humanity in the anti-drugs crusade. 4,000 people have been killed by police.

before you head out the door, here are the top stories on today in the bay-- 6:55. welcome back. before you head out the door the top stories we're covering on "today in the bay." >> following breaking news out of berkeley. police are cleaning up a homeless encampment. a photographer just arrived to the scene. live pictures of old city hall in berkeley going on at martin luther king jr. between austin way and center street. you can see much of that area already cleaned up. a cleanup took place at a homeless encampment which led to protests. a leave look at san jose brock springs neighborhood hit hard by the coyote creek flooding exactly a year ago. today more than 150 flood victims are expected to file a claim and santa clara water district. it was last february when coyote creek overflowed its banks forcing thousands of people out of their homes. damages totalled more than $100

million. the claim alleges a breech of mandatory duty and negligence. a man accused of killing a chp officer andrew camilleri returns to court for his arraignment for the third time. the original arraignment mohammed ali last month did not happen. monday's hearing was postponed to today. this is video from the dublin courtroom on monday. several chp officers were there as well as officer camilleri's mother. camilleri was in a chp suv on the side of i-80 near highway 92 when ali allegedly crashed a cadillac into the suv. a live look from san jose city hall this morning. mayor sam liccardo is preparing for his annual state of the city address. the mayor will focus specifically on the affordable housing crisis in silicon valley and will talk about his plan to build 25,000 new housing units over the next five years.

and mike and kari. i saw lester holt getting the torch, i saw will and grace getting the torch. it was fun all across the universal family. we had fun with our own digital torch relay leading up to the winter games. i want to take you back out live for a quick moment and give you a tour. we're standing in front of the broadcast center in pyeongchang which houses the nbc and all the big production for the olympics you're looking at now. the ski jump hill, the high and low. quickly around. there is the sliding center with bobsled, luge, and skeleton. my favorite, this hill right up over here is beautiful looking ski hill out there. it isn't even being used right now. it's not an olympic venue and they had to close it down because of its location. beautiful, pristine slopes and nobody skiing there. it's killing my photojournalist/photographer that nobody is skiing on that beautiful mountain. he'd love to get up there right
