bay bridge from e good sunday morning to you, it is 7:00. we want to start you off with a wide look outside right now. that is the bay bridge from our camera in emeryville. such a picture post ward view there on this sunday, february 11th. good morning, thank you so much for waking up with us, i'm vicky nguyen, vianey arana is standing by with a look at that microclimate forecast. you told us there was a little bit of a cooldown possibly. >> it's a little chilly. vicky and i were saying you actually enjoyed this. >> i loved it. >> i think most people did. the only downfall from the 70s and no rain means we get dry conditions. we did have that wind adviser in place yesterday, that wind adviser has now expired, it expired at midnight. we're expecting another calm afternoon. right now the temperatures in the 30s and the 40s, these are a

lot more normal for this time of year. palo alto 38 degrees, mountain view 38, san jose at 41 and santa rosa at 32 degrees. today's temperature trend will be rather interesting. we have this trough sitting off of the pacific and that's going to bring a cooling air mass over the area. you might start seeing a combination of sun and clouds although right now it's not very cloudy, but that's going to keep our temperatures in the 50s and low 60s for today. believe it or not we are not expecting any 70s, even though earlier this week we hit daytime record highs. that will be interesting to watch and might each feel chilly in some spots. 62 degrees by 10:00 for santa clara. the doppler radar showing that upper level low i've been mentioning. i will talk about who is going to get the chance of possibly seeing a couple showers. let's take you over to the winter olympics, if you've been watching you are there in spirit, maybe you want to experience the cold but maybe not. it is 9 degrees with a windchill of negative 13 degrees right now

off there. garvin will bring us updates through the olympics, follow him on twitter, it's a great resource for behind the scenes look at all the action. @garvinthomas is where you can find him on twitter. some of oush other bay area athletes had their first taste of defeat. let's start with speed skating. j.r. celski makes a late move to advance to the semi-finals, but then in a loaded field in the semis he was penalized and @r(t&&+so3 in the women's buy@long print joanne reed had his first olympic competition. you may remember our profile on her which aired yesterday morning. she began her sports career on roller skis in palo alto, she picked up the buy@long thanks to her grandfather. reed finished 86th. politics put aside in the name of sports, a big story line this olympics has been the unified team for north and south korea. fans cheered as the first ever women's unified korean hockey

team competed. the match drew big names in the crowd, too, including the sister of kim jong-un, she is the first immediate family member of the north korean leader to set foot in south korea. they lost to switzerland 8-0. it was a loss on the ice but many are calling it a big win for both countries. team u.s.a. has uncovered gold in the south korean mountains and the americans move into the second full day of competition at the 2018 winter games looking for more. jay gray is in pyeongchang and he joins us live from the mountains. jay, we saw some incredible performances last night. >> reporter: yeah, we really have, and sorry for the technical issues here, we have had a strong wind gust which has been an issue throughout the day here. winds gusting over 50 miles an hour. it's forced some of the events to be postponed or delayed. it could not, though, keep team u.s.a. off the medal stand here.

operator of the boat is apologizing for the mishap. >> reporter: just before sunset you could see the osprey with the rescue boat standing by. the operator of the tour boat simply made a mistake on the water when they went over the berkeley reef at low tide, that reef well known amongst boaters is clearly marked. >> right out of the gate our operator just made a bad decision in terms of where he was running the vessel for the day. >> reporter: i was able to talk to nancy levine, she was aboard when they hit the reef. >> the jolt sent pretty much -- a number of people -- some bodies fell and went flying, chairs went flying. >> reporter: the first concern was major damage to the boat. >> initially there was the question of whether water would come into the boat, right away we put on life preservers. >> reporter: this is video of the osprey from a few years ago. the hull of the osprey was not breached in today's incident and all 41 passengers were safely

shuttled back to the berkeley marina by the coast guard. >> everybody was okay, there were some minor bumps and bruises, that's the extent of the injuries. >> reporter: the two-man crew stayed aboard until high tide when they were able to free it from the reef. sergio quintana, nbc bay area news. people living near dolores park are worried it is becoming a victim of their own success. the sunny weather sent huge crowds. the san francisco park has become more popular than ever. but it's also attracting some trouble. there have been a few shootings there and people often leave a lot of trash behind. neighbors spent the day passing out garbage bags and collecting signatures. they want the city to help keep it clean. >> this is a beautiful park, a jewel of the city, a tourist designation. it brings in a lot of business to the neighborhood, it increases the values of the neighborhood. why would we not take care of the park? >> two park rangers and a pair of sfpd officers have been

a lot of people said we have been warm, now it's cold outside. >> i wasn't asking for this for the record. >> theat's true. we were talking about how we really enjoyed the 70s. now we're falling right back into that pattern, but look at how beautiful san francisco, clear skies, a lot of sunshine and we do have those 30s and 40s on the map right now. palo alto 38 degrees, mountain view 38, san jose 41, napa 34 degrees and what is it bringing exactly all of these drops in temperatures? well, that 24 hour temperature change, check it out, san jose 9 degrees cooler at this hour than we were yesterday, concord 9 degrees cooler, half-moon bay 14. it's all thanks to a system. we have this upper level trough that's sitting off to the coast and that's going to bring in a colder air mass, it's a colder storm and believe it or not this has a chance of possibly popping up a couple showers around here. not much rain, though. we are talking less than a tenth

of an inch. let's talk about that hour by hour outlook. if i forward this timeline from sunday -- or today, rather, by about 5:00 p.m., look, we see a couple of these pop up increasing cloud cover and then those showers really kind of kick up in terms of the late chance, but mainly dry and then we get the wind that picks up tonight yet again sunday into monday morning. so that wind advisory that was in place last night did expire but we are expecting that upper level trough to bring it down in and kick up those winds again. i don't want to get you hyped up if you wanted the rain, unfortunately we are still very dry in the bay area but when the rain does come do you know what we do have up and running, storm ranger is in the parking lot and we have our very own storm ranger in the house now, the only one in the bay area. what exactly is a storm ranger? it's a mobile doppler radar and it is tracking right now scanning horizontally and vertically giving 2-d views of the rain which will be better at

capturing exactly where it's raining in your neighborhood. let's talk about the long range outlook. that upper level trough will continue to push south and bring shower chances just south of san jose and that low pressure system will move on in through southern california. so southern california actually has a better chance. the majority of the bay area probably not going to see any rain from this. what it is bringing is the colder air mass. towards the middle of the week we see the return and the dominant high pressure that's once again going to dry us out as those storms continue to move inland to the east. overall, though, your pleasant daytime highs 66 degrees for san francisco, oakland 67, livermore 70 degrees and overall very beautiful clear skies. let's talk about the next seven days. we are going to keep these 60s in here thanks to that colder air mass, it will keep us more near the seasonal temperatures. by wednesday in san francisco and even in inland spots 70

tourist attractions. we have learned of a deadly a developing story at one of the nation's most popular tourist attractions. we have learned of a deadly helicopter crash in the grand canyon. officials in arizona say three people are dead and four injured. it happened about 5:30 yesterday evening. cellphone footage captured the moments after the tragic accident. in the distance you can see the fire in the rocks along with bystanders trying to assist. investigators say the helicopter was on a tour of the grand canyon when it crashed. the company that owns the chopper is based in las vegas. it was involved in another

deadly crash back in 2001. investigators are trying to determine what caused that crash. the victims have3lqí not yet be identified. an investigation a under way into two mechanical issues on a spirit airlines airplane. one of the incidents involved a bay area bound flight. the discount airline grounded an airbus earlier this month after an engine rattle in midair. that flight headed to oakland was forced to return to las vegas shortly after takeoff. that same plane was involved in another malfunction days before on a flight from ohio to florida, crew members became sick from fumes. the faa says the two incidents are not related. we reached out to spirit airlines but the company has not responded. president trump had more sympathetic words for two white house aides accused of domestic violence. this time the president's remarks were posted to twitter. nbc's kelly o'donnell reports on the two staffers who deny the allegations, but stepped down. >> reporter: after two white

sales force ceo marc benioff. this was the prime minister's ninth trip to the u.s. since president trump took office. he was moments away from disaster, a driver barely escapes after his car gets stuck on the tracks in atherton. a driver was crossing the tracks when his car stalled. he jumped out just before the train crushed his vehicle. fortunately the driver of the car was not hurt. it's hard to believe when you see this crumpled austin healy. >> the train came through with no ak pant in the vehicle, struck the &,5vehicle, married 100 yards or so down the tracks, it then caught on fire. >> about 350 passengers were on board that caltrain which originated in san francisco. no passengers were hurt. more than 90 minutes after the accident they were then loaded on to another train and continued on to the diridon station in san jose. prayers have been answered for members of st. matthews catholic school and church in san mateo.

the church held mass last night. on thursday a 24 inch water main busted sending muddy water into a classroom. the church and the brand-new campus gym. the school was shut down for two days during the repairs. st. matthews plans to open school, though, tomorrow. or that is monday morning. an injured hiker rescued yesterday in fremont with the help of a drone. the fire department posted these pictures online. they used that drone to find the hiker from move and then used the images to plan the rescue. this was on top of mission peak. no word on the hiker's condition this morning. congress finally agreed on a after more than four months and four continuing resolutions congress finally agreed on a federal budget through september of 2019. the new document provides more money for defense, for domestic programs and for disaster relief, but it also produces the largest deficit since the great recession. so what does this mean for us? nbc political analyst larry gerston is here this morning with some answers. this is most the first time there has been a delay or shutdown when it comes to the budget but talks about the issues that stalled the process. >> anytime you talk about the "b" word. >> budget, folks. budget. >> the "b" word, it's tough. by definition budgets are difficult, they're difficult to craft because various needs exceed the funds available. sounds familiar. so congress has to prioritize, much like you or i would do with our own budgets. two factors made it exceedingly difficult for congress to pass a

budget this time. first, the very organization of congress, what a shock, right? even though the republicans control both chambers, about three dozen members of the very conservative freedom caucus made it difficult for the house leadership to gain enough republican support because of their opposition to increase federal spending. second, democrats were in no mood to help pass a budget without the attention to the deferred action on childhood arrivals program, you know, daca, now scheduled to expire just a few days from now, march 5th. only after promises from senate majority leader mitch mcconnell and paul ryan to schedule votes on saving daca did democrats come around and provide enough votes to ensure passage in the house. both hurdles were overcome but at a great cost to all of us really. >> we talk about cost. what about the disagreement over adding more money for defense and domestic programs? arguably always needed. >> yeah. look, republicans have long

argued that -- for more defense spending while democrats of inadequate funding for children's health insurance, for example. here is the problem, between the ten-year, $1.5 trillion tax cut passed by republicans last december and the new spending additions, the federal budget deficit for the coming year will be $1.2 trillion for one year. that's 30% of the $4 trillion federal budget. this comes on top of a $700 billion hole during the current fiscal year. a lot of money involved here. the thing about deficits is they commonly grow during times of a weak economy, but these deficits are occurring during the second largest economic expansion in the nation's history. >> so it's like having a credit card bill, you pay it down, but it sometimes balloons way too big and you usually don't have that big of a deficit when you're making more money.

so talk to us about how this affects the economy in the long run. >> okay. look, it sounds good in theory this whole idea about credit cards, we all use them, but the more credit card debt grows the the more having along the way to pay it off. national debt is now growing at a record rate and that means record amounts of the federal budget set aside for interest payments and that means less money available downstream for federal spending it. it also meaning higher interest rates which could affect your credit card bills to fansing a car or home. of course, all of this has been exacerbated by the tax cut. in fairness, though, in fairness, tax cut proponents say that the cuts will spur economic activity and pay for themselves, but, guess what, past tax cuts have never lived up to that promise. >> in the long run. okay. well, what about daca?

what do you think in terms of this program you said march 5th it's coming up, right around the corner, is it going to be sacrificed adds part of this deal. >> and that's the unanswered question. while democrats extracted a promise from republicans for a vote on daca in exchange for passing the budget, we just don't know what kind of bill would be presented and whether the president will sign it should congress agree on a solution. mean while, while the nation's budget and tax issues have been assessed, yeah, the dreamers limbo goes on and, as you said, very few days remain before this whole thing explodes. >> late friday president refused to release the democratic memo about the department of justice surveillance procedures. so your thoughts on that. >> of course the republicans had that three and a half page memo that the president allowed to go on through even though int squlens experts said not to good idea. so the democrats came back with their ten-page memo saying, wait a second, you guys cherry

good morning. it is 7:53. if you haven't looked outside, look at this, gorgeous san francisco, i mean, nice clear skies, some nice seasonal like temperatures this time around. no 50s as we wake up this morning, but there are plenty of 30s and 40s on the map. santa rosa 32 degrees, napa 34, san francisco waking up to 48 degrees. along the peninsula, palo alto, 37 degrees. so what exactly cooled us off? well, today and even yesterday we started a bit of cooling trend, that 24-hour temperature change compared to where we were yesterday at this hour. pretty significant in some spots including half-moon bay 18 degrees cooler at this hour than

we were yesterday, santa rosa 10 degrees cooler and the reason for that is, well, we've got sitting off in the pacific and you can see it right here on our doppler radar. this is expected to bring a chance of seeing some showers push down to the south later tonight, but not everyone is going to get rain. so let's talk about that hour by hour outlook. if i take you through this timeline sunday right here at start to see an increase in cloud cover and then that chance of shower really comes into play really late into the afternoon. we will get some spotty light rain throughout the morning, but it's mainly going to be very dry and then, yep, once again tonight we will be picking up those winds and it's going to get rather windy with locally gusty conditions sunday night, tonight, through tomorrow monday morning. if you notice there goes the rain, it's gone. so not really expecting to get so much rain. let than a tenth of an inch from this storm. storm ranger is up and running in the parking lot and when we

do start getting higher rain it will be up, ready to go. it helps even track wildfire smoke in the zone right now. it's only on nbc and our sister station telemundo also has access to this. we will be using it equally anytime we're tracking any chances of rain. let's take a look at our long range outlook, tuesday, february 13th there is a low pressure system that will be sitting right over southern california and that's going to bring a chance of some showers into south san jose, also into monterey in the middle of the week. that's going to be our next chance of rain, but the majority of that system if you notice it's kind of gone and then we see a return of a dry weather pattern thanks to that ridge of high pressure that once again is going to dry us out and warm us right back up, however, that ridge of high pressure isn't going to warm us up as last week. overall today's highs will be relatively comfortable in the

upper 60s but over the next seven days here is a look at what you can expect. breezy conditions again once again those winds will pick up, especially for higher elevation areas into the evening, into the monday morning for san francisco and also inland areas. so we keep the cooler temperatures at least through tuesday and then by wednesday we get that ridge of high pressure that will once again dominate warming us up into the 70s for inland spots, but if you notice not as hot as the last system so we will still be rather comfortable in terms of the daytime highs, but still we need some rain in the forecast, it's getting pretty dry out there, butw$km5ñ of right now it's not looking too good for significant amount of rain totals. less than tenth of an inch from this initial storm. >> not a lot to get excited about. but it is cooling and hopefully in the next seven-day forecast you will bring some some more wet weather. >> long range. we want you to take a look at this. this is not your usual -- i know, that's an actual real

it makes a tremendous team during a moment of crisis. i rely on them, the firefighters in this department rely on them, and so we have to practice safety everyday. area trains our firefighters on the gas or electric aspect of a fire and when we have an emergency situation we are going to be much more skilled and prepared to mitigate that emergency for all concerned. the things we do every single day that puts ourselves in harm's way, and to have a partner that is so skilled at what they do is indispensable, and i couldn't ask for a better partner.
