cold, but as you step out you will be like, okay, i can feel the difference, especially in morgan hill where we're just one degree above freezing and napa has really cold yesterday morning, a little bit of a difference this morning, it's 49 degrees and 52 right now in san francisco. here is a look at the forecast as you get ready to get the kids out the door into san jose this morning, low 40s at 7:00. so it's still going to be one where you have to wear the layers but laterobt on today a more comfortable with low 60s. mike, you were giving us an update on what's happening with that morning commute. >> we have a couple crashes tox the first one i want to point detail at least the location northbound 87 at 101. it's coming up and i saw a little bit of slowing as you approach that transition ramp. it sounds like the ramp is functioning with all lanes so there is activity just before you get there on>

tuesday. tuesday we expect more traffic flowing. more slowing westbound 80 at apean way. looks like everything is getting off to the shoulder. the build starts coming off highway 4 and coming down through the area, then clear through richmond and the backup of course the bay bridge toll plaza because they have the metering lights. back to you. developing this morning the gruesome killing of a 19-year-old woman leaving many people baffled. she was stabbed and left for dead on a rural east bay road early yesterday morning. in fact, we brought you coverage on "today in the bay." >> this morning we're learning more about who she was and her suspected killers. "today in the bay's" bob redell is live in santa rita jail this morning outside of there in done listen where the two suspects are behind bars. deputies tell us the victim's final words helped them make that arrest. >> reporter: law enforcement calls it a dying declaration and in this instance the victim a

19-year-old woman was able to tell the alameda county sheriff's office who her attackers were and she identified them by name, also another 19-year-old woman and a man who are now both locked up behind me in the santa rita jail in dublin. unfortunately the victim whose friends have identified as liz andrea did not survive that attack. early yesterday morning someone spotted andrea on this rural stretch of tesla road, she had been beaten, stabbed and left for dead according to investigators. she ended up crawling 100 yards to flag down a driver, that driver wants her family to know, by the way, that she had the spirit and the fight to live. sadly, andrea died a couple hours after being lifeflighted to eden medical center. deputies arrested the two suspects at a home in modesto yesterday. the mare shivs office is trying to figure out the motive, whether this involves a love triangle, revenge or something else. andrea had recently moved interest san jose to tracy with

her parents and little sister. a friend tells us she wasn't happy with the move and there had been some sort of conflict with a group of girls who were jealous andrea had been skateboarding with a group of guys. police believe they have the main attackers in jail, investigators are looking into whether or not someone else may have been involved in this attack. live outside the santa rita jail, bob redell. people in concord condo complex were shocked to see police near their homes. police are investigating a shooting that left one man critically injured. this happened a little after 9:00 last night on clayton road near new hall park. officers say that shooting happened at a condominium complex and that victim was shot in the chest. officers combed that area but were not able to locate the shooter. a live look at the u.s. capitol where lawmakers begin what may be a make or break moment for immigration. their work could affect millions of people. they are racing to beat a march

5th deadline when protections for daca recipients are supposed to expire. president trump posted this tweet saying negotiations on daca have begun. reaps want to make a deal and democrats say they want to make a deal. wouldn't it be great if we could finally after so many years solve the daca puzzle. this will be our last chance. there will never be another opportunity. march 5th. gop lawmakers have introduced what one calls the president's best and final offer but judging from top leaders it's anyone's guess if the plan can be approved. >> we have long supported effective border security. >> it's our best chance to producing a solution that can actually resolve these matters. >> the gop plan would grant citizenship for nearly 2 million dreamers but not their parents and it would provide $25 billion for a border wall. at 6:05 new this morning one bay area teacher is making some serious accusations about harassment and it involves her

students. according to the ij the woman teaches at mill valley tam pious high school. she claims she has been harassed by male students and claims the administrators have failed to take action to resolve it. at administration says they take the claims seriously. students at one bay area high school are divided over one song meant to unify americans. we are talking about the "star-spangled banner." the constrict centers around a recent decision to stop playing the national anthem before pep rallies. the school's leadership group decided to skip it during a winter rally. the decision got everyone's attention. >> they had such a pivotal decision to make i feel like they could have gone to the student body to hear from the voices of the student. >> he went with aed to make sure that the national anthem wasn't

offensive to people. >> the leadership group made the decision based on their objections to lyrics in the anthem's third verse which are not typically sung or played. the anthem will still be played before school-sponsored events like football games. >> continuing coverage now of the 2018 olympic winter games. all new this morning and already historic figure skater is making headlines again. >> garvin thomas there for the emotional moment in south korea. he joins us live to tell us more about it. hi, garvin. >> reporter: hey, laura. just a few hours ago we headed over to a press conference to talk with bay area native and team u.s.a. figure skater vincent zhou. also there has his teammate, newly minted bronze medalist openly gay figure skater adam rippon. when the subject turned to his controversy with the vice president, mike pence, things got a little emotional. now, in an interview last month the openly gay rippon had harsh words for the vice president

when it came to lgbtq issues. the vp responded that rippon was misinformed about his position and it went back and forth. as the games began rippon said he didn't want to talk about it anymore because he didn't want it to be a distraction. when asked today he did say something positive has come out of all of this. >> i've gotten so many messages and it's -- i could even get emotional thinking about it, but like i've gotten so many messages from young kids like all over the country that my story has resonated with them and it's incredibly powerful, like this platform that you can have at the olympic games. >> reporter: rippon said -- i want to get this quote right -- he didn't want his olympic experience to be about mike pence. he wanted it to be about his

amazing skating and him becoming america's sweetheart. marcus and laura, we've heard from adam rippon enough to know that anytime you get him near a microphone you're going to get some great quotes out of it. >> it's nice and it's nice that he could be a leader for a lot of kids. very nice. good to see you, garvin. thank you very much. also all new this morning, monterey native jr celski failed to advance in the short track. he placed third in his qualifying heat. took two tries to run that heat after an athlete from russia caused a crashed. the athlete was disqualified and trainers had to work on celski's skates. he is one of two athletes with ties to northern compete to compete joe every night. hillary knight playing with the hockey team. team u.s.a. is up four goals to nothing right now. a quick look at what is going on with the olympic standings. the u.s. not even in the top

three but that's okay. we have time to fight back. norway has the most medals with 11, netherlands and canada have ten people, the u.s. has six medals. kari taking a look at what's going on with our weather. >> it starts out cold as we get a look at where garvin is, 26 degrees in pyeongchang and the high temperature today 41 and there will be a chance of snow there. as we bring you back home we will have those temperatures reaching into the mid 60s today. up to 66 degrees in san jose and concord, 65 in santa rosa and in san francisco, 61 degrees. overall a really nice day after a cool start and as i was talking to you earlier, mike, you were saying there was a crash in pinole. >> that crash is over the shoulder but it is showing slowing. for those not familiar with where pinole is it's just off -- san pablo is right there, highway 4 it's in that area. a lot of times locating the specific towns is not a great

as we approach 6:14 you get ready to head out the door and it's another cool start. we are seeing that sunrise a little earlier each day and as we get a live look outside in san jose looks pretty good. let's go to campbell. what? 39 degrees. yeah, that's where we will begin. today we are back in the low 60s which is about normal for this time of year. we will talk about what's ahead with some normal rain, we'll talk about that in five minutes. i got the 30s also but this is up in vallejo for westbound 37, you would expect that, the congestion heading across toward mare island, also slowing in the east bay. we will show you the latest on the crash over near pinole. another crazy day for stocks on tuesday. the dow will open at just over 24,600 after jumping 410 points yesterday. you know, you add monday and tuesday together on the dow you get the best two-day gain in more than ten years.

nasdaq up 107. though we're still off all time highs. news of layoffs, barnes and noble says book sales were not very strong over christmas so it will downsize. barnes and noble's arch enemy, amazon, cutting a few hundred people from its headquarters as well. bad news if you are looking for a house, the california association of realtors says the median price of a bay area home jumped 12% in january. there isn't enough houses for sale, particularly under a million dollars. the median price bay area wide is $880,000. the "wall street journal" is covering the olympics using silverware. the journal didn't pay for the rights to the broadcast of the olympics the way we did so one of their reporters is doing figure skating play by play with spoons and forks. that robot coffee maker café x will open another location in san francisco, this time in the financial district. this was dreamt up by a college kid from hong kong. the barista works without

complaint and without breaks. speaking of robots, marcus and laura, how about a robot that can open a door. this is the latest video from boston dynamics, there he goes, they have added door opening skills. he will block it with his foot and move it away, i don't know if this is a good idea, but then again -- >> who let the dogs out. >> but what if you are in a rush. that took a little -- >> took a little bit of time, but now the robots can get out. >> that would be interesting to be able to help quadriplegics. >> all the teasing aside it's amazing. this is the same company you remember the back flipping robot, the same company. they are just doing incredible things. >> pretty nice. and i don't mind when somebody holds the door open. 6:16. san francisco port commissioners are reportedly raising concerns about potential security risks and the use of drone technology. according to the examiner port leaders today will set new data storage standards in the event that drone contractors are ever hired.

that's to avoid information getting in the wrong hands. commissioners are concerned because recent security risks have emerged in connection with one drone manufacturer based in china. so if you are a driver you have probably experienced this, you foreget to feed the meter ad come back and find a ticket. >> we've been hearing from commuters who actually got ticketed at bart stations even though they say they paid for their spots. investigative reporter liz wagner decided to find out how it's happening. >> reporter: we talked to seven riders in the east bay all of them new to bart, they paid for parking, turns out, though, their spots weren't really available until after 10:00 a.m. but the parking machine took their money anyway. if you've been to the rockridge station in oakland you know there are plenty of signs in both parking lots. bart says the signs are clear, but to the new riders they're clear as mud. the commuters thought they parked in a daily fee area, instead they parked in a permit zone. naturally they got tickets, but

you just want to get somewhere warm. don't do that. you will pay a lot more later. so we're starting out this morning where you want to make sure you grab the jacket, you don't want to pay for it once you step outside and are already away from home. emeryville is already busy this morning and the temperature 46 degrees as we start to see the sunrise. we still have a high amount of tree pollen in the air, we still haven't had any rain to wash the allergens out of the air, the tree pollen is floating through the area and everything is budding and blooming. over the next several days it still looks pretty much the same, but it will be slightly warmer today with our high in morgan hill up to 67 degrees, cupertino 61 degrees. we will be up to 65 degrees in walnut creek and oakland today 63 degrees. 59 in daly city while belmont will be at 62 and the embarcadero today 60 degrees and

63 degrees today in sonoma and in napa. we still have this area of low pressure that's been moving fairly quickly dropping to the south and that's the reason why we did have those gusty independent with, but it still didn't bring us any rain. there will be another one moving in by the end of the week into early next week and this one still kind of starved for moisture but will bring us a slight chance of showers as well as cooler temperatures by early next week. so that's something i will be watching as we go into sunday as well as monday. and it will be breezy today, in san jose a high of 60 degrees, low 60s all week long. more clouds on sunday and a chance of rain on monday, but that's the thing to remember, cool mornings, warm afternoons and still no rain until early next week. mike, you are tracking a few more of the new crashes? >> that's right. they are not major crashes, kari, but there are a number and more folks of course on the roadways. so we are still watching 87 at 101, the crash still on the

oakland woman who says a popular retailer owed her money. nbc bay area 6:24 for you right now and nbc bay area responds to an oakland woman who says that a popular retailer actually owed her money. >> so she returned -- or she turned to our responds team to help recover it. here is consumer investigator chris chmura. >> julie moran says she bought $40 in clothes on forever 21.com, but they didn't fit, so julie returned them using a shipping label that came with

the order. theú@f-áqáj on that shipping label was to san mateo. a couple days later julie called forever 21 in san mateo to see and they said, nope, we can't find it. the return address she used wasn't correct. julie was confused. she says she called the storer> few more times trying to track down her return but had no luck so she reached out to us for help. we contacted forever 21 and it refunded julie's 40 bucks. it also reimbursed her shipping fees and tossed in a $15 bonus gift card. in a statement forever 21 says, we appreciate our customers reaching out if they have a concern as we always video i have to provide the superior customer service that our guests expect. so julie said her shipping label didn't have a tracking number. if you are ever concerned about something getting lost it's worth considering paying a little more for tracking, even maybe insurance just to be safe. if you have a complaint call us

let's get a look at our school day forecast for livermore. we will be in the upper 30s as you get ready to walk to school and also going for that drive you may have to turn on the heater inside the car. later on today we will be in the low 60s. we are going to have a quick warmup throughout the day. we will talk about this, also ourw48 chances of rain in the forecast anïr:yun + we will ski ahead to the weekend in just a few minutes. mike, you've been tracking a look at that commute and a couple of issues out on the roadways. we have had a couple of crashes, kari. i'm focusing on right now the san mateo bridge. i want to show you these brake lights westbound. now, for a while over the last five minutes i saw them all -- you see flashing brighter when folks hit the brake pedal. they were all filled in with brake lights. traffic is moving again over the last five minutes, but a concern. look at your map here, the san mateo bridge shows a slowing, the report from chp say there is a problem across the dumbarton bridge mid span, but sometimes

people get confused as to where they are so there could be an issue for either bridge. we will sort things out as the bridge grew gets there and chp. slow getting across any of the bridges because of that volume of traffic. back to you, laura. more traffic more growth. happening today san jose city leaders will be meeting with google executives to talk about the plans for that google village in downtown san jose. the tech giant wants to purchase several areas around the diridon station. that's where we find "today in the bay's" kris sanchez, she's live to explain why critics aren't too happy about this plan. >> reporter: the city council is expected to set their price tag at $67 million but a lot of folks are asking at what cost to the people who live and drive and work in downtown san jose. if you work this downtown san jose you might be familiar with some of the parcels that google wants to buy. if you've gone to a shark game or concert at sap center you've

parked in one of them. also the san jose fire department training facility down the street, you've seen that, that is one, also so is patty's a local bar down the street. google's proposed development is 8 million square feet of office space, enough for up to 20,000 employees. google already bought 23 properties. today's price is for the city owned parcels and there are nine of them. you can find a link to the city memo in my twitter feed if you'd like to

controversy in the bay area and drew national headlines. today the man cleared in the shooting death of kate steinle will be back in court. gaz will be arraigned on federae charges. charges of being ajeo felon wit gun and undocumented immigrant in possession of a gun.in de his lawyers say the charges violate the double jeopardy charge.e. 6:35. the idea of a sanctuary city has been applied to immigration but happening today an east bay city will debate a sanctuary policy aimed atat protecting marijuana users. surprise that berkeley is on the front lines of the issue, they've been pushing to marijuana reform back to the late 70s. what they've looking for now, they will vote on a resolution later tonight at the city council meeting is to have a sanctuary city policy for those that legally use cannabis, also for those that have businesses that are legally selling recreational marijuana but as far as what's in this resolution, they're going to vote on tonight, basically they want to prohibit local agencies from working with federal enforcement agencies on marijuana laws as well as when it comes to turning over information to those authorities. now, typically federal authorities need assistance from local police agencies in order to carry out any sort of investigation and this is all basically a response to attorney general jeff sessions' marijuana memo which came out in january removing those obama era grinds that directed prosecutors not to go african business businesses and users following state laws. those protections will be limited even if this resolution passes since marijuana is still

illegal and you federal law despite many states like california choosing to legalize recreational use for a dlts. when it comes to the california law people 21 and over can purchase up to an ounce of recreational marijuana or grow six plants at their home and businesses must have local approval and a state license in order to sell recreational marijuana. now, if passed this resolution would be unprecedented. the vote is set to take place tonight in berkeley at 6:00 p.ms live in berkeley, pete suratos "today in the bay." is con 6:37 right now, keepif eye on officers, another bay area police department considering outfitting their with body cameras.lice concord city council will take up that topic tonight.ncisco this could cause the east bay city $1.5 million. san jose, san francisco and oakland require their officers to wear body cameras. last week wee told you that thee san mateo police department als started doing the- same. 6:37.n impre

this morning olympic snowboarder shaun white is back with a vengeance putting on an headi impressive show during halfpipe qualifying today. >> huge front side 1080. oh, my lord.d. >> isn't thatat amazing.on nbc look at him go. white leading the way heading into the final event tonight and you can watch it right here on nbc bay area. he will also be on the "today" show this morning. remember back in the older days we called him the flying tomato? he is a lot more mature now, mike. >> that wild red hair. he still has red hair, probably less of it or maybe some of its graying. way out there. looking over here, not a lot of red here, that's good news. red means you're basically at a standstill or below 20 miles per hour. we are seeing a little bit of it southbound 680, a crash reported at stone ridge. i think judging by the sensors it's past there, maybe closer to bernl. should be getting over to the shoulder but not a lot of information. chp is not there yet.

that may be a problem for folks coming off the dublin interchange. also slowing there as well as 880 and across the san mateo and dumbarton bridges the arrow shows you 84, that's where there is the report of a disabled vehicle mid span, i'm tracking that to see whether it's san mateo or the dumbarton bridge. the bay bridge 40 minutes from highway 4 to the bay bridge, it's just getting crowded. >> even more crowded. >> quickly approaching valentine's day tomorrow. a lot of people -- it's a midweek holiday, maybe they will celebrate this weekend. i think so. the restaurants will probably be packed -- >> or you can celebrate -- >> all week long, why not. every day is valentine's day. >> it should be. >> it's going to be really nice. for the coast the bay inland areas highs reaching into the mid to upper 60s. we do keep that sunshine so it will be a great one for going out to the beach or enjoying a picnic in the park, whatever your romantic plans include. on sunday we will start to see more clouds moving in, highs

it's 6:44 now on this tuesday morning. all clear sky as we get a live look outside right now in san jose and it's a grilli morning across parts of the bay area. even at 10:00 we are still going to have cool weather but reaching into the mid 60s today which is actually above normal for the middle of february. heading into the next several days we are going to have more sunshine and also a chance of rain. we will talk about that coming up in five minutes. and indeed it does look like the dumbarton bridge is going slower right now than the san mateo bridge. reports of a disabled vehicle. trying to get more information, but sometimes the travel times let you know that's the case. 6:44 right now and i want you to take a look at this. this is what a new report is all about, an alarming report showing what would happen if the bay area were hit with an earthquake similar to the one in 1906. we are talking about the san

andreas fault which runs from southern california all the way up to san francisco. past san francisco, actually. now, the 1906 quake left the san francisco bay area in shambles. the usgs predicts there is a 22% chance of a magnitude 6.7 or greater quake hitting about i the year 2043, but are we more prepared now? that's the question. a new report says nearly 69,000 houses would likely be uninhabitable if a 7.8 earthquake struck the san andreas fault line and more than 200,000 people, yes, 200,000 people would be displaced. that damage would be massive because a lot of homes are not properly retrofitted. the agency hopes that study will shine light on the immediate for more mandatory retro fitting ordinances. new this morning san francisco leaders today will reportedly gate a plan to ban concealed firearms at large gaerlts. supervisors are considering the ban in wake of a conservative

you're seeing coming out of san jose. once we get a storm in here in the bay area we will be able to track it with some better precision and accuracy. looking forward to some rain, but still nothing going on here right now as we take a live look outside in san francisco. temperature there 52 degrees. you go down to morgan hill and it's 33 degrees. so we have some cool temperatures if had some of our inland valleys and heading up into the mid 60s for in afternoon. oakland up to 63, 63 in pap pa and 64 in palo alto and san jose, a high of 66 degrees today. starting out you do need the layers so i'm like a scarf, a hat, gloves, whatever you need to stay warm. yes, grab that before you step out and also light long sleeves will keep you comfortable as the day goes along. we are still lacking a lot of rain in the bay area and in santa rosa we've measure close to 13 inches of rain but we are still missing ten minutes. we are running at about 50 to 60% of normal, doing a lot worse in the sierra, only 17% of

normal for the northern sierra and a little bit around the lake tahoe area, central sierra 24%. so hopefully we will get more rain in the forecast on monday. i will be talking more about that, but, mike, you're tracking the bridges right now. >> the bay bridge we have the metering lights and backup. richmond-san rafael bridge starting your typical trend, getting crowded now as well. san mateo and dumbarton, we will talk about that in just a second. i want to show you this crash in the southbound northbound 280 at meridian, the scene of slowing and there is a crash moving to the shoulder. this could complicate things out of downtown. so far the push standard through san jose, hitting the rest of silicon valley. over here we have that crash south 680 at stoneridge, slowing past bernal, then getting easier by the time you get to sunol boulevard. that area over here, the san mateo and dumbarton bridge, the san mateo has more traffic, dumbo has a stall reported. waze says the dumbarton bridge is still a little bit better.

died, however, she told them who her killers were. a 19-year-old man and 19-year-old woman were taken into custody. no word on a motive for that attack. a live look for the diridon station in san jose this morning. the san jose city council expected to vote on a controversial sale to google today. the tech giant wants to buy half a dozen properties near the busy train station. google is offering to pay $67 million. google execs say that that land would be used to build an 8 million square foot google village complex. critics say it would drive up housing costs and create more traffic. a live look in berkeley this morning where leaders tonight will open a whole new tangent when it comes to the idea of sanctuary cities. you normally hear the term in connection with immigration grags, but now berkeley wants to be the first sanctuary city when it comes to pot use. even though marijuana is now legal in california city leaders want to draft legislation to protect cannabis users and businesses from federal
