regardo are both in custody in dublin. the sheriffs say the couple was arrested at their home. they believe they are in a relationship. early yesterday morning a driver spotted her. she had beaten, stabbed and left for dead according to those investigators. she died a couple hours later after being taken to the eden medical center. investigators say strong evidence was found at the crime scene. hacked at the olympics, it appears hackers infiltrated hundreds of computers in pyeongchang starting around the time of the opening ceremony. the olympic organizing committee says it's investigating malware hackers dropped into the system called olympic destroyer. the committee admits it knocked out tvs, disrupted wi-fi service and blocked the printing of some of the event tickets. no one has claimed responsibility for the hack. silicon valley security experts explained who might be behind the hacking. back here in the u.s., a

harsh grilling of the nation's intelligence community today over russian election meddling. the nation's top election chiefs warn that not only did russia interfere in the 2016 u.s. presidential election, it's intrusion into this year's midterm elections could be even worse. members of the senate intelligence committee are frustrated. >> unless they face clear repercussions for their cyber operations, right now there are none. is that not the case? there are no repercussions. >> also the rob porter scandal isn't going away. today the fbi director said porter's initial background check was finished last july. the white house staff secretary stepped down last week after his ex-wives claimed he abused them. a u.s. official tells nbc news up to 40 white house officials are still working without permanent security clearances, including the president's son-in-law jared kushner. and the wall comes tumbling down. they are asking for action.

the family of a man shot and killed by bart police want that officer prosecuted. among the question now what does the bow cam footage reveal. jodi hernandez joins us with the details. >> reporter: raj, this is where the officer involved shooting happened right across the street from the west oakland bart station. tonight, the family of the man shot says they have seen the officer's body camera video and they say the officer had no reason to shoot their loved one. >> they murdered my son. >> reporter: a distraught mother says her son's killing at the hand of a bart police officer last month was not justified. dozens frosted outside the west oakland bart station today demanding justice for 28-year-old sha liam behindle. >> that officer must be brought to justice. >> reporter: the shooting happened across the street from the bart station when the officer responded to the sound

of shots fired. when he got there he saw two men fighting. police say over a gun. at the time investigators said he refused to comply with the officer's demand to put down his weapons. >> he says, let me -- show me your hands, show me your hands and within moments, he starts shooting. and he shoots him in the back, bang, bang, bang. >> reporter: attorney john ber ris says the officer's body camera video shows a much different story. he says tendle was not seen with a gun at all and was in the process of putting his hands up when the officer shot him in the back. oscar grant's uncle joined the protest. he says it's similar to what happened to his nephew when he was shot at the fruit vale station nine years ago. >> same menu. >> reporter: now bart released a

statement today saying they are committed to a full and independent investigation. they say they will release the body camera video to the public once that investigation is complete. reporting live in oakland, i'm jodi hernandez, nbc bay area news. >> thanks. the man acquitted of murder charges in the trial of kate steinle was back in court today. he still faces federal charges for possessing a gun illegally. garcia pleaded not guilty to two counts of possession which his attorneys are trying to get reduced to one. garcia will be back in court in april. right now, san jose google village is under debate. they brought up 23 properties for its downtown campus and wants to buy another nine parcels owned by the city. at issue today is where to set the price and how to ensure the land is developed in ways that best benefit san jose. the city staff memo says that sales price at about $67 million.

everyone's buzzing about it. let's get to our live coverage in south korea and every olympics, a new super star is born. this time is snow boarding sensation chloe kim of southern california. amazing what we're seeing. 17 years old, she speaks three languages, english, korean and french and she's captivated the world. gina, she's living up to the hype. take it away. >> reporter: oh, yeah and did you notice, raj, chloe kim, gina kim and i know the bay area has a lot of kim's out there. all of us were pumping up our chest a little bit more yesterday when she won. no. i'm not related to her. she did however deliver the 99th gold medal in u.s. olympic history and we got shaun white still coming up and he could break the century mark. >> comes around back-to-back 1080s. >> 17-year-old chloe kim owned the half i'm getting so far

if the city council approves what )s believed to be a f berkeley could become a sanctuary city for marijuana if the city council approves what's believed to be a first of its kind proposal tonight. marianne favro what does it mean to be a sanctuary city for pot? >> reporter: well, this proposal would prohibit city employees and agencies from helping authorities enforce federal marijuana laws. pot may be legal in california, but the federal government still considers it illegal and now that attorney general jeff sessions removed guidelines that directed u.s. attorneys to leave marijuana businesses alone,

federal action against cannabis is more likely. >> this resolution is responsive of jeff sessions efforts to recriminalalize. >> reporter: so berkeley city councilman coauthored a resolution that essentially tells the feds, if they want to go after pot clubs they're on their own. they won't get help from berkeley. >> tonight's resolution if it passes sets a tone, sets a policy to protect our industry here and protect patients and going forward, it enables some sense of security. >> reporter: berkeley's had a history of shielding its cannabis culture. the city directed its own police department to make marijuana enforcement its lowest priority. given that, some question if the city needs this resolution but industry insiders say there could be other benefits. >> this mechanism is going to make it feel safer for more regulated, more -- more new industry type businesses to get a foot hold in berkeley and

trying to stand from here, for sure. >> reporter: tonight the city council also plans to take up a very controversial issue about how much the cannabis industry should be taxed. reporting live in berkeley, marianne favro, nbc bay area news. following some breaking news now in san francisco. our nbc bay area skyranger is over head at james lake middle school. we're getting reports now that ten kids, ten children, have been rushed to a hospital after ingesting something. this is in san francisco at james lick middle school. >> we're hearing it could be edible marijuana. >> reporter: i'm not quite sure, yet but as you and raj mentioned this is a middle school, sixth, seventh and eighth graders. the scene still very much developing as we speak right now. san francisco fire department

and police on scene here. what we're looking at is a fire engine and ambulance on the opposite side of the corner beyond that. this is at clipper and knowy streets. some parents just starting to gather around now as we speak as they're finding out about what happened. i just spoke to a mom who's son is in sixth grade here. she realized there's something going on here as you mentioned ten students, that is the initial report that we heard were sickened by some sort of edible. we don't know what that substance is or the severity of their injuries but i just found out right before we came to air here that san francisco police are planning on giving us an update at 3:15. in the next couple of minutes we're expecting more information as the crowds continue to gather as we wait to find out what condition these students are in. i hope to have more information for you very soon. >> okay. we'll keep you on site. check back at 4:00.

let's get back to south korea. bundle up, it is cold. 25 degrees at this hour. this year's games are the coldest in recent memory. >> no one knows this better than our own garvin thomas. he's there with how fans are dealing with this biting cold. >> reporter: i'm garvin thomas in pyeongchang, south korea. we're at the olympic park but wherever you go, one thing you see a lot of is that, that's the mascot of the game. another thing you see a lot of, cold people. it is very cold here. it's what inspired us to start our very ow own #coldpeopleofpyeongchang stipulatestitchwhereverwegofrom from down here on the coastal cluster and sliding events. we find some people there really bundled up and they make terrific pictures. we've been taking their pictures and posting them on their

>> we're close. >> okay, yeah. >> science is very exact. not quite, but close. over in pyeongchang, some good news in the weather forecast, while we have had some wind with lately and certainly some snowfall we are looking at calmer winds over the next couple days and some increased sunshine. we'll have more on that in a minute. take a look across our own microclimate forecast and our drought monitor. as many of you know we are now two weeks and/or more without any rainfall in the bay area which is highly unusual in february when we typically pick up most of our rain. we are seeing the drought spread. right now severe drought in parts of the l.a. basin and starting to see abnormally dry conditions here throughout portions of the bay area. we get a brand-new update as we head into wednesday and thursday's forecast and we'll have that tor you. as you can see right now, abnormally dry with a rain deficit of about four to ten inches. closer look at how far we are

behind for a lot of our cities in the bay area coming up at about 4:19 tonight. we are dry but when that next storm moves in we'll be able to show it to you with better detail and faster updates than any other radar in the bay area. storm ranger scans right where you live at the lower level. we are starting off mostly clear tomorrow. cold, 40 in the south bay, tri-valley down to 38 degrees. more 30s as janelle was talking about in the north bay with 38. san francisco 45 and the east bay at 41. early morning commuters will have sunshine. there's a change in the forecast. we do think once we hit 9:00 in the morning, high clouds will spread across the north bay to the east bay and not quite as sunny for the afternoon, more of a partly sunny to mostly cloudy sky on wednesday's forecast. this does help temperatures to cool off a few degrees. that means right up here in the north bay, 69 in santa rosa, 63

in san jose and 65 in half moon bay. my extended forecast keeps it dry all the way through sunday. wind picks up on sunday. we're still trying to track the possibility of more snow. it doesn't look like a great chance but we'll be focused on this in the long range and temperatures in the 50s to 60s for san francisco. across the interior valley as we warm up by saturday and we'll see a low snow chance maybe by next monday's forecast and temperatures in the 50s to 60s. let's bring you over to pyeongchang and our forecast here. it'll be breezy tomorrow. doesn't look extremely gusty and you can see temperatures will be in the 30s all the way through this upcoming weekend with cloud cover moving in as well. it makes the competition interesting when they've got to go through all this stuff. >> we'd rather have it cold than warm. >> when i was in sochi it was 70

if your meter runs out -- you get a ticket. but what happens if you pay -- and you still get the drill with parking tickets, if your meter runs out you usually get a ticket but what happens if you pay and you still get a ticket? a lot of people are telling us they got ticketed at bart station even though they paid for their spots. liz wagner joins us with answers and what's happening there. >> reporter: we talked to seven riders in the east bay all of them new to bart. they paid for parking, turns out, though, their spots weren't really available until after 10:00 a.m. but the parking

machine took their money any way. if you've been in the rockford station in oakland you know there are plenty of signs in both parking lots. bart says the signs are clear but to the new riders they're clear as mud. they thought they parked in a daily fee area instead they parked in a permit zone, naturally they got tickets. when they entered their stall numbers into the pay machine, the machine took their money without warning them those spaces weren't actually valid. >> i paid the $3 for the daily fee and it accepted and i thought, okay, i'm on my way. >> they could reprogram the machines to tell you that what you're doing is wrong. it could refuse your money. >> bart says the old computers don't offer the flexibility to give alerts to riders. coming up tonight after the olympics, we'll show you why bart doesn't want its parking machines to let riders know they're in the wrong spot. back to you. >> see you soon, thank you. >> love is in the area for some hawks in san francisco.

engine trouble for a united airlines flight from sfo,. we're following breaking news now. take a look closely. that is some engine trouble for united airlines flight from sfo to honolulu. we just now obtained this video. we'll keep playing it on a loop for you. we obtained this video from one of the passengers on that flight. his name is eric hadad. here's what we know. the plane did land safely in honolulu about 45 minutes ago after taking off from san francisco but you can see the vibration and part of what appears to be that engine kind of falling apart there at least that outer casing. we have crews in honolulu getting answers and we're also waiting aresponse from united airlines. this is united flight that did land safely taking off from sfo landing in honolulu about an hour ago. >> tonight at 4:00, accusations of censorship, the reason a
